Rebecca Zhuo, individual member of the public. Responding to Questions 2, 3(f), and 14. My 9th grade science fair project, "The Effect of Electromagnetic Fields on Living Organisms," found that electromagnetic fields do harm living organisms, and that the more electromagnetic field exposure the living organisms received, the less healthy they became. The project won First Place in Category at the 2008 Synopsys Silicon Valley Science and Technology Championship in San Jose, California, a competitive science fair for middle and high school students across the region (awards list: https://science-fair.org/pdfs/list-student-awards-upper-2008.pdf). We placed equal amounts of algae in test tubes full of water and wrapped the tubes with different amounts of wire carrying an electric current, leaving one tube unwrapped as a control. We then waited several weeks and measured the oxygen bubble the algae produced, a direct sign of the amount of photosynthesis the algae in each test tube were doing. When the judges asked whether our results had changed our own behavior, we pointed out that we had put our cell phones on the table instead of in our pockets. I wanted to share this science fair experiment so that other high school students could try this experiment and see the effects of electromagnetic fields on living organisms for themselves. I would like to thank my high school physics teacher Mr. Briber who let us run this experiment in the back of his classroom and supported us throughout our 9th grade science fair project.

To whom it may concern – The Human Cost of Ever-Increasing RF Exposure at Toxic Levels SUMMARY Statement: With respect to HEALTH EFFECTS, the province of HHS, and the failure of the FCC in not changing their RF safety standards, people today not only get exposed to different and more biologically harmful RF frequencies then did decades ago when they set those standards, and for far longer periods of time. The FCC has also failed to take into account the extremely adverse effects that research over the past three decades has shown that microwaves can have, and that as RF frequencies increase, and as wavelengths shorten and become more complex, and as it does with 5G, that harmful biological effects increase as well. Despite the promotional advertising claims of the telecom industry, with respect to 5G (or RF in any frequency) "no safety testing" and "proven safe" DO NOT mean the same thing - a clear violation of the precautionary principle. Important replicated effects, observed in many different laboratories at very low levels of RF exposure, includes neurological damage in animals such as leakage of the blood brain barrier. In February of 2020 Blue Cross Blue Shield released a report that provides strong supporting evidence of an unprecedented increase in early onset Dementia, confirming an increase in Early Onset Dementia or in Alzheimer’s in humans AS PREDICTED from this research. According to this report, in the 4 years between 2013 and 2017, early-onset dementia and Alzheimer’s disease combined diagnosis rates TRIPLED for adults aged 30 to 64, going up from 4.2/10,000 adults to 12.6/10,000 adults. Autism in children shows a similar unprecedented increase. According to National Health data released in 2020, autism incidence among Irish children is now at 4.3%, an 82% rise in five years. One in 16 boys is affected." And given the recent Covid-19 pandemic, it seems important to emphasize that having a leaky blood-brain barrier - at the same time as having a viral infection - does NOT seem a good thing, and may well explain the brain damage and inflammation reported in some Covid-19 cases. And as Panagopoulos has shown in his 2019 review, the extreme and unpredictable variability of real-life cell phone signals - which 5G will markedly increase - results in ever more complex and biologically harmful signals to living cells/organisms.”] Also, with respect to long term health effects, FCC has failed to take into account the extremely adverse effect that digital technologies such as the recent roll-out of 5G and now of AI data centers have had and will have on CLIMATE CHANGE. This issue, the impact that digital technologies have on climate change through its carbon footprint - almost entirely unreported by the media - includes the expected doubling of our human carbon footprint - from 4% to 8%, 2,400 million tons of CO2 by 2025. And worse, by 2028 the projected energy demands of AI predict that it could consume as much electricity annually as 22% of U.S. households, adding and at least as much, or more, environmental, pollution. Given the failure of the FCC to address this situation, despite the publication of thousands of peer-reviewed scientific research papers documenting the environmental and human health costs of human RF exposures and of the digital technologies now in common use, I urgently recommend that HHS address this problem in accordance with this research and give this task the highest priority. I am a Doctor of Physical Therapy and I live in