Distressing auditory and sensory experiences. Extreme violent images and sexual from remote source. Concerns about possible environmental electromagnetic or radiofrequency exposure. Concerns about possible interference with pacemakers I request guidance on how these symptoms and potential environmental hazards can be properly assessed. Any documented incident involving suspected pacemaker interference should receive appropriate medical attention and technical review. 3. Concerns Regarding Alleged Technology-Related Criminal Activity I am requesting attention to concerns about the possible misuse of advanced technology in activities perceived as extreme harassment, intimidation, sexual harassment, threats, exploitation, or potential bodily harm. Reported experiences include perceived voice-to-skull (V2K) communications, distressing or threatening auditory experiences, sexually intrusive perceived communications, and unusual visual phenomena described as holographic or digitally generated imagery. Some experiences have been perceived as directed toward intimate body areas, including the genital region. These experiences have raised serious concerns about personal privacy, safety, and the possibility of unlawful conduct. I am requesting that any available evidence of stalking, threats, electronic interference, unlawful surveillance, or other criminal activity be assessed by the appropriate authorities.Targeting of childern with special needs. that these experiences were caused by electromagnetic radiation, remote neurotechnology, holographic projection, satellite transmissions, or any particular person or organization. I am asking for a professional and impartial assessment of the experiences and any evidence that may clarify their cause. 4. Public Health and Human Safety Concerns The reported symptoms and experiences have raised concerns about potential effects on physical health, emotional well-being, and personal security. I request guidance regarding established scientific evidence on electromagnetic fields and radiofrequency exposure, including known health effects I also request information on the appropriate evaluation of neurological, cardiovascular, sensory, and dermatological symptoms. I live in Kochi City, Kochi Prefecture, Japan (33.5569398°N 133.5457296°E). The Kochi Prefectural Police and a cult-like religious group are subjecting me to electromagnetic wave attacks. Whenever I go out, the Kochi Prefectural Police deploy drones or UAVs—aerial objects that emit loud, jet-like roaring sounds (there are multiple such craft, including some that produce quieter, yet still intense, noise). These objects lack visible identification lights and do not emit any light; it is unclear whether they are manned or unmanned. They constantly generate electromagnetic waves, exposing me to their harmful effects. Recently, these aerial objects appear every time I leave my home; they follow me as I move, hovering overhead and producing loud, roaring noises. Although the craft themselves remain invisible, their presence and the fact that they track my movements are evident—bystanders, unaware of what is happening, often look up toward the source of the noise, searching for the craft that cannot be seen (33°32'59.7"N 133°33'09.6"E). They are left bewildered, hearing the sounds but seeing nothing. I want this "gang stalking" by a state institution to stop. Similar electromagnetic wave attacks are also carried out using police helicopters. Specifically, police helicopters engage in abnormally low-altitude flights, targeting me with electromagnetic waves and the shockwaves generated by their rotating rotors. (On one occasion, an object even hovered at an altitude lower than the 68.70-meter height of the Kochi City Culture Plaza "Cul-Port"—a building near where I live—and remained there, confronting me.) The Kochi Prefectural Police have been conducting GPS-based surveillance, continuously funneling this location data via a smartphone app to a cult-like religious group. This group then targets the places I visit with electromagnetic radiation (often by collectively pointing devices—ostensibly smartphones—toward me). I am also subjected to electromagnetic wave-generating equipment, as well as low-frequency or intermittent, deep, heavy-bass sounds. (These are directed toward my apartment unit; I hear faint, rhythmic "thud-thud" sounds. It is unclear whether these are the startup noises of machinery or intentionally generated low-frequency/intermittent deep-bass sounds, but I notice them whenever I wake up—suggesting that my sleep is being deliberately disrupted.) Furthermore, I received a letter from "Shikoku Electric Power Transmission & Distribution"—a subsidiary of "Shikoku Electric Power"—regarding the installation of a "smart meter" equipped with communication capabilities. I am deeply frustrated by the Agency for Natural Resources and Energy (a Japanese government body) and its disregard for the public; it appears to prioritize the