Hello my name Keith Berry im being and have been targeted individual for nearly 10 years by a unknown group/ that are using Emf/Rf (MAE) microwave auditory effect to induce sounds and Emf/rf force practice and entrainment test with with frequency attacks (Ahi) with auditory sound produce with rf modulation with nonstop frequency attacks that loop complex physiological torture to brainwashing torture and rf illness constantly relooping phrase doing complete minuplation constantly step by step done nonstop 24/7 ive had been tortured and retortured! These people doing this make it 100% clear about what there doing and keep telling me "not one gonna believe you" "we are gonna keep doing this!" This type of behavior is sick and disturbing and really should be looked into heavily there gotta be safeguards with the growing tech and uses such as this type of criminal behavior. Since this can attack anyone anytime would be great to know for a fact about this than not to, world would be a safer and more happier healthier place to be in without such hidden dangers that hide in shadows that need brought to light and understanding from which everyone needs. I live in Kochi City, Kochi Prefecture, Japan (33.5569398°N 133.5457296°E). The Kochi Prefectural Police and a cult-like religious group are subjecting me to electromagnetic wave attacks. Whenever I go out, the Kochi Prefectural Police deploy drones or UAVs—aerial objects that emit loud, jet-like roaring sounds (there are multiple such craft, including some that produce quieter, yet still intense, noise). These objects lack visible identification lights and do not emit any light; it is unclear whether they are manned or unmanned. They constantly generate electromagnetic waves, exposing me to their harmful effects. Recently, these aerial objects appear every time I leave my home; they follow me as I move, hovering overhead and producing loud, roaring noises. Although the craft themselves remain invisible, their presence and the fact that they track my movements are evident—bystanders, unaware of what is happening, often look up toward the source of the noise, searching for the craft that cannot be seen (33°32'59.7"N 133°33'09.6"E). They are left bewildered, hearing the sounds but seeing nothing. I want this "gang stalking" by a state institution to stop. Similar electromagnetic wave attacks are also carried out using police helicopters. Specifically, police helicopters engage in abnormally low-altitude flights, targeting me with electromagnetic waves and the shockwaves generated by their rotating rotors. (On one occasion, an object even hovered at an altitude lower than the 68.70-meter height of the Kochi City Culture Plaza "Cul-Port"—a building near where I live—and remained there, confronting me.) The Kochi Prefectural Police have been conducting GPS-based surveillance, continuously funneling this location data via a smartphone app to a cult-like religious group. This group then targets the places I visit with electromagnetic radiation (often by collectively pointing devices—ostensibly smartphones—toward me). I am also subjected to electromagnetic wave-generating equipment, as well as low-frequency or intermittent, deep, heavy-bass sounds. (These are directed toward my apartment unit; I hear faint, rhythmic "thud-thud" sounds. It is unclear whether these are the startup noises of machinery or intentionally generated low-frequency/intermittent deep-bass sounds, but I notice them whenever I wake up—suggesting that my sleep is being deliberately disrupted.) Furthermore, I received a letter from "Shikoku Electric Power Transmission & Distribution"—a subsidiary of "Shikoku Electric Power"—regarding the installation of a "smart meter" equipped with communication capabilities. I am deeply frustrated by the Agency for Natural Resources and Energy (a Japanese government body) and its disregard for the public; it appears to prioritize the interests of gas and electricity utility companies while completely ignoring the concerns of individuals like myself who suffer from "electromagnetic hypersensitivity." Since the installation of this smart meter, I have experienced a recurring, abnormal phenomenon: I wake up approximately every 30 minutes. (This is directly linked to the smart meter’s practice of transmitting power consumption data every 30 minutes.) This interferes with fundamental human physiological needs and poses a serious danger. Notably, this issue is not mentioned in any documentation provided by the Agency for Natural Resources and Energy, including materials regarding "opt-out" procedures. I am being subjected to an outrageous and egregious ordeal: a forced, unilateral demand for payment of ¥44,000. The conduct of the Agency for Natural Resources and Energy and Shikoku Electric Power—actions that trample upon human dignity—cannot be overlooked. My sleep has been disrupted, and I am being coerced into paying money; such acts, which border on crimes against humanity, are being carried out brazenly in Japan by both corporations and state institutions. While Shikoku Electric Power’s website features a Q&A section, it shows a complete lack of consideration for those who have been victimized. It is clear that Japan’s Ministry of Internal Affairs and Communications is operating with a focus on profit rather than understanding the reality of the situation. I demand an immediate end to the use of smart meters. In Japan, state institutions and the police fail to function as they should; instead, they sacrifice the public to serve their own vested interests, stealing taxpayer money to line their own pockets. The police are the ringleaders of this evil. They commit wrongdoing themselves, yet they are never held accountable. I demand that they be purged immediately.