Longmont, Colorado. The majority of patients I see in my clinical practice (outpatient practice for complex / chronic pain) demonstrate EMF toxicity symptoms; I have observed a substantial increase in these symptoms across my patient population especially within the past year, and significantly since about 2020. There has been an increase in installed towers which emit frequencies in ranges harmful to life, including bees, tress, birds, insects, and humans. Patients also report that they experienced a significant change in symptomology once a smart meter was installed on their home in 2022-2023. I recommend a building biologist to my patients who find that mitigation sometimes helps but does not totally improve symptoms, is costly, and for most overwhelming. Even an opt-out AMI meter results in harmful, measurable frequencies in the Kilohertz range within the home, within 3 feet of every electrical outlet. I have confirmed this myself and through investigation with a number of building biologists locally. Symptoms of EMF toxicity I see daily in my patients include but are not limited to: - Headaches - Migraines - Brain Fog - Neck pain - Nausea - Sensation of buzzing in the body - Worsening of other symptoms of toxicity burdens such as heavy metal toxicity, mold / mycotoxin toxicity, chronic lyme, chronic borrellia, babesia, erlichia (for example, it was rather straightforward to treat these from a functional medicine perspective prior to 2020, and now has become increasingly more challenging to get patients into remission from these conditions) - Chronic inflammatory response syndrome - Mast Cell Activation Syndrome - chronic pain and many other symptoms. We need to more deeply understand the types of waves that are emitted from all forms of electromagnetic fields, radiofrequency radiation, and wireless radiation coming from: Cellphones 5G Towers WiFi Routers Any cell towers Smart Meters on homes and businesses and the KHz effects that are measureable, pulsing, up to 3 feet into the room from each electrical outlet, even when someone has an "opt-out" AMI meter Smart appliances including washer/dryer, dishwasher, etc. I hope you investigate and establish more deeply and with greater sensitivity the ranges that are considered safe. Compare findings with other countries which have already established standards that are more supportive of human health. And then please hold our electrical companies (which in so many cases, installed Smart Meters without consent or even without awareness of the citizens) accountable for the harms done. Understand that all humans are different, and all bodies may respond differently to different inputs. We need to protect our most sensitive / challenged members of society, listen to and trust their symptomology, and understand that they serve as canaries in the coal mine. Thank you

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other]. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

I am overjoyed to see this forum, as well as the mycology / fungal awareness talk that was recently held by this administration. I am sorry to hear that RFK Jr’s son was affected by mold growth. I was a healthy active contributing member of society until I developed CIRS, Chronic Inflammatory Response Syndrome, while working and living in moldy buildings for several years. When we found out it was mold & mycotoxins (from water-damaged buildings = WDB) we were shocked, as I did not learn this was even a possibility in medical school. We were only taught severely immunocompromised individuals were susceptible to mold illness (unless it was an allergy) This simply isn’t true. I was not immunocompromised, nor was I on steroids or any other meds that affect the immune system. I am also not allergic to mold. Yet I became so ill that I had anaphylaxis, and a multitude of other issues, and I am still fighting for my life almost 10 years later. What I want to see studied is the effects of EMFs, WiFi, 5G… on the growth (possible rapid growth increase) of mold in WDB. This must be evaluated due to the recent explosion in CIRS cases, in addition to what usually follows CIRS: MCAS, dysautonomia/POTS and other conditions that are all very difficult to diagnose & treat and are devastating to patients & families! I thank you for this work & wish you Godspeed, as I see people every day with CIRS & MCAS who are questioning staying alive due to the severity of their symptoms. As a former health care professional this is heartbreaking and there is so much to research about why there is so much more mold & so many CIRS patients when compared to just 5 years ago. Many think it is merely awareness about EMFs etc., but I have been near towers & in buildings where I can feel my neurological symptoms heightening as I go in the building. This is so devastating to people just trying to heal in a clean environment. I know as I’ve been working on that for many years now. I hope this research is within the scope of this department, as the research out there now about EMFs etc. affecting mold