Of course, RF/EMF is damaging to humans. Otherwise why have radio stations learned to sheild their employees from the invisible energy waves emitting ftom their towers?? Pretending EMF isn't dangerous is no diffetent that believing in Santa Claus or the Tooth Fairy. Hoping it's not damaging people isn't a method for protecting people, but at this point, I no longer believe your agency works in the best interests of the American Citizen. In fact, I don't believe any Federal agency works in the best interest of the American Citizen, otherwise, the country would not be sinking deeper and deeper into a distopic nightmare.

ORIGINAL COMMENT · UNEDITED TEXT
1. & 2. I am responding as: individual 3a. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…)close cell phone tower 3b. Nature, duration, frequency, and approximate timing (e.g., years):I did not pay attention at the time the cell phone tower was installed. I never paid attention to them much. In April of 2019, I started feeling, not myself at work, and then an avalanche of symptoms occurred over a year. This tower is located very near my office. Work hours 8:00 am to 7:00 pm, Monday through Friday, Saturdays 8:00-12:00. 3c. Adverse health effects experienced: overheating=felt like being cooked, excessive sweating. Then I experienced headaches, increasing in frequency and severity, tinnitus, inability to sleep, body pain, memory issues, GI problems, fatigue, hair loss. Then heart palpitations, swollen ankles, bleeding gums, excessive bruising & dizziness. It feels like being poked all over my body & with pressure around man made emf. 3d. Time from first exposure to first appearance of adverse health effects; and did a change in exposure coincide with the onset of adverse effects. We did not know for sure what was causing the symptoms until after a staycation at home. This was before they upgraded the tower by my home. My symptoms had improved, and after the 4th night I could sleep. It had to be the newer cell tower by work. I tried to shield, wired up, and had a no wireless devices policy at work & home. Over time you keep getting exposures from people around you who forget to shut off their devices, the cell tower, smart meters that forget to shut off their devices. The reduction in exposure was not enough at work, too much EMF everywhere. I progressively got worse to where I was forced to give up my work and live in my basement, I could not even tolerate going up to my main floor in my house. I could not tolerate anything. 3e. Was medical evaluation or treatment sought? No, I live in my basement where I could eventually function and was able to sleep and heal. The world outside, doctor's offices, hospitals are full of wireless devices and have cell towers by them and on them. 3f. Were steps taken to reduce or eliminate exposure, and were there subsequent changes in the effects? Yes as stated above. Work= shielding, stopped using the front half of my office building closer to tower. Shielded walls closest to the tower. Wore shielded clothing, had patients not bring wireless devices. We stopped using wireless devices. We purchased an emf detector to scout out all emitting devices ( TV, Modem, printer, remotes, etc.) We paid for a building biologist to evaluate our home for safety. Removed smart meter off home,& painted the cell tower facing wall of our home with shielding paint. This gave me safer areas to be but the EMF was not low enough & my symptoms got worse to where I had to give up work & move into my basement at home where I still live today. 3g. Any supporting documentation? This includes Scientific Reports, exposure measurements: We do from our building biologist who is an electrical engineer too. His equipment was hard for us to understand, but we do have copies of his scans of our home. He did say that our home was one of the worst residences he had ever tested at this point and recommended us to move. I was not able to work at this point so we did not have him test the clinic. Additional Details you would like to share about your experiences of adverse health effects you believe to be associated with exposure to wireless radiation or EMF's: B1a. Sources you experience as causing you Adverse Effects: cell towers, cell phones, smart devices, WIFI, smart meter, B1b. Sources you can sense, but don't seem to harm you: none B1c. Sources you can use without sensing or being harmed: none B1d. Sources that seem to provide benefit: none B2a. Health conditions you think may contribute to your sensitivity to EMFs including wireless. No health conditions before, super healthy. B2b. Health conditions you don't necessarily associate with your sensitivity to EMFs including wireless, but might be relevant: none B3. For each please list up to 5 drugs or therapies or home remedies (if any) B3a. That you recommend, as they helped you tolerate or recover from EMF exposure: Live in as low of man made EMF as possible, walking barefoot in nature, Glutathione supplements, high antioxidant foods B3b. That you recommend, but you’re not positive that they help: B3c. That helped you but you don’t recommend. (e.g., the benefit did not last long or the side effects were too harmful): B3d. Treatments that had no effect: B3e. Treatments that made your sensitivity worse B4. What is your age range? B5. What year did you become aware of your sensitivity to wireless radiation or electromagnetic fields? 2019 B6. What country, state, province, or major city were you living in when you first noticed your sensitivity to wireless or electromagnetic fields? United States, Iowa

