Proposed biological mechanisms

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a family member. Back in 2015 my son was injured by vaccines upon entering into the military. He suffered all the symptoms of what they call Hamada syndrome. Fast forward he was again coerced to take the Covid vaccines. He again suffered Havana like syndrome. Ie pressure on top oh head, migraines, tinnitus, memory loss, fear, anxiety, disorientation & catatonia. Most recently he went into a full blown coma for 10 days after this latest attack. I was informed thru Dr Jane Ruby & Mike Adam’s that we all are showing self assembling nanotech in our bodies vaxxed & unvaxxed. This nano tech was created by our own government. And Mike Adam’s showed that this nanotech can self assemble in the body. Noting that embalmers were pulling out of deceased bodies white rubber white clots identified as hydrogels. With graphene being heavily dispersed as the new aluminum, the nanotech is causing the human body to become antennas. This is where the 5g now 6G comes into play. This nano technology can form mind control like MK ultra. The towers , cell phones, ear buds, any wireless devices can cause irreversible damage to soft tissue in the brain. Call it neuro warfare. We are all being tracked, controlled and radiated. This evidence of Havana syndrome can be seen by the brain damage shown in my son’s brain. Yet all hospitals, neurologists & psychiatrists cannot find any markers to title what he is going thru. Maybe it’s because you cannot see radiation on a CT, MRI or PET scan.

A Detailed analysis of hundreds of EMF studies with recommendations and current state of research with suggested paths forward for better understanding and exploration: Executive Overview: Many questions remain unanswered related to Non-Native EMF (nnEMF) and the biological effects that result from exposure. The USA is the sickest it has been in decades. Photos of people on US beaches in the 1970s compared to 2020s shows a drastic difference. Obesity is prevalent. Early research indicates health impacts are coming food sources and other aspects of the standard American lifestyle, however not all are being given the same level of review. nnEMF is one of the areas of research that has been neglected. Some research exists but is by no means comprehensive. Established studies show that heat from high-power radiofrequency energy is real, and Federal exposure limits exist because of it. Across whole populations, the best pooled studies show no overall rise in brain cancer as phone use became nearly universal, however the benchmark of testing positive for having brain cancer, or any cancer should not be the benchmark for a negative health impact. nnEMF has become so ubiquitous that it makes study challenging due to every day exposure, but this does not mean the research is not essential. Leaded gasoline was another universal exposure that was later deemed to be dangerous and phased out. Wi-Fi, 5G and other cellphone bands, Electric Vehicles, Home appliances with AC currents, bluetooth, are sources of exposure every day. If discoveries are made that these devices do impact human biology in a substantive manner, then considerations around how hospitals and healthcare institutions adopt and utilize these technologies in the patient journey should also be considered. A 1% or 5% or 10% impact on overall longevity (aging sooner) with impacts to memory, behavior, IQ, fertility, that may go unseen because cancer does not present would still be a major revelation. The net impact from a 5% increase in adult working years would have a massive benefit to US GDP, strengthening national security and economic security. Healthy people create less economic drag for tax payers as they age. The field of biological nnEMF impacts deserves to be studied in pursuit of the MAHA goals of overall wellness improvements for Americans. Studies indicate that nnEMF research has not yet been explored to completion. First, the National Toxicology Program, a research program, found "clear evidence" of a rare malignant heart tumor in male rats exposed to high whole-body levels of 2G/3G-type radiation. A 2025 review commissioned for the World Health Organization rated the animal evidence high certainty for that heart tumor and for malignant gliomas, while warning that moving from animal tumor results to human risk is unusually difficult. Second, and separately, a 2016 count found oxidative-stress effects reported in 93 of 100 low-intensity studies, but the 2024 WHO-commissioned systematic review rated the oxidative-stress literature very-low certainty: most of the studies were small and at high risk of bias. And no cohort has yet followed heavy phone users from a young start through a full adult lifetime. Three conclusions match the evidence: everyday exposure is low, a health effect at ordinary levels has not been established, and the missing studies are worth doing.

