Day "Smart Meter" hooked up to my house hands paralyzed. Peripheral Neuropathy since then. Treating symptoms since. Diagnosed EMF sensitive. While working in garden near meter, neck radiation burned. They don't tell you not to spend time around meter.

I would appreciate if HHS can look at smart meters being deployed in WA State. We were oven no choice by the local utility PUD to install smart meters . I declined and proved health risk proof but my request was denied. The utility installed the new smart meters in our whole neighborhood. They said I can pay an extra $25 a month to not have it turned in which I did a. Dot, however all my neighbors have it so I am still at risk.

About 5 years ago I had significant numb and tingling in my hands after sitting with my phone in my hands for some time. I wondered if it was the phone. I ordered a Safe Sleeve to block radiation and it made a significant difference! Had same sensation laying in bed in my hands/arms and feet/legs. Got filters for the outlets next to the bed and sensation lessened. January this year I moved in to my husbands house, we got married this past February. By April I felt like I was dying from EMF exposure. He has smart meters, router is in TV room. I can't sit in the chair in that room any more as I feel the EMF's. Not only the tingling but it feels like I have a hand pressing on my upper chest 99% of the time. We got a grounding bed sheet that helped for a while but now I'm back to square one. I can't do much without getting out of breath. My mind is not as sharp as it normally is. I can't live like this and I'm working on getting products to help block EMF's but they are costly. I'm an anal health nut and for me to feel this terrible is devastating to me at age 72. My 2021 Subaru Crosstreck has 35 computers in it. I feel the "hand on my chest" when I'm in the car. It wasn't that noticeable until I had issues from living in this house. I'm hoping my husband will call ComEd to have the smart meter changed back to the old meter. It's right next to the stove and in line with the chair I used to sit in every evening. The numb tingling often keeps me awake at night. EMF's are a real problem, especially for sensitive people like me. It also causes many other health problems. I know of people whose doctors can't find anything wrong with them. I'd bet my life it's EMF's!!!

My family and I warmly welcome HHS looking into this matter. It is something that we have been very concerned about for many years. Back in 2003, I was aware that cellphone towers were not permitted to be erected within a certain distance of schools in parts of Europe. When I moved to the US and attended my first city council meeting, there was a proposal on the agenda to erect a cellphone tower in the area. I asked the City council members about the research on negative health impacts from EMFs and wireless radiation exposure, and whether the city council had a restriction on the placement of cellphone towers near schools as in Europe. I was told that the City was prohibited from placing any such restrictions. This was shocking to me, but I soon learned that a lot of things that were prohibited in Europe for health and safety reasons were permitted in the US. I could not understand why elected representatives of the people had such little regard for the health and safety of the people they represented. I then came to learn that government at almost every level in the US had been captured by corporate special interests. My own experience with EMFs, RF radiation and Wireless Radiation is that I get an unpleasant tingling sensation in my hand when I hold a cellphone that is not in airplane mode. And that sensation occurs more quickly and more severely when I am holding my partner's iPhone 14 than when I am holding my own iPhone X. And the impact from my iPhone X appears to be greater than when I hold my old iPhone 6. I don't know if I am more sensitive than other people, or whether I am just more observant. I have also observed that I get headaches when I am in a car with a phone that is not on airplane mode, and particularly when the car windows are all closed. In addition to the cellphone issue, my neighbor's infant child experienced very negative effects from the moment that smart meters were installed on our condo building. The meters for all 6 units were installed on the outside wall of our neighbor's unit, and were specifically located on the outside wall of that neighbor's infant child's bedroom. He began exhibiting signs of distress when he went to bed at night, and even engaged in head hitting and head banging behavior. After a few weeks of this, our neighbors took their child to stay with relatives in another city, and the child's distress and behaviors instantly ceased.

