Safe Tech International is a not-for-profit organization advocating for safe technology. A 34-page report issued in 1976 by the Defense Intelligence Agency titled "Biological Effects of Electromagnetic Radiation (Radiowaves and Microwaves) – Eurasian Communist Countries, analyzed a number of Soviet and Eastern block research studies that demonstrated a wide range of adverse biological effects from exposure to radio frequency and microwave radiation. In its summary, the report issued a “Smoking Gun” warning: “If the more advanced nations of the West are strict in the enforcement of stringent exposure standards, there could be unfavorable effects on industrial output and military functions." The rest is history – The US chose technological/industrial expansion and military might over the health and well-being of humans, wildlife, and perhaps even Earth herself. The time is long overdue to mend our ways. So we are particularly grateful to HHS for opening this conversation. Before responding to your questions, we offer two suggestions to consider: 1. The effects of technology and AI are far broader than just the health impacts of RF/EMFs. Other areas include psycho-social effects, screen-time addiction, e-waste, conflict minerals, energy consumption, data centers, cyber security, pollution of the skies, surveillance/privacy, info/cyber & EMS warfare, and perhaps our very humanity itself…what it means to be alive. HHS may wish to look into how any or all of these impact health and/or the environment. 2. The need to solicit input on the health of RF/EMFs begs the question as to why in the US we have so much wireless technology polluting our airwaves when a robust fiber or wired infrastructure would be far safer for both humans and wildlife. Currently, the US ranks 32nd out of 38 OECD countries for fiber-to-the-home. With a more robust wired infrastructure, we would be far less reliant on wireless, and less saturated with chaotic RF fields in our environments. Moreover, fiber is safer, faster, more reliable, resilient, cyber secure, energy efficient, and lasts for decades. Along with it, we would need honest public education on the benefits of wired and the harms of wireless, so people could make more informed choices as to when, where, and how much to use a given technology. We respond to specific HHS questions below. Question 7 – To the best of our knowledge, there are currently no accurate ways to measure either individual or population exposure levels. We don’t have sophisticated enough monitoring equipment to capture the different ambient RF fields which include modulations, peak pulses, beam forming, etc.; assess the absorption and reflection of building materials, clothing, nature, and the ground itself; ascertain the usage, size, location, position, and health of each human and animal; factor in countless other synergistic effects such as mold, Lyme, dirty electricity, pharmaceuticals etc., all of which affect the potency and nature of exposures. In our opinion, these variables make such a characterization far too complex to assess. Question 9 – The public should be informed honestly, openly, and objectively of the health harms of RF/EMFs, and of “best practices” in using technolgy judiciously and wisely. The information shared should be based on independent science and common sense, and made available (and shown by example) in schools, hospitals, workplaces, libraries, and in every venue possible, until the health harms of RF/EMFs are as well understood as those of opium. Question 13 – It doesn’t take much science to understand that if you add one technology on top of another, it will increase exposure. But it does require more study and nuance to appreciate that the synergistic effects of exposure to different toxins can have an overall impact greater than the sum of the parts. This would apply as well to combinations, variations, and permutations of RF/EMFs. Questions 12 and 14 – The science is overwhelming with thousands of peer-reviewed studies dating back over 60 years and more appearing daily showing adverse health impacts from RF/EMFs above and below FCC “safety” guidelines. I talked to a policeman( Aaron Hummes 52–39. 511 S. Capital St, Iowa City, IA52240) about it and he took me to the psychiatric hospital of University of Iowa and locked me up and a person who worked there took away my phone. I was forced to stay there for 3 weeks. That were the worst 3 weeks in my TI experience. I was not allowed to have my protective items from directed energy attacks that I used in my house and I was totally exploited for their brain control experiments with horrible pains. Plus the hospital gave me the medications such as Olanzapine, risperdal, Cogentin, Dopamine, Serotonin, benztrotine, and trazodone that gave me terrible side effects. When I was pushed to the psychiatric hospital in Univ of Iowa, the doctors who treated me were Dr. Asencio, Dr. Kjewski, and another doctor whose name could be identified by the above two doctors. I explained my situation as best as I could but they said that they never heard of Havana syndrome case or V2K. They treated me as if I were their patients. There