I am responding as an individual Consumer, with an autoimmune disease, ongoing organ system(s) damage, that includes, but is not limited to nervous system damage. My background is "turnaround" Private Sector HC Operations - many patient groups/LOC's - multiple States. Followed by decades in Government, including but not limited to spanning two decades as an HHS Mandated Federal Position, required to exist in a State System, and identified issues with the Federal, State, to County - Local, etc., (i.e. "ALL sides"), on many topics regarding HHS activities - all levels of Govt. My types were charged to analyze, identify, state the facts & implement the Law and that included, but was not limited to defending them in litigation matters - WITH NO ERRORS ALLOWED due to potential "political fallout." Via at the time, a beyond corrupt Judicial System, spanning two centuries, not only regarding Health Care Company Defendants & but also due to chosen behavior & actions of their Counsel & Political & Special Interests "friends and supporters." Additionally, unfortunately, this ALSO, meant dealing with Corrupt Federal, State & County Politicians & their funders/controllers & handlers, Staff, DOJ, OIG, Judges, Hearing Officers, etc., including but NOT limited to DOJ Lawyers supposed to be representing my types as Government Counsel, whom at times were just as corrupt, if not more, as opposing Counsel - representing HC (Private & Government) Companies in legal matters, including as newly hired Defendant(s) Counsel, actually being recently former DOJ Attorneys, who were now making the big bucks, by selling out to be Counsel for Companies, via Law Firms, they were previously charged with, doing their job via the Law for Tax Payers and Patients as former Lawyers of DOJ - where many times they did NOT do their jobs based on facts, proven & indisputable, due to "politics." Additionally, as a Consumer, I've researched studies that have been ongoing for years, and at times, Legislative and Judiciary matters - pertaining to technologies implemented on ALL Americans, with little to no oversight, then bureaucracy regarding Special Interests for profit/influence/control, negatively affecting Federal, State & Local Governments, via Politicians & Politically Appointed Mgmt. being controlled by Special Interests, Foreign & Domestic influencers & Corporate Structure - including but not limited to hidden partnerships, via LLC's, Offshores, Sub's, Ownership Percentages, etc., especially in the business environment, and how Legislative and Regulatory have been severely affected, against the Health of ALL Americans, spanning many decades over two centuries. This includes but is NOT limited to Contractors, and their products - many not proven & then found to have "risks" in many matters and do not work or have bad consequences for utilizing, not just Health Care, but business & tech products that utilize the Government Process, to make money, off the backs of the Tax Payers, and as Consumers, to the Judicial & Regulatory Issues, NOT being implemented, stopped, delayed, etc. Due to "politics," not only wasting Tax Payer dollars, but also negatively affecting the health of Americans. All for profit, control and greed. Which is my main point in this Comment. Thus, when we implement technologies, or allow them to be implemented on Consumers, many times, for a variety of reasons, as stated above and scientific unknowns with new & then expanding technologies, the data is NOT there. Then, many years or decades later in some circumstances, the data is there proving these business & tech products are negatively affecting the health of people, then more politics are then applied, after civilian health carnage, spanning decades, and then the Judiciary, including but NOT limited to the US Supreme Court, allow the carnage to continue. One example, via ROUND UP via Monsanto - a former passed Grandfather of mine was a Chemical Engineer & Plant Manager for Monsanto, & whistleblower who warned me, in the LAST century about issues with new technologies & formulae's & materials that made products, actually NOT being safe - but allowed to continue, due to control, greed and politics. Technology & science implemented to develop ROUND UP & other chemicals, that were "deemed safe" at the beginning, but are not. My Public Comment, is to SUPPORT the following studies, that I will be providing a summarizing link below, involving many individuals and groups, deriving evidence, over time of how EMPs, Radiation & Wireless Radiation Exposure, & Technologies are affecting Consumers. Please accept this note from a lifelong Wanaque resident whose family history here goes back to the early 1930's, when my grandfather, Aldo Malatesta and his brothers built the Wanaque house that I grew up in and the one that I now own and live in, with their blood, sweat and joy to have such an idyllic and peaceful place that they and their descendents could call home. It was a place where we all could feel safe, protected and hopeful for the future. In that nearly 100 years Wanaque has held a primary place in our hearts. All of my 8 siblings and I went to St Francis school, where I even had the privilege to teach Art for two years as a young professional. We belonged to The Memorial Cadets, and all the Wanaque sports teams, which my brothers coached as a way to give back to the town we called home. One of us made her career as a longstanding professional at Shippee's Pharmacy. We swam in Back Beach and skated on Meadowbrook Lake. I could go on and on with all the wonderful; memories and people that we have shared but you get the idea. I live in the smallest house in town, in a lovely little clearing just "over the mountain" from Lakeland High School. It is the closest in distance to the area where the proposed tower has been planned to be built. The thought of this tower invading our space has created a stress unlike anything I have experienced before. Concern for our homes, our water, our air, soil and, especially, the children and folks who spend their days at Lakeland leads us to wonder if there is any protection for us at all from the unknown and, yes, even the known issues that can arise when a tower like this is dropped in the middle of a busy resdiential area. There is also a great deal of wildlife that make their natural homes in the woods between our homes and the school, and this could be a terrible fate for them as well. Please use your heads and stop this atrocity from happening. It has already been halted once, let the reasoning behind that decision guide your judgement and give us the future we seek for our own decendents. Let the next hundred years be as pleasant and secure as the last hundred have been. Find another place for the tower where people won't be at the risk of harm.

