Greetings. My name is Candice Rutledge, and I am a street cat from Littleton, CO, who is very active via public comment along with the written word (since November 2024) within Arapahoe County, CO, and some of the cities there (primarily Littleton and secondarily Englewood), too. For years, I have been terrorized via DEW/EMF/EMP/RF which has left me with lasting/permanent damage to my baseline health and evidence-collecting devices. Ultimately, I believe all of this to be one part of an overarching fraud scheme involving a cognitive-warfare, organized-harassment campaign against me (also including involuntary eugenics). I currently suspect that these criminal acts are being committed by those who -- for whatever reason -- believe that they can succeed at defrauding 'me and mine'. I believe this because I am an only child, the 'last of my line', and my parents own land within at least 2 states (CO and NE). Although I primarily believe this first reason to be the case, I also believe that there are secondary reasons that I am being targeted, too. Additional reasons include: retaliation through systems that are not secure (whether software-coder-access level, the network-of-devices level, or Salt-Typhoon-ed ISPs ... IDK), especially since I have had a falling out with Lockheed Martin and have become active in expressing my frustration in public ways (especially concerning the terrorism through which I continue to suffer over years). Also, because I am a 'street cat' (homeless by choice to avoid a home that was being invaded, plus to not be as much of a stationary target as before), the bad actors who believe that they can prey on me for billables by causing chaos in my life: such as the medical and mental 'services' – abuse in disguise -- toward which many of us street cats are being funneled these days (while the government is constantly under pressure to fund those loops). So, back to the EMF/RF ... anyway, I have often experienced electrical phenomenon in regard to 'places of politics' (Arapahoe County, CO, HQ during public comment one time; Arapahoe Community College Art Center one night; State of Colorado capitol building, and the Littleton Municipal Courthouse on more than one occasion but the worst was while watching court for a friend) as well as 'out in the field' (often noticing police vehicle presence around the time that I feel unwell but now other vehicles being used for likewise cognitive/EMF/RF warfare, too). Now, after so much trauma: I am slightly-but-noticeably dizzy, slower than before (especially in regard to thinking about topics that are complex until some time has passed before I go 'oh yeah ... I should have thought of XYZ'), and -- when all else is quiet -- I can hear the tinnitus-like 'fry' that fills my mind/nerves when I really should have some peace. Also, I am so sensitized to these hazards by now that I often notice other potential electrical hazards. Though, I often feel as though my concerns go unheard by authorities (despite knowing that there may be a potential hazard to health when I spot such issues), and communicating these problems is difficult to do ... especially to those who have not been through similar experiences (though, I really hope no one else goes through this Hell on Earth). Additionally, I have detected high RF in the Lucky U (Englewood, CO), and people have tried to give me the perception of 'being Xrayed without consent' in the hall of a hospital wing (formerly Swedish Medical Center -- now known as 'Health One' or something like that) within Englewood, CO. Because it is difficult for street cats to have their rights respected and ultimately see justice done on their behalf, there is reason for me to suspect that we street cats are being used as money mules for god knows what ... DEW/EMF/EMP/RF/microwave issues are invisible and remain unknown by most to the point that nobody wants to believe us (while those who do are too afraid to acknowledge lest they become a victim of 'all of this nonsense', themselves, plus it is hard to prove and easier to call us all crazy and 'sweep us under the rug'). I have had 2 body cams break due to a single EMP strike during an argument with police, and I also suspect that police are being directed in some digital way than they would otherwise behave if they were not reading something to do to us that is being insecurely transmitted to them ... but, what can a street cat do besides try to tell the feds [you!] through channels like these (when the FBI and CBI and other agencies are all confused by APTs like Salt Typhoon – probably domestic and