interests of gas and electricity utility companies while completely ignoring the concerns of individuals like myself who suffer from "electromagnetic hypersensitivity." Since the installation of this smart meter, I have experienced a recurring, abnormal phenomenon: I wake up approximately every 30 minutes. (This is directly linked to the smart meter’s practice of transmitting power consumption data every 30 minutes.) This interferes with fundamental human physiological needs and poses a serious danger. Notably, this issue is not mentioned in any documentation provided by the Agency for Natural Resources and Energy, including materials regarding "opt-out" procedures. I am being subjected to an outrageous and egregious ordeal: a forced, unilateral demand for payment of ¥44,000. The conduct of the Agency for Natural Resources and Energy and Shikoku Electric Power—actions that trample upon human dignity—cannot be overlooked. My sleep has been disrupted, and I am being coerced into paying money; such acts, which border on crimes against humanity, are being carried out brazenly in Japan by both corporations and state institutions. While Shikoku Electric Power’s website features a Q&A section, it shows a complete lack of consideration for those who have been victimized. It is clear that Japan’s Ministry of Internal Affairs and Communications is operating with a focus on profit rather than understanding the reality of the situation. I demand an immediate end to the use of smart meters. In Japan, state institutions and the police fail to function as they should; instead, they sacrifice the public to serve their own vested interests, stealing taxpayer money to line their own pockets. The police are the ringleaders of this evil. They commit wrongdoing themselves, yet they are never held accountable. I demand that they be purged immediately.

I have created and pulled together many sources of information from my own experiences, the experience of others, scientists, doctors, researchers, patients, victims, advocates, friends, community members, etc. The information I have obtained has been from my own experience as a victim and through my own medical files from many highly advanced doctors and medical specialists. I believe my approach to using so many doctors and such advanced medical testing gives me the advantage of a highly complex and comprehensive medical file. I have discovered that many patients are often segregated and usually experience a very narrow category of diagnostic testing and treatment. I am approaching these injuries of RF/EMF from a wholistic perspective meaning I want to leave no stone unturned when it comes to both diagnostic testing and treatment. Any diagnostic testing that can be given that remotely has to do with RF/EMF exposures to nonionizing radiation should be taken by a patient like me. These leverage points also are intended to "fly under the radar" of most doctors, scientists, institutions, and government officials as well as various agencies and society itself. It is important to know that RF/EMF exposure is related to polonium and hafnium exposure as well as to mold, diabetes, Lyme Disease, Bartonella, and other sever chronic diseases and infections like Systemic Inflammatory Response Syndrome (SIRS - a grave, short, emergency, life threatening infection), and Chronic Inflammatory Response Syndrome (CIRS - an ongoing, acute, daily infection/inflammation related to mold). RF/EMF is also related to heavy metals. RF/EMF is also related to various burn patterns at a scar tissue and cellular level. Certain burns come as associated with certain wattages and frequencies. I have these related to my meters. RF/EMF is related to burn dynamics, meaning certain methods of burning/feelings/symptoms/and order of burning are related to certain types of burns, certain wattage coupled with certain frequencies. The physical injection of polonium and hafnium into the body for purpose of target acquisition, tracing and tracking can be used. Polonium and hafnium can be created or transferred into the body through ingestion. Yes, this is nefarious, but it is also scientifically plausible and provable. Polonium and hafnium can be ingested through breathing, and through any opening in the body. In vague general nonscientific terms polonium and hafnium and I am sure other elements can be "created" or "appear" or "transferred" through a plasma process. Conductive metals directly reflect and scatter radiofrequency (RF) and electromagnetic fields (EMF), which can alter the local power density of a signal by creating reflections, standing waves, and multi-path interference. There is a process called entrainment where RF/EMF nonionizing radiation can be purposely pulsated to fly under the radar of safe FCC limits while causing more advanced physical trauma which causes the body to conduct more EMF while the process also causes the software of the brain to be hijacked or altered causing Functional Neurological Disorder of FND.

