A former computer professional reports recognized disability attributed to residential and workplace expo…

ORIGINAL COMMENT · UNEDITED TEXT
thank you for this open consultation to all and I would be happy if my testimony could help disabled people like me. My profession was computer science and I became disabled (recognized by the MDPH, a French organization for the recognition of disabilities) following a permanent exposure to excessive radiation: I lived 35 m from a relay antenna (2g, 3g, 4g+) and the office WI-FI box was placed on my work table. I was also surrounded by all kinds of electronic and computer equipment. I spent a lot of time on the phone as part of my duties. I suffered a lot in my body for 2 years without understanding why until a doctor understood that my neurological, cardiac and hormonal problems were induced by the radiation around me. As soon as I went into a white zone, I was better after a while. I had to radically change my life: moving to a gray area, unable to work even with an adaptation of the workstation (disability declared by social security) and social life reduced to nothing because repeated exposure to the waves hurts me. scientific publications on the subject: Hu, C., Zuo, H., & Li, Y. An epidemiologist and engineer prioritizes measured exposure before causal conclusions, proposing nationa…

ORIGINAL COMMENT · UNEDITED TEXT
Re: Docket No. HHS-OASH-2026-0397; Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure; 91 FR 59792 (September 21, 2026); FR Doc. 2026-19252; regulations.gov Document ID HHS-OASH-2026-0397-0001 Perspective (Question 2): I write as a researcher and as a consumer; I file in my individual capacity, with affiliation for identification only, and my response rests on the methodological literature and on professional experience rather than on new data. I am an epidemiologist (Ph.D., University of Minnesota) and a security engineer who has built RF telemetry and software-defined radio sensing systems through two companies I co-founded. The strongest case for this RFI is its order of operations: asking the research community and the public to identify frameworks, evidence, exposure methods, surveillance gaps, and research priorities before any policy move is the correct sequence, the questions are well structured, and the instruction that respondents name the frameworks they rely on and the basis of their evidence is sound. I take no position on whether RF exposure below current limits causes harm. My position is narrower and prior: that question cannot be answered well until exposure is measured, so the most consequential questions in this notice are the exposure-assessment and surveillance questions. Summary of recommendations: 1. For each exposure framework HHS relies on, state the biological endpoint the limit protects against and the safety factor applied (Question 5). 2. Fund a national measured-exposure program: calibrated personal dosimeters and fixed software-defined radio monitors on a probability-based population panel, recording band-resolved field strength and duty cycle over time with published uncertainty budgets (Questions 7 and 8). 3. Disclose measured field strength at representative use distances, in plain units with stated uncertainty, rather than only a single maximum SAR value (Question 9). 4. Evaluate any new surveillance system against the CDC 2001 attributes before it is built, and give every registry an exposure denominator by linking it to the measured-exposure panel (Question 10). 5. Differentiate exposure assessment for children and for occupational groups because dose, not only field strength, differs (Question 11). 6. Apply symmetric quality criteria to studies finding effects and studies finding none, and prioritize measured-exposure cohorts and replication of the most-cited findings on either side (Questions 12 and 16). 7. Adopt a single federal exposure-measurement data standard and shared repository for FDA, NIH, CDC, and the FCC, coordinated with the FCC's concurrent proceeding (Question 17). The full comment is attached as a PDF. Disclosure: I have no financial interest in any vendor or contract involving this request, and I was not compensated for this comment. I co-founded AirCrumbs, Inc., which develops software-defined radio systems for wireless signal attribution, not exposure measurement, and earlier co-founded MTRX, Inc., which built RF telemetry products; I have no financial interest in any wireless carrier, device manufacturer, or exposure-measurement vendor. An electrician describes home mitigation observations and proposes precautionary sleeping-area guidance, …

