2. I am a Speech-Language Pathologist with a Master of Science. I have suffered with EHS (Electromagnetic Hypersensitivity) for the past 5 years. 3a. This includes adverse effects from mostly all EMF exposure (cell phone towers, cell phones, Wifi, smart cars, electric cars, intersection radar, supermarket automatic doors, dirty electricity from household electric sockets, lamps, computers, extension chords, etc.). I’ve had to quit my job and sell my house to survive 3c. Health effects and symptoms included nerve and gut damage, piercing pain near my left temple, burning sensation when holding my phone, pain when driving through intersections, chronic fatigue, malaise, inability to digest food, ringing in ears, etc. 3f. These symptoms dissipated with reducing EMF exposure through silver canopies and clothing, removing heavy metal from my system and allowing my body to heal from the exposure. 6. & 12. I’ve spent the last 5 years researching EHS and EMF to gain understanding and solutions; having read over 300 peer-reviewed, related and near related articles to date. 15. Scientific evidence NOT funded by communication companies, cell phone companies, etc. should be used to avoid biased based on financial gain. 16. A comprehensive review and collection of all the adverse biological effects of EMF; how it affects the human cell, bodily organs, bodily systems and global interactions between the body’s subsystems. 18. Hello, I am an American born U.S. Citizen of 56 yrs. old and along with my wife have raised a beautiful family of four in this wonderful country. At least it was wonderful for us until about 6-7 years ago. We had built a house and gardens and a good life in Willits, Ca.. AT&T and T-Mobil wanted to put a cell tower in our rural neighborhood-basically right on top of us. Our neighborhood opposed this tower-77% were against 33% for. We petitioned the county planning and supervisors to deny the tower approval to the telecom companies and to give us fiber-optic line instead. They had fiber all the way to the tower site and could have given us safe broadband easily but a tower is cheaper and makes more profit for them. We attempted to share our medical issues and health concerns with them but were told that they would be struck from the record and not considered because of the 1996 telecommunications act-health issues were not valid according to this arbitrary and capricious act. So we tried to show how it was ugly-they said they would make it look like a fake tree-we showed that they had placed it 5ft. too close to a residence to pass code-they changed the code to allow five more feet . Sneaky, behind the closed door bullshit! They built the tower in complete disregard to the people's wishes-the overwhelming majority-77% said no/twice 77% -In any American election or vote 77% is a majority-hands down. At least this is how I believed we did things in America. Now I know better. Since that time my family and I have all realized that the major health issues we have has been due to the EMR in our environment. We were forced to leave our home we built and have been living in a R.V. down in a creek zone where there is no cell service. We cannot work jobs, go out to eat, go see a movie or music concerts with out becoming ill and having to take days to recover. We cannot engage in modern American life anymore-we are isolated and alone without any real way to make an income. Our children cannot even attend school or go to college let alone travel anywhere. We are currently looking into the American disabilities act for compensation-there have been a few individuals that have been awarded lifetime compensation due to their EHS and inability to create an income and must stay at home. If this is the only way to afford living here then we must pursue the ADA claim. I do not want to do so-I would rather be able to work and be in society. The health effects are real and devastating. My family is living through them at this very minute-We are seeing a doctor for EHS and know 100% that the effect are not psychosomatic. I implore you to look at the real science-not the telecom funded b.s. and lies they have been feeding us. The future of our country, children and environment depend on diminishing the high levels of EMF's we are currently being poisoned with 24/7. We can still have high speeds and keep pace with the world of commerce if we can regulate and make this technology safer. My family could even participate in American life once again. Greetings. My name is Candice Rutledge, and I am a street cat from Littleton, CO, who is very active via public comment along with the written word (since November 2024) within Arapahoe County, CO, and some of the cities there (primarily Littleton and secondarily Englewood), too. For years, I have been terrorized via DEW/EMF/EMP/RF which has left me with lasting/permanent damage to my baseline health and evidence-collecting devices. Ultimately, I believe all of this to be one part of an overarching fraud scheme involving a cognitive-warfare, organized-harassment