It took me AVOIDING my office to figure it out. After spending nearly two years refusing Xcel Energy access to install a smart meter, Xcel and the Colorado Public Utilities Commission FORCED US TO INSTALL THE SMART METER, A RADIATION EMITTING DEVICE, or Xcel Energy would shut our electric power off. When Xcel threatened us I was desperate to learn how to protect our live bodies. Constant research about radiation frequencies, including dirty electricity that's inherent in our power grid from 42% wind and solar power delivered to our house... I purchased SaticShield and Aulterra products to shield, filter and "retune" the POWERFUL man-made smart meter radiation and technology frequencies constituting interference with our natural live electrical bodies; including the wifi router, cell phones, laptop, desktop and big screen tv. We applied individual products to the technology devices, a whole house filter to our electrical lines and each of our automobiles. We wear the protection on our bodies as well. Finally the buzzing in my head reduced some and sleep was improved some. We shielded the FORCED UPON US smart meter from pulsing extremely heavy loads of radiation into our kitchen where we stand to cook and walk past EVERY DAY. What do people do that can't afford to mitigate the harmful health effects? Or those that don't know a silent killer is frequenting them every day practically all day and all night? I can't imagine the terror moms and dads have over their young children being constantly bombarded by man made radiation frequencies that disturb the young and old alike and do damage to the DNA level to every live member of mankind, animal kind and plant kind! Yes, the radiation frequencies did not raise my body temperature but they certainly harmed my everyday life!!! The radiation and dirty electricity are sneaky. People are unaware of the huge dirty electricity readings caused by led lights, dimmers, florescent lights, and all those aforementioned technological devices. I'm absolutely appalled by a small town in Iowa where family lives... placing frequency devices DIRECTLY ON all the town's people's WATER TOWER!!! Are you kidding? The corporate officials that took money to do that ought to be ousted in the public square! Those frequencies directly on the water tower destroy the structure of water so desperately needed by every living thing. Stop this madness. Denial is the problem because there's too powerful much money to be made by continuing down this path! The truth is not hidden from the All Mighty. The number one job of "government" is to protect the people and their assets. DO IT.

I am submitting this comment as a patient with Electromagnetic Hypersensitivity (EHS) for docket HHS-OASH-2026-0397. RF radiation is known to cause DNA strand breaks. We are all different in vulnerability. Some develop one disorder, others many: biochemical imbalances, leukemia, stroke, immune suppression, inflammation. This reflects individual differences in oxidative stress response and DNA repair capacity. All electric systems conduct and re-radiate wireless signals: modems, computers, TVs, power wiring, smart electricity and gas meters (169 MHz for gas). Conductive building materials increase indoor exposure: drywall is mounted on metal studs acting as antennas, and reinforced concrete with steel rebar reflects and traps RF inside homes, preventing recovery. EHS is not psychosomatic. It is recognized as a neurological pathology with objective biomarkers in the International Scientific Consensus: Belpomme D, Carlo GL, Irigaray P, et al. People lose housing, healthcare, work, and social inclusion. In Italy, smart gas and electricity meters are mandatory (ARERA), property of the distributor, and cannot be refused, even with medical certificate. Patients can only request relocation outside and deactivation of radio module. I urge HHS to: 1. Compare US FCC thermal-only limits (1996) with precautionary EU limits and evaluate non-thermal effects, DNA damage, oxidative stress 2. Fund independent research on biomarkers and imaging for EHS 3. Recognize right to white zones in every region, housing in non-conductive materials (stone, solid wood), wired infrastructure, and right to remove or deactivate smart meters and to have manual reading for health reasons 4. Issue moratorium on new antennas and 5G densification near homes and schools, including high-power TV transmitters >20km and radar, until limits are revised 5. RFEMF is a broad spectrum toxicant with an astounding array of scientifically proven biological and physiological effects on all life forms. Biologically based standards must be developed ASAP (as opposed to thermal standards currently in use that are irrelevant to health). Inaction at this point, given the tens of thousands of research papers demonstrating the effects, would be highly negligent on the part of our government. Approximately 10% of my patients have a bad reaction to strong electromagnetic radiation fields. These patients have an allergic-type reaction and/or a sensitivity to high frequency radiation, as found in cell antennas, cell phones, "smart" meters, and wi-fi. A smaller percentage even react to lower frequency radiation as found in home wiring that was not properly installed and therefore gives off strong fields. There should be much stricter limits on what people can be exposed to. For instance, in schools and multi-tenant buildings, but even near single-family homes and businesses.

