I Beatrice McLaughlin declare under penalty of perjury as follows; 1. I reside in Largo Florida 2. I did not consent nor do I consent today to the continuous involuntary exposure to biologically active RF radiation 3. I am a 66 year-old woman who has been disabled since 2009. My main diagnosis for the disability is fibromyalgia. I paid attention to my symptoms and learn dues don’t and triggers of how to live with a debilitating disease. 4. In 2024 I was diagnosed with Havana syndrome by my Neurologist Dr Grant. I was also diagnosed with tinnitus and Energy weapons by the original Doctor who diagnosed the US diplomats when their attacks occurred in Havana Cuba in 2016 Dr. Micheal Hoffer. Once again, I paid attention to my symptoms with these diagnosis and know that this is man-made. RF radiation has created burns on my breast, legs, feet and face. My body does not create this on its own. I get headaches, have no balance, dizziness, vertigo, and hotspots on my head. I can pinpoint when where and who my radio frequency radiation began. 5. Towards the end of 2019 I was having issues with my bladder implant going into my 12th year with the implant. My urologist told me to turn it off and let’s see what happens. That was in November 2019. January 30, 2020 my entire bladder implant system was removed due to working on its own. During that year of 2019 I was experiencing stalking with vehicles and being run off the road on many occasions, especially on rainy days. Of course I went to the authorities to report what was happening to me, but I was being dismissed at every turn. Local authorities would send me to the FBI. The FBI would send me back to local authorities. July 6, 2019 I wrote Governor Como because I was beside myself of why I could not get any help. From that period on there were three car accidents a hit-and-run within a five month span. December 2019 were two of those accidents that is also the same year RF radiation came into my life. There are many facts to back up my claims. Throughout the years I have written department of justice two presidents many senators and no one has helped. Radio frequency is all over my apartment and has been a daily part of my life since 2019. I’m grateful to my Neurologist Dr Grant and Dr Michael Hoffer. Radio frequency or pulse modulated RF radiation has injured me from its exposure. EMR syndrome is a condition linked to exposure to man-made artificial electromagnetic radiation. Sources of man-made EMR include cell towers building antennas cell phones tablets, computer, computers, smart, meters Wi-Fi Bluetooth LED smart lighting smart appliances, wireless, baby monitors, wearables, and implanted medical devices. EMR can trigger many reactions from mild to life-threatening. Such as in my case fatigue, memory cognition problems,tinnitus, headaches, heart, arrhythmia, Burns in so many different areas and sleep disturbance. Over the past seven years, it has followed me from apartment to apartment, but I have been in this place for three years and the RF intensity is very high. I never feel well in my apartment but when I go outside that all changes. I want to thank you for your time and do hope that changes are coming in the very near future. To whom it may concen I am glad that I get to share my story as I hope it will help with reform in regards to Emf and cell phone towers etc I grew up with a mother who was so sensitive to electrical outlets in the house that ahe had to sleep in the middle of the room on rhe floor to find releif. Fast forward to years later when I found her sleeping in a room where there was a wifi modum on the other side of the wall where she was sleeping. I asked her why she wasnt reactinf to the emf coming from it and she said since she had put 3 rather large obsidian crystals in front of it they had stopped bothering her. I thoufhr that was very interesting until a couple of months later she became very ill . Thats when I discovered that she had 4 golf ball sized tumora growing in her breast tissue. We had it biopsied and it was cancer. She died a week later. She was a very healthy grandmother who ate extremly well excercized and was very fit! Fast forward to 2020 and my husband who is also very healthy amd extremly fit with a great diet started to hve odd symptoms after qe had moved to a new house. He had installed about 8 wireleaa Sonos speakera in the house. My daughter and I couldnt sleep in the rooms that they were in. We have all our homes tested for wifi and emf levels and the levels before we moved in were great! Unfortunatly because each Sonos speaker has ita own Wifi built into each speaker the levels in our home went from nothing to Extremly Dangerous levels. My daughter and I had moved to Tahiti so that we could eacape all the Emf pollution in Calif and my husband commutes every month to see us One year later he developed Afib and had to have an ablatian. Two years later he developed prostate cancer! I just cant beleive that we arent able to protect ourselves or hve any sayso on where we live and the emf that invade our home!! Its just insane that we dont have any right to clean air and clean energy! We have since moved to yet another house and we just found out that we live across the street from 6 cell phone towers and an huge antena!! All if this while my husband it healing himself from a very significant disease! We are now looking at buying a 30 acre property in the mountains just so we can have some righta to clean energy free living! How is this legal in Usa??