was an advocate who called once and gave her name as Cherie White (judicial mental health advocate for Johnson County) 855 S Dubuque St 202B, Iowa City, IA52240. When I needed help, the advocate never returned my call nor answered my message. I was able to leave the mental hospital with one condition that I should take a shot of invega stutena once per month and have heavy sleeping medication and stay with a psychiatrist, Dr Susan Duffy, in the adult psychiatric section of Univ of Iowa. I pleaded not to get the shot and if I needed anything, I needed sleeping pills. I ended up taking Quetiapine. I saw Dr. Duffy a few minutes per visit afterwards. After I came out of the hospital I got a letter from Joanne in my driver license bureau, 301 West high St, Jefferson City, MO 65105, 573–851–1489 saying that my Driver License Bureau revoked. My auto insurance(Triple A Auto Ins) cancelled my car Ins policy. Walmart did not deliver my grocery because of national security reasons. I could not vote. My mind is controlled by my torture group. My torture group take away my voice, my eye sight, hearing, and control, my body movements and my thought with directed energy weapon attacks. My torture group also project an image on the top of the actual object that I see. That is the reason I do not vote now. With the direct attack for three seconds I see #1 instead of #2 that is the actual object. My words are truth and itself proof. How could I prove that my voice is gone sometimes because of directed energy laser attack from somewhere? Who would believe that I am tortured day and night in my house with ear noises(V2K), microwave attacks, electromagnetic pulses, and electromagnetic lasers because someone is doing brain control experiments with my brain with directed energy weapons. Our nation is currently plagued with the abuse of EMF to the point that thousands are now complaining about Anomalous Health Incidents (AHI's). Some, like myself are even being diagnosed with Havana Syndrome due to criminal activity/ misuse of surveillance technologies, human testing without informed consent, and other abuse/misuse of wireless tech, electrical, EMF and otherwise. I have been part of the community of individuals affected by Havana Syndrome and similar for almost a decade now. Legislation such as the Patriot Act (section 702) and the Cures act may have opened up back doors to the misuse of EMF technologies to include excessive surveillance to the extent of causing sickness and human testing that has not been approved by the individuals. To make matters worse, neither federal or state level law enforcement will investigate any claims of such abuse in many cases. Medical establishments are not prepared to assist us. Those of us affected by such, especially civilians, need assistance with stopping these torturous acts and gaining the medical and law based attention we deserve. The MK Ultra hearings are beginning to touch of how wireless technology is being used to control the mind. Covid and the allegations against Fauci/ gain of function labs is one example of how the misuse of technology has caused thousands to suffer. The abuse of EMF and other Havana Syndrome/ AHI causing technologies is another. We must find a way to help the people of this great nation from the terrible suffering that is being caused by neurological wireless technologies/ EMF. The dangers of EMFs are real. My father, as an example, began having strange complaints such as dizzyness, irritated skin and headaches. Upon inspection of his home with an EMF detector, we learned that a digital electric meter had been installed on his home without his consent, He had it removed and the symptoms disappeared. He has to pay an additional fee each month as a result. An additional concern that I want to express is that of directed energy weapons. With so many satellites above us, how are the people being protected from threats? Where are detection devices and alarms? There are so many WiFi towers (strangely set up while we were quarantined due to the Covid pandemic) that we are saturated with EMFs from satellites and towers. Many of the satellites are operated by people, under contract with the government, who have displayed unconstitutional and antisocial behaviors. There are numerous reports circulating on social media about people who have been treated for symptoms similar to Havana Syndrome. Direct energy weapons are said to be able to remotely directed at a target, animal or human, in order to stop a beating heart. Musk cryptically mentioned being asked by the “government” if he had the ability to hit a baby seal. Clearly, he was not suggesting that he could do so via one of his automobiles. Why is no one considering the military weapons these people have that can kill without detection? Marcus Lamb might be someone to look into as a potential victim. I have some personal experience regarding being affected by direct energy. To make a report in person, however, with no way to prove it would be detrimental to myself as I would be labeled mentally ill. The public is unable to defend ourselves. We need help from those who are supposed to be