EFEIA proposes independent whole-vehicle measurement, occupant dosimetry, clinical research and reporting…

ORIGINAL COMMENT · UNEDITED TEXT
On behalf of the EFEIA Institute (Miami, Florida), I submit our organization's attached public comment, evidence summary and supporting proposal in response to HHS Request for Information, Docket No. HHS-OASH-2026-0397. This comment represents the perspective of a research entity. The attachments are an evidence summary and a national plan proposal, both prepared by EFEIA in October 2026. Disclosure: the undersigned is also founder and CTO of NOXTAK Corporation, which develops SPIRO electromagnetic-hygiene products; one source both documents cite evaluates SPIRO in two vehicles, and the 180 cases they describe were received by NOXTAK. A modern vehicle places traction batteries and power electronics alongside cellular modems, onboard hotspots, Wi-Fi, Bluetooth, ultra-wideband access systems, V2X equipment and radar, including interior radar in the 57 to 64 GHz band for child presence detection and road radar at 76 to 81 GHz, in a small occupied cabin used for repeated daily journeys by children, pregnant women, older adults, professional drivers and people with implanted devices. U.S. drivers spend about an hour a day at the wheel. National campaigns in Germany and Switzerland found low average fields with brief magnetic-field peaks, highest at the feet; in the German federal campaign, the reference values of the 1999 EU Council Recommendation were exceeded locally or briefly in all vehicles but one, while basic restrictions were never exceeded. Existing methods cover parts of this picture: IEC 62764-1 measures low-frequency magnetic fields from 1 Hz to 100 kHz and excludes intentionally transmitting antennas, UN Regulation No. 10 addresses electromagnetic compatibility, and FCC rules address RF exposure from mobile and portable devices and provide for multiple sources. No method yet connects the full installed source inventory, the occupied cabin, and the fields and absorbed energy in each occupant. The 2023 study funded by the Swiss Federal Office of Energy acknowledged temporal and spatial gaps that could have missed short events or the highest field values, and EFEIA's own study of two Tesla Model Y vehicles used instruments limited to frequencies below 6 GHz, which cannot capture 60 GHz or 76 to 81 GHz systems. NOXTAK has received 180 cases of people who attribute symptoms to electric vehicle use and sought help; both documents treat this as an author-reported case count, not a prevalence estimate, and propose a registry and clinical pathway to examine it. We urge HHS to support a coordinated 24-month national program with independent laboratory participation and an independent scientific steering process: a reproducible whole-cabin measurement protocol covering every installed band; a version-controlled library of real driving, charging and connectivity scenarios; a validated occupant dosimetry atlas with child, pregnant and adult anatomical models; a consented symptom registry and staged clinical research below established thermal thresholds; a technology-neutral method for evaluating mitigation claims; and recommendations for a whole-vehicle evidence requirement with change control and a complaint reporting channel. HHS and its research agencies would guide the health evidence, with DOT and NHTSA on vehicle integration and transportation safety, the FCC on RF equipment and exposure requirements, and NIST, universities and independent laboratories on measurement traceability. This comment responds to questions 4(k), 4(l), 4(m), 5(n), 5(o), 5(p), 7, 8, 9, 10(a), 10(f), 11(a) to 11(f), 12, 13(i), 16, 17 and 18. The attachments are the Additional 4 summary and the national plan that corresponds to it: - Additional 4 summary: Modern Vehicles as Occupied Electromagnetic Environments: Measuring What Reaches the Person in the Seat (https://doi.org/10.5281/zenodo.23541753). - Additional 4, National Plan: National Plan for Electromagnetic Biocompatibility in Modern Vehicles: A proposal for whole-vehicle exposure assessment, occupant dosimetry and regulatory development (https://doi.org/10.5281/zenodo.23541733). Please accept and consider all attached documents, the Additional 4 summary and the National Plan, as part of the public record. Respectfully, J. Joaquín Machado EMR Researcher and Director of the EFEIA Institute