HHS should treat low-frequency magnetic emissions from television and monitor displays as an exposure in this docket, with children's programming first. Current radiofrequency limits are built on heating, specific absorption rate, and power density. They do not describe image-driven magnetic pulses in the band that overlaps the electroencephalogram. Laboratory work by W. Ross Adey and colleagues found frequency-specific changes in calcium binding in brain tissue at field levels that do not heat tissue. U.S. patents to Hendricus G. Loos claim that pulsed images on monitors and television tubes can excite sensory resonances near 1/2 Hz and 2.4 Hz. An observational analysis of the soundtrack of *Meet the Teletubbies* found intermittent energy below 20 Hz, strongest near minutes 51–54. That analysis does not establish a neurological effect or an intent. It does establish a concrete children's-media case. Speaker limits on airborne infrasound do not answer the magnetic-field question. I ask HHS, with FDA and in coordination with the FCC, to require measurement and disclosure of these emissions, to test them under realistic viewing, and to review whether subliminal-content policy covers the physical display. The source is the television or monitor and its associated electronics, driven by ordinary program material. The population I ask HHS to put first is children watching commercial programming, including *Meet the Teletubbies*. The quantity of concern is the extremely-low-frequency magnetic field produced by the display process: image-intensity changes, power circuitry, and, on older tubes, deflection systems. A common objection is that television speakers cannot produce meaningful airborne sound below 20 Hz. That objection answers a different question. Magnetic fields pass through tissue, induce electric fields in the body, and do not depend on the speaker's acoustic cutoff. An observational study of the full program *Meet the Teletubbies* (running time 1:01:43) built an ELF spectrogram of the soundtrack from 0 to 100 Hz and aligned it with the picture. Magnitude below 50 Hz and below 20 Hz was intermittent and at times dense. The strongest sustained cluster below 20 Hz fell near minutes 51–54, during insert and outdoor segments. The study states that these findings do not by themselves establish intent or a neurological effect. They document a children's-program case that should be followed with controlled measurement of the magnetic field at the set, not only of the audio file. A child cannot detect a magnetic pulse and cannot opt out of it. Parents are not given a measurement. Tissue studies have already been concluded but if further detail studies would be conducted to understand functional parts per- tissue then a fuller assesment could be established. Concurrently higher frequencies above gigahertz levels will cause membrane collage to loosen and become less dense making tissues more suseptable to hemorraging, deterioation or abraision from less strain or stress in inter operability of the domains of different tissues. Higher the frequency becomes the more disfunctional the capability of the tissue to be a more durable collegiate structure in order to membrane it's coinciding structure to itself. That is all concluded according to the fetal developmental studies in Stanford (coordinates in brain tissue studies). I recommend to encourage further studies further internally to the individual tissue units itself for fuller integralatical inference in the components of difference according to the nominal environmental factors of hundreds of different tissue and the biological factory gland tissues and interworking symbiosis of workers such as red and white blood, macrophages, immune workers and their underlying tissue structures as well ect.

Please follow the many studies, including those by the NIH, about the harm and DNA damage that wireless radiation, RF radiation from Smart Meters, and EMFs can cause especially to children, when making decisions about how these are implemented and often forced on citizens. In my state of Massachusetts our utility companies are able to charge us unrestricted fees if we choose to not have a dangerous Smart Meter installed. This is wrong. We should not be charged several hundred dollars per year to opt out of dangerous radiation. Thank-you.

I became aware of cell phone radiation when my husband and I began shopping for our first cell phone using a chart supplied listing make/model/radiation emitted. We chose a balance of low radiation and price. I first became aware of my sensitivity to radiation as a child when entering a department store from a mall and experienced discomfort audibly as being very high frequency. I next became aware of my sensitivity to radiation when entering our local bank. Qhen entering, the ladies would say " we should have known it was you coming, Deb, as our computers froze." Recently, at church, a friend was trying to show us photos of his mission trip but his phone had locked up. I explained thisnhappened a lot, walked away while my husband explained this weird phenominon to him. Once I got far enough from his phone, the man was able to scroll to the photo he was seeking. His mouth dropped open in surprise as I walked back for a repeat. I call this the prince of the power of the air but know that it is radiation on many forms. I can not be in my house with wifi or use a hot spot without wearing tin foil on my head or my stainless steel mixing bowl lined with an apron on my head as the bones in my head feel as if they are being compressed, my jaw begins to ache, my chest feels compressed, i