I have been an RF (radio frequency) radio broadcast engineer for 60 years. I hold a General Class Radiotelephone License from the FCC. I have served as Chief Engineer for a number of radio stations, most of them 'full power' facilities in major markets (Boston, Philadelphia)/. Experience with the Radio Sprctrum ranges from the low end of the MW (AM Broadcast) band through the HF, VHF, UHF and 'microwave' bands. I do not have hands on experience with the mobile, personal communications services. The RF bands for these services are very high: Most well above 1 gHz (1 billion Hertz), ranging up yo 79 g hz. This very complicated allocation system is managed by the World Radio Conference. Yes, high frequencies can be dangerous, BUT so can lower frequencies. What counts is the POWER; you are not going to be climbing up and placing your body in front of that antenna, are you? Even that is low - probaby less that 100 Watts. In the field (where we hang out), the electrical field from that antenna is reduced to a tiny value. The transmitter of the phone you are holding should be of more concern! There are many studies/articles - Google. Ordinarily we are immersed in dozens of radio fields wherever we are. We have been in these fields for over 100 years, No measurable damage -- Ever.

The Telecommunications Act of 1996 Section 704, needs to be challenged as being unconstitutional, and needs to be challenged in the Supreme Court of the United States of America. Specifically what needs to be challenged in the Telecommunications Act is the “environmental effects”. “SEC. 704. FACILITIES SITING; RADIO FREQUENCY EMISSION STANDARDS… (iv) No State or local government or instrumentality thereof may regulate the placement, construction, and modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissions to the extent that such facilities comply with the Commission's regulations concerning such emissions.” I remember visiting the Thomas Jefferson Memorial in 1996. I read all the quotes etched in stone inside the beautiful memorial to a great man. A few years ago, I remembered one that was so significant, "I have sworn upon the altar of God eternal hostility against every form of tyranny over the mind of man." - Thomas Jefferson Even though, Jefferson could never have imagined what life would be like 200 years in the future. This quote covers it. This wireless insanity is tyranny over the minds of all of us. Tyranny shows up in all sorts of forms and repression, and this invisible wireless stuff is in the category of "every form of tyranny over the mind of man." In the Declaration of Independence, it says "We hold these truths to be self-evident: that all men are created equal, that they are endowed by their Creator with certain inalienable rights, among these are life, liberty, and the pursuit of happiness." And then I needed to put it all together....and then Martin Pall's journal article came out "Microwave frequency electromagnetic fields (EMFs) produce widespread neuropsychiatric effects including depression". This was the missing piece to the challenging of the Telecommunications Act of 1996, specifically Section 704. Our Constitutional rights are being denied because this is Tyranny over the minds of Men, and we have the inalienable right to the pursuit of happiness, and since wireless technology causes depression and unhappiness in the minds of men, the Telecommunications Act of 1996 Section 704 is therefore unconstitutional and a direct violation of our inalienable rights! I am not against technology, I am for a prudent and safe approach to the deployment of new technology to keep people safe. I have suffered greatly because of the deployment of cell phones, smart meters, and cell phone towers. I have found that I am very sensitive to this technology. I have found that I have a tough time concentrating, reading, and feeling like myself when I am around wireless technology. My life has been upended because of all the cell phone towers. I will not stay at a hotel/motel if a cell phone tower is nearby because it definitely interferes with my sleep. When smart meters where deployed in my neighborhood in Fort Collins, CO, it really pushed by body over the limits and it really caused my body and mind pain and suffering. I finally sold my house in 2019 because I could not handle living there with all the smart meters clearly effecting my body. Where is my financial compensation for this predicament? Once again, The Telecommunications Act of 1996 Section 704, needs to be challenged as being unconstitutional, and needs to be challenged in the Supreme Court of the United States of America. It is harmful to all that lives including the Earth, Mother Gaia. This is not the way to go. We should think of other means instead of this. We are laughed at by the advanced aliens who monitor us destroying ourselves.

