As a cell tower refugee I survived overdosing on wireless waves sickness and I juries after they placed a cell tower in a ditch near my home up on a hill,1,809 feet away in the direct path of the emissions, I have evidence and wittnesses to the effects . However the evidence was on my old profile of 6 years ago and my old lost phone but was saved and recorded on my old profile of my old phone. I do not know how to send you the files from my old profile thru my new phone. I am a 71-year-old woman who has been affected by computers, cell phones & fluorescent lights for most of my life. In the 90's, when I first learned to operate a desktop computer in a class that caused my memory to go blank, the instructor informed me of my condition when she said, “I've heard about people affected like you of electro-magnectic frequency. “ Then she said I will write you a medical excuse for dropping this class. After becoming aware of this disability, I observed a series of difficulties in my everyday life, too numerous to mention. I would forget under fluorescent lights. I got a debilitating headache for days after the person who sat next to me on a plane turned on their cell phone & talked next to my head when our plane landed. When a smart meter was installed on my house, I called & complained to Alliant Energy in Wisconsin. I can't approach heavy electrical stations or voltage without intense uncomfortable sensations so that I feel like quickly leaving. The effects are very hard to describe how it makes me feel because often it is very subtle & just under my awareness until I leave the location. I am always searching for remedies to help me adapt, but I really don't want to live in an environment that could make me sicker. Thank you for considering my situation. Sondra Olson

On behalf of the EFEIA Institute (Miami, Florida), I submit our organization's attached public comment, evidence summary and supporting proposal in response to HHS Request for Information, Docket No. HHS-OASH-2026-0397. This comment represents the perspective of a research entity. The attachments are an evidence summary and a national plan proposal, both prepared by EFEIA in October 2026. Disclosure: the undersigned is also founder and CTO of NOXTAK Corporation, which develops SPIRO electromagnetic-hygiene products; one source both documents cite evaluates SPIRO in two vehicles, and the 180 cases they describe were received by NOXTAK. A modern vehicle places traction batteries and power electronics alongside cellular modems, onboard hotspots, Wi-Fi, Bluetooth, ultra-wideband access systems, V2X equipment and radar, including interior radar in the 57 to 64 GHz band for child presence detection and road radar at 76 to 81 GHz, in a small occupied cabin used for repeated daily journeys by children, pregnant women, older adults, professional drivers and people with implanted devices. U.S. drivers spend about an hour a day at the wheel. National campaigns in Germany and Switzerland found low average fields with brief magnetic-field peaks, highest at the feet; in the German federal campaign, the reference values of the 1999 EU Council Recommendation were exceeded locally or briefly in all vehicles but one, while basic restrictions were never exceeded. Existing methods cover parts of this picture: IEC 62764-1 measures low-frequency magnetic fields from 1 Hz to 100 kHz and excludes intentionally transmitting antennas, UN Regulation No. 10 addresses electromagnetic compatibility, and FCC rules address RF exposure from mobile and portable devices and provide for multiple sources. No method yet connects the full installed source inventory, the occupied cabin, and the fields and absorbed energy in each occupant. The 2023 study funded by the Swiss Federal Office of Energy acknowledged temporal and spatial gaps that could have missed short events or the highest field values, and EFEIA's own study of two Tesla Model Y vehicles used instruments limited to frequencies below 6 GHz, which cannot capture 60 GHz or 76 to 81 GHz systems. NOXTAK has received 180 cases of people who attribute symptoms to electric vehicle use and sought help; both documents treat this as an author-reported case count, not a prevalence estimate, and propose a registry and clinical pathway to examine it. We urge HHS to support a coordinated 24-month national program with independent laboratory participation and an independent scientific steering process: a reproducible whole-cabin measurement protocol covering every installed band; a version-controlled library of real driving, charging and connectivity scenarios; a validated occupant dosimetry atlas with child, pregnant and adult anatomical models; a consented symptom registry and staged clinical research below established thermal thresholds; a technology-neutral method for evaluating mitigation claims; and recommendations for a whole-vehicle evidence requirement with change control and a complaint reporting channel. HHS and its research agencies would guide the health evidence, with DOT and NHTSA on vehicle integration and transportation safety, the FCC on RF equipment and exposure requirements, and NIST, universities and independent laboratories on measurement traceability. The towers with the small round and square disk on them impact me the most. It feels like someone is hitting the front of my head with a hammer Some tower just increase my agitation level. I just feel annoyed about everything. Any type of charger or electrical signal disrupt my sleep pattern every few hours. I can't have heating pads,electrical blanket phone charger or tablet in the same room. I ue rfd material over my bed to help midgate any interference.

