2: My perspective:myself & family 3a-c: WIFI mouse – rash on hand appeared after ~1yr. Wouldn’t go away until I stopped using it for a week. Rash came back upon return to use. Returned to wired mouse & rash hasn’t returned. AMR smart electric meter (precursor to AMI): Power company advised it transmitted data ~ 1-1:30 a.m., coinciding with same time I had begun awakening suddenly every night. I had the meter removed and replaced with a non-transmitting meter and now sleep through night (WIFI, bluetooth, & cell phone off also.) AMI smart electric meter (pulses every few seconds): installed without parents’ knowledge, on same wall where Dad’s (w/pacemaker) bed was. He experienced sudden decline in health, inexplicable bloodwork; Dr later said was very likely due to AMI meter (once that coinciding installation was discovered & discussed.) AMI meter replaced with a non-Smart meter and his blood work and health improved. AMI meters are also invasion of privacy with the data collection. WIFI & bluetooth(home): over time & exposure, several symptoms became regular occurrence: nervous tension, unexplained anxiety, heart palpitations, irritability, agitation, short-temper, brain fog, headaches, restless sleep (myself & family–bulk of/worst of symptoms alleviated when began keeping WIFI & bluetooth off most of the time, especially at night.) Still have some low-level symptoms; neighbors’ WIFI still infiltrates the house. WIFI (schools): mid-way through my child’s schooling, WIFI boosters were installed in the ceilings in the middle of classrooms. My child began to complain of headaches and agitation, and harder to focus. Symptoms would go away during Summer months & return when back in school. One of the schools was in very close proximity to a cell tower. Anecdotally, several cases of childhood leukemia and teachers with cancer have arisen over the yrs. WIFI + cell boosters (office): Installed ~every 30 feet on ceilings starting ~2018 & expanding throughout whole building complex during 2020-2024 era. Symptoms began shortly after installation and close daily exposure-i.e. creepy crawly sensation on skin, especially scalp/brain, low level to escalating headache and other symptoms including those noted above for WIFI at home exposure. Effects felt within about an hour of being in office. For a time, an accommodation to telework was allowed, but when up for review, it was refused. Since ADA doesn’t explicitly acknowledge EMF/EMR sensitivity as meeting the ADA guidelines for disability, the new management doesn’t either. 5G masts (around office complex) installed ~2020-2024 era: Walks of respite outside to give body a break from inside WIFI is no longer possible with the 5G masts. Electric vehicles: Even short infrequent rides in a friend’s electric vehicle gives me creepy crawly sensations and nervous system irritation. 3 doctors concur with EMF/EMR exposure as being the cause of the symptoms experienced. 5: The FCC should be compelled to comply with an order issued by the US Court of Appeals for the DC Circuit in 2021 in the case Environmental Health Trust, et al. v. FCC (DC Cir 2021, No. 20-1025), ordering the FCC to address 11,000 pages of evidence on adverse impacts of wireless radiation before ANY legislation favorable to telecom and broadband expansion is even considered. I fear what will happen when towns lose all control over tower, small cell, and in/on-home placements. The focus on broadband deployment should be on safe, reliable fiber to homes, schools, and offices with ethernet connections, not unreliable, harmful wireless permeating the air. Americans with Disabilities Acct (ADA) - EMF/EMR sensitivity needs to be added as a protected class under the act. Guidance for those sensitive to EMF/EMR/wireless/bluetooth technologies needs to be unburied, acknowledged, updated, and disseminated to employers and those with public access buildings. Offices and public buildings should be inspected and remediated by building biologists certified in Electromagnetic and Electro Radio Frequencies, such as the Building Biology Institute. 13: The growing proliferation makes it an extremely difficult and dismal future for those who are sensitive or have pre-existing conditions. Those who are not yet, could easily become so with increased exposures and intensities. 