ORIGINAL COMMENT · UNEDITED TEXT
I am a Licensed Electrician and perform EMF Mitigation for private residences. I received training through the Building Biology Institute and am in process to be certified through BBI as an Electromagnetic Radiation Specialist. For the past 6 years I have measured and mitigated electromagnetic fields in homes with a primary focus on sleeping areas. My work is guided by the Building Biology Evaluation Guidelines, which are based on the precautionary principle and the goal of creating environments that support long-term health rather than merely avoiding acute thermal injury. I appreciate HHS’s initiative to examine RF/EMF exposures, particularly as they affect children and other vulnerable populations. There exists a large gap between U.S. standards and precautionary guidelines. U.S. and ICNIRP standards are based almost exclusively on heating (thermal) effects. A substantial body of peer-reviewed research documents non-thermal biological effects at levels far below those limits. Mechanisms repeatedly discussed in the literature and observed in practice include activation of voltage-gated calcium channels leading to oxidative stress, disruption of melatonin and circadian rhythms, DNA damage, increased blood-brain barrier permeability, and effects on sperm and reproductive tissue. From my professional experience, the most consistent and rapidly reversible effects are on sleep quality and overnight recovery. Clients frequently report improvements in sleep, energy, headaches, heart palpitations, cognitive clarity, and skin sensations after reduction of nighttime exposures, even when daytime exposures remain largely unchanged. These observations align with the emphasis Building Biology places on sleeping areas. Children are of particular concern. Their thinner skulls, higher tissue conductivity, developing nervous and immune systems, and longer cumulative lifetime exposure increase vulnerability. I regularly encounter elevated RF and AC electric/magnetic fields in children’s bedrooms from Wi-Fi routers, baby monitors, cordless phones, cell phones, tablets, gaming devices, smart meters, and poorly designed electrical wiring. Building Biology Evaluation Guidelines for Sleeping Areas: • Radiofrequency: ideally < 0.1–10 µW/m² • AC magnetic fields: < 0.2–1 mG (20–100 nT) • AC electric fields / body voltage: very low (typically aiming for body voltage < 10–100 mV) These levels are orders of magnitude below current FCC public exposure limits. Several European medical associations (e.g., Austrian Medical Association, EUROPAEM) and the BioInitiative reports have recommended substantially lower precautionary limits than those adopted in the United States. To address the current research gaps, the following areas should be prioritized: • Long-term studies of chronic, low-level, pulsed RF exposures typical of real-world environments (Wi-Fi, 4G/5G, DECT, smart meters) rather than short-term, continuous-wave laboratory exposures. • Effects on sleep architecture, melatonin, and overnight recovery in children and adolescents. • Combined exposures (RF + dirty electricity/microsurge electrical pollution + AC electric and magnetic fields). • Identification of susceptible subgroups (including those with electrohypersensitivity/EMR syndrome) and objective biomarkers. • Prospective studies of mitigation effectiveness in homes and schools. Recommendations: 1. Prioritize sleeping areas — Turn off or place Wi-Fi routers in airplane mode at night; keep cell phones and tablets out of bedrooms or in airplane mode; prefer hardwired Ethernet connections. 2. Reduce close-range device use — Encourage speakerphone, wired headsets, or airplane mode for children; avoid carrying phones against the body. 3. Address electrical environment — Identify and correct wiring errors that elevate magnetic fields; consider demand switches or circuit control for bedrooms to reduce AC electric fields during sleep; minimize dirty electricity from dimmers, inverters, and certain electronics. 4. School and institutional settings — Prefer hardwired networks where feasible; locate wireless access points away from classrooms and offices; provide low-EMF options for sensitive students. 5. Siting of infrastructure — Avoid placing cell antennas, small cells, and smart meters in close proximity to homes, schools, and daycare facilities. 6. Education — Provide clear, accessible information so parents, teachers, and clinicians can make informed choices while research continues. I urge HHS to incorporate precautionary considerations for non-thermal effects into its evaluation, especially for children, and to support independent research that examines real-world exposure patterns and mitigation outcomes. Practitioner observations and the existing body of non-thermal research should be weighed alongside the thermal-only framework that currently underpins U.S. standards. Respectfully, William Pursino

A former flight attendant reports diagnosed chemical and EMF intolerance following aircraft-fume exposure…

