Exposure limits & oversight

For over 15 years I had severe health issues with my heart, my digestion, brain fog, migraines, extreme fatigue light sensitivity and more. It took me about five years to figure out what the problem was after the medical profession was at a loss to explain my issues. Once I figured it out with the help of some friends I was on a mission to learn everything I could about EMF's and wireless. I spent about $10,000 on various quality equipment to measure electric and wireless. Included in the equipment was a quality microscope to view my blood and I was shocked how quickly blood responded to wireless signals. Wireless is just chipping away at the health of humans along with the flora and fauna. The United States after India as the highest allowable microwave frequencies that are now ubiquitous coming from cell towers, cell phones and wifi. The fact that the FCC is a captured agency led by the very industry it was meant to regulate is appalling. It is doing so much harm and most people like me had not a clue, I believed my government and telecom company, would regulate this industry to be safe, a big mistake on my part. There are thousands of studies that show harm, even our own NIH! WHY has the NIH refused to reveal nearly 2,500 pages of records related to the National Toxicology Program's (NTP) decision to shut down its research on how wireless radiation affects human health and mutates DNA. I could go on and on, there so much research that shows the negative effects of wireless. At some point this will not end well….

Peer-reviewed Publications on the Health Effects from Exposure to Radio Frequency Radiation Joel M. Moskowitz, Ph.D., School of Public Health, University of California, Berkeley October 21, 2026 This summary synthesizes 18 peer-reviewed scientific publications co-authored by Joel M. Moskowitz, PhD, for formal submission to the Department of Health and Human Services (HHS) and the Federal Communications Commission (FCC). Much of this work was conducted on behalf of the International Commission on the Biological Effects of Electromagnetic Fields (ICBE-EMF). ICBE-EMF was founded in 2021 after being commissioned by the advisors to the International EMF Scientist Appeal, a petition signed thus far by more than 250 scientists who have published over 2,000 papers on EMF, biology, and health. The commissioners have endorsed the Appeal’s recommendations to protect public and environmental health and, moreover, is dedicated to ensuring the protection of humans and other species from the harmful effects of non-ionizing radiation. Our primary purpose is to make recommendations, based on the best peer-reviewed scientific research publications, that include, and go beyond establishing numerical exposure guidelines. ICBE-EMF is made up of a multidisciplinary consortium of scientists, doctors and related professionals who are, or have been, involved with research related to the biological and health effects of electromagnetic frequencies up to and including 300 GHz. Current US limits for wireless RF-EMF do not protect the public or wildlife from harm. The government’s ignorance of such a large body of scientific evidence for the biological effects of RF-EMF exposure takes us back to the Dark Ages or rather Stone Ages. The entire industry line is based on lack of biological effect, and that's echoed by ICNIRP and regulators including FCC because money talks. Let's face it folks, if this scandal was not about money, regulators would do their jobs and require safety testing, and respect public health risk prevention principles, instead of this ultra reckless attitude of exposing millions of innocent adults and children to a technology that's not only untested for safety, but also creating wireless radiation exposures at levels that extensive scientific studies clearly link to adverse health effects. Harm has been repeatedly documented at RF-EMF levels well below U.S. thermal standards which are based on the outdated and proven wrong assumption that heat is the only harm. I hope DHHS has the integrity to take this matter seriously and instead of actively and deliberately ignoring credible science as the FCC and FDA has done for years when it comes to RF-EMF exposure, to start acting responsibly and demand safety measures as you do with drugs and medical devices, and very importantly, public education on responsible use of technology. Hi. I suffer from Electro Hypersensitivity, which has limited my life drastically, caused the end of my marriage, and caused me 3-4 decades of illnesses no one had any diagnosis for. I now know what it is caused by. After seeing ear specialists, due to the unrelenting tinnitus, and neurologist for the malignant insomnia and migraines, and no one could find anything wrong with me. I had to begin to look out of the box for other explanations. I found this is more common than ai had any idea, and millions like me are suffering from this sensitivity and are simply canaries in the coal mine, showing how harmful this out of control ubiquitous RFR is. I live in a shielded home and use only wired communications. It took me over 10 yrs to learn how to remediate my environment to get as well as I seem to be able to get. I have lost my freedom to travel or even go to visit a friend at their home. I fear needing to go into a hospital with WIFI, as it makes me instantly