not Chinese at all -- and others)? I‘m a Swiss National, currently living in Canada. We were talking and getting to know each other, exchanging phone numbers the day we met and the next day she wouldn’t even look at me. A very common sequence of events for the past 20 years. People are nice to me the first time I meet them and always followed by a negative reaction. Also, [they] placed my seating card nearest to the wall so that the wait staff had to crowd my chair and had the opportunity to harass me over and over and over until I moved my chair so [they] couldn’t do it any longer. I have NEVER taken naked photos of myself or let anyone else, never!) [They] set you up and antagonize you until you react. But [they] are cowards. [They] hate being videoed and confronted. The torture goes along with the gang stalking, community stalking, cause stalking, lies and slander, it is cell phone driven for the most part. 4ft Mexican waiter popped is towel one inch from my eye in a restaurant, poisoned too many time to count. After commenting on a Facebook live feed while watching the wall being built. Two cartel Mexicans started joking and saying back and forth how they would just dig under it. I said that they are the reason we are building it. I them started getting international phone calls from Mexico. How in the hell did [they] get my phone number?! Poisoning at Mexican restaurants or by Mexican wait staff at other restaurants. Metal taste in my mouth after eating, headaches, nausea, all around sick feeling. Public assaults by Mexican and foreigners! There are many of us in America. I belonged to the Meet Up group in Houston, there were hundreds of us, mostly women. They still meet once a month. We have been labeled as “targeted individuals” and “non-investigative subjects”. Police know what this is and do nothing about it. A lot of them are part of it, the chiefs know what this is, any gov/city vehicle with lights and sirens. [They] target me with lights and sirens and if I go anywhere new, if I go to a different part of the city, a new city or state it’s much worse. Florida 2020-present, I had to stop going to my DAR (Daughter of the American Revolution) luncheons because of the harassment from the brown wait staff at the country club. The final event was fat brown waiter kept coming at me from behind, leaning is fat gut on me and sneaking up behind me to reach for my place setting. The last straw he took both hands and mashed them down on all of my dishes and utensils. I was sexually harassed for 2 years at that job. This is a drop in the ocean of what happens to me b. Exposed and not grounded circuits can cause electrical bursts in the surrounding area like surround sound speakers projecting alternate directions. These microwave "heat" capable electrical bursts can destabilize cellular make up, cause cancers, sores, and aches by introducing microwave burst nitrogen in a blood stream. Arcing open electrical circuits across and on victims bodies. These microwaves and electrical currents turn a victims body into "fuse amp" abusing tuning fork knowledge to disrupt cellular make up. A cellphones 4 5 or 6g is another frequency of the same microwave capable circuits not being restricted to their destination flowing freely through people and surroundings. Wireless waves are a constant transmission like the others capable of making noise anywhere within transmission by arcing it across itself repeatedly. Radio waves are capable of creating these same forms of vibrations to destabilize cellular make up creating bursts of sound anywhere in transmission. The Radio communications, Emergency Broadcast System, and Marine Band Radio systems are capable of these disruptive electrical and microwave bursts as are the later constructed Sonar Radar towers. Radar and Sonar use sound projection like porpoise to project sound to a location bounce it back and know it's location from the origins. These repeat pings, vibrations, and sounds can be used like a HARP system capable of moving cloud formations. Anything creating vibrational disturbance irregulates cellular makeup and weakens a body. The least amount of electrochemical disturbance that touches a body the healthier one lives. These disturbances are known to be done publically to steal homes and rotate properties by killing the victim residents and causing them turmoil with accidents. Those sounds have been known to "distract" children infront of moving vehicles and find guns to shoot up schools. They use these frequencies like tuning fork sounds to crack teeth and destabilize jaw structure.

