I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a very concerned member of the public. Whole I am not aware of how wireless radiation has affected me, I now people who have been and are adversely affected by it, as people have different sensitivities. But while I or others are not consciously aware of the effects of wireless radiation, I know that its impact on human, flora and fauna health is present. Those who actually feel its negative effects suffer in the here and now, while others do over a longer period because the exposure is constant and ultimately pernicious. HHS stands for "Human and Health Services"; since wireless radiation damages human health, HHS should be on top of this radiation right now and forever, protecting health instead of ignoring it and protecting "special interests" and those who promote irresponsible wireless radiation exposure. So I strongly support HHS taking an active role in sincerely examining the health and environmental effects of wireless radiation. These are very real effects, not alleged or potential effects. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being adversely impacted should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Re: Electromagnetic Fields, RF Radiation, and Wireless Radiation Exposure Question 2 — Perspective I am commenting as an EMF affected individual and writer who has covered wireless radiation and public-health concerns for years. This reply offers policy recommendations informed by government reports and my review of this subject, rather than original research or clinical findings. I welcome HHS’s examination of RF/EMF exposure. The public deserves a transparent assessment of whether existing protections adequately address today’s exposure conditions, particularly for children and other potentially vulnerable populations. Questions 5–6 and 12 — Exposure standards and health evidence I urge HHS to independently reassess the scientific basis of current federal exposure limits. Protection against established heating effects should not substitute for evaluating potential effects from long-term exposure at lower intensities. Please critically examine research concerning oxidative stress, DNA damage, reproductive and developmental outcomes, neurological function, and sleep. Reviews should distinguish association from causation, and experimental exposures from realistic human exposures. Where findings conflict, HHS should explain how exposure measurement, temperature control, sample size, study design, replication, and funding sources affect its conclusions. Uncertainty should be acknowledged rather than presented as proof of safety. Questions 8–9 and 13 — Real-world exposure and disclosure Exposure assessment should reflect how people actually use technology: phones against the body, wearables used for extended periods, and overlapping emissions from devices and infrastructure. HHS should evaluate how duration, proximity, frequency, modulation, and simultaneous transmissions affect exposure and the interpretation of health studies. In 2012, GAO recommended reassessing the FCC’s exposure limit and phone-testing requirements, particularly for use against the body. Its report page currently lists both recommendations as closed without implementation: https://www.gao.gov/products/gao-12-771 HHS should work with the FCC to address these concerns and improve consumer disclosures. Any separation distances or operating conditions required for compliance should be prominent and understandable, rather than buried in technical instructions. Question 11 — Children and potentially vulnerable populations Children’s developing bodies and the possibility of lifelong exposure beginning early in life warrant specific assessment. HHS should explain whether existing safety margins adequately address children, pregnancy, and other potentially vulnerable groups. Research should include long-term developmental outcomes and exposure patterns in schools and childcare settings. People reporting electromagnetic sensitivity should receive respectful clinical evaluation and rigorous investigation of their symptoms, possible contributing factors, and effective management approaches, without presuming an established cause. Questions 14–15 — Environmental and infrastructure considerations HHS should coordinate with environmental agencies to assess potential effects on wildlife, pollinators, plants, and livestock. Human exposure limits should not automatically be assumed to protect other species. Infrastructure assessment should incorporate measured exposure and cumulative neighborhood conditions. Distance from an antenna alone is an incomplete measure; transmission characteristics, direction, terrain, and other sources also matter. Questions 16–18 — Research priorities and practical action I urge HHS to fund independent, reproducible research on chronic exposure, childhood development, reproductive health, neurological outcomes, and plausible biological mechanisms. Priorities should include longitudinal studies with better exposure measurement and replication of important findings. Research funding and advisory processes should disclose relevant industry relationships and protect scientific independence. HHS should publish its review methods, evidence assessments, research priorities, and a timetable for public updates. While research continues, HHS should evaluate and communicate practical, low-cost ways to reduce unnecessary exposure, including wired connections where feasible, greater distance from transmitting devices, disabling unused wireless functions, and the use of scientifically researched EMF protection devices like Blushield. Guidance should explain the evidence and remaining uncertainties. Please use this RFI to produce meaningful research commitments, clear public guidance, and recommendations to strengthen federal protections wherever warranted. Families should be able to benefit from communications technology while receiving an honest account of what is established, what remains uncertain, and how avoidable exposure can be reduced.

Millameter waves use the human body as a conductor. This interferes with the bodies electrical network. I have proof of this. Also the roll out of 5G has killed thousands of trees that are in a certain proximity and line of sight. This is very evident. These are the two major factors that determine the danger.

Since a tower has been placed within a mile of my home our ears are ringing, my garden will no longer produce vegetables and my overall health is declining for no other reason.

