2. I am a Speech-Language Pathologist with a Master of Science. I have suffered with EHS (Electromagnetic Hypersensitivity) for the past 5 years. 3a. This includes adverse effects from mostly all EMF exposure (cell phone towers, cell phones, Wifi, smart cars, electric cars, intersection radar, supermarket automatic doors, dirty electricity from household electric sockets, lamps, computers, extension chords, etc.). I’ve had to quit my job and sell my house to survive 3c. Health effects and symptoms included nerve and gut damage, piercing pain near my left temple, burning sensation when holding my phone, pain when driving through intersections, chronic fatigue, malaise, inability to digest food, ringing in ears, etc. 3f. These symptoms dissipated with reducing EMF exposure through silver canopies and clothing, removing heavy metal from my system and allowing my body to heal from the exposure. 6. & 12. I’ve spent the last 5 years researching EHS and EMF to gain understanding and solutions; having read over 300 peer-reviewed, related and near related articles to date. 15. Scientific evidence NOT funded by communication companies, cell phone companies, etc. should be used to avoid biased based on financial gain. 16. A comprehensive review and collection of all the adverse biological effects of EMF; how it affects the human cell, bodily organs, bodily systems and global interactions between the body’s subsystems. 18. **SUMMARY FOR HHS DOCKET HHS-OASH-2026-0397 - Full report in attached PDF** I am a French resident exposed to permanent kHz PLC (Power Line Communication) from PLC Cenelec A/B smart metering in a TT earthing system (35-90 kHz, 24/7 injection). Current risk assessments are flawed: they evaluate the meter alone in idealized lab conditions (anechoic chamber, perfect grounding). This is irrelevant. **The real hazard is upstream and in real degraded environments**: - **Real-world exposure, not clean room**: In France, most rural LV networks are legacy TT with degraded neutral, unshielded overhead cables, wet soil. Injecting kHz carriers creates ground potential aberrations, high-frequency circulating currents, and makes the entire wiring a radiating antenna. The human body in the earth loop acts as parasitic antenna. Measurements must be done in-situ, not on test benches. - **TT grounding aberration as amplifier**: My home measurements show ground current loops and body voltage at kHz. This explains chronic symptoms reported: severe asthenia, dysautonomia, non-restorative sleep. - **Biological plausibility - Chang et al. 2022**: Unmyelinated vagus C-fibers are selectively activated by kHz fields, triggering systemic autonomic dysfunction without thermal effect. This matches my clinical picture and is ignored by thermal-only SAR limits. - **Upstream infrastructure fragility - the hidden confusion**: Public authorities maintain confusion between the meter (low hazard by itself) and the upstream reality: cables and distribution transformers never designed for permanent kHz injection. They become fragile, prone to severe failures we observe in the field: transformer explosions, LV board fires, neutral breaks and phase shifts, premature insulation aging. Focusing only on meter emissions is a category error. **Request**: Please evaluate (1) cumulative kHz PLC in real degraded installations, (2) TT ground current amplification, (3) vagal C-fiber kHz activation mechanism, (4) require measurement of ground currents and transformer LV emissions, not just meter box RF. The IARC cancer classification seems to have had little or no impact on protecting the public against risks associated with RF exposure. A major hampering factor has been the exposure guidelines by the International Commission on Non-Ionizing Radiation Protection (ICNIRP) based only on the acute and very short-term thermal (heating) effects of RF radiation. These guidelines are used by the majority of countries worldwide. These guidelines were initially published approximately 20 years ago (18) and were updated in 2009(19); however, no changes were made to adapt to the rapidly increasing evidence of the harmful effects of RF and new RF signal characteristics and exposure from new technologies. ICNIRP, with the support of the WHO (10) and the major telecom companies, has made considerable efforts to convince countries worldwide to follow their guidelines. However, with the deployment of the 5th generation of microwave radiation, 5G, even the obsolete ICNIRP guidelines may be exceeded and may become an obstacle for the deployment of 5G (20). Thus, ICNIRP is preparing new guidelines that are briefly commented on below. However, as already published (9,10), the ICNIRP guidelines may be contradictory to a vast number of existing scientific reports demonstrating the harmful effects of RF radiation (21). Furthermore, there may perhaps also be conflicts of interests in terms of ties to the industry. Recommendation: Carry out research on the health impacts of 5G; revise the FCC’s current maximum RFR exposure levels to take into account the large volume of peer reviewed research indicating non-thermal related adverse health impacts of RFR.

RFI response on 10-20-26 by Dan Harrison refers to Requirements document: https://www.regulations.gov/document/HHS-OASH-2026-0397-0001 This RFI response is based on peer-reviewed research and Engineering knwledge, Executive Summary It’s well known, to EMF Engineers, that Near-field radiation can bring very intense radiation within inches to human organs (i.e. Brain, auditory channel, Eye, etc. ) primarily because being within particular frequency wavelengths and close proximity antennas can concentrate radiated energy to organ structures. In 4-7-2023, Dr. Lai published a paper: Henry Lai* and B. Blake Levitt, Cellular and molecular effects of non-ionizing electromagnetic fields, Environ Health 2024; 39(3): 519–529 { https://doi.org/10.1515/reveh-2023-0023 } . This paper integrates much knowledge gained over several decades in bio-electromagnetic research and points to a likely unifying mechanism which explains both the many adverse and beneficial effects seen with exposure to man-made EMFs. Dr. Lai paper cites many other studies over +44 years Most of the RFI responses (below) reference Dr. Lai paper, which I Dan Harrison felt it necessary to submit this relevant RFI to HHS {HHS–OASH–2026–0397}.