ORIGINAL COMMENT · UNEDITED TEXT
1. & 2. I am responding as: 3a. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…)Wi-Fi/Smart Meters/Mobile Phones/MM Wave Airport Scanners/Cell phone towers 3b. Nature, duration, frequency, and approximate timing (e.g., years):Since 2018 - Inability to sleep in an environment with Wi-Fi, extreme headaches, nausea. Extreme pain in legs after going through an MM Wave airport scanner inadvertently for the first and only time - I have peripheral neuropathy of my lower limbs. 3c. Adverse health effect(s) experienced:As above. 3d. Time from first exposure to first appearance of adverse health effects; and did a change in exposure coincide with the onset of adverse effects:My situation and intolerance to EMF’s was, I believe, caused by my exposure to fumes onboard aircraft which contain organophosphates. I worked for 20 years as a Flight Attendant and was acutely and chronically exposed to the chemical fumes. I have sensory issues amongst other health effects including brain injury and peripheral neuropathy as a result. I developed multiple chemical sensitivity in 2017 and EMF sensitivity in 2018. 3e. Was medical evaluation or treatment sought? (Optionally:) Was there a diagnosis?I have a diagnosis of Environmental Intolerance (Chemical and EMF’s) from my doctor. Not Idiopathic - as my doctor knows what caused it. I also have a diagnosis of Organophosphate Poisoning. 3f. Were steps taken to reduce or eliminate exposure, and were there subsequent changes in the effects?I moved to a rural area of France with minimal mobile phone signal and into an old property with thick stone walls and no near neighbours. My laptop is hardwired and Wi-Fi in the house is limited to just 30 minutes twice a day. Avoidance is the only remedy and the only way to reduce/eliminate exposure. 3g. Any supporting documentation? This includes Scientific Reports, exposure measurements, or other relevant information:I have some scientific reports, but i’m sure you have them already. I don’t have an exposure measurements - I know exposure here is minimal. I moved away in order to avoid exposure as much as possible. I live a very different lifestyle these days which includes an organic diet, no chemicals in the house, and minimal exposure to EMF’s. The area I live in is an organic farming area and life is at a slower pace. Additional Details you would like to share about your experiences of adverse health effects you believe to be associated with exposure to wireless radiation or EMF's:No, I think I have covered it; but generally, I feel that unless you are personally affected or understand the true science on the issue, you can’t even begin to understand what people like me have gone through or the lengths we have gone to for our health - as well as our sanity. I have been lucky in that my doctor will read scientific papers, has fully investigated my health and understands the effects EMF’s can cause me. He gave me an exemption for the smart meters here in France and an exemption for the MM Wave airport scanners (for the very rare occasions I have to fly). B1a. Sources you experience as causing you Adverse Effects: B1b. Sources you can sense, but don't seem to harm you: B1c. Sources you can use without sensing or being harmed: B1d. Sources that seem to provide benefit (i.e., electrotherapy): B2a. Health conditions you think may contribute to your sensitivity to EMFs including wireless: B2b. Reports electrosensitivity after smart-meter and workplace exposures, describes symptoms and clinical-acc…

ORIGINAL COMMENT · UNEDITED TEXT
I got electrosensitive about 6 months ago after being exposed to a smart meter nearby (I was almost "attached to it" for a couple of days as I did not pay attention that there was a smart meter), and at the same time I started working in a new office room very near to a base station with especially high RF levels. I experience symptoms from phones, wi-fi, base stations, practically any wireless technology, but unfortunately also from electrical fields (when devices I touch are plugged into a power outlet, and cars) and electromagnetic fields (cars, power lines ecc). Especially phones and hybrid and electrical vehicles, subway and train are detrimental for my health. Just a couple of days near to a smart meter and base station made me this sensible, but of course previously I had been exposed to many RF fields with various levels for years, as they are ubiquitous. Now I get symptoms quite fast, in a couple of minutes, depending on the intensity of the exposure. Symptoms include strong tinnitus, headache, cold and numb hands, insomnia, pain and “waves” in my face and head, tiredness, nausea and rarely, after longer and strong exposure, also vomiting. I have not got any specific medical treatments, as there is no understanding in the health care system about this condition. I got help and advice from peer support groups. I am still looking for specialist that could help me. Luckily I have been able to continue working, at least for now, with specific keyboard, mouse, ethernet connection and asking collaborators to switch their phones in airplane mode when we work face-to-face. My work place has had a very understanding attitude. A crucial element in my capacity to work was leaving the premises where I fell ill as soon as I understood my symptoms were connected to radiation. Now the premises where I work have quite low back ground levels.