Dr Lauraine M.H.Vivian This has been written by me, as a sufferer of EHS and former medical researcher in the field of harm from EMR I wish to testify that I and my family have suffered with EHS since 2011. We were first affected whilst living in Newlands, Cape Town, South Africa because a large main frame and mast were erected near our home, in Great Westerford Buildings. Our exposure to EMR or Non-Ionising Radiation from the infrastructure has debilitated our lives because we suffer with tinnitus, itchy and red rashes and my one son with lymphoma. We reported the 'noise' to the council and it was they who informed us that it was caused by NIR/EMR and they put us in touch with a support group run by Tracey Lee Dorny. Tracey Lee has since died of cancer, which she felt was related to the stresses of EHS and exposure to nearby mobile phone masts. Great Westerford Building experienced fires that led to huge tunnels being built underground to cool the mainframes. At this time I was working as a medical scientist at the University of Cape Town and together with Prof Olle Johannson and some commmunity members we established research to monitor peoples' responses to the roll out of mobile and Wi-fi technology across Cape Town and especially the township regions. I began to collect testimonies in videos and written accounts from sufferers and was able with their consent to pass these on to organisations working on harm from EMR. Prof Olle Johansson assisted our team to revise the Manitoba/Canadian EHS questionnaire and we put the research protocol to the ethics committee. They rejected it because they said the questionnaire was not relevant in South Africa and I could not carry out the project because I suffered with EHS. Following this I have continued to support scientists working in the field as I knew that funding was not forthcoming and that it was vital to collect evidence. In Copenhagen, Denmark, together with scientists we analysed data on EHS in people who live close to mobile phone masts. I have supported the initiatives of Prof Olle Johannson, Arthur Firstenberg and today, Andrew Michrowski. I have two scientific publications on harm from EMR. During this time I have given assistance/advice to many people suffering with EHS and as a medical researcher have tracked how: - 1. Children attach to mobile phone pulsations and not their parents' physicality. 2. Addiction to the algorithims in digital technology happens when lasting damage is done to the way algorithims rework neural pathways. 3. The early deaths of Arthur Firstenberg, Tracey Lee Dorny, and others. 4. The relationship between EHS - stress and cancer. 5. How cyber technology and mobile phones have been used to traffic people, drugs, and enable grooming gangs to engage child prostitution. 6. Most recently, I have worked with Andrew Michrowski to try to establish how this now global techology in Wi-fi and mobile phone signalling is adding to global warming. PACE can provide you with the scientific evidence for this but suffice to add that ICNIRP and WHO were tasked with monitoring the thermal effect of EMR have failed to do so. Instead they encouraged its dissemination across the globe and into space for grossly inequitable, monetary reward. Their failing extended to the fact that they did not evaluate the non-thermal effect of EMR which was left for unfunded scientists working in the bio-initiative such as Professor Frank Barns to investigate. The reason harm is now so pervasive and so many suffer (unheard) from EHS is that no proper and extensive testing was done on the roll out of what is 'ionising' radiation. In this respect, I believe that we are experiencing a Hiroshima Effect from EMR and this is shown in increasing temperatures and disaster situations. My reference to this being IR and not NIR comes from a South African physcist who sat on, but disagreed with the committee that downgraded NIR to not-harmful.

I have watched my wife slowly be shut out of almost all social affairs because of EMF's. This started in 2019. My wife would be nauseated and exhausted by noon everyday. None of the doctors could tell us what was wrong. Eventually I recalled a STUDY DONE BY THE UNITED STATES MILITARY in the mid 1970's.They found that EMF's had a biologically adverse effect on living cells. lnformation was obtained that we had eighty cell, and sixty antennas within a three miles. We moved to a low coverage area and all symptoms ceased. With the advent of 5G my wife can no longer go to a city, restaurant, movie ,concert, or church. She is the equivalent of a shut in at fourty eight years old. She is a college educated woman whom would love to work but cannot because of this technology. I ask you to consider this: When you were a child/teenager outside at night,remember how many nats and bugs were flying in your face. There aren't even a quarter of that amount now. Same effect if happening with birds. I acknowledge some habitat has been lost. Habitat loss cannot account for the steep reduction in all flying insects and birds.I believe we are killing ourselves with this tec After prolonged low exposure I can now feel the effects when driving into the city. I beg you all to consider turning EMF frequencies down to a level that is adequate. People can live with Five minute movie downloads. We don't need five second downloads.

.I am drowning in 5G and cannot escape it. A huge cell tower is located approximately a quarter of a mile from my home in Kill Devil Hills, NC. It was installed around 2019-20. A small cell tower is located within 2000 feet of my vacation home in Ocean City, MD which was installed in 2019-20. Many other cells are located on water towers and hidden in attics of nearby hotels within short city blocks installed around the same time. I am a 65 year old federal retiree. I was 6’4”, 220 lbs and in perfect health. In 2024 I lost over 60lbs and went to the doctor. I was diagnosed with diabetes and put on Metformin. I continued losing weight and my resting heart rate was >95 bpm at any given time. With no improvement, I went to another doctor shortly after and she informed me that I have hyperthyroidism and was given Methimazole and Propanolol. Thyroid problems are not a part of my family medical history. My health slowly deteriated after the rollout of the cell towers. Other symptoms include: tinnitus, tremors, increased blood pressure, occasional memory/ concentration loss. increased grumpyness/irritability, enlarged thyroid, sleep disruption, frequent leg and hand cramps. In summary, I believe thorough investigation into 5G electomagnetic fields must be studied since it hasn’t been studied since 1996 prior to the increase in electrogmagnetic field output and technological changes. The studies must only be performed by scientist that have no affiliation with the wireless industry or the government. I believe it is damaging on the cellular level and is dangerous to humans and animals. The bats that used to come out every evening in the summer dissappeared around the same period the cell towers were installed. If we could see the electromagnetic fields that they are emitting, I am sure they would be outlawed. Thank you for giving me the opportunity to provide my concern. I pray something is done.