get a headache and can not think correctly, i also become tired. My car thankfully os older so I feel ok while driving it. We need a new car however finding a salesperson willing to invest the time on locating a low tech vehicle plus the other specifics we desire is problematic. Finally, since moving to KY, we have sought someone who was blood vector literate, as our children were both conceived having absorbed all of my infections. At age 39, I was diagnosed by Hopkins with MS. My MRI showed 3 plaques on brain, neck aand spine. Blessidly, at age 50, we took our child to the Amen Clinic where Dr. Joseph Anaboly saved our lives by directing us to ILADS.org where our children and my husband and I were diagnosed with an abundence of Lyme disease and co-infections, viruses, bacterian, parasites, etc. The International Lyme Associated Disease Society saved our lives by correctly testing and treating our illnesses. We remain with those incredible women however, having moved to TN 6 years ago, we recently sought a Lyme Literate Doc. Our naturalpath began by drawing blood and looking at it under his microscope hooked to his computer screen. This is where we first observed Rouleaux (mal) Formations. The Swiss have used basic tests to show exposure to a cell phone in the area in back of their knee (within an otherwise healthy subject ) within minutes displayed flattened, stacked red blood cells appearing as if they were dimes placed one on top of the other in the paper bank holder. I have photos coming of my blood displaying the Rouleaux formations but wanted to send this information in a timely fashion. A cell phone tower was recently built a mile or so away from us so when I go outside, I usually place a double sheet of foil inside the crown of my hat. Our phones are kept in a metal cookie tin at night. I no longer carry a cell phone with me but do when traveling carry a phone inside a cookie tin for emergencies. I am thankful for this opportunity to contribute my experience to help others who experience physicsl discomfort and many interuptions to their lives. I warn many other people about the dangers of radiation to children and small animals. I also caution young marrieds to be accurately tested for LD infections before trying to conceive. Thank you. This is not a joke. · The “Russian pulsed microwave device” narrative is a psychological operation / limited hangout. · The story admits AHIs are real but misattributes them to Russia to protect the true source. · A backpack-sized RF device was allegedly purchased from a criminal network for about $15 million. · The device was described as miniaturized, programmable, silent, and capable of penetrating windows and drywall. · The device allegedly required a full year of animal testing. · That year-long testing claim is technically implausible; such a device could be characterized in weeks. · Output power, frequency, pulse characteristics, beam pattern, and animal bio-effects could be measured in hours to a few months. · The real mechanism is co-optation of commercial 4G LTE infrastructure as a distributed coherent RF aperture. · 4G LTE architecture provides distributed remote radio heads, antenna arrays, fiber fronthaul, and precise timing. · GPS-disciplined rubidium oscillators, White Rabbit, and PTP provide sub-nanosecond to picosecond timing. · Phase-aligned transmitters produce N^2 intensity scaling at a focal point. · For N=10, enhancement is about 100-fold; for N=316, about 100,000-fold. · Pulsed RF bio-effects explain the symptom cluster through electrical stimulation of neural tissue, not thermal effects. · The Frey effect explains buzzing/grinding sounds via thermoacoustic cochlear stimulation. · Machine learning provides real-time phase prediction and control. · Deep CNNs have demonstrated phase locking in >1,000-channel laser arrays. · FPGA-based CNN beamforming has been demonstrated for real-time RF beam steering. · ML-based synchronization can achieve coherence in time, frequency, and phase for uncoupled radar networks. · Latency can be held under ~50 μs on dedicated fiber, sufficient for moderate target velocities. · The U.S. military, not Russia, had motive, means, and opportunity. · U.S. entities operate portable LTE networks and have carrier relationships and embassy communications access. · The U.S. has a history of RF bio-effects research: Project Pandora, MEDUSA, Active Denial System, AFRL programs. · Russia lacked control over Havana’s commercial 4G network at the embassy compound and the naval base and would have had to deploy equipment near a U.S. Marine-guarded embassy, which is near impossible. · The weapon is a directed energy weapon delivered through civilian mobile infrastructure. · It is AI-driven, frequency-agile, and designed to cause harm while evading detection. · It is spatially localized to the human head. · It operates through exploits on telecommunications systems. · The same narrowband cluster, head localization, frequency-agile behavior, non-Gaussian distribution, and consistency were detected in Bournemouth, Southampton, Runcorn, Utrecht, Amsterdam, Fuzhou, Shanghai, Hangzhou, and Beijing. · Directed energy weapons and AI form a mechanism for deniable destruction of human lives. · The system combines technology, targeting, ideology, and profit motive. · The political economy profits from the resulting sickness. · The weapon mimics ordinary illness and leaves no forensic trace. · Victims are made unbelievable to everyone around them. · Western accountability institutions are eroded or unreachable. · Victims are dismissed as ill, stressed, or psychiatric. · Victims