I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a targeted individual who has experienced radiation sickness, burns, forced speech, forced movements, spasm, false visions, and v2k periodically since at least 2013. I have no criminal record and am being followed around and harassed nonstop without any due process. I believe that current surveillance standards are unconstitutional on a global scale, and the moods of entire populations are being manipulated for someone's personal gain. I am being hacked regularly in ways that are federally illegal and clearly unethical, but mainly there are a number of people who are constantly sick from wireless radiation and I am unable to use anything other than a hotspot or I will be physically incapacitated by the router itself. Hundreds of thousands of Americans are experiencing the same thing. I'd recommend looking up Targeted Justice dot com or Cognitive Liberty on Youtube for an overview of widely documented evidence regarding remote mind control and electronic torture akin to Havana syndrome.

Je réponds du point de vue de la Présidente de l’Association du Collectif des Personnes Ciblées. Tous les membres actifs de l’Association du Collectif des Personnes Ciblées sont des« personnes ciblées » depuis plusieurs années par le biais d’armes à énergies dirigées utilisés sur les civils. Ces armes ont des lanceurs d’ondes comme les frigos, les wifis, les luminaires, la télé, le portable le plus douloureux pour le cerveau. Elles subissent le « Syndrome de la Havane »  avec comme symptômes pour chacun d’entre nous : Secousses dans les différents membres du corps, sensations de brûlures diffuses ou localisées intenses, Sensations d’engourdissements et de pression dans la tête, Maux et tintements d’oreilles ou acouphènes, Écoute de bruits étranges ou de voix que personne d’autre ne peut entendre Rêves étranges ou cauchemars, Privation de sommeil, sommeil perturbé, réveils nocturnes Nausées, Migraines, Épuisement, Dysfonctionnement cardiaque, Apnées du sommeil et asphyxie, Douleurs intenses et diffuses, Vieillissement prématuré et de la peau, Perte de mémoire et de concentration… En France, le Pays est condamné par la dictature nous ne pouvons faire sortir cette information primordiale car il nous est interdit d’en parler sous peine de menaces de mort, de meurtre provoqué et d’enfermements abusifs, aussi nous aimerions que Mr Kennedy affirme haut et fort que cela existe et fasse en sorte que tout le peuple Français soit au courant pour le bien de l’Humanité. Nous soutenons l'implication active du Département de la Santé et des Services sociaux (HHS) dans l'examen des effets potentiels des rayonnements sans fil sur la santé et l'environnement. Les questions relatives à la santé humaine devraient être traitées par les agences fédérales possédant l'expertise appropriée en médecine, biologie, épidémiologie et santé publique, et les témoignages des personnes et des familles qui se disent affectées devraient être pris en compte au même titre que les données scientifiques. J’exhorte le HHS à évaluer soigneusement ces expériences et les données scientifiques, à identifier les lacunes de la recherche actuelle, à accorder une attention particulière aux enfants et aux autres populations potentiellement vulnérables, et à établir des priorités de recherche fédérales appropriées concernant les rayonnements sans fil et la santé publique. For about six years, I've been hearing a low-frequency humming sound that no one else around me can hear. This phenomenon is known under the name Taos Hum. A single-digit percentage of the world's population experiences this phenomenon. I went to an ENT specialist and had my hearing checked. Everything is fine. My primary care physician also couldn't find anything wrong. I also spoke with a neurologist, but she couldn’t really help me either except advising me to reduce stress. A measurement taken by the Environmental Protection Agency in my home revealed no significant infrasound exposure in the audible range. The fact that I am the only one who can hear it suggests that this acoustic phenomenon is the so-called Frey effect, which is caused by exposure to pulsed microwaves. See, among other things, U.S. Patent No. 4,877,027 (attached). In addition to that about a year ago, a high-frequency, constant whining sound began in my head, which simply “turned on” from one minute to the next. Here, too, I suspect the influence of EMF or other types of radiation. It is a very agonizing auditory sensation that significantly impairs my sleep and my quality of life. I am German and live in Germany, where there are also other people affected. I am writing to you because there is absolutely no awareness in Germany of the harm caused by EMF, RF, microwave or other radiation. We must create opportunities to study this phenomenon. Doctors must be trained to diagnose the Havana Syndrome. EEGs and CT scans must become standard diagnostic procedures. Of course, exposure to radiation must be reduced. To achieve this, it requires more accurate measuring devices capable of detecting different kinds of radiation. Unfortunately, the reality is that we, as those affected, are not taken seriously, and appropriate tests are denied—partly out of a lack of knowledge, partly out of ignorance. Most of the time, we are diagnosed with tinnitus, a mental disorder, or simply told that it’s all in our heads. The authorities must make every effort to investigate the harm caused by this radiation and take remedial action. I hope that the influence of the United States, which is taking a leading role in this regard, will also compel our governments to act.

