Requests transparent independent research, realistic long-term exposure assessment, evaluation of protect…

ORIGINAL COMMENT · UNEDITED TEXT
Thank you for seeking public input on RF/EMF exposure and human health. I support a transparent, independent review of the scientific evidence, with particular attention to children and other potentially vulnerable populations. I encourage HHS to prioritize the following: - Clearly distinguish established health effects from preliminary findings, inconsistent results, and unanswered questions. - Evaluate long-term exposure and realistic exposure patterns in homes, schools, workplaces, and communities. - Assess whether current safety standards adequately address children’s exposure and identify the evidence supporting any recommended changes. - Compare U.S. and international standards, explaining the scientific reasons for differences. - Support high-quality research with transparent methods, disclosure of funding sources, and independent replication. - Provide practical, affordable guidance for families and schools, including whether exposure-reduction measures offer demonstrated health benefits. Public guidance should explain both what the evidence shows and its limitations. It should avoid overstating either harm or safety and help people make informed decisions without unnecessary fear. The goal should be clear, accessible recommendations grounded in the strongest available evidence, alongside a concrete plan to address remaining research gaps.

Describes personal and children's symptoms attributed to wireless exposure, restricted travel and costly …

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of my own experience as well as 2 of my children. For myself I suffered for almost 4 years before finally making the correlation of my symptoms with cell phone towers and boosters cities have put up. I noticed every time I drove through certain areas of our city I'd get what felt like an electric jolt go through my arms and I'd be left with relentless fatigue. I now have to avoid areas of my city where cell signals are boosted as my body immediately feels the unpleasant jolts. I live in constant paranoia driving around town and especially to other cities knowing I may get these electric jolts going through my arms and then left with horrible fatigue. Doctors do not know what to do with me, I was told by one physician to "just move out to the country" which is easier said than done especially when I'm dealing with 2 special needs kids at home who need services. Both of my special needs kids struggle with EMF's, it's very clear when they have had way too much exposure via at school, malls, city parks w/cell towers etc... My son gets extremely agitated very easily and becomes self-injurious as well as depressed. When my daughter is exposed to everyday EMF exposures her POTS/MCAS and Ehlers-Danlos all collide into a nightmare. She sweats horribly, she is overly stimulated and can't get her words out her energy goes way down to the point she can't stand, she has to sit and her dizzy spells leave her crying on the floor. She too also gets really depressed when EMF's are too high like her brother. We have had to spend so much money trying different devices and clothing that claims to repel EMF's but when it's a constant bombardment life is never enjoyable, we are just trying to survive each day. I am fearful for 6G being rolled out as I fear its may land one of my children in the hospital which is riddled with EMF's and what that could do to either of them and their already weakened bodies. We have no help, no support and nothing is regulated which HAS to change and not years from now, TODAY, PLEASE!!!

Reports RF/EMF hypersensitivity, benefits from home shielding and concerns about memory and sleep; reques…

ORIGINAL COMMENT · UNEDITED TEXT
As a private citizen with a Master of Science dual major in Analytical Chemistry and Biochemistry and a BS with a major in Chemistry and a minor in Biology. I am continually seeking ways to minimize my family’s exposure to environmental RF/EMFs. Following is a brief history of RF/EMF in my life, Followed by a simple request that can aid the informed in their efforts to mitigate the dangers. After 76 years of exposure to RF/EMF ranging from the workplace (i.e., ZMT operator in an early summer job to full room computers as a research scientist at the National Bureau of Standards) to the purchase of a 100+year retirement home with knob and tube wiring and magnetic field readings (prior to mitigation) exceeding 90 nanotesla. After a lifetime of over exposure to electromagnetic fields, I am now hypersensitive to excess RF/EMFs. With shielding and RF mitigation in my house and particularly my bedroom, I can get a full nights restorative sleep. All around me I see evidence that our memories and thinking are being short circuited My elderly neighbour had a mandated RF water meter installed underneath his bedroom; it has been less than a month and now he is complaining about memory lapses - coincidence? Maybe? However one of the know effects of radio-waves is sleep and thinking disruption. On the way home today I saw two young school aged children just getting out of school both were sitting on the sidewalk; the first one was hanging his head and staring at their hands and the second one was a couple of blocks away staring blankly into space. REQUEST: I cannot change my world when it is so far out of kilter from normal, but I can ask for one thing that will make life safer for those of us who can take steps to protect themselves: Please change the National electric codes so that I can purchase and install Shielded 110 wire in my home’s 110 Volt circuits. I have heard that shielded wire may be available in Europe? However, my electrician in North Dakota cannot purchase/install 110 Volt wire that will not emanate electric and magnetic fields into my personal home. Note: HHS should provide advice to the public so that they may take steps to reduce RF/EMFs in their homes. For example, Edward Leeper ’s “Silencing The Fields, A practical guide to reducing AC magnetic fields. (2001).