Please make it mandatory and public that every company that has a device that emits EMFs, RF, and Wireless Radiation Exposure that they need to publicize how much the device(s) emitts, the distance that it emitts, and the effects of it on the human body and the environment. As a person who developed a non operational cyst in my right ear and have lost hearing in my right ear because of it, all because I started using a cell phone 27 years ago. I still to this day can't use an IPhone because of the amount of the EMFs that is has. Our world survived without these levels and yet our government and people making these choices don't care and keep passing these regulations. Please protect the people and our environment/nature above money. Please make these harmful effects known.

To whom this may concern, When considering the impact of EMF not only on the environment but on human physiology with regard to known cases of wifi sensitivity, I would first consider if said frequencies have an impact during human growth and development on the human brain in vivo or on the foetus. This information garnered with the least invasive method would probably be found in areas with high EMF saturation in comparison to low saturation as well other places where there is a higher population density with lower emissions standards on communication devices(e.g. India, developing nations). Also, a cross reference of brain scans and other data collected on bodily function pre-dating the introduction of certain EMF (e.g. 1920's to 1970's 1970's to pre-2000) and handheld technologies (cell phones, cellphone based applications) with a note to the size or shape of the Amygdala, Pre-frontal cortex, and Visual cortex if suspected frequencies/technologies may have impacted human behavior or memory not withholding the solar maximum and lunar cycle as variables due to possible synergism. Newer technologies capable of mapping the current level of saturation and providing heatmaps to attest to if said EMF radiation's propagation have or would ever pose a detriment to life beyond a certain threshhold; specifically, cellsites and surrounding areas with special consideration to the experimental EMF auctioned off during the Coronavirus by the FCC. Moving forward understanding if and when the threshhold of saturation would reach a danger to human or other life on Earth would seem to me to be immediate issue. A proposed idea is a device somewhat like a giegercounter/wifi analyzer connected to a drone with a program possibly pythonic capable of mapping time, date, altitude, geolocation, and EMF levels. These surveys then Federally mandated as requirements to Telephone Service and Internet Service providers similar to carbon emission standards in the Automotive industry. This may be a non-sequitur seeing as the current and projected electro-magnetic frequency spectrum saturation on our planet could be deemed non-hazardous at any level but so Science goes as they say. Comment on Docket No. HHS-OASH-2026-0397, Request for Information on Radiofrequency and Electromagnetic Field Exposure and Human Health I am a father in Central Florida and have worked in information technology since the 1990s. I use technology every day and I am not afraid of it. I am submitting this comment because I believe we can use it in healthier ways, and on behalf of the many people I have spoken with who share my experience (but will not comment). MY EXPERIENCE I have learned the distinct effects of each EMF issue: wireless signals, dirty electricity and magnetic fields. Wireless: Around 5G networks and crowds of 5G phones, I feel stress and tightness in my chest and it becomes harder to breathe. The longer I stay, the worse I feel. In town I feel foggy, unmotivated and low, and I rely on caffeine to get through the day. In nature I feel lighter, clear-headed and motivated. Dirty electricity: Electrical noise on household wiring from AC/DC power adapters affects me much like 5G. It causes stress in my body and weakens me over time. Magnetic fields: During Florida summers, when air-conditioning load on the grid is highest, I feel a heavy drag on my body that weakens me. It eases noticeably in the fall when demand drops. I feel my best when I keep my phone on airplane mode and only turn it on to 4G when needed, plug my computer and phone into ethernet whenever possible, and use wired satellite internet when traveling. I disabled 5G because it causes a distinct feeling of stress in my body. If I allow that frequency to be on for an extended period of time, I become numb to that initial sensation and my cognitive abilities diminish. I have moved outside of town. This has a real cost: my daughter wants to live in town for access to school and culture, and that conflict strains our whole family. I understand the science on symptoms like mine is not settled. That is why I respectfully ask HHS to consider the following. RECOMMENDATIONS 1. Test before deployment. Fund independent health research on new frequencies before public release, including properly blinded studies of people who report sensitivity, so these experiences can be confirmed or ruled out rigorously. 