I previously commented regarding my personal adverse health experiences with EMFs. I wanted to comment again specifically regarding potential research that could be done. I hold my PhD in computer science, but I've also spent most of my life involved in the medical research world in various forms, and I currently work for a major health insurance company. At my company we have considered the possibility of leveraging our massive datasets to check for correlations between patient health events/claims and proximity (in location or time) to various utilities such as cell towers, power lines, or other suspected hazards, if it could be done with proper respect for data usage rights. (An insurance company that already has the medical data might be able to compile such an analysis while keeping patient data properly anonymized. Universities might also be able to compile anonymized data from different sources.) For instance, if a cell tower antenna is installed and then 20% of people who live within 150ft get cancer within the next year, that should be easy to see by comparing utility data with medical records. But a proper study would need the utility companies to share their data, including dates of installation and the exact frequencies of different antennae, power levels, and so on. (Open/free datasets for cell towers are imprecise and largely unreliable.) Data for what phone models or laptops users purchase and when would also be relevant if it could be analyzed ethically. (Different devices have different characteristics for EMF in terms of both RF and short range standing electromagnetic fields.) Correlation with dates that patients moved to new addresses would also be relevant. Dates that smart meters were installed by utility companies is also relevant data. (Despite often being advertised as only broadcasting a few times per day, it is easy to measure that most models actually emit strong RF every 10-30 seconds. The power company just receives the update only a few times a day.) I see the possibility that these companies might share their data for a joint comparison with medical records at a large scale if the government were to encourage it. (If they think there is no medical harm, then it would be in their best interest to support the study to prove to the public that the technology is safe.) User device purchase data seems like the kind that is already sold by companies, but if there is a user privacy rights issue that of course needs to be a first priority. With whatever data can be collected, if there are harms from EMFs, and many suspect that there could be many bodily systems affected, this kind of study could unearth effects that are currently unknown or understudied. I am willing to be contacted for further discussion or collaboration on this idea if desired.

Dear Department of Health and human services, The UK government has found conclusive evidence that vulnerable populations (children, sick, and elderly) are the most susceptible to having negative effects of being within 600 m of cell phone towers and power lines. Leukemia, and other developmental impairments are linked to the substantial increase of 24/7 EMF and RF exposure. In most urban areas, cell towers are within 600 m of each other- compounding the EMF pollution. The UK has regulations on cell phone and power companies on the proximity and amount of towers that emit EMF and RF for the safe guard of their most vulnerable populations. The research that is relied upon by cellphone and power companies often benefit their profit margins as well as commuting their responsibilities and risks of their operations to other entities or pollution centers. The classic, “nothing to see here” and “look a that a way” tactic of purely self preserving opportunists. Yet, research that has shown that EMF and or RF pollution have negligible impacts on people’s health, growth, development, and resilience; firstly, do not take into account Quality of Life and secondly, are taken from research samples of healthy, 18-35 year old, military strong men. The research in favor of confident unregulated EMF and RF fail to include women, children, infirm, autoimmune, mentally ill, elderly, and other less predictable populations in our country. Reminding the Department of Health and Human Services of their role to protect the health of all humans in our great nation, not simply the strong and resilient, would be patronizing. Instead, I have faith that by the simple request for feedback on this matter is an absolute testament to the DHHS’s commitment to the “least among us”. Personally, my mom (a disabled veteran) suffers from severe sensitivity to EMF and RF pollution. It is such that she cannot think clearly with any device or tower near by. She lives in a constant state of vague distress. She’s Hispanic and she may literally be the first one on our family to be exposed to EMF and RF pollution. My husband and I have experienced terrible reactions to living within 100m of a new 5G tower, including hallucinations and mood disturbances. Pollinators and birds lose their ability to navigate. Children retain their primitive reflexes and our already vulnerable elderly have reduced neuroplasticity. It would be important to take care of these people versus protecting Cell phone and power companies bottom line. Thank you for your time and consideration.

