Since October 2015, I have experienced persistent auditory symptoms or nonconsensual neural auditory harassment and abuse, including hearing voices and sounds, along with sleep disruption and other symptoms. In 2017 I commissioned a private electromagnetic field and radiofrequency survey called H-SCADA. It recorded low-level magnetic field readings and radiofrequency signals in the 2.5 GHz range. These investigators doing these radio frequency scans using JM-20 PRO or similar detect anomalous frequencies around specific areas of the scanned individual. Researchers can then use frequencies identified during radio frequency scans to search the Federal Communications Commission FCC Universal Licensing System for names and phone numbers and attorneys associated with registrations linked to affected individuals. Multiple scanning reports with these RF frequencies have been admitted as expert evidence of US courts of competent jurisdiction. An attorney I had a consultation with based in California stated that ULS traces in his clients’ cases led to Elon Musk’s private companies, the Department of War, Palantir Technologies and AI development programs sponsored directly or indirectly through a puppet private partnership by the US government, from which his clients are settling out of court. I am also a mother. One of my twin daughters was born May 2014 with auditory neuropathy and wears bilateral hearing aids. I do not know the cause, and I am not aware of research examining whether electromagnetic exposure during pregnancy or early life could play a role in conditions like hers. I raise it because I would like the question studied. Could whatever started causing me to get harassed with microwave auditory effect; V2K/Voice of God weapon October 2015 have actually been set up when I was pregnant with her in 2014, causing her to be born with this hearing loss? The 2020 National Academies report identified directed, pulsed radiofrequency energy as the most plausible explanation for inner-ear and neurological symptoms among U.S. government personnel (the “Havana syndrome” cases), and a 2022 intelligence community expert panel noted “a dearth of systematic research” on how such signals affect humans. A 2018 University of Miami study of 25 affected embassy personnel found balance abnormalities and concluded the exposure responsible was unknown. Later NIH studies found no brain-imaging differences, which shows how much remains unresolved. Similar to the diplomats my daughter also suffered with balance and vestibular issues as well. I respectfully ask HHS to consider the following: 1. Establish a task force. Convene a time-limited task force or working group, led by HHS with FDA, NIH, CDC and FCC participation and independent clinicians, researchers and public members, to investigate civilian reports of unexplained auditory and neurological symptoms in people who believe they have been affected by radiofrequency or electromagnetic exposure. Its tasks should be to: • investigate the reports using standardized medical evaluation and exposure measurement; • hear from affected individuals and clinicians; • report findings publicly, including what could not be explained; and • recommend next steps, including research priorities and clinical guidance. 2. Fund independent research on auditory and nervous-system effects of low-level RF and ELF exposure. 3. Create a reporting pathway. Establish a way for the public and clinicians to document suspected exposure-related health effects, with clear coordination among agencies. 4. Clinical guidance and coding. Develop guidance for clinicians who see patients reporting unexplained auditory phenomena, including a standardized evaluation protocol and a working case definition. Support a request to the ICD-10 Coordination and Maintenance Committee (CDC National Center for Health Statistics and CMS) to evaluate whether a diagnosis code for anomalous health incidents (AHI) or Havanna Syndrome is warranted, so that affected patients, civilian and government, can receive documented care and coverage. 5. Coordination. Clarify which agencies (HHS, FDA, NIH or NIEHS, FCC) are responsible for evaluating these concerns, and how a member of the public can bring one forward. Dear HHS/ Robert F Kennedy, I have been a victim of Government Weaponization and a Targeted Individual since 2018. I have been hit with Acoustic Weapons in Des Moines IA when I lived at Gateway Lofts. I was Also Hit with a DEW/ Havana Syndrome while I lived at Gateway Lofts and Also Knocked Unconscious with DEWS while I was at an outdoor seating bar in Denver CO. I have been hit with DEWS in the State of IL and my Dog was hit while driving down the interstate outside of Springfield IL. I have been Electrically Shocked by Electricity from Tri Met Train Station in Portland OR. I have been attacked by a Tractor Beam while driving down the interstate out side of Yuma AZ. I have CONSTANTLY suffered damaging health side effects from Rogue Radio Frequencies which not only track Me but TRAFFIC ME from state to state. Side Effects have ranged from passing out, immediate confusion, instant headache pain, Blurry Eye Sight, Extreme Fear, Watching my Pet dog run around in circles from extreme agitation, extreme anxiety in both Myself and My Dog. Health issues with my Pet, odd Sores. Odd tumor like growths. I