After spending nearly two years refusing Xcel Energy access to install a smart meter, Xcel and the Colorado Public Utilities Commission FORCED US TO INSTALL THE SMART METER, A RADIATION EMITTING DEVICE, or Xcel Energy would shut our electric power off. When Xcel threatened us I was desperate to learn how to protect our live bodies. Constant research about radiation frequencies, including dirty electricity that's inherent in our power grid from 42% wind and solar power delivered to our house... I purchased SaticShield and Aulterra products to shield, filter and "retune" the POWERFUL man-made smart meter radiation and technology frequencies constituting interference with our natural live electrical bodies; including the wifi router, cell phones, laptop, desktop and big screen tv. We applied individual products to the technology devices, a whole house filter to our electrical lines and each of our automobiles. We wear the protection on our bodies as well. Finally the buzzing in my head reduced some and sleep was improved some. We shielded the FORCED UPON US smart meter from pulsing extremely heavy loads of radiation into our kitchen where we stand to cook and walk past EVERY DAY. What do people do that can't afford to mitigate the harmful health effects? Or those that don't know a silent killer is frequenting them every day practically all day and all night? I can't imagine the terror moms and dads have over their young children being constantly bombarded by man made radiation frequencies that disturb the young and old alike and do damage to the DNA level to every live member of mankind, animal kind and plant kind! Yes, the radiation frequencies did not raise my body temperature but they certainly harmed my everyday life!!! The radiation and dirty electricity are sneaky. People are unaware of the huge dirty electricity readings caused by led lights, dimmers, florescent lights, and all those aforementioned technological devices. I'm absolutely appalled by a small town in Iowa where family lives... placing frequency devices DIRECTLY ON all the town's people's WATER TOWER!!! Are you kidding? The corporate officials that took money to do that ought to be ousted in the public square! Those frequencies directly on the water tower destroy the structure of water so desperately needed by every living thing. Stop this madness. Denial is the problem because there's too powerful much money to be made by continuing down this path! The truth is not hidden from the All Mighty. The number one job of "government" is to protect the people and their assets. DO IT.

Subject: Public Comment / Request for Information (RFI) regarding the health and environmental impacts of Electromagnetic Fields (EMFs) and Radiofrequency (RF) Radiation. 1. Equipment and Measured Environmental Exposure Levels • Measurement Device: I utilize a GQ EMF meter to continuously monitor the exposure levels within my living environment. • Daily Exposure Readings: The device consistently registers levels well into the "red zone" (hazardous threshold) on a daily basis. • Electromagnetic Fields (EMF): Measurements frequently spike up to 20 mG (milligauss) within the living spaces. • Electric Fields (EF): The electric field strength is highly elevated throughout the residence. Baseline measurements in most areas, such as around door frames, range between 80 V/m and 120 V/m (Volts per meter). In direct proximity to electrical cabling, the readings peak drastically at up to 900 V/m. 2. Reported Health Symptoms and Cognitive Impacts • Vertigo & Tinnitus: Experience of persistent dizziness/vertigo, which appears to correlate with the proximity and operation of the Wi-Fi router. This is accompanied by a constant tinnitus-like buzzing or humming sound, closely linked to the usage of mobile phones and television sets. • Severe Fatigue and Rigid Lethargy: Onset of a profound, leaden fatigue that frequently manifests as a state of physical rigidity or paralysis. • Socio-Economic and Psychological Toll: These severe environmental stressors directly impair and diminish my capacity to work (Arbeitskraft). The constant exposure induces severe malaise, physical discomfort, and has contributed significantly to states of clinical depression. • Cognitive Disruption: Noticeable impairment of concentration levels and significant memory weaknesses. • Headaches & Mitigation Success: Chronic headaches. A measurable improvement in overall well-being and a reduction in headaches have been achieved since implementing a strict protocol of turning off all electronic devices and routers during the night. • Intrusive Dream States: Sleep disruptions characterized by highly vivid dreams that carry the distinct sensation of an external entity hacking into or manipulating the subconscious mind. 3. Oncological Diagnoses & Developmental Concerns • Skin Malignancy: Diagnosis of non-melanoma skin cancer (white skin cancer), which correlates chronologically with the high exposure levels monitored via the aforementioned EMF and EF settings. • Canine Cancer: A cancer diagnosis in the household pet (an elderly dog). • Impact on Child Development: Based on my personal observations of these extreme measurements, I am deeply concerned that such exposure levels must be absolutely devastating to developing children, inevitably impacting their neurological, physical, and psychological growth. 