I have been a victim of Havana Syndrome since 2016. The so-called Havana Syndrome is generated by mobile technology (3G,4G,5G,6G) which is used as a weapon against the civilian population worldwide. Mobile radio transmission masts worldwide are used to send different frequencies in different intensities directly to people and their bodies. I speak here from my personal experience. My body works like a kind of antenna and receiver for the radiation sent, similar to a mobile phone. A two-way communication is established between a human body and a third person or an artificial intelligence. This is possible with the help of nanotechnology. My brain and my whole body have been hacked with this technology, against my will and without my consent! I am bombarded 24/7 with electromagnetic radiation and suffer the most extreme torture and incredible torments. My youngest son and my mother and many loved ones around me were tortured to death using this technology. Most of the patents for these Directed Energy Weapons are U.S. Patents. Technology to read and manipulate the human brain and mind and the human central nervous system (for example Voice-to-Skull-Technology). To whom it may concern, I am what is commonly referred to or self described as a "Targeted Individual," or "T.I." for short. Over the past two years of my life, I have been subject to directed energy weapons attacks, voice to skull telepathy, and tethered to a U.S. military / DIA / DoD USAP involving the cloning and tethering of human minds. As outlandish and absurd as this may sound to your office, I can assure you that I am of perfectly sound mind, and have no intentions of harming myself or others. I am not a violent person, nor intend on harming anyone. I have no connections to terrorist networks, and I do not consider myself a political extremist. I consider myself a victim of an intentional, multi-layered, massive government coverup regarding the extent of the 5G band wireless technology, of which to my knowledge many frequencies remain available and unlicensed on the band. As such, anyone with the tools and technological know how can operate equipment on parts of the 5G band, and use it to "target" or harass via RF/EMF/ELF waves individuals that they don't like. Additionally, the FCC's ruling that mere possession of a signal jamming device is a felony makes it impossible for law abiding citizens to protect themselves from technology far more advanced than they themselves realize. The FCC ruling that owning or possession and use of a signal jammer should be a felony is absurd. It should be eliminated. There is so much to my personal story, and admittedly, I am not writing this at my best. I did however, want to submit a public comment because I believe this cover-up and the people in military intelligence and other facets of the intelligence, police, and corporate entities involved in this TR&D campaign need to be arrested and face prison time for crimes against humanity. Arguably, what they have done to me and others constitutes treason. They should be held criminally liable. In my personal experience of having utilized 5G wireless technology (for the better part of one year), I suffered extreme bouts of mental fatigue, brain fog, and an inability to think or problem solve. The pain and sickness became so excruciating in August, that I had to manually go into my cellular devices settings and disable 5G functionality. Oddly enough, the moment I disabled the 5G antenna inside of my cellular device, the front and side parts of my brain felt like they had been released from a vice grip. Many former and current intelligence sector whistleblowers have made monumental efforts to come forward and expose the extent to which the DIA, the CIA, the DoD, NSA and top U.S. military intelligence offices and squadrons have actively covered up and even killed the non-consensual test subjects in these weapons programs. For example, Barry Trower, a former MI6 radio frequency weapons expert has been trying to get the U.K. governments high courts to hear his personal testimonies concerning these technologies. Here is another whistleblower, a man by the name of Bryan Kofron, who alleged back in 2014 that the USFG, specifically the military and the intelligence services already had access to mind control weapons technology, and were using a combination of satellites, cellular tower arrays, and lesser known means of accessing the human mind such as EEG heterodyning to surveil and monitor American citizens. In my experience and knowledge my symptoms and ailments are all from EMF, WIFI, Smart meters, RF, HAARP, 138hz low Frequency, radio waves and signal microwaves, DEW or Direct energy weapons that James Giordano himself says Americans are being hit By Direct Energy weapons and it's our own Govt and military doing it. It also said it transmits at 138hz which is a low Frequency. that's why I say 138hz. UHF, VHF Ham, shortwave radio is also used I have forensic evidence of this as well. But the thing is