Reports symptoms attributed to wireless sources and electric vehicles and requests rigorous susceptibilit…

ORIGINAL COMMENT · UNEDITED TEXT
Comment for the HHS RFI (docket HHS-OASH-2026-0397): I am submitting this personal account in response to HHS’s request for information on potential health effects associated with electromagnetic fields (EMFs), radiofrequency (RF) radiation, and wireless exposure.I experience the following symptoms that I attribute to exposure from wireless sources, infrastructure, and electric vehicles: Cramping in the hands and stomach Sharp pain in the body and muscles Nausea specifically when riding in an electric vehicle Persistent low energy, fatigue, and tiredness Brain fog Anxiety Low heart rate Dissociation Tinnitus These symptoms appear or intensify in environments with higher wireless activity (Wi-Fi, cellular signals, smart meters, 5G infrastructure) and during or after time spent in electric vehicles. Reducing time near these sources or using mitigation strategies sometimes lessens the intensity. I request that HHS carefully evaluate reports of this nature alongside the existing scientific literature. Many individuals describe similar non-specific symptoms that they link to RF/EMF exposure. While major health authorities currently state that controlled studies have not established a causal relationship between exposures below guideline limits and these symptoms, the symptoms themselves are real and can significantly affect daily functioning. Further high-quality research into individual susceptibility, long-term cumulative exposure, non-thermal mechanisms, and practical exposure-reduction measures would be valuable. Thank you for soliciting public input on this issue.

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. The public needs to be protected from these harmful EMFs, RF & Wireless radiation. In the past 5-10 years, as the 5G arrays in my town increased from 32 to over 50, my health has deteriorated. I had and overcame cancer, currently have heart palpitations, tinnitus and full body arthritis. I’ve called my electric company asking them to remove the smart meter from my home -they refused, There are numerous 5G arrays les than a mile down the street, pointing towards my home and neighborhood and there’s nothing anyone can do about it. I appreciate HHS looking into this matter and hopefully creating legislation to limit these harmful EMFs

Suspects bedroom fuse boxes affect older residents’ sleep, heart rhythm and urination.

ORIGINAL COMMENT · UNEDITED TEXT
I think EMF from a fuse box in an apartment complex (think 60 units in a senior living apartment complex) that are placed in residents’ bedrooms can have negative effect on sleep including racing heart rhythm and more frequent bathroom trips possibly.

Proposes a joint HHS and Defense review connecting RF bioeffects and AHI research, comparisons of exposur…