Smart meters are wireless devices that operate 24/7 in most homes in the US. These digital devices have the ability to expose a homeowner to RF radiation (RFR) more so than any other type of digital device because it creates both radiated emissions from the 2 wireless antennas and dirty electricity (DE) coming from inside the meter that rides on the homeowner’s power circuits. HHS should sponsor an opt out program through the Dept. of Energy or any Agency as appropriate that is the same opt out program for every one in every state, instead of every power company having its own with different rules and regulations, or not having one at all. But for those that do have an opt out program, most power companies do not address taking care of the DE in the opt out meters they have available for those that have an electromagnetic sensitivity (EMS) disability. Most people who have EMS manage that disability through avoidance of RF/EMF radiation exposures. The DE in digital AMI opt out meters comes from the operation of the switch mode power supply (2 kHz -50 kHz) which is just as harmful as the RFR exposures coming from the 2 antennas in the standard AMI digital smart meter, if not more so. However, the only way to avoid that, if you have an EMS disability, is to have other opt out meter choices. Since this involves being safe in your own home, getting an EMS access accommodation for a digital utility meter without DE should be made available to everyone who needs it. DE is going to get much worse from other distributed energy resources being added to the grid and it is inevitable, that at some point soon, the cumulative effects of DE must be addressed instead of just being ignored as optional to avoid and unimportant.

Clearly, anyone who claims that pulse-modulated radiofrequency (RF) radiation causes health problems has psychiatric problems, because I don’t experience any of these issues. This summarizes what people with EMR Syndrome face – denial that their illness could possibly be true. And yet, millions of people can eat peanuts and feel just fine, so how could anyone else have bad reactions to peanuts? Yet we know that severe allergic reactions to peanuts affect a subset of the population and society accommodates them through peanut-free zones, warning labels, and epinephrine availability. Similarly, some people have asthmatic reactions to smoke, dust, or chemical fragrances that don't affect others. Variability in biological sensitivity doesn't mean the reaction isn't real - it means we need to accommodate the vulnerable minority, not dismiss them based on the majority's experience. 3a. Technologies involved: cell phones, cell antennas, WiFi, Bluetooth, smart meters, municipal water meters (which communicate via the cellular network) and blind spot detection systems on new cars. 3b. The duration of exposure affects the severity of my symptoms and recovery time. 3c. I experience nausea, dizziness, sharp pains throughout my body, burning sensations, difficulty breathing (shortness of breath as well as my throat constricting), extreme fatigue, blurred vision, short term memory loss, difficulty concentrating, irregular heartbeat, a sensation of pressure, and changes in my voice which eventually leads to a complete inability to speak. 3d. My health effects first appeared in the year 2000 when I bought my first cell phone. I had used an analog cell phone prior to this with zero health effects. But my new cell phone used a digital signal. The first symptom was a burning sensation. Very quickly these sensations become more severe, other symptoms such as dizziness, difficulty concentrating, a sensation of pressure, and difficulty concentrating appeared. I purchased a new low SAR cell phone but that made no difference. When smart meters were deployed my health was immediately impacted. I could no longer spend time outdoors in my own yard or go for a walk in the neighborhood without getting sick. The only place I could get relief was in my unfinished basement. Blind spot detection systems on cars cause severe health problems for me, and the effects are instantaneous. It causes incredibly sharp pains and extreme fatigue. If I am exposed for a short duration, I quickly recover (even the fatigue disappears within minutes). But the longer I am exposed the more severe the symptoms become and the longer it takes me to recover. In the worst cases I need 2 days to fully recover. Traveling by airplane is very problematic now that most airlines have WiFi on board. My throat constricts and I have difficulty breathing, I become extremely fatigued, can barely keep my eyes open, have short term memory loss, very strong burning sensations in my eyes and have difficulty concentrating. 