protecting us. Furthermore, linking every government database to AI has further put the public in danger. The AI billionaire leaders are now able to access government information easily. That decision was plainly stupid and a serious dereliction of the duty to serve and protect the people. To the Department of Health and Human Services: Self Monitoring Analysis Reporting Technology As a residential homeowner, I am submitting this formal public comment in response to the Request for Information (Docket ID: HHS-OASH-2026-039) regarding human exposures to Radiofrequency Electromagnetic Fields (RF-EMF). While federal safety standards often assume a uniform, generalized environment, the deployment of wireless smart meters directly onto residential walls introduces acute, pulsed, and continuous RF-EMF radiation into domestic living spaces. This comment addresses four critical components of harm resulting from mandatory utility smart meters: Health, Surveillance, Cost Overcharges with Opt-Out Fees, and Cyber Security. 1. Severe and Adverse Health Outcomes (Pulsed RF-EMF Radiation) Unlike cellular phones which can be powered off or placed at a distance, utility smart meters are permanently mounted to residential structures and emit high-intensity, short-duration pulses of RF radiation 24 hours a day. As reported by National health organizations, proximity to this localized radiation field has severely degraded health and quality of life, manifesting in the following documented symptoms: • Ringing in the Ears (Tinnitus): The installation of wireless smart meters corresponds with the onset of constant, high-pitched ringing and inner-ear pressure. This neurological and auditory distress persists within the home, making it impossible to find an environment free of sensory disturbance. • Disrupted Sleep and Insomnia: The continuous, erratic pulsing of the meter directly interferes with natural sleep architecture. Individuals often experience profound sleep disruption, including difficulty falling asleep, frequent nighttime awakenings, and a total loss of restorative REM sleep, leading to chronic daytime exhaustion. • Severe Headaches and Neurological Pain: Some people can experience persistent, throbbing headaches and localized neurological pressure that directly correlates with time spent inside my home. These symptoms alleviate noticeably only when traveling away from mesh-networked utility infrastructure. The cumulative biological stress of this involuntary exposure cannot be understated. HHS must establish realistic biological safety limits that account for non-thermal, pulsed, long-term residential exposures. 2. Unwarranted Domestic Surveillance and Privacy Intrusion Smart meters log electrical consumption data at granular, high-frequency intervals (often every 5 to 15 minutes). This detailed load profiling allows utilities and potentially third parties to reconstruct intimate household routines, identifying exactly when occupants wake, cook, use specific appliances, or sleep. This continuous tracking represents an unprecedented invasion of domestic privacy, turning a basic public utility into an intrusive surveillance mechanism within my own home. 3. Fabricated Cost Overcharges and Punitive Opt-Out Fees Following the deployment of digital smart meters, countless homeowners experience sudden, unexplained spikes in utility billing despite no change in actual consumption habits. Furthermore, consumers who attempt to protect their health and privacy by refusing these wireless devices are subjected to punitive 'opt-out' penalties. Homeowners are forced to choose between paying ongoing monthly fines or accepting an unwanted, radiation-emitting device attached to their personal property. 4. Vulnerable Cyber Security and Grid Infrastructure Wireless smart meters connect homes via decentralized mesh networks, creating millions of exposed endpoints across the national energy grid. This architectural vulnerability presents a severe cyber security risk. Sophisticated actors or malware can exploit these wireless connections to remotely disconnect power to individual homes, manipulate billing systems, or compromise the safety and stability of the entire regional electrical grid. Conclusion and Requested Actions The mandatory or coercive installation of pulsed RF-EMF smart meters places an unfair and hazardous burden on residential homeowners. The Department of Health and Human Services must intervene to protect public health by validating these documented symptoms, protecting privacy rights, and recommending a federally protected right to a wired, analog, or non-wireless utility infrastructure without financial penalty. Requested Actions: • Conduct a comprehensive, independent epidemiological review of chronic, non-ionizing, pulsed RF radiation from smart meters, focusing heavily on children's health. • Coordinate with state and federal utility regulators to eliminate financial penalties (opt-out fees) for homeowners opting for non-wireless utility alternatives. • Update national safety guidelines to reflect non-thermal biological impacts rather than relying solely on outdated heating-based safety thresholds.

