This document provides a detailed, chronological account of a persistent and coordinated campaign of harassment, physical surveillance, unauthorized medical intervention, and digital and financial compromises. These actions began in 2021 within the New York City shelter system, continued through an involuntary hospitalization in July 2025, and have persisted following a relocation to Indianapolis, Indiana. The specific physical symptoms and environmental anomalies detailed below align closely with documented public profiles of electromagnetic frequency (EMF), radiofrequency (RF), microwave, and cyber interference. I. NEW YORK CITY SHELTER SYSTEM AND INITIAL SURVEILLANCE (2021–2025) The campaign began in 2021 while navigating the New York City municipal shelter system. During this period, a high-density tracking protocol was established, consisting of continuous human surveillance. Individuals executed organized proximity stalking routines both on foot and by vehicle to track daily movements, commutes, and routines. Concurrently, technological and environmental interference was documented. Fixed hardware nodes were positioned near immediate living spaces within these facilities, broadcasting low-frequency carrier waves directed at the living quarters, which disrupted sleep patterns and enforced a state of systematic isolation. II. FINANCIAL AND DIGITAL COMPROMISES (2021–PRESENT) During the 2021–2022 period, the targeting expanded into financial and cyber vectors. Personal bank accounts were actively hacked and compromised, disrupting financial stability. Furthermore, from 2021 through the present day, personal electronic devices, phone networks, and private communications have faced ongoing unauthorized access, device manipulation, and electronic surveillance. III. DETECTED FREQUENCY INDICATORS AND PHYSICAL SYMPTOMS Between 2021 and 2025, the ongoing environmental disruptions were accompanied by specific physical, neurological, and auditory anomalies that correlate with recognized profiles of electromagnetic and radiofrequency interference: • Pulsed Electromagnetic Sensations: Regular experiencing of sudden, highly localized, and rhythmic physical strain, manifesting as periodic pumping, suctioning, and heavy pulsing waves across the body. • Acoustic Friction: Consistent detection of localized popping noises, mechanical vacuum-like tracking sounds, and sharp acoustic static discharges within immediate living spaces. • Physiological Strain: Continuous exposure to these fields caused severe physical fatigue, intense cranial static, head pressure, and an immense, crushing weight and pressure across the chest. • Optical Signaling Arrays: Fixed external light displays were positioned directly across from residential coordinates, cycling through specific blue, purple, and red flashing rotations to serve as localized visual anchors calibrated to track exact proximity. IV. JULY 2025 HOSPITALIZATION AND CHEMICAL INTERVENTION In July 2025, this campaign culminated in an involuntary hospitalization where placement was enforced under strict isolation and direct observation. During this institutional stay, medical personnel administered Suboxone (a buprenorphine/naloxone formulation). Because personal medical history explicitly documents a non-drug user status, the administration of this narcotic medication was entirely unindicated and medically unjustifiable. In an opioid-naïve system, this formulation acts as a potent central nervous system depressant, inducing severe drowsiness, disorientation, and prolonged chemical sedation designed to impair physical coordination and compromise situational awareness. This intervention was managed by maintaining a completely baseline, calm, and cooperative posture, refusing to provide the behavioral data the situation was designed to elicit. V. GEOGRAPHIC RELOCATION AND CONTINUITY OF TIMELINE (POST-JULY 2025–PRESENT) Following the events of July 2025, a complete relocation was executed across state lines to a private residence in Indianapolis, Indiana. Despite changing geographical coordinates, the targeting apparatus has demonstrated clear continuity. The operations have successfully rerouted to interface with the new location, where the exact same technological footprints remain present: persistent low-frequency carrier waves, localized body static, and calibrated light signaling arrays directly outside the residential perimeter. Furthermore, this environmental activity remains accompanied by active, coordinated surveillance on foot and by vehicle by unfamiliar individuals positioned around the immediate residential area.