Reports family illness, a personal Havana-syndrome diagnosis and alleged nanotechnology and directed-ener…

ORIGINAL COMMENT · UNEDITED TEXT
CORRECTION FOR SUBMISSION:mvg-z4t9-2e7l I am writing to your office as a consumer, patient, and caregiver to submit my personal testimony and request a formal review regarding the health impacts of high-power electromagnetic and radiation exposure. Throughout my time as a caregiver, I have documented a pattern of severe health crises within my family that intersect with environmental and technological factors: • Neurological Impact: I served as the primary caregiver for my mother, whose diagnosis of Alzheimer’s-Dementia was later identified as localized damage to the hippocampus. • Circulatory and Tissue Breakdown: At age 72, my father developed advanced gangrene in his heel, which I attribute to targeted microwave radiation exposure. My stepfather experienced a similar pathology, undergoing progressive amputations of his toe, foot, and leg before requiring dialysis. • Current Personal Health Risks: I am currently undergoing intensive care to prevent tissue breakdown and potential amputation of my right heel. To investigate these persistent symptoms, I have sought independent technical and medical evaluations over the last several decades: • Bioethical Testimony (2011): I previously presented testimony before the President's Commission for the Study of Bioethical Issues in Washington, D.C., regarding unauthorized biological and technological interventions. • Investigative Body Scans (2014 & 2023): Independent scans reported anomalous data sources and semiconductors embedded across multiple biological systems, including my muscles, major bone groups, brain, and kidneys. • Clinical Diagnosis (2023): I was diagnosed with Havana Syndrome (Anomalous Health Incident), presenting with a chronic traumatic brain injury (TBI), vestibular dysfunction, hearing loss, and progressive vision problems. There has been joint diagnosis and nerve damage in my leg and feet, all contributed to the location of the nanotechnology. As a matter of public health safety and consumer protection, I wish to bring urgent attention to the regulatory standards governing wireless infrastructure, particularly in rural America: • High-Wattage Emissions: Many municipal cell towers utilize antennas operating at 300 Watts per antenna, which vastly exceeds the wattage necessary for standard telecommunications. • Vulnerable Populations: In rural communities such as my hometown in Tennessee, a high density of towers and antennas exposes residents to prolonged microwave radiation. There is an urgent need to investigate whether this exposure is driving misdiagnosed neurological damage, nerve injuries, and traumatic brain injuries in children ages 4 to 18. Performance at school might be labeled as behavioral or disinterest on the part of the child when a medical reason is the cause. Conclusion and Request for Action The Department of Health and Human Services has a vital duty to protect citizens from unauthorized environmental and biological hazards. Historical precedents, such as the bioethical findings regarding past unauthorized testing in Guatemala, underscore the necessity of rigorous, independent oversight when technology impacts human biology. It is important that all participants of federal funding be required to sign on the Common Rule and that IRBs are mandated without any exception. I urge you to please investigate the severe abuse to American civilians who are being attacked remotely on U.S. soil by directed energy weapons causing Anomalous Health Incidents and other serious and painful damage. I welcome the opportunity to share my detailed medical documentation, independent scans, and personal experiences with your office or at a Congressional hearing to advocate health safety, consumer ethics, human and Constitutional rights.