Perspective: Individual consumer and person reporting potential adverse health effects. Questions addressed: 3, 13(k), 16, and 18. I am submitting this comment because I want HHS to hear from people like me who are experiencing serious health problems associated with wireless technology, electromagnetic fields, and electrical exposure. My symptoms exploded after I purchased my Florida home in April 2023 and spent a week there. I have experienced burning skin, sharp head pains, fatigue, insomnia, difficulty thinking clearly, heart palpitations, tingling, numbness, worsening tinnitus, and vibrations in my legs when the HVAC runs. The vibrations stop when the system shuts off. I cannot tolerate Wi-Fi or Bluetooth and dirty electricity. I have made costly changes to my home to reduce same, including replacing appliances, changing lighting and wiring, using wired Ethernet, and rerouting HVAC lines through the garage. I am still struggling. I use a Greenwave meter to measure electrical noise in my home. My readings fluctuate, with approximately 400 mV on the low end and readings as high as 1212. Around 50 mV is what I can tolerate. I want better research into electrical noise and its possible health effects. When I purchased my home, a smart meter was installed. The meter was changed in May 2023. I requested a true analog electromechanical meter, but Florida Power & Light provided a digital meter it describes as non-communicating. My concern is not limited to wireless transmission; it also involves the digital and electronic nature of the meter. I have repeatedly provided FPL with medical documentation requesting an analog electromechanical meter, as recommended by my doctors. I even purchased one that FPL could inspect and install, taking the cost of obtaining the meter off FPL. I formally submitted an ADA disability accommodation request supported by my medical documentation. However, FPL denied my request without acknowledging or addressing it as a disability accommodation, responding instead as though I had made an ordinary customer request. Despite more than 20 attempts to resolve this matter, FPL has refused to provide the analog meter my doctors recommended. I also continue to pay a monthly fee for the non-communicating digital meter and its manual reading. What is especially discouraging is even after seeking medical help and repeatedly providing written recommendations, I feel my health concerns have not been taken seriously. It is hard not to feel that companies care more about revenue and policies than the health of the people affected. People reporting serious health problems deserve to be heard and treated with respect. I have spent more than $15,000 having mercury dental fillings removed in an effort to address my symptoms, but the symptoms persisted. I am desperate to understand what is happening and find relief. My condition also affects my family and others who do not experience what I do. They must sometimes change their lifestyles when around me. It is painful to struggle with my health while knowing that my circumstances affect the people I care about. I am severely affected by what I believe are wireless exposures and electrical pollution, and I am frightened by the toll this is taking on my health and my life. I ask HHS to support independent, thorough research into the potential health effects of radiofrequency radiation, electromagnetic fields, wireless devices, digital electrical equipment, and electrical noise. Research should consider people reporting symptoms in circumstances that may not affect everyone equally, as well as combined exposures in everyday environments. People deserve clear information about what is known, what remains uncertain, and how exposures are assessed. Practical alternatives, such as traditional analog electromechanical meters where feasible, should also be considered for people reporting serious difficulties with digital and wireless technologies. More needs to be brought to light about what people like me are experiencing. There are people suffering from serious symptoms who feel that no one acknowledges what is happening to them. Instead of having their concerns taken seriously and properly investigated, they are often dismissed or made to feel as though they are crazy. I know what it is like to struggle with these symptoms while trying to get someone to listen. We deserve to be heard, and our experiences deserve honest, independent scientific investigation. People should not have to prove beyond all doubt what is causing their suffering before anyone is willing to take them seriously. This has cost me my health, money, comfort, peace of mind, and the ability to safely live in my home. I ask HHS to listen, investigate and support research that provides honest answers based on good science. We should not have to wait for absolute certainty before our experiences are taken seriously.

I appreciate the opportunity to share my comments. I have followed the format of your questions. 2: I am responding as an individual injured by RF/EMF. Additionally, my spouse has been severely injured by RF/EMF. 3a: As to my history with RF/EMF…As a requirement of my job, I was an early adopter of cell phones. I also worked in an office environment with wi-fi. I lived in a house with a smart meter until we had it removed in 2011. 3b: I was exposed daily to wireless radiation at work and at home with a smart meter. 3c: As a result of holding a cell phone to my head in the late 1990s, I developed a brain tumor right behind my right ear – exactly where I held my cell phone to my head. Fortunately, it continues to be benign, however it was growing so rabidly that I needed radiation treatment to slow its growth. It is stable now but must be regularly monitored. This is the only health effect that has manifested for me, however it is unknown what other injuries I may have that have not yet been detected. 3d: My brain tumor was discovered in 2000. I immediately stopped holding a cell phone to my head and only used it when absolutely necessary. 3e: I saw multiple neurosurgeons and had many diagnostic tests. My diagnosis was confirmed of meningioma. I have to have MRIs every 2 years now to monitor the tumor. The Mayo clinic sites radiation exposure as a potential cause for this type of tumor. Is it a coincidence that on that spot on my head where I held my phone is where my tumor grew? 3f: I stopped holding a phone to my head and also greatly reduced the usage of cellular phones. Also, with my spouses’ EHS, we removed all the sources of EMF in our house. My tumor has been stable for over 20 years, but because of my injury – I have the ongoing expense of monitoring it. With regard to recommendations to HHS, I would share the following: - Regulate the amount of radiation/power that mobile phones can emit - Update the standards for “safe” exposure. The current FCC SAR limits are ridiculously outdated and the science has been proven that they are not sufficient - Enforce better notification to the public about the hazards of wireless radiation from all sources (wi-fi, phones, smart meters, smart watches, IoT devices, bluetooth devices, etc.) I have included some studies that support the science that RF / EMF causes cell disruption that can lead to tumors