Mon domicile est par ailleurs entouré par plusieurs antennes-relais de téléphonie mobile et de Wi-fi des voisins. À cette agression invisible s’ajoute une nuisance mécanique et acoustique : juste au-dessus de ma tête, dans les combles de mon immeuble, est installée une imposante ventilation mécanique contrôlée (VMC) collective. Cette machinerie lourde fonctionne en continu et génère des infrasons permanents qui traversent les structures. Ces basses fréquences inaudibles mais hautement perceptibles par le système nerveux finissent littéralement par me « gangrener ». Lorsque je m’éloigne de mon domicile pendant plusieurs jours, l'impact direct du son de la VMC s'estompe après plusieurs jours. Pour autant, les autres perturbations cérébrales persistent, comparable à une radio brouillée. Ce phénomène ne me quitte jamais. Ma sensibilité est devenue telle que lorsque je me trouve à proximité de lignes électriques extérieures, je l’entends circuler. Les champs électromagnétiques de basse et haute fréquence sont devenus pour moi des agressions physiques, qui dérèglent mon système neurologique, mon rythme cardiaque, mon système digestif, m’épuisent. Cette hypersensibilité s’inscrit dans un tableau clinique évolutif. Depuis l'an 2000, je vis avec des douleurs diffuses, paralysantes et handicapantes, sans cause connue. Au cours des années 2022 et 2023, mon corps a franchi un nouveau seuil de rupture en développant des réactions cutanées matérialisant l'inflammation interne permanente de mon organisme face aux agressions de mon environnement. Cela ne s'arrête jamais. Si cinq médecins attestent la composante électromagnétique, les institutions officielles, la médecine française et l'ANSES (Agence nationale de sécurité sanitaire de l'alimentation, de l'environnement et du travail) refusent le lien de causalité direct entre l'exposition aux ondes, aux champs électromagnétiques, aux infrasons, et mes symptômes lourdement handicapants. Ce refus de reconnaissance institutionnelle est une double peine. Ce déni condamne les malades à l'isolement, à l'errance et à l'absence de droits ou de solutions. La violence de ces symptômes, combinée à l'indifférence systémique des autorités sanitaires, crée une détresse psychique si profonde qu'elle pousse aux idées les plus sombres (2 tentatives de suicide). I am submitting my comments as an individual consumer. I first experienced physical symptoms of nausea when the agency I worked for installed several desk top computers for the secretarial staff in 1990. I was in Barnes and Noble and a staff person showed me how to operate a Nook. My reaction was immediate and I felt faint and almost collapsed. As more devices that use wifi and radio frequencies have come into use I have physical reactions to cell phones, tablets, smart meters, my husband's hearing aids, Wi-Fi signals within businesses, desk top computers in groupings such as in libraries or retail electronics businesses and singly in my husband's in-home office, electric grids in floor heated concrete slabs, underground electric service feeds to residences, high tension power lines, cell phone towers, routers that broadcast Wi-Fi to multiple devices within a home or business, security systems that use Wi-Fi, ungrounded knob and tube wiring in residences, electric and hybrid vehicles that have storage batteries, and in vehicles that use Sirius radio, Bluetooth, backup cameras, and other warning devices dependent on radar and radio frequencies. The most frequent and consistent physical reaction I have to EMFs and RFs is burning sensation that first begins in my hands and feet and then migrates to the skin surface of my entire body. More extreme reactions include nausea and disorientation and shortness of breath. These symptoms will occur within 3 to 10 minutes from the time of exposure. Removing myself from the physical presence of the source does not immediately lessen the painful sensations which can persist for 30 minutes or more from the time of exposure. Grounding my body by standing barefooted on the earth or in water will help the sensations diminish within 30 to 60 minutes. My most used method of avoiding the painful effects of being in the presence of EMF, RF, and wireless radiation is to avoid the physical locations in which those forms of radiation are present. I do not fly on airplanes. I have stopped going to entertainment venues in which the audience's use of cell phones is not prohibited. I do not visit certain friends who have smart houses wired with WiFi. I cannot drive a car any newer than 2011. My husband uses cell phone outside of house and uses computer when I am not home. We had our house rewired in 2019, removing the knob and tube and replacing it with metal wrapped cable and all grounded outlets. We have shielded one side of our house from a neighbor who has a smart wifi connected house. My strategy is to avoid, put distance between my body and the source, remove myself as quickly as possible from any environment with these forms of radiation, use a copper wired land line, depend on my husband to use the computer for internet connections and communication. He is the one writing these comments for me. For many years (1990 to 2019) I did not connect the occurence of these physical symptoms with radiation sources. In 2019 we had our house evaluated by an electrian and found that I had been exposed to high levels of electromagnetic radiation due to the knob and tube wiring. Since then I have been able to correlate symptoms with sources of radiation. The steps we have taken have reduced the frequency of symptoms within our home. I have asked for neurological examinations from Kaiser Permanente and clinicians there do not subscribe to the correlation between my experience of symptoms and exposure to radiation. I am writing this in the hope that my experience will add validity to the experiences of others like me.