2. Promote wired internet. Many people do not know phones and computers can be connected by cable. Support wired broadband in rural areas and public education about wired options. 3. Wired schools. Encourage schools to use wired connections for student devices and to minimize wireless exposure in classrooms. 4. Low-signal nature zones. Designate natural areas where towers are not aimed, with satellite phones available for emergencies, and support research on effects on birds, insects and wildlife. 5. Satellite signals. Current satellite rules appear safe. Please be mindful not to increase power output toward Earth. Test areas with and without satellite frequencies to establish a real control group. Give areas of nature and Indigenous lands a break from satellite and wireless signals if they do not ask for it. 6. Magnetic fields. Measure residential magnetic-field exposure in high-load regions such as Florida, and support burying power lines. 7. Clean DC power. Create clear building-code paths for DC-only homes, encourage DC and battery-powered appliances through rebates, and set standards to reduce electrical noise ("dirty electricity") from power adapters. 18. Additional info: Thank you for taking Comments on this important health issue. People, trees, plants, animals, and insects (esp. bees), all show negative biological effects when exposed to EMF. A good amount of people have sensitivity and experience negative health effects immediately, or faster and with greater intensity, than others. They post about their symptoms online and try to move away from the damaging energy source if they can. Many shielding and grounding products have appeared in the marketplace to help meet this need. Some people have also experienced weaponized EMF/microwave/directed energy attacks intended to harm the target biologically and mentally. This is HAVANA SYNDROME/ DEBE (directed energy biological effects). There are many news stories and posts on social media about this with people crying out for help. (There are many Comments on this database by these people as well.) I know some of these people and experience it myself as a civilian. It is a silent global epidemic which includes children and senior citizens. Victims of this Weaponization can’t move away from the damaging energy source because the targeted attacks follow them. Also, the levels of intensity for these attacks expose victims to more destructive effects including damaging the brain and vital organs (heart, GI, etc), hastening deterioration and death. There are currently no products available in the marketplace offering protection from Havana Syndrome/DEBE. This is an unmet need. Research indicates the attacks use cell towers and satellites which can track an individual anywhere on Earth. They may also incorporate evolving AI, drone, and “nano-“ technology. Disturbingly, the US has no current means for innocent Americans to get help. THIS MUST CHANGE WITH HHS HELP. Rep Ana Paulina Luna’s recent Congressional hearing reported that MKULTRA NEVER ENDED. This program and its hundreds of sub-programs weaponized technology and pharmaceuticals against innocent Americans WITHOUT CONSENT treating them like lab rats and destroying their mental and physical health. THIS WAS LEGALLY BANNED BUT HAS CONTINUED ILLEGALLY THROUGH TODAY per expert Congressional testimony. More hearings need to be held to protect the health and human rights of Americans. At a minimum, HHS should treat EMFs like smoking. EMFs pose greater health risks than smoking to our biology and ecosystems, especially at 5G and 6G higher power. Americans should be able to choose to OPT IN or OPT OUT for EMF exposure. There should be EMF-FREE zones like NO SMOKING ZONES, EMF-FREE TOWNS, and even EMF-FREE STATES (just as there are now “geo-engineering-free” states and “artificial-meat-free” states that have banned those practices). Smart meters, smart cars, and the Internet of Things smart products should be OPTIONAL with an EMF-FREE version also required. Children should be protected in schools, community centers, and hospitals. Americans should be able to decide to value their health over high-tech speed and convenience. Another analogy is LEAD, lead has been removed from paint and other common products. A consumer is given a Warning and must choose to OPT IN to buy a harmful product containing lead. In addition, regulations should be updated to keep pace with the changing technology. Current accepted limits of EMF now show to cause brain damage. We need Health and Human Services to protect health and humans more than it protects telecommunications companies. It's OK for regulations on wireless radiation levels to be inconvenient for these companies; they will still build their towers, but the citizens of a town and the families at a school and the homeowners in a neighborhood should be protected from excessive radiation levels that impact vulnerable communities. The radiation limits should be designed to protect human health, not to maximise industry profits. Please bring the science to forefront in demanding reasonable radiation limits to protect vulnerable populations, and please support medical practitioners in recommending safe use of wirless technology.