campaign against me (also including involuntary eugenics). I currently suspect that these criminal acts are being committed by those who -- for whatever reason -- believe that they can succeed at defrauding 'me and mine'. I believe this because I am an only child, the 'last of my line', and my parents own land within at least 2 states (CO and NE). Although I primarily believe this first reason to be the case, I also believe that there are secondary reasons that I am being targeted, too. Additional reasons include: retaliation through systems that are not secure (whether software-coder-access level, the network-of-devices level, or Salt-Typhoon-ed ISPs ... IDK), especially since I have had a falling out with Lockheed Martin and have become active in expressing my frustration in public ways (especially concerning the terrorism through which I continue to suffer over years). Also, because I am a 'street cat' (homeless by choice to avoid a home that was being invaded, plus to not be as much of a stationary target as before), the bad actors who believe that they can prey on me for billables by causing chaos in my life: such as the medical and mental 'services' – abuse in disguise -- toward which many of us street cats are being funneled these days (while the government is constantly under pressure to fund those loops). So, back to the EMF/RF ... anyway, I have often experienced electrical phenomenon in regard to 'places of politics' (Arapahoe County, CO, HQ during public comment one time; Arapahoe Community College Art Center one night; State of Colorado capitol building, and the Littleton Municipal Courthouse on more than one occasion but the worst was while watching court for a friend) as well as 'out in the field' (often noticing police vehicle presence around the time that I feel unwell but now other vehicles being used for likewise cognitive/EMF/RF warfare, too). Now, after so much trauma: I am slightly-but-noticeably dizzy, slower than before (especially in regard to thinking about topics that are complex until some time has passed before I go 'oh yeah ... I should have thought of XYZ'), and -- when all else is quiet -- I can hear the tinnitus-like 'fry' that fills my mind/nerves when I really should have some peace. Also, I am so sensitized to these hazards by now that I often notice other potential electrical hazards. Though, I often feel as though my concerns go unheard by authorities (despite knowing that there may be a potential hazard to health when I spot such issues), and communicating these problems is difficult to do ... especially to those who have not been through similar experiences (though, I really hope no one else goes through this Hell on Earth). Additionally, I have detected high RF in the Lucky U (Englewood, CO), and people have tried to give me the perception of 'being Xrayed without consent' in the hall of a hospital wing (formerly Swedish Medical Center -- now known as 'Health One' or something like that) within Englewood, CO. Because it is difficult for street cats to have their rights respected and ultimately see justice done on their behalf, there is reason for me to suspect that we street cats are being used as money mules for god knows what ... DEW/EMF/EMP/RF/microwave issues are invisible and remain unknown by most to the point that nobody wants to believe us (while those who do are too afraid to acknowledge lest they become a victim of 'all of this nonsense', themselves, plus it is hard to prove and easier to call us all crazy and 'sweep us under the rug'). I have had 2 body cams break due to a single EMP strike during an argument with police, and I also suspect that police are being directed in some digital way than they would otherwise behave if they were not reading something to do to us that is being insecurely transmitted to them ... but, what can a street cat do besides try to tell the feds [you!] through channels like these (when the FBI and CBI and other agencies are all confused by APTs like Salt Typhoon – probably domestic and not Chinese at all -- and others)? Dear HHS, I am submitting to the docket and collection of information regarding the biological effects of Electromagnetic fields (EMF’s) and Radio Frequency (RF) and your question: Public Experiences and Reported Potential Adverse Health Effects. My wife suffers from medically documented biological impacts from wireless radiation and electromagnetic fields. I have watched her deal with physical symptoms every time she leaves our hardwired shielded home. The effects from the ever increasing wireless radiation in all environments, have literally turned our lives upside down. Exposure to cell signals, wireless products and infrastructure triggers immediate physical reactions and because of this she cannot work outside the house or be safe in public spaces, making basic errands and social outings very challenging and sometimes even impossible. To hlep mitigate this, we spend thousands of dollars out of pocket on specialized gear—such as shielding clothing, RF meters, protective