Thank you Honorable Secretary Robert Kennedy for caring about all the people who are suffering daily. Myself, husband and one of my sons have been injured from EMF, RT and WR exposure with severe tinnitus, pain in extremities, headaches, vertigo, constant interruption during sleep, rapid heart beats, raised blood pressures, fatigue and physical hits on our heads and bodies. I have went through breast cancer as a result of these radiation frequencies with no paternal or maternal family history of breast cancer. This has caused us to have severe AHI's. My husband can no longer work in his career as an IT analyst for IBM and me and my son had to undergo so many hardships with family because many did not know what was happening and thought we were losing our minds. It was such a horrific time but we are trying to stay strong in our faith with the Father to get us through and in constant prayer daily. My vaccine injured military son was not only injured back in 2015, but also injured by Covid. Covid, as we know is a cover up from microwave radio frequencies (5G, 6G) We know from Jesse Beltran, Carol Maranatha & from the Movie “Human antenna” are the self assembling nanotech from the hydrogels & graphene in the Covid shots. These are found in everyone’s bodies vaxxed & unvaxxed. From what I’ve researched all military are with these nanotech ( even back in 2015) thus allows our government to track & find anyone anywhere. They can shut down your brain, mind control & give you new memory sets as well as erase memory sets. My son in February of this year was in a coma for 10 days after he was beamed (Havana syndrome) by this neurowarfare - using 5 & 6G.

There was a new tower up at kinkaid I remember going to a biathlon race night under the thing I was so wound up I couldn't race. That day previously I had been working across from West High wear there is another large antenna on the school.( I hope asd is being paid for this) .I was working in a home. A metal trailor. With wooden add on. the owner had a wireless device in one area an alexe and the other side an echo . I was folding towels by a bed when I felt distinct vibrations comming from the school. I bet we were 2000meters away. The client had described this to me before. I was about 47 and was in tip top shape and healthy. I still am it is hard to stay away from. Technologies. I notice more when I have a high acidic level. For my PH Or I am not Grounded. I had a different encounter in Indiana in the morning running in a neighborhood right across from a tower. After running several minutes I had to stop was immediately dry at the mouth and parched. I previously had not had any Diabetic symptoms like dry mouth. These two incidents led me to research of Havana disease or reaction. I did not seek any treatment.

I have Havana Syndrome! I have had it sincec2020 with the rollout of 5G! I have TWO 6G towers near my home! I suffer from severe brain trauma that causes my legs to fail after sitting! I am a physician who maintains a civilian registry of patients diagnosed with Havana Syndrome, which federal agencies call anomalous health incidents (AHI). In 2025 I petitioned CDC to treat AHI as a civilian public health matter. CDC replied only that the request "falls outside the agency's purview to respond, so did not respond," and forwarded it to the National Institutes of Health. NIH has not responded. In Ber v. CDC, No. 8:26-cv-01822, the government moved on October 5, 2026 to dismiss, arguing that CDC has no legally required duty to act. Think of the optics. Your CDC is telling a federal court that a novel medical condition affecting the U.S. Population, including children, confirmed by expert physician diagnoses and causing severe neurological harm, is not its concern, and it is prepared to defend that position through legal maneuvering. You can fix this in one decisive sweep. You can direct CDC and NIH to: 1. Publish a Havana Syndrome (AHI) case definition in MMWR. 2. Establish a civilian reporting mechanism, as CDC already has for its own employees. 3. Add Havana Syndrome (AHI) to national surveillance. 4. Open an NIH civilian AHI research program with a funding opportunity. 5. Name an HHS Havana Syndrome (AHI) coordinator. None of this needs new legislation or prejudges cause or attribution. My Gangstalking started in the same city as the late Miriam Carey who was targeted herself was living in when she was killed in DC. Stamford, Connecticut. I have knowingly understood I have been put into this illegal program since June 2016 due to how much my life has changed so fast and become strange before I started doing research on what I have been experiencing. I moved to NC 3 years ago in 2023 and just moved back to now Stratford CT in September 2026 and not that this ever stopped but I have been getting beemed in the face everyday and suffer from radiation bumps on my forehead and cheeks(jaws). Where I can literally feel the heat buring my face by touch....unfortunately a picture cant prove what this feels like. I also have been living with the sound wave (woo woo woo sound) in my left ear for as long as I have been in this program again nothing pictures can prove. I also get the periodic Havana Syndrome as well. I can describe my experiences and symptoms very well at this point and would love to have a conversation so there is something concrete documented as I have never been able to do that unfortunately because of the Government Criminals(Police, Courthouse,etc.) My cases get thrown out immediately as allegedly "no proof of my life being interrupted". I am female, just turned 38 this year and was born in the Caribbean before living in Stamford CT before what I mentioned earlier since 2006. Dear Mr. Kennedy, Dear United States Department of Health, My name is Katja Roeske, born on 16.04.1970, in Mannheim, Germany. I live in Germany and in France. I have been a victim of Havana Syndrome since 2016. The so-called Havana Syndrome is generated by mobile technology (3G,4G,5G,6G) which is used as a weapon against the civilian population worldwide. Mobile radio transmission masts worldwide are used to send different frequencies in different intensities directly to people and their bodies. I speak here from my personal experience. My body works like a kind of antenna and receiver for the radiation sent, similar to a mobile phone. A two-way communication is established between a human body and a third person or an artificial intelligence. This is possible with the help of nanotechnology. My brain and my whole body have been hacked with this technology, against my will and without my consent! I am bombarded 24/7 with electromagnetic radiation and suffer the most extreme torture and incredible torments. My youngest son and my mother and many loved ones around me were tortured to death using this technology. Most of the patents for these Directed Energy Weapons are U.S. Patents. Technology to read and manipulate the human brain and mind and the human central nervous system (for example Voice-to-Skull-Technology). I ask you to inform the world public about the existence of directed energy weapons and the abuse of mobile technology as a weapon against people.