Declaration of Toby Stover Toby Stover declares under penalty of perjury the following: 1. I live in Ulster County, New York. 2. I never gave consent, nor do I consent today, to continuous, involuntary exposure of pulsed modulated, biologically active electrical and radio frequency / microwave (RF/MW) radiation emitted into my home or on my property. 3. I was perfectly healthy, living in my home for many years with an analog electric utility meter but was made ill by the electrical and pulsed modulated RF/MW radiation coming from a “smart” digital electric utility meter which was installed on my property without my consent. 4. After having a grid-tied solar system installed on my home, Central Hudson Electric Company switched my mechanical analog meter to a “smart” electric utility meter without my knowledge. A number of weeks later, I became extremely ill and discovered that the company had switched out my meter. I contacted the electric company demanding that they remove the “smart” meter and return an analog meter. I was told by Central Hudson that the solar array would not work without a “smart” utility meter. After researching this, I discovered that solar arrays work perfectly well with analog meters but Central Hudson still refused to remove the “smart” meter. Since I was unable to live with the continuous pulsation of the smart meter I was left with the decision to either have to leave my home of 35 years or cut the electric line to the smart meter. I chose to cut the wire rather than be sickened in my home as I had no means to move. As a single woman in her 60’s, I was living without electricity for 9 months through the winter, using a wood cook stove and candles. I had to store food in a cooler and buy ice to keep it fresh. Finally I hired an electrician to disconnect my wiring to the “smart” meter & re-connect my home wiring to an analog meter which was on my barn. I was then able to use electricity in my home again. 5. However, having been injured by weeks of exposure to RF/MW pulsed radiation, many years later, I am still unable to go into buildings that are using smart meters or wifi. I cannot tolerate the radiation for more than a few minutes without becoming ill and must leave the area as I now have Eletromagnetic Radiation Syndrome, known as EMR Syndrome. This has made it difficult for me to travel as I cannot stay in hotels, motels or shop at stores where there is microwave radiation. As a professional musician, I am often hired to go into public buildings or play music for school shows. It is a frequent occurrence that today I can no longer spend much time in these buildings without my symptoms returning. I consider this a grave personal injury that has made my life much more difficult. 6. When I am exposed to RF/MW radiation, I experience severe pain and pressure in my head, especially in the forehead. I also feel tingling sensations on my skin as well as tightness in the chest, dizziness, nausea, difficulty concentrating and insomnia. I simply must leave the area as I feel sick around the microwave radiation. 7. Since I have been injured by “smart” meter radiation, I have become a member on the board of New York Safe Utility Meter Association, (NYSUMA). This organization has been working for years in the effort to legislate a safe utility meter choice to anyone who chooses to have returned, or to retain an analog utility meter. Analog utility meters have been used safely and successfully for many years. All utility companies should be required by law to provide analog meters to all consumers who choose to have them. Analog meters work perfectly well and are safe. No one should be forced to accept a device on their property that is a known health hazard. 8.