I’m being abused with emf/rf. This technology is being used my criminal factions to get whistleblowers and innocent civilians as shown in the 60 minutes report. While keeping these weapons quiet can be important it’s not near as important as all the innocent lives being taken all over the world.

When Kennedy, via Children's Health Defense (CHD) asked for information about smart meter radiation injury, I sent him all kinds of proof that persons who ask for an analog opt out meter from utility companies who got Smart Grid Investment Grant funding from the Recovery Act Smart Grid Investment Grant are supposed to, by the law, be allowed to have one for free no questions asked. I am myelin injured, similar to gulf war illness, and I am a civic activist. To retaliate against me for writing about how Southern Company/Alabama Power is owned by 中国, as are all of our utitlities and also most all large companies. They have used the meter as a military grade electromagnetic microwave radiation assault weapon against me and my back yard tree. I gave Kennedy contact information for the two men to did the grant and showed them where a document was removed at the DOE when Obama was lame duck. I have an email from the DOE IT contractor, where they finally told me in Dec 2019 they were asked to delete their copy of the document that told about the analog meter opt out. I have struggled with sleep deprivation, and sleep interruption, as well as anemia, foot and leg cramps, and other health problems linked to the dirty electricity and electromagnetic microwave radiation that they continue to flood my small home with non stop. I feel like they are killing me and my tree. I can show you what I sent to Kennedy at CHD. Kennedy's staff at CHD who did the request for smart meter injury information has what I sent to him. I think he is fake and only doing this to try and keep the people who came with him to vote for Trump, to keep them staying with Trump.

Around the world innocent people are suffering from electromagnetic torture methods. We ask that these torture programs be stopped.

I ask HHS to study shielding against extremely-low-frequency fields that reach a sleeper from below, including fields that may be targeted, and to publish which materials and placements actually reduce that exposure. In the nights beginning September 20, 2026, I woke with a feeling of hopelessness and despair that was present before the thoughts and dreams that agreed with it. A copper–nickel mesh cloth left the feeling unchanged when I used it as a cover. The same cloth was associated with relief when it lay under my back, between my spine and the bed. The trial was subjective and unblinded. I have no magnetic-field measurement of those nights. People I know in Florida described a similar feeling on waking over roughly the same week. I cannot tie their reports to my room. The published work I consulted, Adey and the Loos patents, does not report hopelessness. It does report that weak fields in bands overlapping sleep-related rhythms can reach physiological systems at levels that do not heat tissue. A thin conductive cloth is not a shield against a slowly varying magnetic field. Families have no tested guidance for a source under the bed (ground / terrestrial based.) That is the gap.

Approximately 2008, the buzzing in my ears or (head) started upon awakening and an electrical current pulling at my skull. In 2010, my symptoms progressed to extreme tinnitus, nearly 24hrs a day. It interfered with everyday tasks and cognition. I could feel a disabling pulsed signal followed by a loss of balance. Over the years, with every advancement in RF technology, my symptoms worsened. Overall adverse effects are; Rapid aging, Flashing strobe lights in a dark room, Hair loss, sore scalp, Extreme itching and extreme tinnitus. Also directed energy. My Optomologist, diagnosed eye damage due to exposure to UVs. Otherwise, I am a strong healthy woman.