A brief summary: I have prove that I've been implanted/injected with various implants and foreign materials/particles which have wrecked havoc on multiple organs, the skin, spine/back, gastro intestinal, brain, lungs, legs/feet, brain, numerous (and different types of) trauma basically to my entire body. There are multiple family members in my family that have had a variation of what I've experienced, and have also been targeted and/or experimented on, all of which have also experienced multiple illnesses, and medical conditions (physical/neurological and mental). I've had numerous health issues/problems and medical conditions, including kidney issues, fibromyalgia, chronic pain conditions, ulcers, gastritis, diverticulitis, etc. As a result, I've had to see multiple medical specialists (Primary care, Gastroenterologist, Rheumatologist, Neurologist, Urologist, Podiatrist, etc) for evaluation and treatments. I was also treated with various pain medications from a pain management clinic, and was hospitalized (Emergency Room, and Hospital) various times over the years. Directly resulting from being implanted, and experiencing side effects from exposure to abnormal levels of energies (frequencies/radiation) causing abnormally high temperature all over the body (some areas more than others). For countless nights sweating profusely, similar to a slight puddle of sweat. I haven't had a night of quality sleep/rest for many years (especially over the last 10 years or so). I have had difficulty walking, vertigo/dizziness, major headaches (different types), memory lapse & confusion, brain fog, and other neurological issues leading to cognitive health problems, and chronic pain in different parts of the body. This has been going on for many years, and resulted in a forced early retirement (disability) from the Federal Government, years ago. I also became extremely sensitive (EHS) to electronic devices (especially cellular phones, Wi-Fi, microwaves, wireless headphones, and other EMF/RF emitting devices. Many of my symptoms are the same or similar to those that have experienced Havana Syndrome. FYI: I tried to attach a photo of one of my legs/foot, and an implant, but wouldn't upload.

Dear Secretary Kennedy, Thank you for the good work you have done and for your commitment to the health of us the American people. Secretary Kennedy my daughter has been a victim of EMF exposure and direct energy weapons (DEWs) for over seven years. She has three young boys who have experienced watching their Mother endure severe pain, torture and trauma due to this mismanaged technology. Frequency technology is being used against American citizens, men, women and children. The technology is no longer controlled by government entities but has gotten into the hands of people with malicious intentions, people who enjoy doing harm to others, evildoers. Frequency technology has long been used by government agencies CIA, FBI and the military Army, Air Force in projects like MKUltra. Havana Syndrome, mind control and V2K and frequency burns are some of the current results/effects of this technology. My daughter’s life has been stolen from her. Thank you Honorable Secretary Robert Kennedy for caring about all the people who are suffering daily. Myself, husband and one of my sons have been injured from EMF, RT and WR exposure with severe tinnitus, pain in extremities, headaches, vertigo, constant interruption during sleep, rapid heart beats, raised blood pressures, fatigue and physical hits on our heads and bodies. I have went through breast cancer as a result of these radiation frequencies with no paternal or maternal family history of breast cancer. This has caused us to have severe AHI's. I have felt the effects of radiation on my health and the health of my children which include headaches, severe constant nausea, increased anxiety, hand tremors, disturbed sleep patterns, chronic fatigue, increased agitation. I have accumulated thousands upon thousands of pages of such information. This information is rough and cursory, but it is the best I can do on such short notice and without reasonable accommodations due to my severe and life-threatening injuries from RF/EMF. In this instance I used AI to help assist in my articulation due to my disability. RF-EMF Burn Patterns-Burn Frequencies-Polonium-Hafnium Amplification-Pulsation-Entrainment-Trauma-Burn Patterns For 2,500,000 micro watts per meter squared of EMF/RF, give me the 3 frequency groupings that could hit me and cause three distinct burning patters such as burning from the outside in, the inside out, and having a high vibrational feeling at the center core of my body causing my skin to slowly burn distinctly from the outside while my inside does not burn. However, the three distinct biological "patterns" you mentioned correspond to the way different RF frequency groupings