Dear Department of Health and human services, The UK government has found conclusive evidence that vulnerable populations (children, sick, and elderly) are the most susceptible to having negative effects of being within 600 m of cell phone towers and power lines. Leukemia, and other developmental impairments are linked to the substantial increase of 24/7 EMF and RF exposure. In most urban areas, cell towers are within 600 m of each other- compounding the EMF pollution. The UK has regulations on cell phone and power companies on the proximity and amount of towers that emit EMF and RF for the safe guard of their most vulnerable populations. The research that is relied upon by cellphone and power companies often benefit their profit margins as well as commuting their responsibilities and risks of their operations to other entities or pollution centers. The classic, “nothing to see here” and “look a that a way” tactic of purely self preserving opportunists. Yet, research that has shown that EMF and or RF pollution have negligible impacts on people’s health, growth, development, and resilience; firstly, do not take into account Quality of Life and secondly, are taken from research samples of healthy, 18-35 year old, military strong men. The research in favor of confident unregulated EMF and RF fail to include women, children, infirm, autoimmune, mentally ill, elderly, and other less predictable populations in our country. Reminding the Department of Health and Human Services of their role to protect the health of all humans in our great nation, not simply the strong and resilient, would be patronizing. Instead, I have faith that by the simple request for feedback on this matter is an absolute testament to the DHHS’s commitment to the “least among us”. Personally, my mom (a disabled veteran) suffers from severe sensitivity to EMF and RF pollution. It is such that she cannot think clearly with any device or tower near by. She lives in a constant state of vague distress. She’s Hispanic and she may literally be the first one on our family to be exposed to EMF and RF pollution. My husband and I have experienced terrible reactions to living within 100m of a new 5G tower, including hallucinations and mood disturbances. Pollinators and birds lose their ability to navigate. Children retain their primitive reflexes and our already vulnerable elderly have reduced neuroplasticity. It would be important to take care of these people versus protecting Cell phone and power companies bottom line. Thank you for your time and consideration.

MY NEIGHBORS AND ANIMALS ARE DYING I am SICK. My family members have been SICK SINCE more than a hundred UNREGULATED TOWERS WENT LIVE over our community. This has been a challenge for me to get anyone to help in my community. I wanted to share my story in hopes of helping others. My story is one of many in Terrebonne Parish. After multiple (9) 300-foot 5G towers were put over our homes, four 300-foot 5G towers were put over my home and animal sanctuary, and four 300-foot towers were put over my office. At the same time, smart meters were put on my home, along with those of every other Entergy customer. I began getting sick, very sick. It began in my petting area with heart palpitations, headaches, vomiting, ringing in my ears, confusion, bleeding gums, insomnia, nightmares, dizziness, anxiety, ears buzzing 24 hours a day, severe fatigue, muscle weakness, and more. I have now been diagnosed with radiation syndrome / EHS (electromagnetic hypersensitivity syndrome) caused by extreme exposure to radiation. Many residents are experiencing similar symptoms. Countless children are now suffering. Being a very healthy person my whole life, this has been a life-changing situation. I am usually the one helping others; now I need your help. I never thought this could happen until I was forced to face it by becoming sick. I'm not sure where this illness will take me. However, I must do all I can to protect my family and my community. Seven neighbors on my street and friends have died after the towers went live over their homes. Many other residents are also sick. My community is surrounded by towers that have no regulatory testing information, nor does our planning department ask for it, citing the FCC's outdated RF radiation guidelines. I became certified in RF radiation testing. I now test the towers and smart meters. I can confirm that the EMF (electromagnetic frequency) / RF (radio frequency) radiation being emitted is extreme for every single product, tower, and smart device I have tested. has been a fight to protect my family, my community, and myself, with EVERYONE CITING THE FCC'S OUTDATED RF RADIATION GUIDELINES. I had to learn all I could about this to protect my health and theirs. I've had to turn my home, where I have lived for 28 years, into an EMF-safe house (until I sell it), as well as my barn, which is surrounded by EMF material and protection. My bed is covered with EMF protection as well due to the radiation levels in my home. I now have to wear protective clothing all day. Leaving my safe area means becoming exposed due to the unbridled towers around me. I am a very private person. This is not easy to share, but if I do not ask for help now, many more innocent people will be sick, or they will die like my neighbors, my friends, and my animals. Since the towers went live, six of my horses have died instantly under the towers. All of my little animals have died. My 200-pound tortoises started going blind. I'm not sure where the daily radiation exposure will take me, so I thought now is the best time to ask for your help in making a change. THE FCC MUST REGULATE THE RADIATION, OR THE DEATH & DESTRUCTION WILL NEVER END. Technology is safe only if it is REGULATED.