My Story of EMF Exposure - Abbreviated Version HHS: I work in the fields of science and technology. My work is sufficiently advanced to where personal security is a concern given harassment is not uncommon at this level. After many years working on various projects it had become obvious that “a party” with advance EMF / DEW / cognitive warfare technologies had taken notice of my accomplishments. I have developed many of the widely reported symptoms of “Havana Syndrome” caused by an apparent DEW attack starting in earnest January 2024 (all while on U.S soil). I did not experience one but rather a multi-level covert means of interface with my mind with apparent frequency weapons. I am experiencing adverse health effects associated with electromagnetic field exposure. These are directed energy bioeffects of the same type that some government employees are also experiencing. These include head pressure, dizziness, balance dysfunction, tinnitus, cognitive issues, memory loss, and other symptoms associated with Anomalous Health Incidents and Havana Syndrome. I am also experiencing EMF Brain Stimulation for Remote Neural Monitoring and Electronic Brain Link. Through these technologies I am being surveilled and monitored everywhere I go and within the privacy of my home also. I have been involuntarily connected via the brain link ever since 1993 and have been in this connected state non-stop up to the present day. Through these technologies many other symptoms are being induced into my brain and body. These include falling over backwards, control of my gait causing me to stagger like a drunk, intense body vibrations without trembling, jolts and jerks to various muscles causing the movement of my limbs, entire body jolts as like being electrocuted, sudden entire body hyper muscle contraction, being stiffened and paralyzed for up to four seconds duration time, heart attack pains, intense testicle pain, many other various body pains and sensations at many different locations both external and internal, nose bleeds, sleep deprivation, suddenly forced to fall asleep, forced genital stimulation, forced biting of lips, cheeks, tongue, and web under the tongue, forced manipulation of my airways, forced control of my emotions, induced synthetic nightmares and dreams for the purpose of behavioral brain programing, the simulation of both auditory and visual hallucinations. All of these are remotely induced at the sole discretion of the perpetrators and are involuntary reactions on my part. All in all, it is absolute torture. I regularly receive thorough medical examinations, and the doctors always find me illness free and in excellent physical, mental and emotional health. Even so, all this causes both progressive and long-term degradation. It also limits my ability to work and even maintain basic daily functioning. I belong to an online community of thousands of other similar victims of forced EMF exposure. But you will only hear from a very small portion of our community. The vast majority of us are being so controlled and debilitated through these technologies that they are unable to comment about it. This is being done to them by design, as a method for keeping this program secret. Another reason is that they have given up all hope that the government will ever help them out of this program. There are mental health people who know about targeted individuals and there are those, usually the psychiatrists, who don’t know and are not receptive. I ended up at a mental hospital because my fair skin was turning a dark tan, even though I barely went outside. After leaving the house I was pursued by the perps. Afraid that they would shoot me if I left the hotel room (I heard them yell "we found her") I called 911. Long story short I ended up at the mental hospital. I thought I’d be safe there - boy was I wrong. My blood pressure spiked, and the same happened to many other people on the same floor who were suddenly complaining of having high blood pressure and feeling sick. They were giving me clonidine. There were 2 nurses who came to check my blood pressure and take blood. One of the nurses told the other that I wasn’t the worse case she had seen but my skin was deteriorating. She said she had seen homeless people burned so badly that they died. They had this conversation without looking at me. Another hospital worker there, said to his co-workers in a loud voice “someone’s mad at her” as I passed him in the hall. The psychiatrist thought I was psychotic, of course. The perps were trying to damage my heart and or give me a heart attack. The day I left, they were moving everyone off the floor. I went to the ER that evening with my systolic blood pressure near 200. It was never even close to that before. I begged to be let go early, which I was. I’m not sure I would have lasted another day there. The technology they use doesn’t just affect you, it can also affect your neighborhood, to a lesser degree. We’re talking kids and elderly people. In the case of the mental hospital, we’re talking the disabled. All because some people were angry at me over petty stuff and wanted my inheritance money. The V2K told me that mental hospitals didn't like people having heart attacks and that none of the people in that hospital mattered. Shut down this technology that is hurting innocent, vulnerable people. Remove the vircators from cell towers and stop the data centers.

Electricity has an an electromagnetic attraction. Electricity in homes has to have magnets in the wall to control and maintain stability of electricity.