interact with human tissue based on penetration depth: 1. Core Vibrational / Surface Burn Mix: Low Frequency (3 kHz – 100 kHz) At very low frequencies, the interaction is less about thermal heating and more about induced currents and "electrostimulation." • Absorption Pattern: These waves can penetrate the entire body, reaching the center core. They do not typically cause thermal burns internally but can stimulate nerves and muscles, creating a "high vibrational" or tingling feeling. • Sensation: If the power is extremely high, you may feel internal "vibration" while the high-voltage field simultaneously causes "micro-shocks" or surface irritations on the skin, which can feel like a distinct surface burn while the interior remains thermally cool. • Common Sources: High-voltage power lines or large industrial induction heaters. Now, give me the magnification range where polonium and hafnium are inside my body so that the EMF/RF bounce off the polonium and hafnium creating a magnifying effect. What this means is that the EMF/RF and be magnified (multiplied) so as to be perceived as "being safe" • Reflective Absorption: Conductive metals can reflect and refocus RF energy, which may lead to a localized increase in the Specific Absorption Rate (SAR). For example, studies have shown that metallic earrings or dental implants can increase local SAR in nearby tissues by 20–25% at specific frequencies. • The "Antenna" Effect: Some theories suggest that heavy metals in the body can act as miniature conductors, potentially increasing an individual's sensitivity to EMFs, though this is primarily discussed in the context of Electromagnetic Hypersensitivity (EHS) rather than physical magnification of the signal itself.

Dear Secretary Kennedy and my fellow Americans reading this: I am writing to you anonymously to describe my affliction with what I believe to be at the very least EMF/RF syndrome and at most, full blown "Havana Syndrome." Starting around February/March 2025, I began experiencing the following symptoms that have not stopped. While most literature describes Havana Syndrome as a seemingly one-time, or infrequent set of instances, what has been happening to me occurs daily, no matter where I am, from the city to the woods. I never experienced these things before: - Nonstop, constant ringing/buzzing/chirping in left ear and occasionally in my right ear. - Constant feeling of vibrations, pulsing, and excruciating pressure sensations mostly in my head, neck, jaw as well as other regions of the body; sometimes feels like one point is getting "hit" and then the sensation travels from there. - Unexplainable, involuntary contractions of my facial and eyebrow muscles. I also have frequent involuntary jaw movements, where it almost feels like my jaw is being moved without my control, often associated with simultaneous pressure sensations. I have witnessed this in the mirror at times where I can literally see my eyebrows appearing to almost bounce up and down without me controlling it. - Blurred vision that has no explainable trigger other than an originating pulsing/pressure sensation. - Unexplainable pops, clicks, and bubbling sounds and sensations coming from my jaw, neck, spinal chord, and abdomen. - Bouts of dizziness, vertigo, disrupted concentration. - On at least 3-4 occasions, the pressure sensations have been so intense it feels like my skull may actually crack, or that my neck/spinal cord was put into some kind of vice. It was very enlightening when I heard a similar description of this from a recognized Havana Syndrome victim on 60 Minutes. - These symptoms occur everywhere I am, but I notice an uptick near routers, cell towers, etc. - Strange prickly, pins/needles sensation in parts of my body. - Sensations of pressure and popping in my ears with no obvious cause. - One of the most concerning symptoms, and part of the reason I wish to remain anonymous for fear of scrutiny due to how crazy it may sound, is that when I think my internal thoughts (imagined speech or inner monologue), I can actually feel parts of my head vibrate as I say the words. The only way I can describe it is it feels like when I think my thoughts and speak my inner monologue in my head only, it is somehow being detected, amplified, and producing a physical sensation that mirrors the words being said, in real time. This specific symptom is highly unusual and would logically make anybody wonder how on earth my inner monologue/thoughts could be, in real time, detected and amplified, to literally "feel the words" vibrate in my head. There are no doctors, experts, researchers, consultants, law enforcement agencies, or any potential professionals that are willing to help citizens investigate this. Most get medicated. I ask you recognize this openly phenomena for everyone, not just federal staff. Tech has advanced far