Dominion Energy is our power company and they forced us to install a smart meter on our home even though we did not want one. They claimed I denied them access to their equipment which is untrue. They came to our home on 4-5 occasions asking/wanting to install the smart meter. I told them I had real concerns about the technology and did not want the so called "upgrade." Upon receiving Dominion Energy's initial notification of the upcoming smart meter change, I promptly called their office and told them I did not want them change my meter. My request fell on deaf ears. For about a month later, Dominion Energy sent out a 3rd party contractor to swap everyone's meter in our neighborhood. When I asked them if they had received my request they said did not. The subcontractors instructions were to replace everyone's meter. At that time, I explained to the contractor I had chosen not to upgrade and he said okay and went onto the house. At that time, Dominion offered a so called "detuned" smart meter for an additional cost, unless your doctor completed a separate medical exemption form. Since I do not like any smart meter technology.. I did initially choose that meter either. For I was perfectly happy with the performance of my existing meter and determined there was no benefit for our household to do so. Over roughly the next 12 months, on 3 or 4 different occasions, they sent the same installer to our home wanting to do the smart meter install. I told their representative I/we did not want the meter, but never denied them access to their equipment mounted on our home. For them to claim I did is a lie. Their installer asked to see the meter and I granted permission and went back in the house. They had full unmolested access to their equipment on every occasion. The meter base is within 15 feet of where we sleep. The meter is located on the exterior side of the same wall our headboard is located on. Due to its close proximity to our bedroom... I was very concerned about how the smart meters EMF emissions negatively impacts human health, amongst other things. On March 24, 2026 I received an email from a Dominion Energy employee named Cindi G. Hux (Customer Relations & Policy Business Consultant). She threatened to cut off our power and gave us a 10 days notice to comply. I had until April 6, 2026 to schedule the installation. Since I work full-time from home, I/we had no other option but to comply. For I/we did so under duress, for I could not jeopardize my livelihood over this dispute. See my attachment for that conversation. After being coerced and forced to comply, the smart meter was installed on our home on or before April 15, 2026. Since that time, my wife has had ongoing lingering inner ear related health issues that her doctors are unable to diagnose. My wife is 68 years old and started getting migraines out of the blue along with having a general feeing of malaise and being disoriented. She complains of ear fullness, dizziness, nausea with gagging, and the inability to sleep or drive a motor vehicle. Up until the smart meter was installed, my wife was in perfect health, took zero prescription medications and drive a motor vehicle safely. As time went on, her symptoms have become worse. For the last 3 or more months, she not had a full nights sleep. She has been to her ENT on two different occasions, her PCP on one other occasion and her Chiropractor every week. During her 1st ENT visit, the doctor sent her to a Vestibular Therapy twice a week. That went on for over two months. On the 2nd visit, the doctor prescribed her a steroid for ear fullness issue. Also, her PCP prescribed her Imitrex and an antibiotic for her migraines her ear fullness issue to see if that would help. She read online that cervical related issues can cause some of these symptoms, so she asked Chiropractor & the office message therapist to focus on her neck. Despite all this treatment her symptoms remain and continue to worsen. I too get periodic migraines and have been prescribed Imitrex for several years for other reasons. My health is relatively stable compared to my wife's. We have since requested the detuned meter from Dominion Energy but they denied our request, would not accept their medical exemption opt out form, completed by doctor. They are retaliating against us because I would not allow them to swap out the meter originally. If consumers want to complain or have concerns they are directed to contact the Office of Regulatory Staff at 803-737-5230. I spoke to someone named Greg in March or April of 2026. He did nothing and in appears to be cahoots with the power company. They along w Dominion need to be investigated. Consumers need more protection and the ability to opt of EMF generating smart meter devices on their homes and reduced exposure for while out in public from high powered EMF generating devices such as cell phone towers. Tinnitus began after 10 years of cell phone use & utility put smart meter on our home

My ex husband died August 23, 2025. He was 79 years old. He had been very healthy all his life. He didn't smoke, or take drugs or pharmaceutical medicine. He only drank an occasional glass of wine and ate very healthy. He was not over weight. His only vice was scrolling on the internet for hours with laptop on his lap. He had the router for the house near his bed and the smart meter was right outside his bedroom window. He carried his cell phone in his left front pocket. He had a sarcoma tumor on his left hip near the location of cell phone. He also had small tumors in his brain, and he had been wearing wireless earphones. He died 6 weeks after I took him to the hospital.

I am responding as an individual consumer, a parent, and a concerned citizen. I first started to learn about the hazards of EMF's when I started to experience severe and symptomatic arrythmias in my mid-30's. Since then, I have recovered and improved my sleep immensely by turning off our WiFi when not in use, hardwiring devices like TV's, computers and laptops, and having our smartmeters (power and gas) replaced with analog meters. Everyone in our family noticed better sleep, my daughter's nose bleeds stopped, my son who was experiencing distressing symptoms from heart arrythmia improved, our family dog who used to have his crate on the wall near the smart meter began to grow hair. That was all the evidence we needed, but unfortunately, we have been unable to control the installation of wireless towers near our home and/or massive panel additions to existing panels. There has been the installation of 5G (all while adding to 2G, 3G and 4G) with 6G on the way. We also cannot control the "general electrosmog" from other neighbor's smart meters, WiFi, devices, appliances, etc, etc. We need the FCC to revisit the undeniable impact of EMF's on our cellular biology, disease factors, impact on nature and the environment, and more. Such studies stopped decades ago while the industry explodes unchecked and that is telling. We need ongoing health studies, industry transparency and regulation to protect residential areas and schools.