have Scars on my body neck back of head from laser burns. I habe Suffered Horrible.Microwave Energy Burns to my face, my neck, my hands, my feet especially were badly burned in New Mexico and in Portland OR just in the last 3 years. I have been attacked in at least 11 States. I have suffered being kidnapped 5 times and Robbed more times than I can count. This is due to criminals being able to find Me no matter where I am chased off to. I know that these nasty terroristic events have come from RF coming from Multitudes of Sources. BoscoHPFB 25 weeks ago Two years later update on dissipating the ionic charge that I think is responsible for most of the DEW symptoms. If you can prevent the charge from accumulating, I think it reduces the ability of the AI to see you, and therefore target the weapons on you. Anyway, now I use two anti-static foot straps, (only when sleeping). The reason to use the foot strap type of anti-static (even when one is worn on the hand) is because all of the anti-static wrist straps have metal on them, and that metal will be targeted and it is not tolerable if the AI does that. The foot strap type are available in versions with no metal and a woven or flat braided fabric cord. So I wear one anti-static on my right hand (or stuff it into a disposable nitrile glove worn on the right hand) and then the other foot strap on the right foot. Both of these connected to an automotive jumper cable that is connected to the copper or galvanized hot water line of the house. I think the hot water line is better because I think the water itself can store the ionic charge - or if you have tankless water heater there is a big lump of copper there for the heating coils that the AI can target and build up a charge. Make sure the water lines both hot and cold are connected to a ground rod.

I have been exposed to radiation in my home and it has been shown through my biofeedback reports. Also have suffered Rician exposure etc. I am also worried about lead and radon in my unit. Currently I have discovered that I have been controlled by a system board that I have never had access to and am suffering from V2K and electronic harrassment that causes the temperature in my home and my body to fluctuate and get very high. The system board has controlled my ability to control my own movements and speech. I am currently post mortem without a heartbeat from being in a Canadian Habitat type setting on the outer edge of the atmosphere Minnesota. I am suffering from Litchensteins Disease. Meaning I have no options on getting them to stop controlling me remotely. I would like the ability to get medically assisted suicide due to these issues. The Canadian government recommends 3 medications to control my symptoms to have a normal life. They are Midazolam, Propofol and Rocuronium. In smaller doses it controls the symptoms and at larger doses it allows natural death. I have been in an artificial preserve state for too long. My actual age is 146. Please allow me to speak with a physician that can prescribe these medications in my special circumstances. Also I would like full time nursing care at home updated to my "cadi waiver" if possible. In re: Docket No.: HHS-OASH-2026-0397 Motion/surveillance equipment on an adjacent building by a stairway causes high-pitched ear pressure/noise and internal body heat within ~5 minutes when people walk by. I believe this involves illegal brain scanning or related technology in real time with Facebook, Amazon Fire TV, and X timelines, plus ads and malware we have removed from our devices and network. I believe it harmed my dog. A deer cam installed during the bird flu scare overheated the same day from sunlight. After my dog crossed its path she never walked again and was overheated consistent with energy-weapon complaints. Infrared or other signals appear supercharged by solar energy and, with motion detection, triangulate to harm humans and pets. This has caused severe mental and psychological distress to already challenged conditions for our family and pets. It has also impaired short-term memory for hours after prolonged exposure. We fear it contributed to multiple pet deaths last year through loss of mobility and organ function. I fear links to local crime, war-related intimidation, and political pressure including around voting and speech about Trump or Musk. Lesser similar effects occurred under the prior administration, possibly tied to the pandemic and war. It may relate to Ukraine/Russia; we live in a heavily Democratic, contract-dependent area. I first noticed this in 2015 at a residence I believe was politically targeted (though supposedly protected). The owner led an HHS division with ties to former presidents and State leaders. It repeatedly knocked me down near a window and elsewhere, causing severe disturbances to my mind and mobility for weeks or months, though without the temperature effects seen now. I know it was electronic. My roommates then were Ukrainian and Russian professionals in a university city. It resumed in 2020 and increased with war and pandemic speech interference. I conclude it is likely EMF/RF. Radiation can rise around charging mobile devices; solar light and batteries appear to supercharge signals that crest with motion control. HOA measures cannot override residents’ health and mobility inside their homes. We fear