Describes a friend's restricted life around wireless exposure and requests thorough investigation before …

ORIGINAL COMMENT · UNEDITED TEXT
Good evening, in reference to EMFs, RF and Wireless Radiation Exposure I have a friend who is effected to the point where they virtually can't live a normal life. Actually I believe everyone is effected but in different ways and to different degrees so I hope these concerns, especially for those who are suffering more seriously, are investigated thoroughly before any more loose federal regulations are put into law. Thank you for your time and God Bless.

A parent describes advocacy to remove a school tower following reported staff cancers and alleged permitt…

ORIGINAL COMMENT · UNEDITED TEXT
My name is Heather Gallagher, and I am writing to you as a parent demanding immediate, modernized safety standards for wireless radiofrequency (RF) electromagnetic fields (EMFs) in school environments. Parents should not have to fight relentless, exhausting battles with school board districts and multi-billion-dollar telecommunications corporations simply to ensure that our children are safe from non-ionizing radiation exposure while attending public school. My teenager attended Casa Grande High School in Petaluma, California, where a massive industrial cell tower was operating directly on the school's athletic fields. Alarmingly, we discovered a heartbreaking cluster of young Physical Education teachers and athletic coaches from that school diagnosed with rare cancers. Distracted and deeply concerned, I hired a professional Building Biologist to conduct independent testing on the school ground. The measured radiation levels were shockingly high. Recognizing the severe risk to students and faculty, I worked tirelessly to educate our local school board on the biological science surrounding RF radiation. After reviewing the evidence, the school board voted to remove the tower. During this process, we uncovered an even more egregious outrage: T-Mobile had installed the tower illegally, having failed to secure the proper local permits. It took lengthy and arduous legal negotiations between the district and T-Mobile to undo this violation. Finally, after immense public pressure and community advocacy, the tower is scheduled to be taken down this November 2026. Following this ordeal, our school district passed a moratorium on new cell towers on school grounds. It is utterly ridiculous that a parent must act as a full-time advocate, investigator, and legal watchdog just to keep children safe at school—and unacceptable that telecommunications giants like T-Mobile can bypass municipal laws to erect unauthorized towers on campuses where children spend five days a week. The FCC’s current exposure guidelines are decades out of date, relying on obsolete thermal models that ignore an overwhelming and growing body of peer-reviewed scientific literature demonstrating non-thermal biological harm—particularly to developing children. Scientific Evidence on RF/EMF Exposure & Children's Health In September 2026, the International Commission on the Biological Effects of Electromagnetic Fields (ICBE-EMF)—including renowned experts such as Dr. David Carpenter (University at Albany), Dr. Ronald Melnick (former NTP toxicologist and lead designer of the NIH cell phone study), and Dr. Joel Moskowitz (UC Berkeley)—issued a clear warning: “The current body of research provides sufficient evidence to warrant the adoption of policies that mitigate risk by reducing exposure. Research has reported biological effects from exposure to non-ionizing electromagnetic fields (EMFs) at levels well below current FCC, ICNIRP, and IEEE exposure limits. Studies have reported numerous adverse effects, including cancer, oxidative stress, genetic impacts, blood-brain barrier permeability, sperm damage, structural and functional changes of the reproductive system, impairments in cognition, learning and memory, sleep impacts, EEG alterations, and other neurological effects.” Fetal & Early Gene Expression Disruptions: A 2025 Yale Medical School study (Cakir et al.) reported disrupted neurodevelopment and increased expression of autism-related genes in fetal-brain laboratory models exposed to BT/RF radiation at levels ~4,000 times below FCC exposure limits. Disproportionate RF Absorption in Children: Children absorb far more RF radiation than adults due to thinner skulls and unique tissue composition. Scientific modeling demonstrates absorption rates in children that are 2-fold greater in the cerebellum, 2–5-fold higher in the eyes, and up to 30-fold higher in the hippocampus. Lee & Choi (2023) modeled daily brain energy absorption from continuous cell tower exposure exceeding direct cell phone exposure by more than tenfold in young children. Studies consistently link prenatal/postnatal wireless exposure to developmental delays, lower cognitive scores, memory performance deficits, and behavioral issues in children. The FCC can no longer ignore this expanding body of peer-reviewed research. Protecting the health, safety, and developing brains of our children must take precedence over corporate convenience. I urge the FCC to: Update and lower RF radiation exposure limits to reflect current non-thermal biological research. Establish strict federal buffer zones banning industrial cell towers on or directly adjacent to K-12 school property. Enforce stringent legal penalties against telecom companies that erect unauthorized or improperly permitted infrastructure near sensitive populations.