ORIGINAL COMMENT · UNEDITED TEXT
Docket HHS-OASH-2026-0397. RFI on EMFs, RF radiation, and wireless exposure. U.S. radiofrequency limits need a comprehensive health review. That review should be run with the Department of Defense and the medical and scientific teams already investigating directed-energy bioeffects (DEBE), Havana syndrome, and anomalous health incidents (AHIs). It should cover non-ionizing RF, thermal and non-thermal, and it should not ignore ionizing radiation, which the public is also entitled to have explained in plain terms. Citizen health should not be traded for corporate convenience or an outdated heating-only rule. Russia set much lower public RF limits than the United States, and did so from chronic, non-thermal studies rather than from a six-minute heating test. The history of those standards is in Repacholi, Grigoriev, and colleagues, Bioelectromagnetics 2012. Soviet and Russian public power-density limits have long been on the order of 10 microwatts per square centimeter. The FCC public limit above 1.5 GHz is about 1,000 microwatts per square centimeter, roughly 100 times higher. I take that gap as evidence that RF is under-controlled here and is a credible contributor to neurological and chronic disease that has been explained away for years. HHS should test that claim. It should not leave it to the licensing agency. The mechanism file already exists inside the U.S. government. The National Academies (2020), An Assessment of Illness in U.S. Government Employees and Their Families at Overseas Embassies, found directed, pulsed RF energy the most plausible mechanism for the acute, directional AHI cases. Dizziness, headache, fatigue, nausea, cognitive deficit, and memory loss were also consistent with known RF effects. A 2022 intelligence-community experts panel likewise found pulsed electromagnetic energy plausible. The 2023 assessment that a foreign weapon was unlikely is an attribution finding, not a finding that pulsed RF cannot injure tissue. Pakhomov and Murphy (2000), written for the Air Force Research Laboratory Directed Energy Bioeffects Division, reviewed 114 Russian experimental studies and reported that pulsing, not average intensity, was treated as the dominant factor in low-intensity effects. Frey (Aerospace Medicine 1961; J Applied Physiology 1962) showed that pulsed microwaves produce a sound inside the head by thermoelastic expansion, a bioeffect set by the pulse, not by core heating. Cancer evidence below a meaningful thermal story: NTP TR-595 (2018), an HHS study, found clear evidence of malignant heart schwannoma and some evidence of malignant glioma in male rats exposed to 900 MHz GSM and CDMA. Falcioni et al., Environmental Research 2018 (Ramazzini), found the same heart tumor in male rats at far-field, base-station-like exposure near 0.1 W/kg, close to the FCC whole-body public limit of 0.08 W/kg. IARC Monograph 102 (2013) classifies RF as Group 2B, possibly carcinogenic, on limited evidence for glioma and acoustic neuroma. In Environmental Health Trust v. FCC, 9 F.4th 893 (D.C. Cir. 2021), the court held that keeping the 1996 limits was arbitrary and capricious because non-cancer evidence was not addressed. I want objective studies across major disease categories, not another thermal reassurance. Priority is Parkinsonian and Lewy-body syndromes: tremor, rigidity, autonomic failure, cognitive decline, and the overlap with AHI brain injury. Existing power-frequency meta-analyses do not show a clear Parkinson's association (Huss et al., Int J Environ Res Public Health 2015, summary RR about 1.05; Gunnarsson and Bodin, Int J Environ Res Public Health 2019, EMF RR about 1.02 for Parkinson's, higher for ALS and Alzheimer's). That is not a study of pulsed or modulated RF. Yakymenko et al., Electromagn Biol Med 2016, found oxidative stress in 93 of 100 low-intensity RF studies. Oxidative and mitochondrial injury is a shared pathway into nigral and Lewy-body disease and should be tested directly. Lai and Singh (Bioelectromagnetics 1995, 1996) reported DNA strand breaks in rat brain after low-intensity microwaves. Salford et al., Environ Health Perspect 2003, reported blood-brain barrier leakage and neuronal injury after GSM exposure at non-thermal SAR. Request: a joint HHS-DoD-AHI evidence review; a public table of U.S. versus Russian limits and the biology each used; NTP restarted on pulsed versus continuous wave at equal average SAR, at or below 0.08 W/kg; disease-category studies, led by Parkinsonian syndromes, neurodegenerative disease, cancer, cardiovascular, immune, and reproductive outcomes; a de-identified registry for acute neurological events tied to a measured RF source; and a plain-language correction of the claim that compliance with the FCC limit means no biological effect. Ionizing exposure should stay under its own regulators, but HHS should publish one map so the public can see thermal, non-thermal, non-ionizing, and ionizing evidence side by side.

Reports nonspecific symptoms and perceived benefit from shielding and proposes dose-response research, su…

ORIGINAL COMMENT · UNEDITED TEXT
Thank you so much for your efforts to study the long overdue topic. The association of EMF radiation and negative health outcomes is the most important public health issue in modern days. My personal experience suggests the positive correlations. I experienced symptoms of dry mouth, dry eyes, fatigue, palpitation, poor appetite, low energy -- all the so called nonspecific symptoms that could be caused by anything. Once I began wear EMF protective vest, all the above symptoms resolved when I went to the same environment for days. My suggestions to the HHS approaches: 1. study the associations between EMF exposure and health issues (energy level, cardiac symptoms, blood pressure, infection rates, nutritional status, etc) 2. study the intensity of such association to see if there is a dose relations 3. identify high risk populations, e.g., those with lower BMI, lower fat tissues, lower muscle mass, immunocompromised, etc) 4. high risk organs, such as reproductive systems (ovaries, epidermis), cardiovascular system, GI system, central nervous system, neck area (with multiple glands), etc. 5. preventive measures, such as EMF protection gears 6. measures to easily check environmental EMF exposures to alert population 7. regulations to mandate city or government to publish EMF exposure data There are many wonderful and ethical scientists around, but there are also many scientists who are under the influence of political ideologies. participating scientists need to declare conflict of interest in full and take full personal responsibility if breaching conflict of interest. To prevent plagiarism or fabrication, I suggest that all process of data collection, data analysis and methodology to be monitored by 3rd party. Thank you again for the thoughts and proposals. Your efforts to improve public health is truly appreciated.

Attributes heart attacks to wireless sources, cites personal meter readings, and calls for shutting down …

ORIGINAL COMMENT · UNEDITED TEXT
Shut it Down! I've had 2 heart attacks because of the Frequencies. One from a Starlink and another from 6g or 5g+. A smart meter and a 5g led security light. I measured the Emf Radiation with a Trifield meter on RF setting and its 100-1000 times higher than Fcc recommendations. We are literally being Cooked by emf Frequencies. This must Stop. We Do Not Approve of any of this. Turn 5g and 6g Off. Its dangerous to biological Life. It Causes Oxidative stress in the vasculatory system and so many other terrible health Problems and symptoms. By the way I have a file of the dangerous emf coming out of my phone but your file drop will not allow the upload.