15: Cancer/health issue clusters/declines & symptomologies known to be related to EMF’s in relation to human and animal health; local animal, bird, insect population declines, health of native flora & fauna vs invasive proliferations, increases in molds. I have been aware of health risks from Electromagnetic Fields (EMF) and RF wireless radiation for many years. We do not have WIFI in our home and haven't for years. We have internet but we have it safely hard-wired. We kindly ask anyone entering our home to please turn off their Cellular Data, Bluetooth, and WIFI on their phones and tablets as my husband and I do the same. Rarely do we need to use the internet on our phones but if we do, we do it quickly and away from our son and then once we are done, we make sure to turn it back off, immediately. We have asked our neighbors to apply faraday cages on their digital meters and they gladly obliged. We take all these measures, and I could go on listing more, because we are aware of the dangers of exposure to EMF and other sources of RF wireless radiation. We do the best we can, to control what we can, knowing once we leave our house, it's a battle zone of cell towers, cell phones, wireless and digital “smart” utility meters, public Wi-Fi, and other sources of RF wireless radiation. The last thing I want on or around my home and my child is a cell tower or wireless smart meter. I am completely opposed to 2-way wireless "smart" utility meters, digital utility meters, and opt-out fees. Wireless smart meters are data collecting devices that were forced on Americans and they emit harmful radiation. I have participated and continue to participate in state and national campaigns asking for utility meter choice legislation. I have collected signatures of Ohioans opposed to these meters and have sent them to state lawmakers. I do not like the wireless smart meter "opt out" option that we currently are offered because it cancels our own rights when we do so. With this option, we’ve had to AGREE to ALLOW utility providers and unknown 3rd party companies, to violate our constitutional rights – so we are legally consenting to being violated. Why should my "option" (opt out) be coercion to violate my own rights? That doesn't seem like an option to me. I have sent the CEO of my gas and electric utility provider, AES an Affidavit of Truth stating many points of intent to harm and multiple violations to my rights and I’ve received no rebuttal. Because I received no rebuttal, my affidavit stands as truth. Listed in the affidavit are my constitutional rights that have the potential to be violated, if I am forced against my will, into a smart or digital meter. I know my family’s health will 100% be affected by these types of meters. It’s not a matter of IF, but WHEN, we will be sick as long as we have it, being forever. We want old-fashioned analog meters but we have been forced to settle for digital meters (for which we pay opt-out fees) which are safer than smart meters but still not as safe as analog meters. Over 1,000 peer-reviewed scientific studies have demonstrated serious adverse health effects from the wireless radiation coming from cell phones, cell towers, and the "smart" meters radiating our homes and other buildings 24/7. This includes DNA damage, infertility and reproductive damage, cardiac effects and arrest, neurological conditions (anxiety, depression, Alzheimer's), immune system dysfunction, and even cancer. The FCC was sued in 2021 for failing to update their safety guidelines for human exposure limits that were established in 1996 when we were using 2G wireless technologies, not the 4G and 5G we have today. The lawsuit was successful, but all these years later the FCC still has not responded to the courts and is refusing to regulate the Telecoms. First, we don't need more research and studies. The scientific community already has more than 20,000 studies. This is an established science. We have more than enough studies to put in place much stronger regulations and bans. Scientists for Wired Technology (scientists4wiredtech.com) is an excellent in-depth scientific knowledge base on the hazards of continuous exposures to pulsed, data-modulated, Radio-frequency Electromagnetic Microwave Radiation (RF-EMR), which is a manmade, toxic, highly xenobiotic agent that causes systemic biological damages at levels many thousands of times lower than current U.S. RF-EMR radiation exposure guidelines. See especially "The Largest Unethical Human Experiment In Human History" on that website. The FCC is not a health and environmental agency. So why has it been in charge of defining what is acceptable for humans and other living beings? We need scientific standards (set in collaboration with ANSI and public health experts) based on the solid knowledge gained for the past 70 years, --not mere guidelines -- let alone outdated ones from 1996, which were rubberstamped for their 1965 version or even as old as 1953!? We also know what microwave sickness looks like and why this RF-EMR technology is so suitable for use by the military as a weapon. The mere fact that