I am an individual, a consumer and a patient. I am affected by Wi-Fi, wireless infrastructure, mobile phones, smart meters, wearable devices, and occupational equipment. I have developed chronic pain, chronic infections/illnesses, fatigue, reactivated EBV, terrible sleep issues, tingling/numbness, tinnitus, lack of or no interest in many things I once enjoyed and other issues. I along with everyone else, is constantly bombarded with electromagnetic waves penetrating our bodies. This comes from all sources as stated above, but let's start with Wi-Fi Infrastructure. I moved into a vertical condo tower after leaving my house from toxic mold. We thought this structure made of glass, steel and concrete would be safe, but it was a Wi-Fi only structure, and this was several years prior to Covid 2020. I thought the Wi-Fi only was strange but learned that new builds were this way. When Covid hit and many businesses were closed or with limited service, 5G cell phone towers were installed, and mostly in the cover of the night. There were 1297 towers and antennas within a 3 mile radius of my street address, and 8 of these under one (1) mile. And this is not including all the Wi-Fi within the vertical building but was at the time I moved from this place because I became so ill. I had to leave a home, again. At the present time, my new place of residence 377 towers and antennas but the structures are built basically on top of one another. It has It has been said, but not published, that Wi-Fi amplifies mold and mycotoxins by 600 times. I believe this. I had a blood mycotoxin test performed in late 2024 and it was red on each type. Wi-Fi is everywhere. The residence is not safe, even with safeguards. At any given time, you can see multiple listings of neighbors Wi-Fi, which could be accessible, with their passcode, inside of my residence. This not only creates health issues with the bombardment of radiation, but it also appears to me to be an Invasion of my Privacy. Now add in the Smart Meters and the mysterious health issues.... When did a private company have the right to establish this and destroy our health? and demand that the meters can't be removed? The constant scanning from the meter to a place far away creates another level of radiation that is higher than established and acceptable levels by EPA. I attempted a wearable watch which would track heart rate and other measurements as I have experiences with racing heart and palpitations. It caused burning and strange vibrations, so now I do not wear any watch. Home sleep studies are basically impossible since most of Wi-Fi based. There are many people who suffer who do not know what is causing their symptoms and their physicians are baffled and usually dismissed as being normal, with nothing wrong. Occupational equipment and mobile phones are an issue as well. Computers, Wi-Fi printers, bluetooth and remote working all creates another level of havoc when people are constantly utilizing these items. Dirty electricity and high frequency light bulbs and LEDs are also problematic when mixed into this scenario and also by themselves. I did seek medical treatment and it is continuous. And I am thankful for this, but I should not be out of pocket monies for the destruction of my health by a private company, and others which help push these agendas. We should all have safety and these items are anything BUT safe. We moved from our residence in the vertical tower and have experienced some improvement but still bombarded by constant Wi-Fi radiation which cannot be controlled. The effects are lingering and it is unknown if returning to a point of past will ever be achieved. One used to be able to go into nature to "get away" but even now, you find these ugly Wi-Fi towers and routers everywhere. And the children. They have no chance with all of these items especially during their development phases.