ORIGINAL COMMENT · UNEDITED TEXT
Declaration of Toby Stover Toby Stover declares under penalty of perjury the following: 1. I live in Ulster County, New York. 2. I never gave consent, nor do I consent today, to continuous, involuntary exposure of pulsed modulated, biologically active electrical and radio frequency / microwave (RF/MW) radiation emitted into my home or on my property. 3. I was perfectly healthy, living in my home for many years with an analog electric utility meter but was made ill by the electrical and pulsed modulated RF/MW radiation coming from a “smart” digital electric utility meter which was installed on my property without my consent. 4. After having a grid-tied solar system installed on my home, Central Hudson Electric Company switched my mechanical analog meter to a “smart” electric utility meter without my knowledge. A number of weeks later, I became extremely ill and discovered that the company had switched out my meter. I contacted the electric company demanding that they remove the “smart” meter and return an analog meter. I was told by Central Hudson that the solar array would not work without a “smart” utility meter. After researching this, I discovered that solar arrays work perfectly well with analog meters but Central Hudson still refused to remove the “smart” meter. Since I was unable to live with the continuous pulsation of the smart meter I was left with the decision to either have to leave my home of 35 years or cut the electric line to the smart meter. I chose to cut the wire rather than be sickened in my home as I had no means to move. As a single woman in her 60’s, I was living without electricity for 9 months through the winter, using a wood cook stove and candles. I had to store food in a cooler and buy ice to keep it fresh. Finally I hired an electrician to disconnect my wiring to the “smart” meter & re-connect my home wiring to an analog meter which was on my barn. I was then able to use electricity in my home again. 5. However, having been injured by weeks of exposure to RF/MW pulsed radiation, many years later, I am still unable to go into buildings that are using smart meters or wifi. I cannot tolerate the radiation for more than a few minutes without becoming ill and must leave the area as I now have Eletromagnetic Radiation Syndrome, known as EMR Syndrome. This has made it difficult for me to travel as I cannot stay in hotels, motels or shop at stores where there is microwave radiation. As a professional musician, I am often hired to go into public buildings or play music for school shows. It is a frequent occurrence that today I can no longer spend much time in these buildings without my symptoms returning. I consider this a grave personal injury that has made my life much more difficult. 6. When I am exposed to RF/MW radiation, I experience severe pain and pressure in my head, especially in the forehead. I also feel tingling sensations on my skin as well as tightness in the chest, dizziness, nausea, difficulty concentrating and insomnia. I simply must leave the area as I feel sick around the microwave radiation. 7. Since I have been injured by “smart” meter radiation, I have become a member on the board of New York Safe Utility Meter Association, (NYSUMA). This organization has been working for years in the effort to legislate a safe utility meter choice to anyone who chooses to have returned, or to retain an analog utility meter. Analog utility meters have been used safely and successfully for many years. All utility companies should be required by law to provide analog meters to all consumers who choose to have them. Analog meters work perfectly well and are safe. No one should be forced to accept a device on their property that is a known health hazard. 8. According to Public Law 90-602, October 18, 1968, AN ACT to amend the Public Health Service Act to provide for the protection of the public heath from radiation emissions from electronic products. “Subpart 3 - Electronic Product Radiation Control “DECLARATION OF PURPOSE “ Sec. 354.The Congress hereby declares that the public health and safety must be protected from the dangers of electric product radiation”. I declare under penalty of perjury the foregoing is true and correct. 10/22/26 Toby Stover

A retired military journalist describes cumulative occupational exposure and intolerance developing after…