Reports atrial fibrillation and symptoms near retail RF tags, suspects an exposure association without me…

ORIGINAL COMMENT · UNEDITED TEXT
Five years go I was diagnosed with AFIB as many people have it seems within the past 5-6 years whether they are old or young. I am older and the mechanics of my heart were in good condition. It was the electronic part of my heart that was causing this problem. I now keep the wifi turned off in my house at night, try to keep using a computer or phone to a minimal. I did discover that whenever I was shopping and the store used the anti-theft RF tags, my heart rate would speed up and I would start feeling weak and nauseous when I was around areas in the store that used those tags. I was never told by a doctor that this may have caused the AFIB, but I think the likelihood of a correlation between the RF, EMF's & the like, is a high probability I have since had an heart ablation done which greatly helped with the AFIB, but remain cautious. Through reading many articles in the past years on 5G, EMF's, RF, etc. there was mention of the probability of this affecting small engine planes, wildlife, birds, bees, etc. We do hear daily about small planes (and large) crashing, but never hear the reason. We have had wasp and bees attack us in our own yard in an aggressive manner, this has never been an issue before. Thank you for your time and the work you do.

Proposes analysis of historical zoo pathology records alongside reconstructed exposures, while acknowledg…

ORIGINAL COMMENT · UNEDITED TEXT
Perspective: Member of the public and parent. Responding to Questions 10, 11, 16, and 18: historical animal pathology records as an overlooked data source. I ask HHS to examine a long-running record that, to my knowledge, has never been studied for its relevance to electromagnetic exposure: the autopsy archive of the Philadelphia Zoological Garden. The zoo's Laboratory of Comparative Pathology (later the Penrose Research Laboratory) was founded in 1901. From 1916 to 1964, directors Herbert Fox and Herbert L. Ratcliffe kept complete autopsy records on more than 13,000 mammals and birds. Their published reviews describe a striking change: - In 1923, Fox described arterial lesions as "exceedingly rare," found in under 2% of autopsies. By 1964, arteriosclerosis was found in about 25% of mammals and 35% of birds. - No coronary artery disease appears in the records before 1945. The first heart attacks were recorded in 1955. By 1963, over 90% of mammals and 72% of birds that died had coronary disease. Heart attacks had struck 24% of the mammals and 10% of the birds, often young animals. - A 1959 Penrose report compared 1901-1934 with 1935-1955. Malignant tumors rose 2- to 20-fold across nine mammal families, and benign tumors rose even more. Among 7,286 birds, malignant tumors rose 2.5-fold and benign tumors 8-fold. - The changes spanned 45 families of mammals and 65 families of birds. The investigators considered the usual explanations. Diets were improved in 1935 and then held constant through 1964, yet coronary disease emerged only after 1945. Population density and exercise were reported as stable. Ratcliffe suggested social stress from breeding programs begun in 1940. That cannot explain the arterial disease of the 1930s, or the continued rise in animals that were not being bred. Similar rates were later reported at the London Zoo (1960) and the Antwerp Zoo (1962). I learned of these records from Arthur Firstenberg's book The Invisible Rainbow. Firstenberg notes that this period coincides with rapid electrification and, after World War II, a large rise in environmental radiofrequency radiation from radar, broadcasting, and industrial RF equipment. The records contain no exposure measurements, and I am not claiming they prove a cause. But they are a rare, consistent, multi-species dataset covering decades in which diet, crowding, and activity were reasonably stable. The main explanation offered at the time does not fit the data. Captive animals do not change their own habits, which makes them valuable sentinels. Two broader points. First, any population shows a spectrum of responses to an environmental factor. Even if the median person and above notice little effect from RF exposure, safety standards should be built with the most sensitive people in mind, not the average. A limit that protects the typical adult may not protect the bottom quartile. Second, exposure drops off sharply with distance from the source, so simple awareness goes a long way. Turning off Wi-Fi at night, or simply not keeping a router two feet from your bed, is not Luddite thinking. It is a reasonable, no-cost precaution that most people have never heard of. My requests: 1. (Q16) Fund a re-analysis of the Philadelphia Zoo pathology archive and comparable long-term zoo and veterinary records. Pair it with historical reconstruction of local electrical and RF exposure, such as power distribution and nearby broadcast and radar installations. 2. (Q10) Treat zoo and wildlife pathology programs as a standing sentinel surveillance system for environmental exposures, including RF, with exposure monitoring at those sites. 3. (Q11) Because the disease in these records so often struck young animals, give particular attention to children's cumulative exposure as wireless devices multiply in homes and schools. 4. (Q9, Q11) Publish plain-language public guidance on reducing exposure through distance and nighttime habits, and make sure exposure standards account for the most sensitive members of the population, not just the average.