4. Anomalous Physical and Thermal Environmental Phenomena • Acoustic and Visual Impacts: Observations of physical "impacts" or kinetic-like strikes that become both audible and visually perceptible on freely hanging aluminum foil. (Note: Similar anomalies and recordings have been documented by independent researchers, such as Dr. Katherine Horton). • Thermal Glass Damage: The sudden, unexplained appearance of a large geometric anomaly on the terrace glass door. A ring with a diameter of approximately 1.5 meters was thermally burned/etched into the glass pane, accompanied by a distinct physical notch or crack, originating from no visible external source. Approximately 10% of my patients have a bad reaction to strong electromagnetic radiation fields. These patients have an allergic-type reaction and/or a sensitivity to high frequency radiation, as found in cell antennas, cell phones, "smart" meters, and wi-fi. A smaller percentage even react to lower frequency radiation as found in home wiring that was not properly installed and therefore gives off strong fields. There should be much stricter limits on what people can be exposed to. For instance, in schools and multi-tenant buildings, but even near single-family homes and businesses.

I know for a fact that Electro magnetic radiation from high tension wires near humans causes cancer tumors birth defects and many other problems in humans. I am 64 years old and remember either 60 minutes or another exposé TV show years ago in my youth showed how much radiation is in the air and they discussed how the federal government and the electric companies knew about the harm it can do and kept this secret for years. When I was around 30 I went to a buddy's house by a high tension wire next to his home. I began to tell him with a bunch of guys in his shed in the back of his house were he had a keg next to his motocross bike that the tension wires had high electro magnetic radiation that's not good for humans as was told on TV and the government and electric companies have covered it up for years. I told him about how the TV showed you can SHOW how much radiation is in the air by the TV show example how THEY showed the radiation by using an 8 foot flourescent light bulb tube and simply walked out in the field under the power lines and held it up to the sky at night and it lit up! I told my friend about this and asked if he had a flourescent bulb and sure enough, he pointed above us in his shed we were in. Myself and about 8 other guys all witness to this walked out into the field right next to his house and as I held the light tube horizontal to the ground one of my friends from Dundalk, Maryland, Gary, who I still speak with today said, "OH man I can see it starting to light up already!" It was very dimly lit. I said to him, "WAIT till you see what happens when I hold it towards the sky!" As every one gathered in the field, I said "Ready!? WATCH THIS SHIT!" I raised my hand with the 8 foot tube to the sky like Luke Skywalker holding a light sabre and sure enough, the bulb lit up in my hand and everyone was shocked! I explained what the TV show stated that I had learned. The electro magnetic radiation in the air was lighting the bulb! I had no idea but my friend who owned the house later would tell me, he went to his wife the next day and said, "WE'RE SELLING THE HOUSE! WE'RE MOVING!!!" And sure enough, he put the house up on the market and moved shortly after! His name was Dave Burrier. His wife is still alive. I talk with is Brother now and then. Dave would inform me months later that he told his wife the next day he was selling the home and he did it because of what I had showed him and told him about the electro magnetic radiation and how harmful it is to humans. He also would tell me something I did not know until that moment! His wife was pregnant in that house next to the powerlines after he got married to her and they had a baby. The baby was developed and born in that home next to the powerlines and the baby didn't last a month, it had all kinds of serious birth defective health problems. I don't know what they were, his brother could address that question as well as his still alive wife, but fact is, Dave attributed the death of his child and the problems that plagued the child that kept it in the hospital for about 3.5 weeks until the child died on those powerlines. Dave moved far away with his wife and bought a place in the woods away from powerlines and he and his wife had another baby and he's healthy and in his 20's today. Dave died during covid sadly. All of this is true. I can demostrate how you can light up a flourescent light bulb 8 foot long under powerlines even today from the high radiation coming off those power lines. So, the same goes for the 5G and cell phone towers. I would like this to be taken seriously and a study and research of this danger to society be conducted and exposed to the world so we can find a way to live safely around such highly dangerous radiation to humans. Please consdier this request to stop moving forward with this quick rush to technology and l protect human life first! I am a conservative and NOT an activist! But I know this info to be true because I showed it to be true back in the early 90's. I'm 64 today.