sleeping canopies, and monthly utility fees to opt out of smart meters. Everything in our home and life including all new purchases have to be manually modified or hardwired and RF/EMF safe. This requires endless research and work just to maintain a safe living space. The science on the biological impacts of RF and EMF is clear; science, the government and the industry have known about the biological effects for decades, there are thousands of studies. Our allowable exposure levels here in the U.S are too high, several times higher than many other countries and it is time for our regulatory agencies, our legislators and telecom to take the steps to fully address our outdated emission standards, their biological impacts and to make our technology safer. This is an engineering, policy and willingness matter. The engineering solutions and ability exists, the industry is not going to take this turn towards instituting more safety unless they are required to by the federal government, Our regulatory agencies and our legislators simply have to be willing to move into meaningfully regulating this multi trillion dollar industry and driving economic engine, something that has not been done since the onset of the tech boom in the 1990s. With this investigation and the information you receive from it, along with the research you have had for decades, , you are in a position to make a change for millions of people here in the U.S and ultimately around the world. It is my hope that you will take all needed actions to bring forth the necessary changes that will ensure safer living with our technology for all. How many people have to suffer, lose their health or their lives- unnecessarily as we continue these known harmful practices and policies? How many lives have to be ruined before we say enough? As the department of HHS it is imperative that you take the steps to ensure that biological health is placed above what is convenient for corporations and their profits. You must make the investment now in making this technology safer in the many ways that we can. What We Are Asking For: Real Accountability: Regulatory bodies like the HHS, FDA, and FCC need to stop letting telecom interests dictate safety limits and base exposure caps on actual independent biological science. Practical Fixes: Devices should feature hard off-switches, lower default emissions, and strict caps aligned with human health rather than corporate convenience.

I have been affected by living in a house with black mold. along with living within less than half a mile from a 5G Tower .03 mil from my house in Decatur, Illinois. They also had installed a "Smart wireless meter" in the room I was in. Now I am Electro-Sensitive for 20 years, progressively getting worse over a 20 year span. I currently have to live outside the cities and towns, and away from cell towers and without electricity. It's very difficult to survive. Every day is a fight for my life and I cannot stay inside the cities for very long periods at a time. It makes surviving and living more difficult and has not been easy to deal with this way of life. For 4 years I have lived outside of the cities and towns, completely. Before that I was still inside the city while my symptoms continued to get worse. I currently am in the forest and mountains. This has not been easy to find a solution to or heal from, i have tried many different things, but not much has worked. It continues to be the biggest challenge I have faced, having severe symptoms associated with EMF's and Microwaves, Electric & Magnetic fields. I do not have much help and every day is a struggle. This comment is about the blue wavelength visible light spectrum of LED lights emitted by most vehicles on American roadways today. The blue-white light is way, way too bright, too harsh, and too blue for our roads. Not only are the lights too blue and too bright, but they also point too high. We now have lifted pickup trucks, long-haul semis, and jeeps that are blasting this sharp blue-white light directly into the mirrors of sedans. Lower-to-the-ground vehicles, such as Teslas, Audis, and BMWs have their lights pointed too high as well. When this is combined with the intensity, color, and sharpness of the light, it makes driving on the road at night unmanageable. I am one of over 80,000 victims who have submitted a petition to change our laws surrounding blue-white LED lights on our roadways. There are many, many more who are victims as well. The rise of use of these lights has changed my life, keeping me from using the roads after sunset. I would like to use America's roads at night once again. Thank you for your time. JonPaul