3e. Yes, I sought medical treatment. Due to the near constant exposure to pulse-modulated radiofrequency (RF) radiation I have double strand DNA breaks along with damaged gut, blood brain, and retinal barriers. And oxidative stress caused by exposure to RF radiation has resulted in high levels of reactive oxygen species (ROS) which in turn is causing mitochondrial dysfunction. I have levels of inflammation that my physician has never seen before. My inflammation is much higher than the worst cases of crippling arthritis. And yet I do not have any joint pain. The inflammation, per my doctor, is directly caused by my exposure to pulse-modulated RF radiation. 3f. I had shielded my previous home to block RF from reaching the interior. This made a huge improvement. However, that house later burned down. I moved into a new house only to discover that the water meter in the basement transmits usage via a cell signal every 15 seconds. If I shield the meter the water department cannot read my meter. If I shield the house to protect myself from the RF emitted by cell towers, neighbors WiFi and the electric company’s smart meters, then the signal from the water meter would bounce around inside the house making my health worse. So I have to spend most of my time (even during the day) inside a shielded bed canopy. It is a miserable way to live. I bought another house in an extremely rural area where there is no cell phone coverage. My doctor confirmed via lab tests that my body is now healing at a rapid rate, due to me moving to the low RF environment. However, she anticipates it may take 2 to 3 years or possibly longer for me to make a full recovery. And even then she believes I may need to stay living in the low RF environment, otherwise my health will begin deteriorating again. So this is a solution, but it is very isolated here, this is not where I want to live, and this is not the lifestyle I want.

Solar panels/Dirty Electricity/EMF affect your health, especially those who are immunocompromised. After having solar panels installed, I noticed a diabetic family member have exacerbated side effects, going from mild to extreme, so I did some research to further the connection. Indeed, there was a study for every side effect she was experiencing. This study shows how dirty electricity effects the ability to control blood sugar, putting oxidative stress on the body, affecting mood, vision, uti infections, skin infections, chronic fatigue, etc. Increasing evidence suggests that oxidative stress plays a crucial role in both the development and progression of diabetes. Doctors recommend exercise for patients with diabetes. However, if that exercise is done in an electromagnetically dirty environment (*under solar panels*), and if the patient is sensitive to this form of energy, it may increase stress on the body and elevate levels of plasma glucose, as in Case 2. The increasing exposure and ubiquitous nature of electromagnetic pollution may be contributing to the increasing incidence of this disease and the escalating cost of medical care. Diagnosis of diabetes needs to be done in an electromagnetically clean environment to prevent misdiagnosis, and to properly assess the severity of this disorder. Most medical centers have electronic equipment and use fluorescent lights that produce dirty electricity, which is likely to cause abnormally high blood sugar readings for those with a combination of diabetes and electrohypersensitivity (Type 3 diabetes). In the event of crack or break, toxic substances may leak onto roof and ground. Solar panels also harbor mold, damaging roof, which could potentially infest attics resulting in costly mold remediation and new roof.

I have been sensitive to EMF and computers for as long as I have been using them, 35 years. I am especially sensitive to Bluetooth and get headaches and my ability to concentrate and think clearly is disturbed when Bluetooth is in use near me. I am concerned about cell towers being close to homes and I feel smart meters should not be on homes as many people have very adverse effects from them. We pay a fee for the privilege of not having any smart meters in our home, what an unjust situation. I feel uncomfortable when I am near a parking lot where many electric cars are charging. I am deeply concerned that data centers, with their concentration of emf and radiation will prove very unhealthy in our communities. I have had iPhones, iPads, and computers for 35 years and find that with each new device, the negative effect of their emfs and radiation is quite increased. My clarity and healthfulness feels diminished after using these devices. I realize many people do not feel this, and that I am more sensitive in perception than most, however that does not mean that everyone isn’t being negatively effected, they simply may not perceive the effect. Research on the effect of emf, smart meters, cell towers, computers, cell phones and cordless phones must be seriously undertaken with regulatory action taken if manufacturers do not self regulate. Additionally the logarithms used in designing social media has a deeply weakening effect on individuals and especially children.