have no recourse to justice. · Vulnerable people are disbelieved and abandoned while institutional actors inflict harm deniably. · The signal causes documented tissue damage. · The weapon can be turned on citizens, officials, and critical infrastructure. · Palantir may have been used to interfere with embassy communications while evidence was being transferred, and Palantir is also the most plausible entity to govern the use of these weapons and their profiling aspects. · The frequency range to monitor is 2537.5–2552.5 MHz. · The signal can only be detected in the vicinity of targets. The full research data including measurement and signals intelligence is already in Chinese hands due to refusal of western intelligence to engage. I am responding as a patient, advocate, and concerned member of the public. Ques.3(a)–(g) Personal Experience Six years ago, my environmental health physician diagnosed me with EMR syndrome. My exposures included extensive computer use in college, working in a Wi-Fi-equipped building with computer labs and a Smartboard, making hundreds of photocopies daily, and living near a cell tower. Combined with mold exposure and stress, these factors coincided with years of debilitating illness. Symptoms I have experienced from RF/EMFs include tinnitus, headaches, burning throughout my body, facial burning after watching an iPhone video, gum mucoceles/cysts after cell phone use, tingling teeth/jaw, hip pain while wearing a cordless FM-microphone battery pack, nausea after dental X-rays, and anxiety. I manage symptoms with a low-RF/EMF lifestyle: silver-lined clothing, an RF-shielding canopy when living near a cell tower, an RF Safe cell phone QuantaCase, a BluShield plug-in device, and use corded technology when possible. An EMF building biologist assessed my home with meters and helped reduce exposure. I also take calcium, magnesium, and supplements intended to support glutathione production and replenish minerals. Ques. 11(a), (f), and (g) Sensitive Populations I am particularly concerned about children. The Epoch Times article, How Screen Time Affects Different Organs, by Arsh Sarao (11/1/25), reports that excessive screen time may reduce gray matter in brain areas involved in decision-making and emotional regulation. I have observed irritability, aggression, hyperactivity, and obstinance in children after screen use, and anger, agitation, and depression in adults following wireless exposure. I have noticed calmer behavior after consuming mineral water and calcium-rich foods. These observations deserve further investigation. Ques. 13(f), (j), and (k) Cumulative Exposure Research should assess cumulative close-to-body RF exposure from wireless earbuds, smartwatches, hearing aids, and health monitors, including devices tracking atrial fibrillation and diabetes; some communicate continuously via Bluetooth and smartphones. Consumers should retain the option of analog electric meters instead of RF transmitting smart meters. Landlines do not emit RF and should remain available, with funding to maintain copper lines. Incandescent bulbs should remain an option, and electromagnetic interference from LED/fluorescent lighting should be studied. Ques. 14 Environmental Effect Research should examine possible links between RF/EMF exposure, mold, and mycotoxin illness. Dr. Dietrich Klinghardt’s research, referenced in the July 2014 Townsend Letter (attached; p. 10), reportedly states that molds exposed to high EMF levels release up to 600 times more mycotoxins and also proliferate faster. These effects could potentially exacerbate symptoms in individuals already suffering from mold-related illness. Ques. 16 Federal Research Priorities I respectfully urge HHS to review Dr. Andrew Goldsworthy’s "The Biological Effects of Weak Electromagnetic Fields" (attached). Goldsworthy proposes that electromagnetic fields may increase cell-membrane permeability, allowing calcium ions to leak into cells. Calcium regulates nerve signaling, muscle contraction, and inflammation; disrupted balance could affect multiple body systems and explain reported multisystem symptoms. Goldsworthy’s work deserves serious consideration and further study. In addition, The EMF Medical Conference 2021 recordings (see References) provide valuable research and clinical observations from physicians and RF/EMF experts and should be reviewed. Ques. 18 Recommendations I recommend that HHS consider the following: -Promote public service announcements and safer-technology education, especially for children, using Environmental Health Trust materials (see References). -Set school health standards for responsible technology use. -Expand public access to RF/EMF meters and detectors for purchase or rental. -Add EMF building biology tracks to college/university environmental science programs. -Encourage schools, workplaces, hospitals, and residential facilities to use qualified EMF building biologists for assessments and remediation. -Recommend that municipalities employ EMF building biologists to assess cumulative emissions from smart meters, cell towers, and other RF infrastructure. -Investigate exposure-reduction approaches discussed by Goldsworthy, including Balanced Signal Technology and resonance/scalar-frequency methods. -Limit X-rays and other imaging to medical necessity and explore tracking patients’ cumulative imaging exposure. Conclusion I respectfully ask HHS to investigate these concerns with scientific rigor, consider affected individuals’ experiences, and develop practical measures to protect public health while allowing people to make informed choices about technology.