growth is conflicting & thus not very helpful to determine if that’s part of why mold is accelerating in its growth in homes with water damage. This study below shows that 3.5 GHz radiation triggers nerve cell death through non-thermal biological mechanisms. Bektas H, Seker A, Ustun R, Dogu S (2026). Neurotoxic effects of 3.5 GHz GSM-like RF exposure on cultured DRG neurons: a mechanistic insight into oxidative and apoptotic pathways. AntennaSearch.com, as of 8/9/2026 shows 107 cell towers and 254 antennas within a 3-mile radius of my house. In the last four years, as this radiation has increased, my fruit trees have sickened and died in numbers not previously known; and my personal inflammation level with its spreading/intensifying pain (along with increasing muscle weakness) has skyrocketed, making walking laborious. I have ceased to be more healthy than my age average, but now am 8-10 years behind the average health of my age group. Five days ago, I installed the first phase of an EMF mitigation system (EarthCalm), and my inflammation and pain has now lessened noticeably and some muscle strength has returned. Radiation has also prevented or greatly slowed my ability to combat infection, as well as hampering my body's ability to detoxify. EMF is damaging not just humans but our pollinating insects, plants, and animals as well. Fungus has been found to grow 600 times more quantity in EMF than in non-EMF circumstances. EMF and RF radiation is markedly harmful in ways not currently acknowledged by the industry. We should not be subjecting ourselves or our environment to this radiation!

Solar panels/Dirty Electricity/EMF affect your health, especially those who are immunocompromised. After having solar panels installed, I noticed a diabetic family member have exacerbated side effects, going from mild to extreme, so I did some research to further the connection. Indeed, there was a study for every side effect she was experiencing. This study shows how dirty electricity effects the ability to control blood sugar, putting oxidative stress on the body, affecting mood, vision, uti infections, skin infections, chronic fatigue, etc. Increasing evidence suggests that oxidative stress plays a crucial role in both the development and progression of diabetes. Doctors recommend exercise for patients with diabetes. However, if that exercise is done in an electromagnetically dirty environment (*under solar panels*), and if the patient is sensitive to this form of energy, it may increase stress on the body and elevate levels of plasma glucose, as in Case 2. The increasing exposure and ubiquitous nature of electromagnetic pollution may be contributing to the increasing incidence of this disease and the escalating cost of medical care. Diagnosis of diabetes needs to be done in an electromagnetically clean environment to prevent misdiagnosis, and to properly assess the severity of this disorder. Most medical centers have electronic equipment and use fluorescent lights that produce dirty electricity, which is likely to cause abnormally high blood sugar readings for those with a combination of diabetes and electrohypersensitivity (Type 3 diabetes). In the event of crack or break, toxic substances may leak onto roof and ground. Solar panels also harbor mold, damaging roof, which could potentially infest attics resulting in costly mold remediation and new roof.

I became aware of electromagnetic fields after living over 10 years within 100 feet of a neighborhood power line and measuring exposures with a gaussmeter. These fields negatively impact mood, energy, sleep quality, skin health (increased redness and decreased elasticity), and hair health (increased dryness and thinning.) Radio frequencies typically produce similar effects. Electric distribution infrastructure produces multiple forms of electromagnetic fields, some of which can extend hundreds of feet and enter homes. These fields can be substantially reduced or eliminated through established engineering alternatives. According to EPRI, arranging conductors (wires) in a compact-delta (triangular) configuration reduces magnetic field emissions by 60–90%.[1] This avoids the higher cost of under-grounding. Utility companies should not be allowed to use multi-grounded four-wire systems because these can produce ground currents that spread laterally through the earth for hundreds of feet. Many countries do not allow such systems. Alternatives include uni-wye, delta, or five-wire systems. According to a 1998 report to the Minnesota Public Utilities Commission, artificial electromagnetic exposures create "internal electric fields" and potentially decrease concentrations of dopamine and serotonin.[2] The Cleveland Clinic lists health factors affected by serotonin, including focus, emotional stability, relaxation, and bone density.[3] Anyone living or walking within a few hundred feet of utility infrastructure is potentially affected by the resulting emissions. A Health Officer for California's Santa Cruz County noted in 2012 that the utility neutral bonded to water pipes causes adverse electromagnetic exposure.