In 2012 I developed Electromagnetic Radiation Syndrome (EMRS)* after being exposed to high levels of pulsed microwave radiation from two smart meters. To this day when I am exposed to a certain level of microwave radiation (for example, riding in a modern car where the wireless tech cannot be turned off or at an event with a lots of people, hence a lot of phones) I experience debilitating symptoms, such as brain fog, fatigue/exhaustion, pressure in my head, and whole body irritability. Not only has this technology posed very real challenges for me, I am also very concerned for my children and children in general. Kids are now exposed to this technology from the start, 24/7; and who is considering or measuring the amount of radiation children are exposed to in schools. We are in need of robust regulations and updated exposure limits that truly reflect the scientific studies that are available. I have included a number of studies that demonstrate the urgent need to update exposure limits.

Last Dec 20 25 our neighborhood learned they were going to put up a 54 foot cell tower at the entrance of an established 200 plus home neighbor hood. We had one week to contest and they passes it on chiristmas eve. it’s a know fact it causes cancer and I am sensitive to these EMF frequencies and had to remove the smart metter from my house. I’ve lived here for 26 years and now I will, have to move. Reno Nevada our city council is so corrupt!
I did not consent, nor do I consent today, to the continuous, involuntary exposure to biologically active RF radiation.
My injury from radio frequency radiation began in the 2010s when millimeter scanners were used for airport security. When I had to go through one, I would be bedridden the entire next day because my body couldn’t function from the radiation exposure.
In 2016 when a router at work was installed on the outer wall above my desk, I was disabled with heart palpitations, headaches, dizziness, nausea, the top of my head felt as it the sun was burning the top of my brain and my body was overwhelmed with feeling as if a weighted blanket had been thrown over me. The router had to be removed.
When cell towers were built, they harmed me with stabbing pain through my head and neck, palpitations, headache and dizziness. I would have to alter my driving route to avoid them. Since the 2020s when their numbers were significantly increased, they are impossible to avoid. I have the same harmful symptoms when driving past them.
On July 8, 2024 when smart meters were installed in my neighborhood, the harm from the pulse-modulated RF radiation (the worst kind) was great. I suffered debilitating harm. I immediately was impacted by the pulsed radiation with off kilter balance, body heaviness, whole body weakness, stabbing pain in temples, head squeezing sensation, weak thighs and hips with great pain so it was difficult to walk, palpitations, chest heaviness, headache and nausea, blood from sinuses, interrupted sleep, extreme tiredness, difficulty concentrating, tinnitus and worsening of tremor disease.

My home is no longer my safe sanctuary. I have no wireless devices in my home. Everything is hardwired. I have a cell phone which I only turn on and check once or twice a day. My home is invaded by the constant exposure to the radio frequency radiation and pulse-modulated RF radiation from smart meters, cell towers and neighbor’s routers. I used to walk through the neighborhood a lot for exercise. Now it is too harming to me with all of the smart meter radiation to do so. I have turned off all wireless controls in my vehicle.
Travel is difficult due to cell towers everywhere. They cannot be avoided when driving. Hotels and vacation rentals have RF radiation devices in them and there are cell towers on or near the buildings. Airplanes are filled with radiation and seatmates use RF producing devices during flights. There are even shelves on airplane seatbacks for the RF devices to rest on behind the heads of the person sitting in front of it to expose them to device radiation. There is no escaping the harm and injury of radio frequency radiation and pulse-modulated RF radiation. My physicians have no remedy for me.
My sister is also affected in the same ways. This submission represents her as well.
Those of us with EMR syndrome are the canaries in the mine shaft. We become immediately injured from exposure to the radiation. That does not mean there is no harm to everyone else. All are exposed to unsafe levels of radiation from all wireless devices. Everyone’s health is injured by it.
My quality of life and health have been tremendously harmed by the constant exposure to the radio frequency radiation and pulse-modulated RF radiation. There are untold numbers of us who live in constant disability and pain from the radio frequency radiation and pulse-modulated RF radiation. There needs to be ADA accommodations for those of us with EMR Syndrome. The exposure levels need to be dramatically reduced and there needs to be radio frequency radiation and pulse-modulated RF radiation free areas of the country for us to live in. EMR Syndrome is the easiest disability to reverse and heal.
As you work to protect the health of all Americans, please reverse this disabling situation. Please support safe technology that allows us to communicate without harm to anyone.
It has also been my observation that in the past several years with more cell towers erected in the area and smart meters installed, there are fewer and fewer birds and bees.