Reports lifelong electrosensitivity, loss of career and home and extensive avoidance measures; calls for …

ORIGINAL COMMENT · UNEDITED TEXT
In response to: "Public Experiences and Reported Potential Adverse Health Effects" 10/14/26 To Secretary Kennedy and HHS Staff, Thank you for this opportunity. I am writing as an "individual consumer" who has been electro-sensitive most, if not all, of my life. When I was 6 years old, I notice that the fluorescent lights in my first grade classroom made me feel unwell, and that they made it difficult for me to concentrate. Over time, I noticed other things that bothered me, including TVs and computers. Nonetheless, up through young adulthood, I managed to avoid or endure what I needed to most for the time, and was able to live a more or less normal life. A big turning point for me came in 1998, when I was 41 years old. At that time, I began to feel ill most of the time, and became unable to function normally or even to 'fake' doing so. In the end, I had no choice but to give up my career, friends and home. I found out later that less than a year before I "crashed" (and moved to a rural area), cell towers had been installed in my old community. As wireless technology has proliferated (cell phones, cell towers, wi-fi, smart-phones, smart-meters, smart watches, etc.), my life has become more painful, challenging and restricted. I now live in near-isolation as an environmental refugee. Exposures to microwaves beyond my threshold of tolerance leave me with headaches, malaise and, worst of all, whole-body "crashing sensations". These episodes last between 2 1/2 and 3 hrs. For me, avoidance is imperative and constitutes a near-full-time job. To survive in today's high microwave environment, I had "low-E" windows installed in my home, wear metalized clothing when outdoors and avoid all contact with humans, unless they have agreed to accommodate me ahead of time, such as "no cell phones". These measures have worked well at preventing my worst symptoms, most of the time, but of course they only reduce exposures, they don't eliminate them. I am one of many who struggle with EMFs, but you will not hear from most of us. Many of use can't use computers or smart phones. I had to arrange for help getting this to you and nearly gave up on doing so. It is also a fact that a large percentage of people with severe EMF sensitivity do take their own lives. A majority of my sensitive friends already have. Now that you have my perspective, I'd like to leave you with several points and some questions to ponder: * To clear up the oft-mentioned "inconsistencies" in the results from research on the health effects of EMFs, findings from research done by or paid for by profit-driven industries of individuals must be removed from the database. Until then, our data will remain skewed in favor of industry interests. * Safety standards in the United States (and many other countries) are woefully inadequate and need to align with reality. Nothing is more dangerous than a false sense of security. If anyone tells a consumer that one of their beloved "toys" is "safe", that consumer will not dig deeper to get more information or even take simple steps that could significantly reduce their exposures. * The burden of proof for the alleged "safety" of wireless technology should be on the corporations that produce it. Currently, all the corporations need to do to maintain the extremely profitable (for them) status quo is to perpetuate the perception of doubt. Easy enough, given the amount of money at their disposal! And they even have a pre-made playbook, thanks to the master deceivers of the 20th century, the tobacco industry. * What gives anyone the right to send microwaves into the public sphere? Into private homes? Into the bodies and cells of every living thing -- plant or animal -- on the face of the Earth? * And finally, what about the rights of those being affected? After all, microwaves are nearly impossible to avoid, even for those of us who choose not to use the emitting devices. Life? Liberty? The pursuit of happiness?! Thank you for your consideration.