wired technology is faster (has the speed of light), much more energy-efficient, secure (not hackable like wireless), much longer lasting (30-50 years vs. 5-6 years for wireless), safer, provides more privacy, does not depress home values, AND has already been subsidized to the tune of billions of US tax payer dollars (Irregulators vs. FCC) -- should be sufficient to immediately stop the wireless and 5G buildup, set scientific standards, and ask the telecom industry to fulfill their paid obligation and complete the wiring with copper and fiber optic cable networks to provide real and safe broadband to every community in the country, especially including the last half-mile or so from the street into homes. What is the justification for choosing the slower, energy guzzling, unsafe, hackable, privacy invading, wasteful (think of all the additional junk generated with each upgrade of wireless technology every few years), and posing a fire risk (as with smart meters) to boot -- over its opposite? What is "green" about this technology?

Summary of Public Comment — HHS Docket HHS-OASH-2026-0397 I am submitting this comment as an individual citizen concerned about potential health effects associated with electromagnetic fields (EMFs), radiofrequency (RF) radiation, and wireless technologies, as well as the lack of accessible resources for people seeking to investigate possible environmental health concerns. I have experienced what I describe as Havana Syndrome–like effects on an everyday basis since the spring of 2014. These persistent experiences have presented challenges in carrying out my work in the energy sector. I am seeking appropriate medical evaluation and objective environmental exposure testing, without asking HHS to presume a particular cause. I respectfully urge the Department of Health and Human Services to consider the needs of civilians who report persistent, unexplained health concerns but may lack access to specialized medical providers, independent exposure assessments, or research programs. My recommendations include affordable and independent environmental exposure testing; clear, accessible information about exposure measurements and their limitations; evidence-based clinical guidance; privacy-protective public-health reporting; independent long-term research; opportunities for civilian participation in research; and equitable access to evaluation regardless of employment status, income, or whether a formal diagnosis has been established. A suspected association between an environmental exposure and a health concern does not establish causation. However, uncertainty should not prevent people from seeking appropriate medical assessment or obtaining reliable information about their environment. I ask HHS to consider these access and assessment barriers when evaluating RF/EMF exposure, setting federal research priorities, and developing future public-health recommendations. Dear HHS/ Robert F Kennedy, I have been a victim of Government Weaponization and a Targeted Individual since 2018. I have been hit with Acoustic Weapons in Des Moines IA when I lived at Gateway Lofts. I was Also Hit with a DEW/ Havana Syndrome while I lived at Gateway Lofts and Also Knocked Unconscious with DEWS while I was at an outdoor seating bar in Denver CO. I have been hit with DEWS in the State of IL and my Dog was hit while driving down the interstate outside of Springfield IL. I have been Electrically Shocked by Electricity from Tri Met Train Station in Portland OR. I have been attacked by a Tractor Beam while driving down the interstate out side of Yuma AZ. I have CONSTANTLY suffered damaging health side effects from Rogue Radio Frequencies which not only track Me but TRAFFIC ME from state to state. Side Effects have ranged from passing out, immediate confusion, instant headache pain, Blurry Eye Sight, Extreme Fear, Watching my Pet dog run around in circles from extreme agitation, extreme anxiety in both Myself and My Dog. The public deserves full re-examine of this technology that has been implemented into every area of our lives without full and proper and ethical disclosure without special interest involvement. I’d just like to share my thoughts on these topics. 