Please further study the effects of radiation on humans, animals and the environment. We desperately need a thorough investigation before there is any consideration of 6G. Californian firefighters were able to get cell towers permanently banned from being placed on fire stations due to the negative health consequences suffered from them. School children and all other Americans deserve the same care and treatment.

Victoria Marshall Office of the Assistant Secretary for Health Re: Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure Docket #.: HHS-OASH-2026-0397; Federal Register Notice: 91 FR 59792 (Sept. 21, 2026) Dear Ms. Marshall and the Office of the Assistant Secretary for Health: This is an abridged version. The full version is attached as a PDF. I worked in satellite communications in the late 1980s. The field was new; we transmitted live sports via audio then video within 18 months. The company grew from ~23–24 to ~350 employees in five years. I worked under the executive VP overseeing engineering. Safety was taken seriously—rigid line and transmission equipment were tested and kept within then-applicable exposure margins. Despite this, I was chronically ill the entire time. I have had multiple RF, wireless, and magnetic exposures (satellite RF, extreme magnetic fields exceeding accepted standards, ordinary/not ordinary wireless). I may be more sensitive than average. One can literally feel the low-level “noise” of these emanations as continuous low-level stress on the body, separate from any bio-field or optogenetic-type effects. RF/wireless/magnetic safety limits have not been meaningfully updated in ~30–40 years. FCC limits adopted in August 1996 (based on ANSI/IEEE C95.1-1992 and NCRP) remain essentially unchanged (reaffirmed 2019). They rest on a ~4 W/kg whole-body SAR threshold linked to roughly a 1 °C core temperature rise, with large safety factors yielding a public limit of 0.08 W/kg. The safety exposure levels for RF, wireless, microwave radiation have not been meaningfully updated in roughly 40 years. The current U.S. FCC limits were adopted in August 1996, based on the ANSI/IEEE C95.1-1992 standard and NCRP recommendations which was studied in the 80’s which govern the frequency range from 3 kHz – 300 GHz. Those numerical limits (and their thermal-only basis) have remained essentially unchanged; the FCC reviewed and explicitly reaffirmed them in 2019. The foundational threshold is approximately 4 W/kg whole-body average SAR, associated with roughly a 1 °C rise in core body temperature (and with the behavioral disruption seen in earlier animal studies that was attributed to heating). Large safety factors are then applied—reducing the occupational limit to 0.4 W/kg and the general-public limit to 0.08 W/kg. Military development and fielding of RF/microwave directed-energy systems as non-kinetic tools is itself proof that governments know these fields can produce physical effects. They would not have researched and deployed such systems if they believed the fields were inert. The same applies to medical and commercial remote-sensing tools. For 30 years, medical, military, and commercial sectors have been using and further developing methods to sense and influence the body via RF, wireless, magnetic, and related pathways. IEEE 802.15.1–.6 (including Body Area Network standards) define networks in which the human body itself functions as a node and essential backbone. Without living bodies as nodes, the systems do not function as designed. This has occurred under SMART/IoT/IoB, and many other Io'X' labels without clear public disclosure that the architecture depends on human bodies. Absence of consent is criminal. I have found no clear independent studies showing that continuous use of the body as a communications node does not affect cellular energy, molecular/photonic processes, or long-term health. Robert O. Becker, M.D. (Army Medical Corps, VA orthopedics, The Body Electric), documented the body’s intrinsic DC electrical system (currents of injury, perineural control, piezoelectric bone) and its sensitivity to external fields well below thermal levels. The body is an electrical organism. Are there rigorous studies showing that treating it as a network node does not disrupt those systems? Every person in range of expanding sensor/wireless infrastructure should be informed of the body’s role as a network node and given a practical ability to opt out of remote/wireless/magnetic access or use of their body as a network element by any party when no onboard or near-body device is present and no consent has been given. This inquiry is decades overdue. If Making America Healthy Again is to be taken seriously, RF, magnetic, wireless, and related exposures—including use of the body itself as network infrastructure—must be examined alongside diet and traditional medicine. Best Regards,