[4] In addition to the biological impacts of multi-grounded four-wire systems, the earth has exponentially higher resistance than metal conductors,[5] so using the earth as a conductor is energy inefficient and creates energy losses, causing additional costs for ratepayers and higher profits for utility companies. Utility smart meters contain antennas that generate radio-frequency emissions on connected wiring and in neighborhoods. Smart-meter deployment can involve costs of billions of dollars. According to IEEE member Tim Schoechle, utility smart meters have little to no demonstrable benefit to society.[6] In 2011, Illinois Attorney General Lisa Madigan described legislation promoting smart meters as an attempt by utility companies to "protect their revenues for the next decade at great expense to consumers..."[7] Similar critiques of smart meters were made by Connecticut's Attorney General in 2011,[8] and Michigan's Attorney General in 2013.[9] Smart meters contain "hazardous materials" according to the International Electrotechnical Commission.[10] Smart meters use rare earth elements that raise financial costs, increase demand for scarce materials, and create environmental and disposal challenges. The International Electrotechnical Commission notes, "With traditional electromechanical designs and life spans of several decades, use of hazardous materials and safe disposal of decommissioned meters is not an issue." Prevalence of Wireless Communications EMF (microwaves) in the human environment: Why should we be concerned about possible chronic human health effects of exposure to wireless communications EMF transmissions? (1) In the human occupied current environment of cities and towns, ambient microwave levels (power density) are typically circa a billion-fold higher than ambient levels prior to the creation by humans of microwave-emitting devices (i.e. the ambient environment thruout the entire history of planet earth prior to circa early 1900s). Hence life on earth prior to the early 1900s existed and evolved in environments with ambient background levels of microwaves that likely did not exceed a power flux density of one picowatt per square meter. Furthermore, wireless communications transmissions are coherent, polarized, and pulsed, unlike those naturally occurring transmissions in the microwave range (e.g. from the sun; though little of this penetrates the atmosphere). Living organisms therefor have not been adapted to surviving, reproducing, and evolving in environments of high levels of exposure to coherent, polarized, and pulsed microwave radiation; and we do not currently have adequate information to firmly assess how significant any long-term deleterious effects of the current microwave exposure environment is for living organisms (in the terrestrial biosphere), including humans. (2) Microwave communications transmissions penetrate into the cells of all living terrestrial organisms, including humans. Within animals such as humans, after penetrating thru the outer layers (hair or scales or feathers, etc.) and outer layers of the epidermis, the incident microwave radiation is partially absorbed and partially transmitted thru the various tissues and organs, with a fraction of the incident radiation exiting the body of the organism and a fraction of the incident radiation being absorbed within the body of the organism. Extinction depths in animal flesh for microwave transmission are largely dependent on the microwave frequency; being shorter for higher frequency microwaves. At current ambient microwave levels in cities and towns, every cell in the body of every organism is being exposed to a significant fraction of the power flux density of ambient microwave radiation at all times. This is unlike incident radiation in the IR thru ultraviolet frequencies, which do not penetrate thru the outer layers of the epidermis. Like the much more energetic x-ray and gamma ray radiation quanta, microwave radiation penetrates into and is partially absorbed within and partially transmitted thru the bodies of animals. Prudent Action: It is my understanding that there is currently no government agency tasked with monitoring and characterizing the levels of wireless communications EMF radiation in the human environment. As a consequence, the characteristics (e.g. power densities, frequency bands, modulations including pulsations, etc.) of the current microwave-permeated environment that nearly all humans live in is not well known, let alone established. It may be prudent to begin to develop a baseline of some basic measured characteristics of wireless communications EMF radiation that is present in the human (and greater biosphere) environment. Imagine 20 and more years from now with ever-increasing levels of wireless communications radiation in the human environment; it may be of great value to have a baseline of measurements in the human environment from the 2020s, much like the earlier baselines we have for air