5G/cell towers potentially affect behavior(agitation, irritability, anger, anxiety, headache, sleep, ect.) Majority of average homes are filled with wifi modems and smart devices. Smart devices can be accessed by utility companies, locked, turned off, thermostats adjusted, water usage restricted on washing machines, ect. Potential for devices to be hacked/accessed by others with malicious intent is also a concern. Not to mention the data being collected from the use of these devices. The body seems to find comfort and ease away from devices and their frequencies. Addictive devices such as cellphones affect every day life, relationships, driving habits where people can’t put their phones down, social behaviors, demoralization. Long term cellphone, computer use affecting the blood cells causing clumping restricting oxygen flow, eyes, sleep, ect. Our environment and every aspect of our lives has been invaded by non native EMF’s and RFs. Not just on the human body, but also the life of animals, insects and marine life that share this environment. Strange behaviors are accusing in all of the above. In re: Docket No.: HHS-OASH-2026-0397 Motion/surveillance equipment on an adjacent building by a stairway causes high-pitched ear pressure/noise and internal body heat within ~5 minutes when people walk by. I believe this involves illegal brain scanning or related technology in real time with Facebook, Amazon Fire TV, and X timelines, plus ads and malware we have removed from our devices and network. I believe it harmed my dog. A deer cam installed during the bird flu scare overheated the same day from sunlight. After my dog crossed its path she never walked again and was overheated consistent with energy-weapon complaints. Infrared or other signals appear supercharged by solar energy and, with motion detection, triangulate to harm humans and pets. This has caused severe mental and psychological distress to already challenged conditions for our family and pets. It has also impaired short-term memory for hours after prolonged exposure. We fear it contributed to multiple pet deaths last year through loss of mobility and organ function. I fear links to local crime, war-related intimidation, and political pressure including around voting and speech about Trump or Musk. Lesser similar effects occurred under the prior administration, possibly tied to the pandemic and war. It may relate to Ukraine/Russia; we live in a heavily Democratic, contract-dependent area. I first noticed this in 2015 at a residence I believe was politically targeted (though supposedly protected). The owner led an HHS division with ties to former presidents and State leaders. It repeatedly knocked me down near a window and elsewhere, causing severe disturbances to my mind and mobility for weeks or months, though without the temperature effects seen now. I know it was electronic. My roommates then were Ukrainian and Russian professionals in a university city. It resumed in 2020 and increased with war and pandemic speech interference. I conclude it is likely EMF/RF. Radiation can rise around charging mobile devices; solar light and batteries appear to supercharge signals that crest with motion control. HOA measures cannot override residents’ health and mobility inside their homes. We fear the HOA due to other litigious intimidation. We love our neighbors even when frightened. Federal laws could allow millions quiet remedy without retaliation. Illegal surveillance is one issue; unintentionally directing motion-sensing EMF into triangulated injury is another. Delivery trucks or other tracked equipment could have similar unintended effects. We cannot confront anyone—equipment is installed outside normal repair, and groups have previously used events (including missing dogs and trade vehicles) to access our internet passwords, which is also illegal. The pattern since 2020 involves internet boxes, utility lines, and cables. I have experienced patterned injury; another household member is more severely affected. We lost two pets around the same time; neighbors saw a cluster of animal deaths. It may involve bird flu or pesticides, but also the high-pitched noise so loud we cannot talk until it ends. Emotional effects, fatigue, and temperature disruption follow minutes later. We have spent sleepless nights fearing gang violence. I pray this docket prioritizes protection of human and animal spaces. Reducing such exposures would improve longevity prospects, especially for the vulnerable, and lessen risks of accelerated aging or worsened illness. I will raise this on X. Abnormal Comcast references appeared on devices recently. In sum, the sun appears to supercharge motion-detecting infrared LED WiFi technologies that triangulate with sensors, mobiles, GPS, 5G, and charging phones, producing laser-like EMF/RF harm in intervals. I believe this most likely killed my dog and cat and at least three other nearby animals. This is an unknown harmful impact from surveillance and hyper-connected EMF/RF. Protections are likely straightforward. I pray for prompt, deliberate action. Government forms repeatedly return errors preventing completion. I fear speech suppression and compromised databases.