ORIGINAL COMMENT · UNEDITED TEXT
Thank you for allowing me to give input on electromagnetic field (EMF) exposure and human health. Numbers related to questions are provided. (2) I am an individual consumer. (3) I am a retired Navy Journalist. I served as a broadcast journalist and was stationed overseas in the 80’s and 90’s. I lived and worked next to broadcast satellite dishes, air stations, ship radar systems and worked with various other unique technologies throughout my career. I served as a Web Manager for an Army headquarter command for about a decade and was a huge fan of using and learning technology until suddenly, I could not tolerate exposure. (a, b, c) I am affected by radiofrequency (RF) radiation and pulse-modulated RF radiation. Cell phones, DECT phones, wearables or anything that I touch will cause an immediate reaction (burning, skin redness, pain, headache, high frequency sound, heart palpitations, dizziness, hair standing up on arms, impaired vision etc). A downward spiraling of symptoms will follow depending on strength of signal and amount of time exposed to include muscle pain, brain fog, insomnia, fatigue, weakness, and irritability. I can feel and must take action to move away from someone that is using a cell phone within 5 feet of me and I am affected at a slower and more generalized frequency and degree if I am in the vicinity of wireless frequencies (sitting in a doctor’s office, inside a store etc). It takes hours to recuperate depending on strength of signal and duration of exposure. It makes the most sense that I have long-term cumulative exposure but honestly, I do not know. (d) I suddenly became unable to tolerate even short-term exposures after an injury to my spine and nerves after a drunk driver hit me from behind while sitting at a red light in 2007. It took years to understand what was happening. I had irregular symptoms that doctors did not recognize and had never seen. In 2013, I attempted to follow the scientific method and added and took away each piece of technology in my home until it became clear that I needed to remove anything having to do with wireless technology (modem, laptop, DECT phone (horrible!) etc. (e) I met with neurologists, primary doctors, and therapists (mental and physical) looking for answers. In the early years, some suggested that I get mental counseling. Over the years, doctors became more open to believing me and ultimately attempted to protect me from exposure. Current Doctors agree that the science and human health studies have not caught up with the fast pace that society is introducing this technology. (f) I now have everything in my home hard-wired. There is no “treatment” that I am aware of. The only treatment that has worked for me is to limit exposure. This is challenging in today’s environment. I must remain aware of the equipment and devices that are around me (ipads, TV’s, appliances, security cameras, vehicles etc) as they put out their own signals. I live in a city, and they have built cell towers/added amplification to increase coverage while also increasing the strength of the signals that are being transmitted. All of these actions have been taken without proper studies of human health and what it is doing to the environment. I understand that both low and high frequencies can be harmful. If I could offer any advice for people, it would be to use “wired” versus “wireless” at every chance possible. Once the sensitivity sets in then life changes. (g) I spent years looking for peer reviewed science. It wasn’t until I found bioinitiative.org and the thousands of studies that it contains that I learned that I was not the only one suffering. I still have a voice and have created a safe environment at my home, but I know there are many children and seniors and disabled who cannot speak for themselves and may not even understand that exposure is actually worsening their symptoms.

The commenter identifies EMR syndrome after library workplace exposure, describes cardiac and neurologica…

ORIGINAL COMMENT · UNEDITED TEXT
1. Anonymous. I live in Rhode Island. The website www.RI4SafeTech.org effectively educates the public and decision-makers about EMF/RF: “We envision a world with safe technology. Choosing safer, faster, wired tech avoids wireless harm.” 2. Responding as an individual, patient, and caregiver. 3. I was a stay-at-home dad. In 2009, when we moved to a new home, I checked with my wife, who was amenable to the idea, and installed an Ethernet-only modem for our internet connection, just in case RF radiation could be a health problem for our young children. This connection used ethernet cords and didn’t allow Wi-Fi. We also had to turn off Wi-Fi on our computers to stop the RF radiation. Moreover, we continued to taper off cellphone use, eventually turning them off altogether except for emergencies or to do the occasional inconvenient tasks demanded in a world increasingly commandeered by wireless technology adherents. Additionally, for our landline phone connection, we removed our cordless handset phones and replaced them with corded phones. In 2016, when I had returned to work outside of the home, I began to get health problems which were directly related to Wi-Fi exposure. I could tell the difference between my home environment, without a Wi-Fi modem, and the library, which had a Wi-Fi modem. Here’s what happened. These were not “potential” effects, they were real. I began working at my public library, for 20 hours a week, and started getting many symptoms, including flushing, red ears and hands, heart palpitations, brain fog, dyslexia, headaches (which would build as the day progressed), short-term memory loss, irritability, anger, anxiety, and depression. When I went home, I’d feel much better, except that now I had terrible insomnia even though I was so tired. I’d collapse in sleep for 2 hours, then wake up, unable to sleep. At my wits end at work, I finally realized that what I thought was a smoke detector on the ceiling was the whole-library Wi-Fi access point, just ten feet from where I worked at the Circulation Desk. I could tell the difference between environments highly polluted with radiofrequency radiation and those with less radiation. After doing a deep dive into the topic, and after wrestling with the cognitive dissonance of some sources telling me it was no problem and just my imagination, and visits to many doctors who had no medical framework or education regarding what I was experiencing, I finally quit my job and began to recuperate. Now I know I get Electromagnetic Radiation-Syndrome (EMR-S) from exposure to what the telecom industry calls low levels of RF radiation and other EMFs. I do my best to avoid RF radiation and EMFs, but it is impossible to function in American society without some exposure to it. It is an ongoing ordeal to stave off the attack of RF/EMFs on my person and my family. It is not just people who are “sensitive” to it that the radiation affects. If you have cells, you are affected. All living things are affected by EMF Radiation, which includes: Radio Frequency (RF), Magnetic Fields (MF), Electric Fields (EF), and Dirty Electricity (DE). (Thanks to Nicolas Pineault, and his book: The Non-Tinfoil Guide to EMFs.) The problems I was having were compounded by several factors related to the medical and government systems under which our lives operate. By chance, I finally visited a Nurse Practitioner who had been trained in Russia, where they teach about neurasthenia and how electricity and electromagnetism can cause symptoms. Wikipedia and other sources co-opted by medical industry capture, mischaracterize symptoms from EMFs as psychological disorders. This condescending and incorrect view of patients, supported by industry but not by science, harms people who are already hurting. In Russia, they listen. Writer Arthur Firstenberg catalogues this mistake in his informative book, The Invisible Rainbow, where he demonstrates that electricity as well as Wi-Fi (which is pulse modulated electricity shot through the air) have an effect on our cells. Martin Pall, PhD, elaborates on the mechanism for cellular change in his work at Washington State. Samual Milham, MD shows, in his book, Dirty Electricity, how Washington state and other US states have epidemiological data supporting the reality that the introduction of electricity to homes caused health problems. Firstenberg also shows how these findings—such as an increase in diabetes—are independent of diet for these groups. Paul Brodeur, a staff writer for The New Yorker, wrote The Zapping of America (1977), which can be read at archive.org, and chronicles the U.S. military’s medical trials and coverup of radar and other EMF damage. https://archive.org/details/zappingofamerica00brod/mode/2up A book useful regarding educating both patients and doctors is: The Sensitive Patient’s Healing Guide by Neil Nathan, MD.