Describes acquaintances with reported electromagnetic hypersensitivity, symptoms and isolation, and reque…

ORIGINAL COMMENT · UNEDITED TEXT
I had a friend who suffered from strange symptoms for quite a few years. She couldn't think straight had trouble sleeping her heart, flattered, and occasionally had cramps and was tired all the time. After deep investigation and testing many different things and seeing doctors, a research conclusively found out that she was hypersensitive to electric magnetic frequencies. A strange as that sounds, she found that when she isolated herself out in the woods away from the devices that emit these frequencies, her symptoms abated. The last year we met a neighbor that moved in to the neighborhood, and after some canceled discussion found out that he too suffered from the similar malady. He even asked if he could sleep in my tool shed way in the back of my yard. That's desperation! It would be good if there could be some type of control on this electromagnetic frequency being admitted by these devices, in addition to having warnings on them for people who are not able to research and find out what's causing their symptoms.

Reports severe RF-associated pain and suspected underlying neurological vulnerabilities, describes barrie…

ORIGINAL COMMENT · UNEDITED TEXT
I am a 57-year-old European citizen (Norway) documenting how current thermal safety guidelines (ICNIRP) fail to protect individuals with compromised or hypersensitive central nervous systems due to underlying physical vulnerabilities. 1. Case History and Suspected Physical Causes Since my 20s, I suffered from frequent headaches. My family has long owned a cabin in one of the heaviest tick-infested coastal regions in Telemark, Norway, and I strongly suspect that the root cause of my broken "nerve filter" is chronic, untreated Neuroborreliosis (Lyme disease). While a hospital record from 2021 documents positive Borrelia IgG antibodies, an official neurological diagnosis is pending. I also have structural nerve vulnerability originating from a childhood fall that left my nasal bone crooked, followed by three complex sinus surgeries with substantial scar tissue. This structural trauma likely affects my right ear, which suffers from chronic pain and significant hearing loss. Because of these suspected infections and physical traumas, my nerve pathways have lost their structural insulation, creating severe central sensitization. 2. Environmental Impact and Technical Mapping In autumn 2018, a smart meter was installed in my small rented home, causing my symptoms to escalate violently overnight. This drove me to search for answers; some of the first experts I listened to were Dr. Devra Davis and Jeromy Johnson in their TED Talks, and since then, I have studied many independent researchers. Today, my body registers ambient RF/EMF microwave fields as immediate, excruciating physical pain waves. To avoid pain, I must constantly navigate life to completely bypass locations with the strongest wireless signals. I cannot hold a mobile phone without immediate, shooting nerve pain. My pain fluctuates heavily based on external signals: • The 5G Impact: The rollout of 5G signals inflicts noticeably more intense pain, and it takes several days of total isolation for my nerve tissue inflammation to recover. • Objective Technical Mapping: To verify my environment, my father—a telecommunications civil engineer—provided me with a TES-92 Electrosmog Meter and helped me systematically cable my home. Using this meter, I have measured radiation levels exceeding 1 million microwatts per square meter (1 W/m²) in ordinary public spaces, including a ferry quay, a small town center, and the waiting room at the Vestfold Hospital (SiV). This is extremely high—representing more than 10% of the maximum ICNIRP safety guidelines (which are set at 10 million microwatts/m²). Exposure to levels like this inflicts immediate, unbearable pain upon my sensitized nerves. To survive, I must continuously avoid high-radiation areas, paying a heavy "pain cost" every time I enter society. 3. Official Dismissal by Health Authorities Despite submitting extensive independent research to Norwegian health bodies, I have been systematically disbelieved and forced to survive on minimal social security benefits. To prove how national governments use thermal limits to deny medical accommodation, I submit these translated quotes from an official response I received from the Norwegian Ministry of Health (HOD), dated October 12, 2026 (Ref: 20/2972-): • "...no scientific basis for introducing special requirements for 'radiation-free' examination rooms..." • "The overall professional conclusion remains that it is not documented that non-ionizing radiation below current limits causes adverse health effects." • "On this basis, there is no ground for establishing special requirements for radiation-free examination rooms..." Because of this institutional blindness, on December 8, 2025, my essential hearing aid fitting was aborted after just one minute because the audiologist activated wireless programming (NIR), striking me with neuropathic pain. Clinicians are never taught that RF-EMF can inflict physical pain on compromised nerves. Specialized hospital psychosis clinics have fully evaluated me and explicitly ruled out any mental or psychosomatic illness, proving my pain is entirely physical. 4. A Verified Biological Example The only place my nervous system finds peace is in my wired, low-EMF home. I think my radiation-free environment benefits my rescue cat, who is between 16 and 20 years old. He surprises veterinarians with his exceptionally good blood values. His health is a living testament to what a clean, low-EMF environment does for a living body, allowing it to rest and heal. Recommendations to HHS: 1. Acknowledge that a damaged, hypersensitive nervous system responds to ambient RF/EMF as an immediate physical stressor, independent of thermal heating. 2. De-couple EMF sensitivity from psychosomatics and investigate underlying organic vulnerabilities. 3. Mandate analogue, radiation-free examination spaces and wired medical device programming options. Regards, Tove Kristine Jensen, Norway