QUESTION 2: PERSPECTIVE – I am a family member who has observed and helped manage my mother’s symptoms due to EMF since 1998. I also hold a PhD in conservation biology, which allows me to approach my mother’s illness from a scientific perspective. QUESTION 3: EXPERIENCE – My 87-year-old mother has experienced numerous symptoms since 1998, one of the first people to experience severe symptoms due to EMF starting in her 50s. It primarily affects her nervous system (asthma and jitters at best, physiological-based panic attack at worst) and mental acuity (brain fog, aphasia, “swiss cheese” memory). We know in part that her symptoms are due to EMF because, for example, she will be feeling fine and then start to experience jitters after a few moments of someone walking into a room – not knowing that they were wearing a smart watch but feeling the effects of the RF. At other times, she will start to feel a wave of pressure in her head -- when I measure the magnetic field next to her, I will find it at 2.0-5.0 (which is too high for her nervous system), and her symptoms will subside when the magnetic wave subsides. We have been to numerous doctors and health practitioners over the years in search for an answer. Very little is to be found – most MDs are unaware of the condition, and alternative practitioners are limited in the type of testing they can undertake. Despite this, she found that GABAPENTIN alleviated many of her symptoms over the years, and she is much better now than she was 30 years ago. However, gabapentin comes with its own detrimental effects, and has impacted her in other ways long term. I have also undertaken extensive home environment analyses with various building biologists and EMF experts across the country, and have become very facile both with meter measuring (all fields: electric, magnetic, and RF) and doing home mitigations with grounding and shielding materials for RF, magnetic currents, electric currents, and dirty electricity. The impact on the daily life for our family has been enormous and immeasurable. We live in a metropolis and moving to the countryside where there is less EMF is not an option. So, for example, my mother sleeps in the living room because every other room has too much EMF for her. I did not carry a cell phone until 2017, and cannot use my cell phone or laptop when in the same room with her (which has a huge impact on my work life). The location of cell phone towers, 5G corridors, and underground water that carries magnetic currents are all dictating where and how my husband and I can purchase a house. The list is lengthy on how every aspect of life is being determined by EMF and the lack of medical expertise or solutions. Her life and mine have been a long, challenging, and arduous road since there is little information or support for those who are EHS (electrohypersensitive). QUESTION 16: FEDERAL RESEARCH PRIORITIES - I am certain other commenters have provided more details on the technical aspects of home measurements and mitigations, as well as medical advances. I will add here the following: 1) My observation is that people who are immunocompromised or have a more sensitive constitution will be more sensitive to EMF and RF. There are also genetic factors that could predispose someone to being EMF sensitive. This is a huge research gap and opportunity given the current and swift advances in clinical genetics. 2) US medicine is still catching up to what is a very modern ailment, given the proliferation of computer and wireless technologies with little thought given to adverse health effects. EUROPE has better intel, research, and public health protections on EMF and RF than the US, and should be looked to more closely and seriously. 3) Social support is greatly lacking for EHS people. This is a sad, ignorant, and unjust state of affairs for a growing demographic that needs all the support and understanding it can get.

I am very sensitive to electro magnetic fields. Whenever I get around wifi, cell phones, or smart meters, etc. it causes me a lot of symptoms. My energy level crashes, I get migraines, blurred vision, my tinnitus gets really loud, my joints hurt, it almost feels like my whole body is on fire. When I'm in a city and surrounded by wireless WiFi, I am miserable and the only thing I can do is leave the area. Having this sensitivity to something that is absolutely everywhere, make life really difficult.

See attached file(s)I urge the responsible authorities to review the regulations concerning limits on non-ionizing radiation emissions, given the potential biological effects—effects that are documented in hundreds of thousands of scientific papers and are becoming increasingly apparent. I have experienced electrosensitivity since 2020; although I was initially unaware of the cause, I have been fully conscious of this issue since 2024. I currently study the subject and coordinate a group of over 100 Brazilians who are electrosensitive, experiencing a range of symptoms from mild to very severe. This is a real problem that requires in-depth study; however, there is already sufficient evidence to warrant lowering these limits, revising the regulations, and providing protection for the most sensitive and susceptible individuals—such as children, the elderly, and women, especially those with pre-existing health conditions.