ORIGINAL COMMENT · UNEDITED TEXT
Our loved one was harmed by over exposure to radiation at a hospital where she worked and in an apartment building where she lived. Neither place would test the area. She heard a physician speak about his daughter's problem with radiation exposure. She purchased the meter he recommended and tested the environments, which were in the high danger zone. She moved out. She suffers greatly and cannot go in many places without excruciating pain (headaches, jaw pain, stomach pain (as if being punched in stomach), brain fog, speech problems, etc. She once visited Green Bank WV and felt peace. If she walks on a beach or barefoot in the woods, she feels better. Her life and travels have been significantly compromised as a result. She has been unable to fly or go to many places. Please update guidelines and create safe places for people like our loved one. She recently moved to a new place and has been unable to create a safe environment. She needs a landline, but the wiring was removed when the contractors renovated the house and local suppliers refuse to install one. She really needs help. She rarely goes to large events and even struggles going to church because there are no safe zones, despite her pleas to create these. When she goes into a hospital (after working in hospitals her entire life), she gets quite sick. She can only travel in old cars, since so many of the newer ones have too much technology. We're concerned for her life, as it looks like she now needs surgery for something and we're concerned about how to protect her during and after surgery and recovery. Most physicians we encounter here in Boston don't even recognize this issue yet. Please help her and all those who suffer from this manmade disaster. We're concerned for her life at this point.

I have a friend who has EMR Syndrome who I work on a farm with who has EMR Syndrome (www.emrsyndrome.org). She gets arrhythmias from cell phones, WiFi, etc. She also has trouble walking and when around a lot of wireless but is able to function well on the farm in the fields planting vegetables, harvesting, etc. where there is little or no wireless. We keep our cell phones off when we are with her. When she is not around wireless, she is able to work. Please work to provide safer guidelines to prevent people from developing this very disabling condition and help those who have it. Thank you!

ORIGINAL COMMENT · UNEDITED TEXT

Opposes towers near schools, cites perceived harm to children and adults, and points to worker precaution…

ORIGINAL COMMENT · UNEDITED TEXT
i am not for cell towers, especially near schools, there is research, tests, studies, etc showing children develop problems when near these towers. At the present time, these cell towers are powerful enough to do damage to children as well as some adults. The signal, transmission, evolved from 1G, to 3G, to 5G, in other words the broadcast keeps getting stronger, imagine the future when it goes to 10 or 20G. When a cell tower worker goes to work on these towers why do they have to be shut off, it is obviously to protect the worker, to say its not doing damange is misleading.