Comment on Docket No. HHS-OASH-2026-0397, Request for Information on Radiofrequency and Electromagnetic Field Exposure and Human Health I am a father in Central Florida and have worked in information technology since the 1990s. I use technology every day and I am not afraid of it. I am submitting this comment because I believe we can use it in healthier ways, and on behalf of the many people I have spoken with who share my experience (but will not comment). MY EXPERIENCE I have learned the distinct effects of each EMF issue: wireless signals, dirty electricity and magnetic fields. Wireless: Around 5G networks and crowds of 5G phones, I feel stress and tightness in my chest and it becomes harder to breathe. The longer I stay, the worse I feel. In town I feel foggy, unmotivated and low, and I rely on caffeine to get through the day. In nature I feel lighter, clear-headed and motivated. Dirty electricity: Electrical noise on household wiring from AC/DC power adapters affects me much like 5G. It causes stress in my body and weakens me over time. Magnetic fields: During Florida summers, when air-conditioning load on the grid is highest, I feel a heavy drag on my body that weakens me. It eases noticeably in the fall when demand drops. I feel my best when I keep my phone on airplane mode and only turn it on to 4G when needed, plug my computer and phone into ethernet whenever possible, and use wired satellite internet when traveling. I disabled 5G because it causes a distinct feeling of stress in my body. If I allow that frequency to be on for an extended period of time, I become numb to that initial sensation and my cognitive abilities diminish. I have moved outside of town. This has a real cost: my daughter wants to live in town for access to school and culture, and that conflict strains our whole family. I understand the science on symptoms like mine is not settled. That is why I respectfully ask HHS to consider the following. RECOMMENDATIONS 1. Test before deployment. Fund independent health research on new frequencies before public release, including properly blinded studies of people who report sensitivity, so these experiences can be confirmed or ruled out rigorously. 2. Promote wired internet. Many people do not know phones and computers can be connected by cable. Support wired broadband in rural areas and public education about wired options. 3. Wired schools. Encourage schools to use wired connections for student devices and to minimize wireless exposure in classrooms. 4. Low-signal nature zones. Designate natural areas where towers are not aimed, with satellite phones available for emergencies, and support research on effects on birds, insects and wildlife. 5. Satellite signals. Current satellite rules appear safe. Please be mindful not to increase power output toward Earth. Test areas with and without satellite frequencies to establish a real control group. Give areas of nature and Indigenous lands a break from satellite and wireless signals if they do not ask for it. 6. Magnetic fields. Measure residential magnetic-field exposure in high-load regions such as Florida, and support burying power lines. 7. Clean DC power. Create clear building-code paths for DC-only homes, encourage DC and battery-powered appliances through rebates, and set standards to reduce electrical noise ("dirty electricity") from power adapters. This is my second attempt to submit comments. I tried multiple times to submit to no avail. I live in Anchorage, Alaska. My physical and mental health have been significantly impacted by the installation of the smart grid technology in Anchorage. The first "jolt," that plummeted me into electro-hyper-sensitivity was in 2018 when the smart meters were installed on the homes in our neighborhood. I was able to keep the electric company at bay but I was finally forced to have a meter installed on our home-- the consequence was disconnection from centralized electricity at the beginning of the Alaska winter. I have had a variety of symptoms for the last 8 years-- a constant feeling of being electrocuted/microwaved being the thing that never changes. Other symptoms are: high blood pressure, interrupted sleep, an "on-edge" nervous system, tingling in hands and feet, breast swelling, ringing in the ears. The quality of my life has become worse. I am 79 years old and am in otherwise good health. All of my symptoms relate to the constant bombardment of emf's coming from the smart meters (and through the home wiring creating dirty electricity) and the towers. I have found that I feel like my old self with none of these symptoms, when I get out of Anchorage and our of range of cell towers.
