I am extremely concerned that the information sought in this public comment forum will be used as some sort of factual documentation of the lack of EMF harm to promote a message that 765kv transmissions are "perfectly safe" when we have not had the scale that is being proposed,EVER in the US before to even study like we need to BEFORE this crazy level of new construction is approved by PJM. Are we going to experiment on people in the US and then realize like we did with lead and asbestos exposure how wrong we were? There are several countries that DO recognize the need for setbacks and this is what any governing body that cares about our kids and vulnerable population would be seeking for our citizens. There are other countries who have documented trends of leukemia for children living close to high voltage lines. Why is this not being researched and considered? Please do not use this study against the people of the US to push transmission lines on us and attempt to negate our concerns. Keep transmission lines away from schools, parks and houses. Keep them away from anywhere animals are living and grazing. Please at the very least use the feedback here to establish safe setbacks at a bare minimum of 1000 feet.

Due to recent upgrades in utility lines by ComEd, our electric utility in a Chicago suburb, my backyard now reads as hazardous on my EMF meter. I have tried several different meters and I get the same readings. I called ComEd and asked them to take readings. Their readings agreed with mine but they didn't do anything about it. I have read that a China and Russia have emf limits 100 times stricter than ours. It is unacceptable that my family and I must experience unsafe levels of radiation in our back yard just because the government is over 20 years behind the times in adopting radiation standards.

I have worked in the construction industry for almost my entire 30 plus year career. Ever since becoming a Dad I have taken a natural interest in the impact of the environment on our health. In the last 5 years I have studied the impact of all forms of EMF (electric fields, magnetic fields, RF and wireless, indoor lighting, and Dirty Electricity) on our health. It is critical that we take a precautionary approach now with all forms of EMF and that we pay attention to the independent science and studies that we already have available that were not biased by industry. We also should support more independent studies. Please begin educating the public about the concerns. Also, my wife and I have experienced symptoms when in close proximity to wireless, cell phones, and electrical fields. These fields have impacted our nervous system, trigger headaches, impact our sleep, and there have been times when it seems they disrupted our digestion. I have purchased professional grade meters and I recently completed studies and certification with the Building Biology Institute. This has enabled me to measure the fields in our typical home, community, work, and while traveling and we have been able to correlate the higher fields to negative symptoms. I have also observed negative changes in behavior of people I live and work with when they are exposed to these fields. Thank you for taking the important step to receive comments and take steps to help mankind be healthier physically, emotionally, mentally, and spiritually. HHS RFI Response: Public Experiences and Reported Potential Adverse Health Effects (Question 3) Respondent Perspective: Individual Consumer and Affected Patient. Response to Question 3: a. Type(s) of Wireless Technology / RF/EMF Source Involved: The source was a malfunctioning utility-grade infrastructure component, specifically a defective Radio Frequency (RF) Capacitor controller within a localized power distribution capacitor bank operated by regional provider DTE Energy. b. Nature, Duration, Frequency, and Approximate Timing of Exposure: The exposure occurred daily like clockwork, initiating with an intense, localized peak surge at approximately 7:00 AM every morning. This daily cyclic exposure persisted for over a consecutive month, beginning shortly prior to October 18, 2024, and continuing until temporary structural decommissioning on November 23, 2024. When the seasonal daylight-saving time change occurred, the environmental behavior shifted in a manner that was helpful to show the same shift with the mG timeline and plotting. This shift provided critical diagnostic evidence that allowed the utility company to definitively isolate the source. c. Potential Adverse Health Effects Experienced: Upon the immediate onset of the daily utility cycle, I experienced severe physical distress consisting of acute, localized cardiovascular pressure, respiratory inhibition (“feeling of lung implosion”), near-syncope (extreme dizziness and blacking out), and a severe, temporary loss of cognitive function consistent with cerebral oxygen deprivation. d. Onset and Coincidence of Symptoms Relative to Exposure: The physiological symptoms perfectly mirrored environmental readings. Independent monitoring using calibrated equipment verified that acute cardiovascular and respiratory distress coincided exactly with real-time milligauss (mG) spikes in the local magnetic flux density. e. Medical Evaluation and Treatment Sought: Due to the immediate, life-threatening severity of the daily cardiac and respiratory insults, immediate evacuation from the localized zone was required to avoid total syncopal episodes. Because full physiological recovery occurred only upon leaving the exposure in the home, medical intervention focused heavily on environmental avoidance and oxygen usage for cerebral hypoxia recovery. f. Mitigation Steps Taken and Subsequent Changes in Health Effects: Total geographic avoidance was mandatory. I was displaced from my home for over a month, forced to pack essentials daily and sleep inside my vehicle in cold weather conditions to avoid the automated morning activation window. Upon the utility company completely turning off the defective RF controller on November 23, 2024, the mG field permanently stabilized, and my respiratory distress, cardiovascular spikes, and cognitive impairments instantly ceased. g. Supporting Documentation and Metrics: Independent daily field testing logged severe mG data surges every 30 to 60 minutes. The technical timeline, data points, and correlation were formally validated by the utility provider’s engineering team, who confirmed that a defective radio controller on their capacitor bank was creating the exact environmental anomalies logged. Docket: HHS-OASH-2026-0397 Perspective (Question 2): Individual consumer and homeowner who has measured ambient fields with a consumer multi-field meter (GQ EMF-390) and is concerned about cumulative exposure for my family, including a young child. Exposures (Question 3): I live in a typical household with a growing number of devices transmitting EMF. WiFi and bluetooth on multiple devices, smart meters, and wireless infrastructure. Observed Exposure Patterns (Question 4k): Observed exposure patterns: I got a sensor to review my family's exposure. A surprising finding was that just standard wiring by light switches would give high readings. As a small test i held the sensor up to my phone while streaming a video, our running microwave, and both the phone and microwave at once. The phone and microwave together showed higher readings than the devices by themselves. Holding the sensor higher resulted in higher readings. Taking the sensor outside was notably less exposure. Another surprise to me was that at my work in an office the signal generally was less than at home. My family is concerned but does not have any noticeable health impacts that can directly be attributed to exposures that I know of. Future Research Recommendations (Questions 4m, 5o): Existing studies seem to focus on controlled lab environments mostly over short term exposures. Future studies should look at cumulative real world situations. Cumulative meaning interactions of different sources of exposure and exposure over time. One example experiment is proposed. A straightforward way to test the claim of direct sensing is a properly controlled, double-blind or blinded field protocol: participants who self-identify as sensitive are transported or positioned near verified high- and low-exposure locations (cell sites, base stations, or controlled sources) without visual or other cues, with actual field levels measured independently. Demographic diversity (age, sex, race/ethnicity) would strengthen generalizability. FCC guidance accounts for multiple transmitters inside one product and for multiple fixed sources with known spatial relationships when evaluating site compliance, but does not fully capture the real-world ambient mixture of ELF wiring fields + intermittent RF from phones, Wi-Fi, Bluetooth, IoT devices, and distant infrastructure. A controlled “future home” protocol that starts with a low-RF baseline and progressively adds devices while measuring both fields and any biological endpoints would help quantify cumulative patterns. Current Research (Question 6): Current research: Existing studies show limited conclusive health impacts but admit limitations of existing studies (Ruben et al 2010). Regulatory Recommendation (Questions 5n, 5o, 9, 10): The limitations of existing studies could be greatly reduced if agencies moved toward a planned, phased in implementation. Whenever a new technology is introduced that would change exposures, select a subset of states to release it in first. Conduct health and environmental surveys before and well after the innovation is introduced in the test states as well as their neighboring states. This allows a control group to compare against in all demographics with 1 procedural update. Otherwise, different tests would be needed to ensure safety of different populations and it will be far more difficult. With this process update, states would be motivated to get good health and environmental records to be able to be a part of a new innovation rollout. I expect that industry and states will be against it. However, an economic study using forecast computer models would be interesting. It would help distribute technology through the country rather than having central points of innovation. I could see arguments that the economy would benefit while reducing the potential harms to society. This recommendation does not stop innovation but presents a needed planned implementation. It proposed an experiment. Without it, in the current system, it is still an experiment, but it's an experiment without a control group which is far more difficult for individuals and policy makers to make informed decisions. Historical perspective (Questions 5, 6, 16): When microwave ovens entered widespread use, regulators set leakage limits (FDA) and exposure guidelines. Debates occurred; some Eastern European standards were substantially stricter. Ovens were not banned in the USSR; leakage standards and measurement protocols were developed and enforced. Cumulative personal monitoring analogous to ionizing-radiation dosimetry badges has not been standard for non-ionizing fields because the primary established hazard mechanism differs and ambient levels are generally far below thermal thresholds. As device density and infrastructure increase, revisiting whether population-level cumulative exposure tracking or better disclosure is warranted is reasonable.