2. Individual. 3. I could write a book! Houston 2025 to 2021. RFI and EMFs making life extremely difficult for 20 years. I live in Florida now. I bought a meter though I know monitoring what [they] are doing to me doesn’t stop it. I’ve felt the attacks mostly on my head, headaches, difficulty concentrating, ears ringing, lethargic, feeling the torture turn on. Also, I have had many years where I get pin holes in my skin, if I am outside for an extended length of time. I have documented much of the torture with pictures but there is no way to document it all for 20 years. My cell phone constantly sets off the meter. Trip to Nebraska in 2010, [they] destroyed this trip, [they] destroyed the opportunity to have a relationship with my cousin’s stepdaughter, a very nice black woman. We were talking and getting to know each other, exchanging phone numbers the day we met and the next day she wouldn’t even look at me. A very common sequence of events for the past 20 years. People are nice to me the first time I meet them and always followed by a negative reaction. Also, [they] placed my seating card nearest to the wall so that the wait staff had to crowd my chair and had the opportunity to harass me over and over and over until I moved my chair so [they] couldn’t do it any longer. FUSION CENTERS. CRIME VICTIM OF REVENGE PORN (I have not seen it, but men always assume the same things, their comments are similar. I have NEVER taken naked photos of myself or let anyone else, never!) [They] set you up and antagonize you until you react. But [they] are cowards. [They] hate being videoed and confronted. I said that they are the reason we are building it. I them started getting international phone calls from Mexico. How in the hell did [they] get my phone number?! Poisoning at Mexican restaurants or by Mexican wait staff at other restaurants. Metal taste in my mouth after eating, headaches, nausea, all around sick feeling. Public assaults by Mexican and foreigners! There are many of us in America. I belonged to the Meet Up group in Houston, there were hundreds of us, mostly women. They still meet once a month. We have been labeled as “targeted individuals” and “non-investigative subjects”. Police know what this is and do nothing about it. A lot of them are part of it, the chiefs know what this is, any gov/city vehicle with lights and sirens. [They] target me with lights and sirens and if I go anywhere new, if I go to a different part of the city, a new city or state it’s much worse. Florida 2020-present, I had to stop going to my DAR (Daughter of the American Revolution) luncheons because of the harassment from the brown wait staff at the country club. The final event was fat brown waiter kept coming at me from behind, leaning is fat gut on me and sneaking up behind me to reach for my place setting. The last straw he took both hands and mashed them down on all of my dishes and utensils. I was sexually harassed for 2 years at that job. This is a drop in the ocean of what happens to me b. [they] always ramp up the torture on Friday afternoons, just to ruin my weekends. I, Julie S. Calderwood, reside in Huntsville, Alabama. I did not consent, nor do I consent today, to the continuous, involuntary exposure to biologically active radio frequency (RF) radiation. In 2019 I became injured by radio frequency radiation emitting from two cell towers erected near my home where I frequently drive and additionally from bluetooth frequencies in a newly purchased car. I sold the car soon after discovering the cause of my injury. I now have Electro Magnetic Radiation Syndrome - a condition linked to exposure to RF and other forms of electromagnetic radiation. These harmful frequencies cause me to have headaches and brain fog which only subside with time, lasting 6-9 hours. The RF radiation from cell phones also effect and cause me headaches. Therefore, I greatly limit my time being around people. These non-native frequencies have effected me greatly and continues to limit my driving, my activities, sociality with family and friends, as well as being in public places and attending public events. My husband and I keep our cell phones on airplane mode except when sending or checking necessary texts. We have a landline phone and use a corded phone. Our household devices, such as computer, router, etc. are hardwired with ethernet cables and the wifi is turned off. With these measures the radiation level in our home is below 100 micro-watts per meter squared. When rebooting my computer, I have to make certain that the bluetooth has not been inadvertently turned back on, since this causes me headaches as well. In 2025, we worked with a group of concerned citizens to help educate our city council and utilities executives about the harms of smart meters and the devastating effects they would have on my condition and our daughter’s neurological disease if they were attached to our houses. Hello, Let me start by saying that I am deeply concerned and flummoxed by the fact that the FCC has still not produced 1 single study on the deleterious effects on human and animal organisms re: EM/EMR from cell towers and Smart Meters, despite being told by congress 1-2 years ago, they must produce a study on the effects of EMF/EMR within one year!! How is it possible that this human harm continues to be sidestepped and swept under the rug? When 4G hit the market I was aware of the potential effects from EMF/EMR for "certain people" but I did not understand the cumulative effect which we now know, thanks to many global researchers on this topic, that ALL people and animals/insects are affected. Let me share some personal experiences. I was rushed to the ER after waking with a life-threatening heart arrhythmia (which occurred just days after a family member moved our router from 40 ft away from my bedroom to right next to my bed unbeknownst to me). I spent 3 days in the Critical Care Unit, with no history of this diagnosis and no other concomitant diagnosis that would explain this event or be considered a contributing factor. As a Registered Nurse of 29 years, I observed in the ER for more than 12 hrs, around 10 other patients wheeled right past my curtained room, listening to the EMT’s give the same diagnosis and history as mine for all these patients. They too were wondering what was going on. Then I recalled that I had heard that the 5G rollout in our area was due this month and silently wondered if there could be any connection. This was not a statistically insignificant observation, by any one's standards. Six years later, my life threatening arrhythmia returned within 24hrs of being in a new apartment. I took out my $400.00 EMF meter and saw that the level in the bedroom was 52X higher than the safe limits for humans, based on the building biologists.I sought counsel from MA For Safe Technology regarding mitigation steps and that was when I realized a new 5G Cell tower was literally only 0.3 miles from my apartment building. I followed their recommendations, and was never able to sleep in my bed or be in that bedroom due to the symptoms of arrhythmia, dizziness, fatigue and weakness that I began feeling, while living there. I slept on my cough for the entire 2 years. Then I began noticing that while standing in the lobby, within minutes I would begin to sweat profusely and begin to get very dizzy, enough that I had to return to my apartment. It wasn't until a few months later, that I realized that I was always standing under a Verizon ceiling router. Then over the course of several months, I started to hear that dogs on our floor were dying suddenly. In one year, on our 10 apartment floor, we lost 4 dogs and one cat.They were as young as 2 years old, with no prior medical history. My senior dog, with no prior history of cardiac issues,1 year into our stay there went into acute respiratory and cardiac arrest out of the blue, who I was able to bring back with CPR and then who was tragically was diagnosed with a malignant skin cancer and was gone 4 mos later. Four months after her passing, my other pup, her litter mate, who was incredibly healthy, also died within 6 weeks from different type of cancer, and then 4 mos after that, our perfectly healthy kitty succumbed from cancer. Three different types of cancers, for 3 different animals-who all died 4 mos apart. This brought the total to 5 family pet deaths on one floor and while there were pet deaths on the floor above us. My final comment is in regard to my ability to access well visit health care safely-which is absurd to even say, as I am a career Registered Nurse of 29 years. I went recently to see two providers that I have been seeing for 30 and 16 years respectively, in the same hospital. I had not been to see them in the last 5 years however and noticed as I immediately began to feel dizzy and chest discomfort within a few minutes of being in the hospitalk when I noticed that ceiling routers were placed no more than 4 ft apart down every hallway I walked through, and several in each doctor's office. I tried to put the maximum physical distance between myself and the visible routers but was unsuccessful, for the longer I am exposed to this radiation, the more progressive my symptoms become and true to form, after 1.5 hours, I went into my life threatening arrhythmia at my first appointment. PLEASE…STOP AND PAUSE and give this topic the due diligence it deserves because whether you see it now or later in your own family or friends, this RADIATION is effecting everyone even if YOU! I had not been to see them in the last 5 years however and noticed as I immediately began to feel dizzy and chest discomfort within a few minutes of being in the hospitalk when I noticed that ceiling routers were placed no more than 4 ft apart down every hallway I walked through, and several in each doctor's office. I tried to put the maximum physical distance between myself and the visible routers but was unsuccessful, for the longer I am exposed to this radiation, the more progressive my symptoms become and true to form, after 1.5 hours, I went into my life threatening arrhythmia at my first appointment. PLEASE…STOP AND PAUSE and give this topic the due diligence it deserves because whether you see it now or later in your own family or friends, this RADIATION is effecting everyone even if YOU! If you are not taking action against this, then you are being complicit with this harmful technology to all of earth's inhabitants and to all of your future generations.