pollution. The EPA may be a suitable candidate tasked with ensuring such ambient monitoring of the human environment for ambient microwave characteristics, which could be organized and performed in much the same way as is done for chemical and particulate air pollutants. Who knows what the future will bring in terms of findings of the chronic effects of microwave communications EMFs on human health? Where to start?....I have been struggling with my health for the last 25 years due to the increase in EMF's in our environment. Right after I bought my home, a police station was erected adjacent to my property. The Radar was pointed straight at the front of my house and my bedroom. Then an antenna was added. Next a cell tower was erected next to the police station, about 300 feet from my home. Then an antenna went up on the other corner near my home. Next another cell tower was erected next to the first one I just described. Then they were both doubled, with one on top and one on the bottom. Next a first responders tower was added to the back of the police station, a mere 100 feet from my back door. All of this over the course of 10 years time. I was the proverbial frog in hot water that was turning slowly up to a boiling point. Needless to say my symptoms were off the charts, to the point where I had to quit my job because of inability to function. My Autonomic Nervous System was so kicked, I could not wind down, ever. Horrible insomnia. My Parasympathetic Nervous System was non existent. Massive fatigue, brain fog, memory problems, migraines, inflamation, balance problems, nose bleeds, numb feet that made me trip and fall often, full body hair loss, heart pain, anxiety, depression and panic attacks. 5G is responsible for all the sudden eye problems everyone is experiencing. 5G cooks the eyes like eggs. The burning and dryness and redness is at historic levels. ( and Similisan, a homeopathic eye drop was convienently taken off the shelves) ..I was dying a slow death. An opportunity to move came about and I felt like I was on another planet in my new home! All the symptoms subsided. I began to regain my health. Even my body hair began to grow back! I am slowly feeling that 'pot' heating up again in my new home as the 5G towers populate my area. My neighbors have massive EMF technology that I am feeling as well as the increase in satellites in our upper ionosphere. I had a cell phone for a short time before it began burning my hands and face and sending sharp pains through my ears, to a point where I could not use it anymore. And the radiation was scrambling my brain. Needless to say, I have Zero Wi Fi in my home. I have not had a cell phone in many years now. My home computer is hardwired with an ethernet and I use a land line. I can not tolerate these EMF"s that are continually increasing by the day! I cannot check out at Home Depot because everything is self check out with a surveillance screen in a row of about 15 check out stations all emitting massive Wi Fi. I learned quickly after I used it one time and it burned my face for about 8 hours. Same for CVS. Even the dollar store now has a surveillance screen when you walk in the door. Paying for a meal at a restaurant is all done electronically thru cell phones. I am feeling slowly closed out of participating in society because I cannot tolerate the EMF exposures. I am the canary in the mine field. Just because others cannot feel what I feel does not mean they are not being affected. I am concerned with the health of all humanity! With all the frequencies available, why are the ones chosen not compatible with humans??? These frequencies disrupt our own body electrics, especially the heart, and second the brain. Studies show these EMF's damage human DNA! These toxic frequencies clump and dehydrate our red blood cells, causing hypoxia. Covid was conveniently labeled as the cause for all the lung issues during the massive roll out of 5G while we were all locked down. Red blood cells are responsible for transporting oxygen to all the cells of the body. My biggest concern are the non stop Chem trails emitting huge amounts of toxic heavy metals in the sky, weaponizing the sky by electrifying it, enabling the transmission of EMF's creating weather modification droughts and deluge as well as contributing to Havana Syndrome. The fact is that the entire planet is now contaminated with measurable amounts of Aluminum, Barium, Strontium, Graphene oxide, plastic particulate nano particles, surfectants, etc. These heavy metals are creating a humid heat dome that is threatening our planet! Toxic Mold is proliferating at an exponential rate. I have witnessed it in my neighborhood and was knocked out with toxic black mold just a few months ago that destroyed me like nothing I have ever experienced. Destroyed my mytochondria and I was flat on my back, sick as a dog..still trying to detox...Trees are dying in massive numbers. Our soil and food is contaminated. Animals, insects and plants are going extinct. THIS HAS TO STOP NOW!!!!!!!!!!!!!!!!!!!!!