Thanks for soliciting input for this important matter. As a writer and researcher, I have looked into the health effects of EMF on human health for many years. The FCC and HHS in my opinion have not done nearly enough work to ascertain the health effects on human populations. The pervasive increases in the power levels and scope of EMF radiation are likely responsible for many medical problems but overall this remains poorly documented. In addition, there needs to be far more research done on this issue and more acknowledgement of the research that has been done to date such as the WHO’s identification of EMF as a possible carcinogen. I sincerely hope both the FCC and HHS will update very outdated health standards about the use of 5G technology to reflect the current research and place far less emphasis on research that has been sponsored by the wireless industry.

I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other]. PERSONALIZE YOUR COMMENT HERE: Tell HHS how wireless radiation has affected you, your child, your family, or someone you care about. You may describe the source and duration of the exposure, health effects experienced, when they began, whether reducing exposure made a difference, and how these experiences have affected daily life. If you are an ally, describe why you support people affected by wireless radiation and why you believe HHS should address this issue. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. To whom it concerns, Ever since 5 G was turned on in my area on February 2020 my ears and my wife’s ears have been ringing nonstop ever since. I know this is from the 5 G being implemented. Even my smart phone hurts my hands after it starts to ping back at the cell phone towers. The hurt is bad enough I drop my phone immediately to stop the intense pain shooting in my hands. The brain fog has been going on for the same amount of time ever since February of 2020. We need up to date facts on EMF radiation poisoning. We need doctors able to recognize these symptoms and condition. We need laws to restrict the harmful amounts that are being broadcast through our airwaves. We need to hold the producers of this kind of poison/pollution accountable, fined, and/or imprisoned. Life for me is unbearable since February of 2020. The ringing in my head is bad enough that I often question why do we need this???? We got along just fine with 4 G. Now I learn that they are thinking of turning loose 6 G. I hope and pray they never do this for I believe that 6 G will be the end of me. Presently 5 G is driving me to the edge of insanity, 6 G would topple that and end any form of relief for me . 'The number of studies showing adverse effects on living organisms induced by different types of man-made Electromagnetic Fields (EMFs) has increased tremendously. Hundreds of peer reviewed published studies show a variety of effects, the most important being DNA damage which is linked to cancer, neurodegenerative diseases, reproductive declines etc. Those studies that are far more effective in showing effects employ real-life Mobile Telephony (MT) exposures emitted by commercially available mobile phones. The present review - of results published by my group from 2006 until 2016 - compares DNA fragmentation induced by six different EMFs on the same biological system - the oogenesis of Drosophila melanogaster - under identical conditions and procedures. Such a direct comparison between different EMFs - especially those employed in daily life - on the same biological endpoint, is very useful for drawing conclusions on their bioactivity, and novel. It shows that real MT EMFs are far more damaging than 50 Hz alternating magnetic field (MF) - similar or much stronger to those of power lines - or a pulsed electric field (PEF) found before to increase fertility. The MT EMFs were significantly more bioactive even for much shorter exposure durations than the other EMFs. Moreover, they were more damaging than previously tested cytotoxic agents like certain chemicals, starvation, dehydration. Individual parameters of the real MT EMFs like intensity, frequency, exposure duration, polarization, pulsing, modulation, are discussed in terms of their role in bioactivity. The crucial parameter for the intense bioactivity seems to be the extreme variability of the polarized MT signals, mainly due to the large unpredictable intensity changes. The number of published peer review studies showing DNA damage and related effects induced by Radio Frequency (RF)/microwave Electromagnetic Fields (EMFs), especially by Mobile Telephony (MT) EMFs, on a variety of organisms/cell types under different experimental conditions is increased considerably in recent years [1–36], in spite of attempts to dispute some of them [37–39]. Specifically, the damage on reproductive cells of different animals found in several of the above studies explains other findings connecting microwave EMF exposure with insect, bird, and mammalian (including human) infertility [40–48], or reduction in bird and insect (especially bees) populations during the past 10–15 years [49–53]. The effects on DNA and reproduction reported by different labs on a variety of animals demonstrate a remarkable similarity. For example, Sharma and Kumar [47] found a large decrease in reproduction (egg laying) of bees after exposure to mobile phone radiation, which was identically observed before in fruit flies [15,16,41,42] and birds [49–51]. The recorded decreased reproduction is strongly corroborated by very similar effects in amphibians [54,55], rats [17,46], and human sperm [44]. This unique similarity of effects in different organisms found by different research groups can be explained by the observed cell death induction in reproductive cells due to DNA damage found for Drosophila ovarian cells [15,16], human sperm cells [22], mice and rat sperm cells [10,17], and chick embryos [36]. It is evident that such a similarity of findings is not a coincidence. It is important to note that the exposure levels in the majority of the above studies were below the officially accepted exposure limits [56] and only in a few of them [4–6,13] they were slightly exceeding these limits.' I'm a very healthy and fit 71yo woman. I take a lot of precautions with regard to EMR exposure, however, the introduction of 5G has obviously been impossible to avoid in public spaces. I've had an unexplained rise in my Hemoglobin A1c, from 5.3 to 5.9 over the past few years. I don't have any risk factors for type 2 diabetes, so wonder if the beta cells in my pancreas are being negatively effected by 5G. I have 2 friends who are in their mid 60's who like me are very health conscious, lean, and fit. They do not take precautions with regard to EMR and both have HgbA1c's in the pre-diabetic range! What's going on in our environment? Please look into this potential connection. Thank you.

I am responding from the perspective of a concerned member of the public! PLEASE investigate Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure on human health because we can not relay on the FCC or corporations to investigate this matter since the FCC is probably a captured agency of the corporations. It is just common sense to investigate these energy transmissions which can directly impact all humans and especially affect children!! Do you have children?? Your friends have children?? Do your job and protect people before huge, permanent damage is done to USA citizens!!