The FCC is a captured agency whose revolving doors include commissioners that are former CEOs, lawyers and lobbyists of the telecom industry. The FCC has refused to update their safety standards since 1996, even though a $25 million dollar industry-funded research concluded that wireless radiation raised the risk of brain tumors. Those 1996 safety standards only considered the thermal effects of wireless radiation for brief exposure...no long term exposure to the exponentially stronger electromagnetic radiation of today's technologies. In August 2021, the FCC was ordered to update their safety standards in the federal case Environmental Health Trust,et. al. V FCC supported by over 11,000 scientific health and safety studies. Yet the wireless industry has proceeded as if this ruling never took place. Updated safety standards for human health are long overdue and must be integrated into systems to protect Americans NOW. The world's largest insurance companies have responded by excluding any liability coverage for claims "directly or indirectly arising out of, resulting from, or contributed to, by electromagnetic fields, electromagnetic radiation, electromagnetism, radio waves or noise." Lloyds of London and Swiss Reinsurance Company have put wireless radiation in the highest risk category, next to smoking and asbestos. 30+ countries around the world including the US, UK, Canada, France, Germany, Italy, Japan, India, Australia, New Zealand and Brazil have banned Chinese-made 5G technology because of national security concerns. Wireless broadband is not cyber secure, it's unreliable in bad weather, it's a proven fire hazard, it's untested for EMF safety, it uses much more energy than fiber-optic and its giant equipment is aesthetically offensive. Only fiber-optic cable direct to homes and businesses delivers speed-of-light internet connection that will meet the needs required for next generation programs and services, with no threat to cyber security because it can't be hacked and it poses no health risk to humans or the environment. Californians have already paid for fiber optic to their homes in their phone bills over a 20+ year period. The IRREGULATORS vs. FCC lawsuit in 2020 exposed the largest accounting scandal in American history where telecom corporations fraudulently funnelled the money already paid by their customers for fiber optic to the premises into wireless technology instead. Where is that TRILLION DOLLARS now? I implore you to update safety standards NOW, using third party testing, NOT funded by the wireless industry. I have experienced fatigue, poor sleep, difficulty concentrating, nausea, palpitations, and skin tingling or burning. I am concerned about whether environmental exposures, including emissions from wireless technologies, could contribute to these symptoms. A preliminary review of public antenna-structure records identified 10 listed tower sites less than five miles from my home. Their current operating status, transmitting equipment, cellular tenants, and microwave dishes have not been independently verified. These records may also omit smaller installations. I have not established a causal relationship between RF exposure and my symptoms. Tower proximity alone cannot establish exposure levels or health effects. However, residents should have practical access to the information and independent measurements necessary to investigate their concerns. I request the following actions: 1. Independent research into realistic exposures. Fund rigorous studies of long-term, repeated, and combined exposures from mobile phones, Wi-Fi, smart meters, wearable devices, wireless infrastructure, and occupational equipment. Evaluate frequency, intensity, modulation, duration, proximity, and simultaneous exposure to multiple sources. Clearly distinguish established effects, emerging findings, and unresolved questions. 2. A transparent review of exposure standards. Assess whether current limits adequately address available evidence concerning thermal and proposed nonthermal effects. Explain the standards’ scientific foundations, uncertainties, and applicability to children, pregnant people, workers, people with implanted medical devices, and other potentially sensitive populations. 3. Accessible community exposure measurements. Develop affordable, independent measurement programs for homes, schools, and workplaces. Measurements should account for multiple sources, indoor and outdoor conditions, and changes over time. Publish methods, instrument limitations, results, and comparisons with applicable standards. Explain what consumer RF meters can and cannot establish. 4. Meaningful disclosure of nearby infrastructure. Make current information about transmitting installations understandable and publicly accessible, including location, operator, equipment type, frequencies, authorized power, antenna height and orientation, and compliance assessments, subject to legitimate privacy and security protections. Distinguish registered structures from installed antennas and active transmitters. Where available, identify microwave links and their operating characteristics. Residents should not have to rely on incomplete directories to determine what equipment operates near their homes. 5. A national adverse-event reporting system. Create a straightforward process for individuals and clinicians to report suspected RF-related health effects. Collect standardized information on symptoms, timing, potential sources, exposure measurements, and relevant medical evaluations. Protect personal information and publish aggregate findings. Use reports to guide investigation without treating them as proof of causation. 6. Evidence-based clinical guidance. Help clinicians evaluate patients reporting symptoms they associate with RF exposure. Guidance should take symptoms seriously, investigate other possible medical and environmental causes, and explain the limitations of available diagnostic and exposure-assessment methods. 7. Strong research safeguards and practical public guidance. Disclose funding and financial conflicts, prioritize independent replication, and make publicly funded methods and data available where privacy permits. Apply consistent scientific scrutiny to findings reporting harm and findings reporting no harm. Provide practical guidance for reducing unnecessary exposure where appropriate, clearly explaining the evidence, uncertainties, and expected effects of each measure. HHS should publish the findings of this review, identify research priorities, and establish a timetable for follow-up. People experiencing unexplained symptoms deserve careful medical evaluation and credible answers.