Thank you for your help. I declare under penalty of perjury that the foregoing is true and correct. October 15, 2026.
I am a smart meter survivor. I also live in Rockwall Texas where they are basically frying us half to death! Until I moved here five years ago, I was in perfect Health! I have lost my dream home to sell towers due to my health issues connected to living within 2 miles from 70 cell towers and antennas. The smart meter was located on the other side of the wall from my head from my bedroom which destroyed my health and my life. Within a year and a half of living in that new home, I experienced hair loss almost a complete loss of my eyesight, extreme heart, palpitations, weight loss and was diagnosed with pre-cancer! I was able to remove the smart meters due to our state fortunately having a quote, opt out option” to switch it out, but by the time I knew this was possible it wouldn’t have made any difference because even an analog electric meter should never be on the other side of the wall from your head due to electrical magnetism! Within two years more towers were added here with ZERO monitoring of tower levelsand it began to affect my heart health again! We submitted the story on the Rockwall Facebook page where we received hundreds of messages from people experiencing the same issues to the point that they banned my friend and I from the Rockwall Facebook page! The situation is very real and it is injuring us and thank you so much for allowing the American people to have a voice! This has permanently damaged my health as I’ve lost my ability to tolerate high levels of electromagnetic fields, which basically means I have to live on the edge of town now! 6-G may be the end of me yet!
I am a woman who has been living with three smart meters near to my bedroom. Since living there I have experienced brain fog, headaches body aches and other discomforts associated with high EMF exposure. ,
I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.
I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.
Thank you for providing individuals and families with an opportunity to be heard.
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.
I am responding from the perspective of a concerned member of the public, wellness consultant and grandmother.
It is imperative HHS address the issue of the harms caused by incessant EMF exposure. I had the opportunity to live in a low EMF building an my health and mental emotional well being improved dramatically and also met many individuals who had been damaged by EMF exposure who had heart issues and culd no longer tolerate any exposure without experiencing extreme debilitating symptoms, like tremors, migraines, heart palpitations, dizziness, flu symptoms and more. I fear for the children with phones and ipads and constant exposure at home via smart meters and other smart devices, and at school. Their brains are more vulnerable than adults. The power output on routers can be dramatically reduced without compromising connectivity. We need to switch to fiber optics. We are killing the bees and wildlife with these frequencies. We are destroying our planet for convenience. Please take corrective measre and educate the public in the meantime about protective measures. Tell the FCC to change the allowed frequencies and testing to reflect the new levels of radiation being used. The courts ordered them to di so and they simply disobeyed. Enforcment please.

3. My experiences/adverse health effects associated with exposure to RF/EMFs:
I first experienced adverse health effects from RF/EMF when my employer went wireless in the conference rooms. Hindsight sleep disturbances I had attributed to menopause went away after opting out of the automatic meter reader, precursor to the SMART meter.
c) adverse health effects experienced:
neurologic effects
loss of fine motor skills
left sided delays
impaired concentration/foggy thinking
vertigo
heart palpitations
thyroid nodules and increased vascularity
difficulty regulating blood glucose
tinnitus
sleep disturbances
electric feeling in hands and legs
headaches
fatigue during exposure
insomnia following exposure
d) When health effects appeared relative to exposure
Thyroid abnormalities were first observed by ultrasound in October 2014, three months after my employer went wireless in the conference rooms. By October of 2017 ultrasound was showing two nodules (abnormal growths). In July of 2018 I move to an office in a remote location within the building and was attending all meetings virtually with wired technology. My November 2018 ultrasound showed the nodules were gone!
f) steps taken to reduce exposure; subsequent changes in adverse health effects
got rid of cordless telephone
opted out of automatic meter reader, precursor to the SMART meter, and later the SMART meter
attended work meetings virtually from my private office
moved my office to a low RF/EMF location in the building and later telecommuted fromm home full time
used vacation to create a three day weekend to recover from the adverse effects of RF/EMF so that I could continue working
no longer own a cell phone
avoid public places and try to limit trips to town to once a month
drive back roads
avoid major metro areas
have no wireless devices in my home
Reducing exposure in the workplace resulted in resolution of thyroid nodules which had developed subsequent to employer transitioning to wireless devices. Other adverse health effects also improved with avoidance of RF/EMF.
g) supporting documentation
I have thyroid ultrasound reports which document adverse changes in thyroid.
I have taken meter readings when experiencing RF/EMF adverse health effects that are well below 0.1µW/m2.
Research related to the effect of RF radiation on the thyroid: https://pmc.ncbi.nlm.nih.gov/articles/PMC8451508/
5. n) What changes would improve assessment, disclosure, and regulation of wireless radiation exposure?
Regulation
RF/EMF needs regulation, not just guidelines
Biological harm needs to be addressed
regulations need to be set based on how devices are actually used i.e. cell phones against the body and the multiplicity of exposure
RF/EMF health and safety standards need to be based on long term exposure not just from individual devices but ambient levels
The FCC is not a health organization. Establishing health safety standards for RF/EMF exposure should be transferred to HHS or NIH. They should work collaboratively with FDA, EPA and OSHA.

p) How should a classification system account for exposure-related characteristics, including operating frequency, power density, specific absorption rate (SAR), electric- and magnetic-field strength, modulation and pulse characteristics, duty cycle, beamforming, simultaneous exposure to multiple frequencies, duration of exposure, distance from the source, proximity to the body, and cumulative exposure over time?
All of these are important. The ones of greatest concern to me are:
pulse modulated wave form including the peak amplitude
simultaneous and cumulative exposure
power density and duration of exposure
frequency
beam formation
11. Should exposure assessment or risk evaluation differ for sensitive populations?
Yes, children’s skulls are thinner, their brains contain more fluid and are still developing. A failure to consider these differences would constitute gross negligence.
18. Please identify any additional scientific evidence, technical information, data, or recommendations that federal health agencies should consider when evaluating potential adverse health effects associated with RF/EMF radiation exposure.
Federal health agencies should promote a precautionary stance. Wired technology should be encouraged whenever possible in homes, schools, medical facilities, workplaces, and other public businesses.
Action should be taken to establish RF/EMF free areas in public places such as medical facilities similar to what was done for smoking.
See attached for my complete response to questions 2, 3, 5, 7, 9, 10, 11, 15, and 18.

I have been living in a building with multiple mental townhomes for 17 years. I have concern about all of the wireless radiation you used throughout building, as well as smart meters.. please take a stand for our health by increasing regulation of radiation. Thank you very much.