It took a while for me to realize I was sensitive to WiFi and cell towers. I was installing an AT&T router in my home and immediately became dizzy and nauseous. We called and turned off the “5G” and that actually made it worse. I ended up in the ER the next day with double vision and blurred vision. Every time my husband walks in the front door with his iphone - if the WiFi is turned on I can immediately feel it from 10 ft away. He’ll look and sure enough, his WiFi is turned on. Once he turns it off, I get immediate relief. My son bought the iphone 14 and we were driving and I started to feel dizzy and nauseous. I told him I thought his new phone was making me sick. Then, a few moments later, I felt better and thought maybe I was just hungry. I told him I was feeling better and he asked when I began feeling better. I told him right as we passed the lighthouse. He said, “oh, I guess I need to take my phone back as that’s exactly the moment I turned it off to see if you would notice the difference.” In our home, we have no WiFi. We can’t. We plug all devices directly into a modem. And all phones have WiFi turned off. I have to turn off all smart TVs at night. I have to turn off all smart tech in new cars. We have iphone 11’s for when our iPhone 8’s stop working, but after that, I guess we’ll all have to start using flip phones again as the newest phones make me so sick. We were living in Waikiki for a year and I began having heart flutters and severe headaches at night due to all the cell towers. We then moved to a house where the landlord installed Solar. The second they installed the firmware I felt it. And when the solar, with all the inverter boxes, was turned on, it was immediately debilitating for me. My heart started racing, ears started ringing, I got dizzy and nauseous, had a severe headache and every joint in my body began aching. I also got the worst insomnia. I could not sleep at all! I actually could feel my body throbbing. It was the worst thing I’ve ever felt. A few days in and I thought I might die. And then, the power went out in the neighborhood and I had instant relief. And that night, with no solar or power, I slept so well. The moment it came back on the next day, I was once again debilitated. We had to move. It’s getting harder and harder to find places to live. I can now feel solar from across the road. I’ve also become sensitive to dirty electricity, LEDs, and the magnetic fields of devices. I can’t have a fan on high or near me now as I feel it. I can walk into a room and immediately tell you if an outlet is ungrounded. I don’t need a meter - I AM the meter! I once felt like I was getting shocked in the shower. We called an electrician out and he laughed at me thinking I was crazy, till he confirmed there was actually voltage on the pipe. He said, “there is some voltage, but so small no human could feel it”. I told him I must be superhuman then as I felt it. I’ve never been wrong as people continue to “test” me. I found a church my family and I loved and one Sunday the moment the lights when on I felt an instant headache, severe agitation in my body, nausea and my heart started racing. I ended up in the ER as my heart wouldn’t stop racing. When I asked the church if they had by chance installed new lights, they told me they had and the lights were high flickering LEDs. The church wouldn’t change them, so we can no longer attend that church. I sometimes feel sick from the LED street lights. In malls and hotels where they’ve installed cell towers or panels on their roofs, or on an elevator or wall, I cannot go near it. My family likes to hike and I have to stop on the mountain if I get too close as I begin to feel the pressure in my head. They keep increasing the number of cell towers, yet our phone service continues to get worse. So clearly, more is not better. Even electric cars I can’t ride in as I get so sick. We had to return a rental car when the car had active WiFi in it. What a terrible idea to put that kind of constant signal in a car. I have to drive in an office older car with no smart technology. A smart business person would begin catering to the ever growing community of EMF sensitive people. I know people who can’t even use a cell phone. Many have moved into homes far from any city. Some live in their old cars or in a tent. That’s how bad it can feel. There should never be any cell tower near a home, school or business. We need less smart devices and more ways to ground ourselves and not disrupt our body’s natural rhythms. The people commenting here - we are the canaries and we are warning everyone that damage is being done to your body when you wear a smart watch or put a phone to your ear or wear WiFi ear plugs.