the HOA due to other litigious intimidation. We love our neighbors even when frightened. Federal laws could allow millions quiet remedy without retaliation. Illegal surveillance is one issue; unintentionally directing motion-sensing EMF into triangulated injury is another. Delivery trucks or other tracked equipment could have similar unintended effects. We cannot confront anyone—equipment is installed outside normal repair, and groups have previously used events (including missing dogs and trade vehicles) to access our internet passwords, which is also illegal. The pattern since 2020 involves internet boxes, utility lines, and cables. I have experienced patterned injury; another household member is more severely affected. We lost two pets around the same time; neighbors saw a cluster of animal deaths. It may involve bird flu or pesticides, but also the high-pitched noise so loud we cannot talk until it ends. Emotional effects, fatigue, and temperature disruption follow minutes later. We have spent sleepless nights fearing gang violence. I pray this docket prioritizes protection of human and animal spaces. Reducing such exposures would improve longevity prospects, especially for the vulnerable, and lessen risks of accelerated aging or worsened illness. I will raise this on X. Abnormal Comcast references appeared on devices recently. In sum, the sun appears to supercharge motion-detecting infrared LED WiFi technologies that triangulate with sensors, mobiles, GPS, 5G, and charging phones, producing laser-like EMF/RF harm in intervals. I believe this most likely killed my dog and cat and at least three other nearby animals. This is an unknown harmful impact from surveillance and hyper-connected EMF/RF. Protections are likely straightforward. I pray for prompt, deliberate action. Government forms repeatedly return errors preventing completion. I fear speech suppression and compromised databases. Moving interactions to America.gov (via Starlink/SpaceX/Dept of War), accessible on X without leaving the platform, would help. Introduction Direct Energy Weapons Agency, Inc. sincerely thanks the U.S. Department of Health and Human Services (HHS) for inviting public participation in its review of electromagnetic fields (EMFs), radiofrequency (RF) radiation, wireless exposure, and potential health effects. Incorporated in 2021, our organization advocates for civilians reporting unexplained neurological and physical symptoms they believe may be associated with directed-energy exposure or assault. 2. Our Experience and Background Our organization stepped forward to collect civilian incident reports because people repeatedly told us they could not find an agency willing to document their experiences. We could not stand by while Americans were suffering and feeling that their country did not care. Despite limited resources and no physical investigation facility, we established a process to receive complaints, conduct case reviews, and prepare incident reports. To date, approximately 1,000 civilians throughout the United States have submitted incident reports to our organization. Complainants describe unexplained pain, burning sensations, vibrations, pressure, sleep disturbances, hearing unusual sounds or voices, and other neurological and physical symptoms. Complainants stated in their reports that they have no mental health conditions and that their injuries are often misdiagnosed.** Many believe someone is remotely operating wall-penetrating energy devices against them inside their homes. Although these reports do not independently establish the cause of symptoms or confirm exposure to particular technologies, the suffering described deserves medical attention and scientific investigation. We have contacted federal security and investigative agencies seeking assistance but have not received a substantive response. 3. Medical Research and Our 6 Pillars Proposal We are concerned that civilians experiencing unexplained neurological symptoms lack access to coordinated medical evaluations. DEW Agency developed its proposed **6 Pillars Baseline Neurological Tests** to encourage comprehensive medical assessments: 1. Balance and Vestibular Testing:** Evaluate balance, dizziness, and inner-ear function. 2. Extended High-Frequency Hearing Tests:** Identify hearing changes beyond standard assessments. 3. Cognitive Processing Testing:** Assess memory, attention, and reaction times. 4. Automated Eye Tracking:** Evaluate eye movements and visual function. 5. Advanced Neuroimaging (DTI):** Consider specialized brain imaging when medically indicated. 6. TBI Blood Biomarkers:** Evaluate appropriate use of brain-injury biomarkers, including GFAP and UCH-L1. We ask HHS and the National Institutes of Health (NIH) to evaluate this proposed framework and determine which assessments may benefit civilians reporting unexplained neurological symptoms. Our goal is to identify and treat measurable health problems without requiring patients to first establish what caused their symptoms or whether a crime occurred. 4. Recommendations for Federal Action We respectfully request that HHS: 1. Establish a national reporting system for civilians experiencing unexplained symptoms they believe may involve RF/EMF exposure. 2. Support independent medical and scientific research into reported symptoms and potential causes. 3.