EMF in all it's forms EF, RF, EMF WIFI, Smart meters, nano bots and nano technology, is killing us. Hearing aids need to go back to analog tech too and not use AI and or Digital anything since my hearing aids don't hear sound like it's supposed to be but sounds like cartoons and AI chat bot and or Pokemon and Yougio script... Even the Chatbot gt thing I up loaded the audio file to said it can detect two different signals that aren't normal. I was inducted into the targeted individual program when I moved to Red Bluff, CA in 2015. From then onward, drones and helicopters followed me constantly, and there were instances of obviously staged street theater, where strangers would "randomly" harass me, then never be seen again. And from 2023 onward, Direct Energy Weapons (DEWs) have been used to induce extreme insomnia, far beyond any sleep troubles or disruptions I had ever suffered prior, and I've been subject to noise campaigns from "neighbors" who always move into the same building shortly after I do, and are always moved into the apartment directly upstairs from my own, on the next floor up. Because this happens everywhere I move, social workers, therapists and police are able to dismiss my claim of being targeted as the unserious ramblings of a delusional, paranoid individual or habitual liar (exactly as planned). But I believe these neighbors function as a second layer of deception, an alternate cover-up story for the use of Direct Energy Weapons to prevent me from sleeping at night. Here's how the double-bluff works: Everyone around me is made to believe that the disturbance isn't real and I'm simply insane or a liar; meanwhile, I'm supposed to believe that these assailing neighbors are the root cause of the disruptions (as opposed to the DEWs). I've discovered evidence that Red Bluff may altogether be a "Potemkin Village" of sorts, a covert hub for criminal activity of a particularly heinous character. There is a widespread and long-standing allegation that the city is a hotbed for the trafficking of minors; this was acknowledged in 1987 by the Los Angeles Times, which described the town as "a modern-day Sodom and Gomorrah." Further, the book "The New Satanists" by nonfiction writer Linda Osborne Blood (published 1994) shed light on the 1989 case of Cynthia Angell, a Red Bluff attorney who was kidnapped and threatened by a Satanist hit-squad when she began investigating Michael Aquino, a now-deceased military officer and founder of the Satanist "Temple of Set," after Red Bluff children identified him as their rapist (one of many such allegations toward Aquino around the country). Having reached out to Regulations.gov on September 22, 2026, regarding my Radiation Poisoning Sickness due to decades of microwave and directed energy assaults along with phone use, for the first time in over a year on Thursday September 24, 2026 to Friday September 25, 2026 I was allowed to fall into REM sleep and actually remembered my dreams. I was even allowed deep sleep not waking up until 9am on 9/25/26. However this reprieve came at a huge price. On Saturday, September 26, 2026, I was jolted awake by the intensity of directed energy assaults causing me severe head, neck, shoulder pain, increased heart rate, tinnitus and my brain stuck in fight or flight mode. The last time I was allowed REM sleep with an entire night of sleep was on 7/29/25 after my doctor placed a heart monitor on me. The following morning on 7/30/26 I was awaken at 3:50 am and 7am due to being microwaved evidenced by increased heart rate and body temperature. My doctor was able to determine a significant rise in my heart rate during these assaults. As a result of my comments on Regulations.gov and shared documents, my life is in grave danger as are the lives of my pets. Although I pray that tens of thousands are able to comment before the comment period ends in 9 days, I guarantee judging from the comments on Facebook and my current condition, many TI's stand to lose their lives. This morning at 3:55 am Monday October 12, 2026 I was microwaved awake, hit with scalar wave sleep deprivation frequencies and brain-mind control technologies causing fight or flight, racing thoughts and a dangerously high heart rate. Forced out of bed due to the high frequency beams causing high body temperature, heart palpitations and a racing heart, my cat who was sleeping with me displayed odd behavior and later had loose stools. I also had diarrhea. In addition to the technologies being used to torture me, HAARP is also being run over the Central Valley causing physical and mental incapacitation for all who are RF-EMF sensitive especially those of us with seizure disorder.

I have been on the Terrorist Screening Data Base for years due to a lawsuit I filed (and won) in 2011 against a government deep state contractor. In addition to 15 years of severe gangstalking, surveillance and terrorism, I have been subjected to chronic directed energy attacks which have put me in the emergency room several times.