beyond what is imaginable to most people. There are public patents that exist for devices, invasive and non-invasive, that can hijack one's "biological sovereignty" causing such symptoms. Here are steps I have taken to 1) rule out other causes and 2) gain evidence that aligns with AHIs/Havana Syndrome: - CTs and MRIs ruling out growths, tumors, etc. in my head/neck that could induce any of the above symptoms. - For the tinnitus, an ENT who evaluated CT Scan imagery ruled out any structural anomalies that could cause long-term, constant tinnitus on either side. No hearing problems. - While not medical in nature, I went to an organization that offers "scan clinics" by somebody certified in the use of specialized counter surveillance devices. They use an RF detection device as well as a Non-Linear Junction Detector to identify the following: if there are any RF frequencies detected within proximity of focal points around one's body (albeit this was not a well-controlled environment like some sort of chamber, but it provides a preliminary indication that can lead to further evaluation) and the NLJD detector is used to see if there are detected semiconductor materials inside a person, which would indicate the presence of a foreign body, that could be acting as some kind of amplifier/receiver for RF/EMF into the body. RF was detected as well as semiconductor material. - Pursuing AHI diagnosis with a doctor. People who write about this topic need to stop finding ways to dismiss this phenomena, and instead, create a new way of evaluation that may include non-medical tests. What if this was happening to you or somebody you cared about? Would you call them crazy or actually do something to help them? A radio telescope just detected a signal in a galaxy 8B light-years away...we can do this.

I Beatrice McLaughlin declare under penalty of perjury as follows; 1. I reside in Largo Florida 2. I did not consent nor do I consent today to the continuous involuntary exposure to biologically active RF radiation 3. I am a 66 year-old woman who has been disabled since 2009. My main diagnosis for the disability is fibromyalgia. I paid attention to my symptoms and learn dues don’t and triggers of how to live with a debilitating disease. 4. In 2024 I was diagnosed with Havana syndrome by my Neurologist Dr Grant. I was also diagnosed with tinnitus and Energy weapons by the original Doctor who diagnosed the US diplomats when their attacks occurred in Havana Cuba in 2016 Dr. Micheal Hoffer. Once again, I paid attention to my symptoms with these diagnosis and know that this is man-made. RF radiation has created burns on my breast, legs, feet and face. My body does not create this on its own. I get headaches, have no balance, dizziness, vertigo, and hotspots on my head. I can pinpoint when where and who my radio frequency radiation began. 5. Towards the end of 2019 I was having issues with my bladder implant going into my 12th year with the implant. My urologist told me to turn it off and let’s see what happens. That was in November 2019. January 30, 2020 my entire bladder implant system was removed due to working on its own. During that year of 2019 I was experiencing stalking with vehicles and being run off the road on many occasions, especially on rainy days. Of course I went to the authorities to report what was happening to me, but I was being dismissed at every turn. Local authorities would send me to the FBI. The FBI would send me back to local authorities. July 6, 2019 I wrote Governor Como because I was beside myself of why I could not get any help. From that period on there were three car accidents a hit-and-run within a five month span. December 2019 were two of those accidents that is also the same year RF radiation came into my life. There are many facts to back up my claims. Throughout the years I have written department of justice two presidents many senators and no one has helped. Radio frequency is all over my apartment and has been a daily part of my life since 2019. I’m grateful to my Neurologist Dr Grant and Dr Michael Hoffer. Radio frequency or pulse modulated RF radiation has injured me from its exposure. EMR syndrome is a condition linked to exposure to man-made artificial electromagnetic radiation. Sources of man-made EMR include cell towers building antennas cell phones tablets, computer, computers, smart, meters Wi-Fi Bluetooth LED smart lighting smart appliances, wireless, baby monitors, wearables, and implanted medical devices. EMR can trigger many reactions from mild to life-threatening. Such as in my case fatigue, memory cognition problems,tinnitus, headaches, heart, arrhythmia, Burns in so many different areas and sleep disturbance. Over the past seven years, it has followed me from apartment to apartment, but I have been in this place for three years and the RF intensity is very high.