very sick. I feel there needs to be a total new perspective on the well know adverse health effects of Manmade Radiofrequency Radiation, and a complete revamping of our safty standards. Our old standards set in 1096 are BEYOND outdate and totally wrong. The declassified Naval Military Research documents easily available on the internet, from the 50's and again in the 1970's clearly show evidence of damage to every system of our bodies from this radiofrequency radiation or RFR. Also the study done a few years ago by the National Toxicology Institute shows clear evidence of RFR causing cancer in rats. There are thousands of studies showing this is harmful, and most other first world countries have much more rigid standards. The toxic nature of these emissions and devices needs to be told to the population so they can make informed decision about wiring their homes and using wired communications, if we want to see cancer and a host of thousands of other illness on the rise start to decline. We also need to make safe hospital and doctors offices ASAP so those of us who already are suffering this dis -ease, have a safe place to go for health care. We urgently need to listen to the research that shows carcinogenicity and cellular damage, and start to regulate and educate about this horrific global poisoning, proliferating at lightening speed out of control and causing skyrocketing suffering, diseases, and deaths. On behalf of the EFEIA Institute (Miami, Florida), I submit our organization's attached public comment, evidence summary and supporting proposal in response to HHS Request for Information, Docket No. HHS-OASH-2026-0397. This comment represents the perspective of a research entity. The attachments are an evidence summary and a national plan proposal, both prepared by EFEIA in October 2026. Disclosure: the undersigned is also founder and CTO of NOXTAK Corporation, which develops SPIRO electromagnetic-hygiene products; one source both documents cite evaluates SPIRO in two vehicles, and the 180 cases they describe were received by NOXTAK. A modern vehicle places traction batteries and power electronics alongside cellular modems, onboard hotspots, Wi-Fi, Bluetooth, ultra-wideband access systems, V2X equipment and radar, including interior radar in the 57 to 64 GHz band for child presence detection and road radar at 76 to 81 GHz, in a small occupied cabin used for repeated daily journeys by children, pregnant women, older adults, professional drivers and people with implanted devices. U.S. drivers spend about an hour a day at the wheel. National campaigns in Germany and Switzerland found low average fields with brief magnetic-field peaks, highest at the feet; in the German federal campaign, the reference values of the 1999 EU Council Recommendation were exceeded locally or briefly in all vehicles but one, while basic restrictions were never exceeded. Existing methods cover parts of this picture: IEC 62764-1 measures low-frequency magnetic fields from 1 Hz to 100 kHz and excludes intentionally transmitting antennas, UN Regulation No. 10 addresses electromagnetic compatibility, and FCC rules address RF exposure from mobile and portable devices and provide for multiple sources. No method yet connects the full installed source inventory, the occupied cabin, and the fields and absorbed energy in each occupant. The 2023 study funded by the Swiss Federal Office of Energy acknowledged temporal and spatial gaps that could have missed short events or the highest field values, and EFEIA's own study of two Tesla Model Y vehicles used instruments limited to frequencies below 6 GHz, which cannot capture 60 GHz or 76 to 81 GHz systems. NOXTAK has received 180 cases of people who attribute symptoms to electric vehicle use and sought help; both documents treat this as an author-reported case count, not a prevalence estimate, and propose a registry and clinical pathway to examine it. We urge HHS to support a coordinated 24-month national program with independent laboratory participation and an independent scientific steering process: a reproducible whole-cabin measurement protocol covering every installed band; a version-controlled library of real driving, charging and connectivity scenarios; a validated occupant dosimetry atlas with child, pregnant and adult anatomical models; a consented symptom registry and staged clinical research below established thermal thresholds; a technology-neutral method for evaluating mitigation claims; and recommendations for a whole-vehicle evidence requirement with change control and a complaint reporting channel. HHS and its research agencies would guide the health evidence, with DOT and NHTSA on vehicle integration and transportation safety, the FCC on RF equipment and exposure requirements, and NIST, universities and independent laboratories on measurement traceability. Countless scientific studies on the impacts to humans and nature of Electromagnetic Fields, RF and Wireless Radiation exposure have proven the harmful effects and long term dangers that must now be address and rectified. As we face every more increasing radiation and the potential increases that AI and data center usage brings to the table, we must pause and give voice to the personal, environmental, societal, and even spiritual costs that we incur. Please consider the health and stability of all humanity and nature.