Reports severe electromagnetic sensitivity, escalating neurological symptoms with exposure, costly home m…

ORIGINAL COMMENT · UNEDITED TEXT
I have known about my severe Electromagnetic Frequency (EMF)/Electromagnetic Radiation (EMR) sensitivity since 2018. This malady has changed my life in a bad way. It forces me to live the life of a hermit because I cannot be exposed to EMF radiation which happens if I leave my house. I will describe the symptoms that I get when I am exposed to wireless, Wi-Fi, cell towers, antennas, fluorescent lights, LED lights, electrical fields in walls, magnetic fields in walls, Dirty Electricity in Breaker Boxes, household lamps that have metal in them, wireless in automobiles, magnetic fields in electric cars, etc, etc, etc. I have spent tens of thousands of dollars on work to make my house safe for me to live in. I have to spend this money for my life – meanwhile the telecom industry gets to make tons and tons of money to make me sick ….. It is very unfair!!! My symptoms go through a progression – based on the exposure time and the severity of the EMF situation I am in. Also based on the exposure time and the severity of the EMF event, I have a recovery time with different symptoms. My initial symptoms – are a warning from my body - that I had better get out of there ASAP!!! INITIAL PROGRESSION: When I initially get into an EMF situation I get dizzy, foggy, headache, nauseas. When I get these feelings, I immediately leave wherever I am. If I get out of there immediately, my recovery symptoms are minimized. NEXT PROGRESSION STEP: This occurs in stores, friends’ houses, any gathering of multiple people (whom of course all have wireless devices going simultaneously). I quickly progress into a situation where people think I am having a stroke. Although I can think of what I want to say, I am unable to articulate the words. I start slurring speech. missing words, only getting like 1 in 5 words correct. The first time this happened I was at a Thanksgiving event. I was in the living room and started not being able to say the words I could clearly think. When I looked around the room, there were about 20 people in the room, and I counted 8 cell phones and I-Pads out that were being used in the room. When my frantic host drove me home (30 minute drive) – within 15 minutes of leaving her house – I was starting to be able to speak correctly. When we got to my house - 30 minutes away – I was totally fine as far as language was concerned. I did have residual exhaustion, unable to make a decision and brain fog for several days afterwards. WORST CASE SO FAR: The worst case I have had so far has to do with AT&T. I had fought with them for a number of months that I wanted a modem WITHOUT Wi-Fi. They kept saying that I could turn off the Wi-Fi on the web. The problem is that they kept turning the Wi-Fi on from the web. They did it during the day so that when I started getting sick I would go out onto the web and turn off the Wi-Fi and call them again that I wanted a modem WITHOUT Wi-Fi. So one night I woke up in the middle of the night – HUGE symptoms – dizzy, nauseas, I COULD NOT THINK – I was extremely weak. Somehow I had the consciousness and determination to crawl to my office and pull the plug for my modem out of the wall. It was hours before I was able to get back to my bedroom. This was the worst case of residual symptoms I have had - I was unable to function for a week from this experience. After that week, I fired AT&T – I had been a customer of theirs for 42 years. I beg you – please please please pass some laws to rein in the telecommunications industry. Childre are so sensitive to the EMFs – my heart is wrenched when I see a small child with a cell phone near their head. I have heard that the radiation from EMF/EMR is cumulative. I was a computer programmer for IBM for 21 years. We had test floors that were as big as a football field. I suspect that I got a ton of radiation during my years at IBM. I cannot go out to you because of the EMFs. However I do have a PC with wires- and a telephone which is connected to the wall. I am happy to talk to anybody who wants to gather data about real life experiences with EMF sensitivity. Sincerely, Florence Gans