Towers have a debilitative effect on humans and in the end cause cancer and people die. A friend of ours was asked to put a tower on his property. He was a wealthy trust fund person, fit, healthy with trails throughout his land for mountain biking, hiking, cross country, snow mobiles, etc. He was youngish — mid life 40s and died of cancer. Exactly corresponds to the placing of the tower and a fairly long decline combined with killer therapies that hospitals call "protocols." If people only knew that chemo only works less than 3% of the time; puts the cancer and the entire immune system in a dormant state only to come back with vengeance after the first "therapy" is done, and the need to go back for another $100K of protocols, and another, until death and bankruptcy, but that's not the story of the towers. A girlfriend was renting an apartment and the utility box was on the outside of the building right above her bedroom. She died and left her 13 year old daughter behind. She knew but couldn't find another place to live that she could afford. Another killed by logistics and hospital "therapies." Those are just two stories of many. Group of architects in an interesting building but also had a utility tower next to them that had God only knows what attached to it, multiple cancers in that office. One of the partners investigated and used EMF and scan readers I don't recall the numbers but they were all too high. More stories . . . We all use wifi it's not good for us either. Keeping things wired is a better option. It would be nice for people to know. Long time use causes brain fog. Also to know the purpose of these hugely strong towers, there was nothing wrong with 3G it worked it wasn't as strong. Why do they need more power what is the purpose. People say it's AI / SI so OK, at what cost to our health? Live in a rural area was very disappointed when they stuck a tower on the top of one of our beautiful mountains. Would love to live in a place again without a cell signal. I hope you can do something about the health risks of this technology.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a patient and victim of what feels like intentional harm to my wellbeing and that of other human beings. In 2017, I became extremely ill from exposure to Wifi frequencies, electric and magnetic fields. I was in my late 50’s and forced into an early “retirement”. I could no longer keep any job and function anywhere near other people, electronics and modern buildings, shopping centers, basically most public environments. I lost all contact with friends, family members and others due to the fact I had to remove myself from location where cell phones, laptops, wifi networks were in use. I went to the best clinic in the nation that does double-blinded clinical trials on EMF hypersensitivity and was officially diagnosed and told the only way to recover my health was to exit basically society and find a remote place to live. My symptoms included brain fog so bad my short-term memory was gone, nausea, panic attacks, a buzzing sensation in my legs that lasts for days, bone pain, the feeling of internal heat and red skin, skin rashes, extreme constant fatigue not helped by any amount of sleep, the desire to way overeat, total lack of energy to do any household chores or exercise, depression, increased blood pressure. The only thing that has helped has been to remove myself from society, turn off the electricity, use ethernet cables (no wifi) and sit far away from a desktop computer. I do not use a cell phone nor any “smart” modern devices. I can’t ride in any modern cars full of EMF fields and are constantly bouncing signals of cell towers and other cards on roadways. You don’t seem to understand that this EMF technology is fueling all types of diseases – making them happen faster. As long as you focus on the symptoms instead looking at the core body’s reaction to being assaulted by frequencies that are not natural in ever increasing strength you will never resolve anything. Almost 10 years later, I have only recovered slightly and exposure to modern cars, public spaces, people’s homes full of toxic EMFs still triggers intense symptoms to include intense immediate pain, nausea, migraine headaches, edema, buzzing in the nervous system (lasts for days), brain fog and panic attacks. The increase in 4G to 5G is easily felt in my body and has intensified the response to exposure from this technology. It is a complete lie to say that this type of radiation does not affect the body. I am dumbfounded that a recognized disability with ICD-10 coding produces zero accommodation from the ADA department of the government. I feel like people like me, our lives, mean absolutely nothing to a modern society on a path to the internet of things – all living things to be incorporated into some global network. Modern people have become so addicted to their devices that it is tearing apart our society, families are being broken apart. Children think their parents are insane for asking cell phones be turned off. I have met many people personally who are in the same situation of all ages. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Yet I do not hold out much hope as our society has placed dollars, governmental controls, winning some global tech race over human beings, animals, plants and the natural order of creation, against the very Creator of all life. I urge HHS to carefully consider the environment it operates in. What good is any research if the other branches of our government, other agencies, are bought by industry and global interests? Will your efforts to do any more research do any good? So many research studies already exist pointing to this technology’s harmful biological effects and yet it has had zero impact on slowing down the march to technological destruction of the biological life by those that want to create a new race of people that are hybrid human beings.

Dear People of HHS,ect my home I have been hurt by wireless signal for at least 20 years. I hear and feel signal. If I am unfortunate I am standing right where a sine wave from a cell tower lands. Then I feel excrutiating pain, as if my ears are being drilled all the way through my brain . I have to move away quickly . It hurts so much . I hear ambient signal all the time .Quiet has been stolen from my life . I have done numerous remedies to try to protect my home. I have planted iron-rich soil and some metal rods around my house , hoping to ground the signal. Wireless signal is attracted to the electricity running trough the wires in our home. Their union causes dirty electricity that is also audible to me . I keep the eletriscty turned off in one part of my house. I have slept under an iron mesh curtain for many years . I still hear signal . There are a few nature places where I find quiet, but they are few and require travel . I am convinced that so called tinnitis is actually people hearing signal. I hate 5G . I believe it is bad for all life. The countries with NO 5 G had NO Covid !!!! Please band EMFRadiatoion and use fiber optic wires ! After every increase in electrification on Earth, a pandemic follows !!! HELP !!!