I had the experience of fighting the placement of a cellular tower within 250 feet of my home. It only took me about 10 minutes of research to see that the guidelines that are in place by the FCC from 1996 are extremely outdated and puts the health of the citizens at risk. You are not allowed to challenge the placement for any health reasons based on one study done in 1996. While counties like Russia and China who are not known for human rights have stricter setbacks that we do here in the US. That is appalling. That would be like thinking the Microsoft 96 would work for the technology of 2026 computers. Let alone think of the medical advances that have taken place during the last 20 years. Yet we as citizens have to adhere to this one study from 1996 that states it is safe for a cellular tower to be next to your home. I realize that cellular technology is here to stay. However, we can do it responsibly and protect our citizens at the same time. New Hampshire did a study on potential health concerns with cellular towers, and it clearly shows a link which should at the minimum be enough to change the outdated guidelines from the FCC. The FCC shouldn't even be able to have such a guideline because they do not regulate health. They are a commission of businesspeople who are only looking out for profits. The fact that there are so many hoops that the citizens have to jump through just to keep their home safe is ridiculous. The technology of today is not that of 1996. The number of wireless items that are everywhere should cause our government to reevaluate many things in regard to health and safety. Infertility and autism are on the rise here. Has anyone thought of that potential connection. In countries that have done the research, the guidelines are much stricter due to the correlation of health issues. It not only affects people, but it also affects animals and plants. These are all things that should concern everyone. I

Cellular towers seem to be everywhere now a days. A dear friend of mine had two placed withing 200 feet of her home. She developed ovarian cancer which she battled valiantly until she ultimately succumbed to it. Due to the research done in other countries that seem to show a link to cellular towers and cancer it seems that those towers may have been the cause. She had lived in that home most of her adult life. Within a few years of those towers going up she develops cancer. Our regulations need to protect the people not the industry. We need to have setback guidelines, and the research needs to be updated to ensure that we are providing the best of both worlds. There are ways to allow for the technology and keep people safe at that same time. We shouldn't have to move or put our lives on the lines so a company can make more money. It's about time for the government to do what it is supposed to do. Be for the people, by the peopte. Not for the business despite the people.

In this day and age, the People DESERVE to not be inundated by EMF dangers when alternatives exist. Specifically, why use cell towers where cell phone companies battle over coverage area when we have satellite technology?! Why keep the towers on earth buzzing into people endangering them, when people like Elon Musk are pushing forward for this safer option? Why isn’t the nation and officialdom demanding this for this nation and cell phone companies? Additionally, WHY is NOAA using obsolete EMF microwave towers for supposed ‘detecting radar precip and storms’ when other apps like ‘Windy’ use satellites that are detailed far greater then the Doppler towers?! One must ask, what exactly is their purpose as a result? There are over 200 Doppler radars covering the US, emitting this 24/7. The Windy app is out of the Czech Republic, it’s my go-to app for detail and accuracy so WHY? Create limits so this obsolete tech and health risk can be eliminated….as well as dead zones, and hazardous EMF on the People of the US.