Having reached out on Sept 22, 2026 regarding my Radiation Poisoning Sickness due to decades of Microwave and directed energy weapons assault, for the first time in over a year on Thursday, Sept 24, 2026 to Friday Sept 25, 2026, I was allowed to fall into REM sleep and actually remembered my dreams. I was even allowed deep sleep not waking until at 9am on 9/25/26. However, this came at a huge price. On Sat, Sept 26, 2026, I was tortured awake in severe pain, increased heart rate, tinnitus and my brain stuck in fight or flight mode. The last time I was allowed REM sleep and an entire night of sleep was on 7/29/25 after my doctor placed a heart monitor on me. The following morning on 7/30/25 I was awaken at 3:50 am and 7am due to microwave assaults evidenced by increased heart rate, body temperature and tinnitus. My doctor was able to determine from the heart monitor reading a significant rise in my heart rate during these episodes. As a result of my comments on Regulations.gov and shared documents, my life is now in grave danger as are the lives of my pets. I pray tens of thousands are able to comment before the comment period ends in 9 days. However, I guarantee you judging from the many comments on Facebook and my condition this morning, hundreds of us TI's will lose our lives. This morning at 3:55 am, Monday, October 12, 2026, I was microwaved awake, hit with scalar wave sleep deprivation frequencies and brain-mind control technologies causing fight or flight, racing thoughts and a dangerously high heart rate. Forced out of bed due to the high frequency beams causing high body temperature, heart palpitations, a racing heart, and tinnitus, my cat who was sleeping with me displayed odd behavior and had loose stools. I also suffered diarrhea. In addition to the deadly technologies being used to torture me, HAARP is also being run over the Central Valley causing physical and mental incapacitation for us RF-EMF sensitive individuals.

I am writing as an individual with first-hand experience (Q2). I am from Israel. My field is computers and the internet, which makes what follows especially hard. How it started (Q3a-d) It began in 2016, or at least that is when I became fully aware of it. My wife and I came back from a vacation in an isolated place abroad and felt really unwell in our own home. I already had an RF meter, but it wasn't fast enough to show what was really happening in the house. After buying a better one, we found a cellular antenna in direct line of sight of our home, and many sources coming from our neighbors. Even before I knew there was a source in a room, I felt pain in my body, and where the pain was told me where the source was. My symptoms were: - Headaches of a very specific kind, like the feeling after being hit on the head. I get the same headaches from exposure to chemicals. - Exhaustion. - Body aches, like the flu. - Confusion, forgetfulness and difficulty finding words. - Difficulty concentrating and doing creative work. - Pain in my fingers, from wireless radiation and also from magnetic and electrical fields. - Sleep problems. The sources involved were Wi-Fi, mobile phones, cellular antennas, transmitting devices at home, and electrical and magnetic fields, including grounding problems. My wife is also sensitive, less than I am, but she suffers the consequences of commuting and working in places with Wi-Fi and antennas. Medical evaluation (Q3e) I took part in a study by a physician who is herself sensitive to radiation. After she received threats, she asked participants not to use the summary she had written, so I have no medical document to attach. What I did, and what changed (Q3f) - I switched off all transmitting devices and the Wi-Fi at home. - After four years of searching, we moved to an apartment with much lower levels. Even so, it took weeks of thorough shielding and fixing grounding and other electrical problems that were causing pain. - I stopped using public transportation. - I moved from the office to working from home and reduced my salaried work. I now teach mostly over Zoom. - I improved my diet, reduced alcohol and took vitamins to help cope with the effects. - I keep track of where antennas are and try to avoid exposure, including by not leaving home. After the move and the shielding, my cognitive abilities and creativity improved greatly. The finger pain is mostly gone and only reappears after prolonged exposures and mental stress. I have far fewer headaches, though chemical exposure still triggers them. I can now make short trips to places with Wi-Fi, and even teach a class 2 hours a week, but I need time at home to recover afterward. What I can no longer do I stopped going to concerts, movies and social outings. I can't travel abroad or take a vacation without first checking that there is no Wi-Fi or antenna where we will sleep, for fear I won't sleep at all. We can't simply move anywhere: homes with few neighbors and low exposure are very hard to find. I can't work in an office, because Wi-Fi and mobile phones are everywhere. I can't attend courses in person. Buses, taxis, trains and planes are Faraday cages full of Wi-Fi and phones, so I can't use them. I can't attend crowded events such as seminars or parent-teacher meetings, or spend time in places with strong radiation from nearby antennas or powerful Wi-Fi, which is common in schools. The cost Socially: my chances to meet people and form new connections are very limited. People treat this condition dismissively, as if we were imagining it, even though some of them tell me about relatives with similar problems. Relying on social media instead created problems of its own. Mentally: living in isolation most of the time, with fewer ways to earn a living, causes anxiety and other difficulties and has hurt my self-image. Education: my learning options are limited to Zoom. Financially: I can't work as an employee in an office in my own field. We live relatively frugally and receive a scholarship for our son's studies. Why this matters beyond me (Q9, Q11, Q15) I believe the lack of awareness harms everyone: - Unnecessary wireless equipment is installed in schools without understanding its possible health effects on children and on cognitive performance. - Antennas are installed close to homes and schools. - Wireless components that can't be turned off are added to appliances such as air conditioners, water heaters, robot vacuums and speakers. - People use phones everywhere, including enclosed spaces, at all hours. That leaves no break from exposure, even at night while sleeping.

AI datacenters radiation, fields, and soundwaves are killing animals and causing cancer. We need to stop this nonsense now.

All of the topics here involve radiation and from what I have always been taught on radiation is that it can cure or kill you. With that being said we as a human race have a 50/50 chance on that outcome and I personally don't like those odds.