I am being stalked by a lawyer and his wife who currently reside in North Carolina and who use Voice to Skull Microwave Technology to torture harass and brainwash me and my husband. Stalking In-laws also stole our Santander Bank Accounts with half a million dollars. I am not a slave as my In-laws claim and believe. I resent that no one will stop these homicidal lunatics. Thank you for listening to what we all have to say on the matter. I have seen first hand the impact of EMFs on loving things... everything from the sharp rise in cancer cases (brain cancers especially in relation to cell phone use) to plants dying once smart meters have been installed. It doesn't seem right that we should be able to be forced to live under such conditions... while some people might believe they are completely unaffected (although the most likely are at the cellular level), others suffer greatly from the ever increasing amount of EMFs in our world. If it's something you cannot opt out of, it should not be everywhere. There are also serious questions about the use of these more powerful antennas in conjunction with surveillance tools like flock cameras. Our constitutional rights are supposed to protect us from invasion of our privacy. It's time to say no to ever increasing power and technology in these areas.

As a person whose body was described as "A WALKING CELL TOWER", my body has been filled with biological electronics, a.k.a. micro and nanochips WITHOUT MY CONSENT possibly starting when I was 8 years old. Today, I am 72 years old and ALL of my health concerns are contributed to electromagnetic and radiation exposure. I write as an individual consumer, patient, family member, and caregiver to speak of my personal experiences and of experiences of a loving daughter who helped to care for my mother who had a diagnosis of Alzeheimer's-Dementia that was later found to be brain damage to her hippocampus. My dad, at 72, developed gangrene in the heel of his foot that can now be proven to be from microwave radiation assaults with a laser wand for military directives. My right heel has been microwaved as I work to save it from tissue breakdown. In 2014, I had a body scan done by a private investigator. She found 53 implants on the microTesla units scale in 35 locations of my body. These areas included almost every muscle, organ, major bone groups and three locations of my brain. These implants were found to be data sources for multiple research projects. Some of this research was sanctioned, some was not. Even today, my body is being used for horrendous child's play by non-professional, unethical people whose psychological soundness is questionable. A second body scan was completed by a professional in another area of the country in 2023. This time, 23 SEMICONDUCTORS were identified in some of the same locations as the 2014 scan. Other areas of my body including both legs are recepticals of excessive amounts of radiation designed to cause certain amputation. My step-dad was an amputee of first the toe, then the foot and finally up to the knee of the same leg. Today, a radiation technician supervisor is showing me how the same thing is intended for my body. My step-dad became a dialysis patient after the amputation and a semiconductor was found in 2023 AFTER the microTesla implant there was found in the same kidney in 2014. This is unethical, immoral and vicious criminal behavior at its worst, yet describes stalking a whole family with radiation, electromagnetic exposure and microwaves that makes loss of limbs and organs look like normal medical issues when it is NOT. I was diagnosed with Havana Syndrome or Anomalous Health Incidence in 2023 with a TBI, vestibular problems, hearing loss and vision problems that is growing worse because of the illegal access that is allowed to my body by cell towers and wireless technology. Attention must be brought to the issue of allowing cell towers to be erected holding antennas of 300 Watts per antenna when only 2-3 watts is needed for a human experiment. Consequently, what happens to the people who live in a small town in rural America who does not know that the microwave radiation from the 44 cell towers with 140 antennas is the cause of what looks like natural health issues. Do all of the children ages 4-18 have traumatic brain injuries and nerve damage from the environment or from directed energy to their head, face and chest? I gave testimony at the President's Commission on Bioethical Issues in Washington, D.C. in 2011. At that time I did have evidence of the unauthorized implants in my body but had no idea that the number was so great. The President's Commission did find the United States guilty of allowing the use of biological agents on the Guatemala population. The use of the topics of these comments has revolutionized biological research but lack of ethics have remained the same.