I am a 72 year old female who have noticed over the pass 6 years that inside my home I am being mentally and physically attacked by the electrical outlets and radiation from 5g wifi. In my kitchen, I become light headed and off balanced the entire time I am in the kitchen. I get electric shocks on the top and bottom of my feet and toes, when standing in front of the dishwasher, stove and refrigerator. I also get pain in my ankles. When passing by or standing in front of a electrical outlet I am shocked by dirty electricity. Any equipment I have that hooks to wifi and/or blue tooth, I get shocked just passing by. Passing by my tv, wifi router I get pain in my entire body head to toe. When using my cellphone I feel the effects of the EMF and the radiation in my fingers and hands also when I am using my laptop computer my finger tips are getting radiated and shocked and I feel numbness from the radiation and pain all the way to the bones. Thank you for requesting public comments about RF wireless radiation, as well as other forms of non-ionizing electromagnetic fields (EMF), including extremely low-frequency electric and magnetic fields from power lines, electrical grid equipment, appliances, and other sources. The U.S. government’s safety limits have not kept up with Americans' use and exposure to technology. The Federal Communications Commission’s (FCC) RF wireless radiation exposure guidelines have not been updated since 1996 and in 2019, the agency declined to change them. https://www.fcc.gov/general/radio-frequency-safety-0 Meanwhile EMF emissions are increasing as new 765 kV high-voltage transmission lines have been proposed for AI data centers and wireless infrastructure continues to be deployed. I am the Ohio Point Person for Children’s Health Defense (CHD) EMR + Wireless Coalition and a board member of SWORT (Southwest Ohio for Responsible Technology). SWORT is a non-partisan grassroots group with members throughout Ohio. We receive no funding. We hear from Ohioans who have been injured from EMF exposure and/or they have loved ones who have been injured. There is only so much we can do to help them. We advise that they eliminate all wireless sources in their homes but this is not always possible as not all utility providers allow consumers to “opt out” of their wireless “smart” meters. Having a wireless-free home isn’t always enough either, for example in situations when wireless emitting infrastructure (cell towers, etc.) has been installed near their homes. Not everyone can afford to shield their homes or move to a safer location. We also regularly refer Ohioans to national organizations for advice on how to address these issues. There is only so much these organizations can do to help them as well. Currently there are Americans of all ages whose health is being compromised by EMF exposure. Some are truly suffering and they have no way to protect themselves from it. This will only get worse if U.S. government agencies do not immediately take action to resolve this.