I am Sarah Starr. My work includes space-weather forecasting, astrology, consciousness education, and exploration of non-human intelligence. I urge HHS to include space weather in its investigation of electromagnetic fields, radiofrequency radiation, wireless exposure, and human health. We cannot fully understand the electromagnetic environment people encounter by studying phones, towers, and electronics alone. Natural conditions belong in that investigation too. I want HHS to connect observations of solar activity and geomagnetic disturbances with exposure measurements, health research, and public-health preparedness. Space weather changes Earth's electromagnetic environment. Solar storms affect the magnetosphere and ionosphere, altering currents, fields, and the propagation of radio signals. They can disrupt communications, navigation, satellites, and power systems. These hazards affect public health, emergency response, and national security. Our reliance on technology makes understanding those consequences essential. Wireless infrastructure, personal devices, and high-power transmitters such as HAARP should receive independent exposure assessment. Each source has its own operating characteristics. I ask HHS to investigate the natural conditions surrounding these systems and the people who use them. Measure what happens during both quiet periods and space-weather events, rather than assuming that one set of conditions represents every situation. I am interested in changes in Earth's magnetic field and the wider reach of auroral displays during strong storms. Regional magnetic weakening, strengthening elsewhere, and unusually southern auroras are reasons to examine local conditions. They should prompt coordinated measurements of fields, particles, and radiation, rather than a single assumption about exposure everywhere. Natural radiation also deserves attention. Solar energetic particles, cosmic radiation, and gamma rays from atmospheric events involve different sources and exposure pathways. Ground-level particle detections and observed thunderstorm gamma-ray bursts show why research should capture brief events as well as averages. Establishing their relevance to people requires measuring location, altitude, shielding, energy, and duration. These distinctions make an investigation more useful: they identify the hazard and the protection it requires. My request is to study these conditions together without treating every form of radiation as interchangeable. A disrupted radio signal is different from an increased dose to a person. A change in the magnetic field is different from gamma exposure. We need measurements that establish those connections where they exist and distinguish them where they do not. The health questions deserve sustained attention. Published research has reported associations between geomagnetic activity and cardiovascular measures or mortality. I want independent studies to determine whether these findings hold across populations, what mechanisms explain them, and whether simultaneous wireless exposure changes the outcomes. Include sleep, cognition, mood, and prospectively reported symptoms alongside measurements. My interests also include consciousness and changes in human experience. I want these concerns approached respectfully and investigated through defined neural, cognitive, and subjective outcomes. Laboratory findings of brain responses to magnetic-field changes offer specific questions for replication. They should lead to careful investigation of human sensitivity, rather than assumptions about what every reported experience means. Wildlife and ecosystems belong in this discussion. Research on magnetic navigation and electromagnetic interference gives us reasons to examine orientation, migration, and other functions organisms depend on. Study realistic exposures and determine whether observed changes affect survival, reproduction, or ecological health. I ask HHS to coordinate with NOAA, NASA, USGS, FAA, FCC, and me. Support studies across multiple locations that pair environmental records and personal RF monitoring with standardized health measures. Account for weather, pollution, sleep, medications, and expectations. Include appropriate studies of children, pregnant people, older adults, implant users, and exposed workers. Publish methods, uncertainty, and null findings as openly as positive results. Preparedness must accompany research. Evaluate how power failures, communications disruption, and interrupted medical care affect communities, and people who depend on electricity for treatment. These indirect pathways deserve attention alongside direct biological questions. My attached paper explains the evidence I reviewed and proposes a coordinated research program. For 3 years, my home contained an extremely high EMF caused by an electrician who improperly installed dimmers and violated the electric code when wiring to fuse box. The EMF field was highest in my son’s bedroom and adjacent tv room. My healthy son then experienced unexplained chronic pain. I used an EMF meter to find defect and fixed it with the help of an electrician. Read the book Tracing EMF in Building Wiring and Grounding by Karl Riley. You will learn that the EMF studies that said EMF is safe DID NOT understand that some of the highest EMF is caused by residential wiring defects. The EMF studies that based their analysis upon the distance of homes with children with leukemia from high power lines DID NOT understand that the real danger was not high power lines, but residential wiring defects producing much higher EMF. If a house was 10 miles from a high power line and the resident had leukemia it had little to do with proximity to the power lines but probably a lot to do with whether that home had high EMF due to wiring defect. My son’s room had an EMF level of 80 to 120 mG whereas the level near the high power lines in my town was like 12 mG. I know because I started testing locations to understand. After the wiring defect was fixed in my house, the level dropped down to 0.14 mG. I used AC Milligaus meter by Alpha Lab Inc