Requests measurement and research on low-frequency magnetic emissions from displays used by children, dis…

ORIGINAL COMMENT · UNEDITED TEXT
HHS should treat low-frequency magnetic emissions from television and monitor displays as an exposure in this docket, with children's programming first. Current radiofrequency limits are built on heating, specific absorption rate, and power density. They do not describe image-driven magnetic pulses in the band that overlaps the electroencephalogram. Laboratory work by W. Ross Adey and colleagues found frequency-specific changes in calcium binding in brain tissue at field levels that do not heat tissue. U.S. patents to Hendricus G. Loos claim that pulsed images on monitors and television tubes can excite sensory resonances near 1/2 Hz and 2.4 Hz. An observational analysis of the soundtrack of *Meet the Teletubbies* found intermittent energy below 20 Hz, strongest near minutes 51–54. That analysis does not establish a neurological effect or an intent. It does establish a concrete children's-media case. Speaker limits on airborne infrasound do not answer the magnetic-field question. I ask HHS, with FDA and in coordination with the FCC, to require measurement and disclosure of these emissions, to test them under realistic viewing, and to review whether subliminal-content policy covers the physical display. The source is the television or monitor and its associated electronics, driven by ordinary program material. The population I ask HHS to put first is children watching commercial programming, including *Meet the Teletubbies*. The quantity of concern is the extremely-low-frequency magnetic field produced by the display process: image-intensity changes, power circuitry, and, on older tubes, deflection systems. A common objection is that television speakers cannot produce meaningful airborne sound below 20 Hz. That objection answers a different question. Magnetic fields pass through tissue, induce electric fields in the body, and do not depend on the speaker's acoustic cutoff. An observational study of the full program *Meet the Teletubbies* (running time 1:01:43) built an ELF spectrogram of the soundtrack from 0 to 100 Hz and aligned it with the picture. Magnitude below 50 Hz and below 20 Hz was intermittent and at times dense. The strongest sustained cluster below 20 Hz fell near minutes 51–54, during insert and outdoor segments. The study states that these findings do not by themselves establish intent or a neurological effect. They document a children's-program case that should be followed with controlled measurement of the magnetic field at the set, not only of the audio file. Report: https://esui.cc/detail.php?slug=case-observations-sub-audible-elf-signatures-in-meet-the-teletubbies Exposure of this kind is repeated, often daily, during a period of high neural plasticity. A child cannot detect a magnetic pulse and cannot opt out of it. Parents are not given a measurement. I am not submitting a personal symptom diary or any personal health information for this comment.
