I hold a master's degree in Medical Visualisation and Human Anatomy from the University of Glasgow and Glasgow School of Art. I submit this comment as a medical visualisation specialist and an individual reporting severe electromagnetic sensitivity (ES). 1. Health Experiences and Functional Impairment My experience of ES has profoundly affected my ability to work, travel, obtain healthcare, maintain housing, and participate in society. I experience migraines, stabbing pain, dizziness, nausea, burning sensations, and disrupted sleep that I associate with nearby wireless devices and infrastructure. I have invested in wired Ethernet, removal of wireless equipment, electrical mitigation, and RF shielding. These observations do not establish causation, but the functional limitations warrant clinical investigation. Scientific uncertainty should not justify dismissing patients or overlooking reasonable accommodations. 2. Exposure Standards and Risk Assessment Current RF limits focus on established adverse effects associated with tissue heating. Questions remain about chronic, modulated, and cumulative exposures. The National Toxicology Program (2018) reported clear evidence of carcinogenic activity involving malignant cardiac schwannomas in male rats exposed to high levels of 900 MHz RF radiation. These results cannot be directly extrapolated to everyday human exposure but merit further study. HHS should independently review whether current standards adequately address long-term outcomes and susceptible populations. 3. Exposure Measurement and Surveillance Real-world exposure includes simultaneous sources such as cellular infrastructure, Wi-Fi, smart meters, and connected devices. Measurements should document frequency, power density, field strengths, modulation, duty cycle, duration, and cumulative exposure. HHS should develop protocols combining personal dosimetry, environmental measurements, clinical observations, and longitudinal data. A voluntary ES registry could support epidemiological studies. 4. Potentially Sensitive Populations Children, pregnant women, older adults, people with implanted devices, occupationally exposed workers, and individuals reporting ES warrant focused study. Clinical evaluations should be multidisciplinary and respectful, investigating alternative explanations without dismissing symptoms. 5. Biological Mechanisms and Scientific Evidence Human tissues are intrinsically bioelectrical. Membrane potentials, ion gradients, and endogenous electric fields are fundamental to cardiac and neurological activity, cellular communication, and homeostasis. This does not establish that environmental RF causes injury, but supports investigation of possible interactions. Research should examine membrane electrophysiology, ion channels, oxidative stress, autonomic regulation, blood-brain barrier integrity, and cellular homeostasis. Anatomically registered medical visualisation could help integrate exposure data with physiological measurements. 6. Federal Research Priorities HHS should coordinate NIH, NIEHS, FDA, and CDC to: 1. Fund independent, reproducible studies of biological effects, including exposures below current limits. 2. Standardise clinical assessment of reported ES. 3. Support prospective studies combining dosimetry, physiological measurements, symptoms, and appropriate controls. 4. Investigate chronic and mixed-source exposures. 5. Evaluate wired telecommunications and non-transmitting utility alternatives as accommodations. 6. Publish methods, findings, funding sources, and conflicts of interest. Conclusion Scientific uncertainty must not become institutional indifference. For affected individuals, these questions concern housing, employment, healthcare, and participation in society. HHS should pursue rigorous, independent research that distinguishes established findings from hypotheses while taking functional impairment seriously. The objective is neither to presume harm nor presume safety, but to develop evidence-informed public health policy. For those of us who are electromagnetically sensitive, the switch from LTE/4G to 5G was physically traumatic, deleteriously affecting the neuro-endocrine system, sleep patterns and overall health in many. I personally had to return several new iphones as simply holding them to look at the screen triggered numbness and radiating pain from my hand up my arm. After typing a short text message, it took almost an hour for the pain and numbness to dissipate. I do not ordinarily have any pain or numbness in my hands or arms so the causation was obvious an repeatable. If I held it, it appeared. When I set it down and moved away from it, it slowly dissipated. Ultimately I sought out used older equipment that was built for LTE/4G but could make it to 5G. As the suppliers are always pushing forward with their new designs and the used supply is diminishing, I am living on borrowed time equipment-wise. I am a small business owner and a trained lawyer. I am not a quack. I am simply electromagnetically sensitive thus I become the "canary in the coal mine" that reveals what is more slowly harming others. And I am not alone. Please step the system limits back to 4G/LTE or hold them at 5G. Do not push forward. thank you for your time.

I have been dealing with EMS hypersensitive for the last several years after a mold problem in my house. I live in a small town with only 2 towers over it so I am OK at home. I had to hard wire my computer, ground lights and get rid of the smart power meter to be able to sleep. When in a smart town I experience brain fog, fatigue and abdominal pain after a few hours. I also get head pain if I hold my cell phone to my head. I did not understand the connection to exposure till the power company installed a smart meter on my home and I stopped being able to sleep. This is real sickness caused by frequencies our bodies were not designed to deal with. How many people have these kind of symptoms and have no idea what is causing them? I don't think the medical system has a way to diagnose this. I figured it out by myself. I have learned how to lower exposure to protect myself but when I travel it is very difficult. So again my exposure symptoms include brain fog, extreme fatigue, insomnia, abdominal pain, digestive problems, chest pressure, head pain. This really needs to be studied.

EMF CONCERNS Reported symptoms of EMF toxicity (often termed electromagnetic hypersensitivity or EHS) include headaches, fatigue, sleep disturbances, dizziness, and cognitive issues such as brain fog, memory loss, concentration difficulties, ocular symptoms, tinnitus, sensory abnormalities, memory and concentration loss, depression, emotional lability, suicidal ideation and temporospatial confusion.   Physical manifestations frequently involve skin reactions like tingling, burning, or itching, alongside tinnitus (ringing in the ears), nausea, and musculoskeletal pain. Psychological and cardiovascular symptoms include anxiety, irritability, mood swings, and heart palpitations. Local issues include observed dead birds, animals, mice, fruit rats, etc.

In 2017 I was injured by WiFi emanating from a replaced router/modem in early December 2016. My computer had always been intentionally wired. The technician turned on WIFI throughout the house and never mentioned it. Within four months I was feeling the weakening effects. By April I experienced flu like symptoms that never went away so I thought perhaps I had developed allergies.. By August I had become physically very handicapped and saw a chiropractor weekly so I could walk or turn my head. My hair had turned white and much had fallen out. I thought of killing myself as the irradiation process and disintegration was very painful, but due to senility which was also created, I could never remember my plans from the night before to end the misery. In mid-August I was invited to a friend's book signing on the history of electricity, The Invisible Rainbow. He read all the symptoms of electrical poisoning. I said to a friend sitting beside me, "I have all those symptoms". My friend said, "Well, you must have WiFi at your house." I replied in the negative and he insisted on seeing for himself. And yes, WiFi was everywhere till he turned it off. Obviously I am not computer literate. So yes, the WiFi was gone but not the symptoms. I was senile for about four more years. Parts of my body did not work well for several years. My hearing and eyesight are both, almost ten years later, very problematic. I had 20/20 eyesight prior to the WiFi. Digestive issues come and sometimes go, which had never been an issue before. I am allergic to cell phones; I have a landline whose receiver I cannot talk into but I use the speakerphone part. If I fly, I must wear special clothing and a head cover. Out in public if I get too much EMF exposure, I will have a bad cough the next day or even two if the exposure is too prolonged. My quality of life is definitely diminished. However I am very grateful that the cause of my ill health had been found before I died from the radiation. I am very concerned about the Smart Meter march forward as I know I will not have long to live if Smart Meters are required on every home. Please stop this from happening! Obviously I cannot be close to cell towers. Their proliferation is definitely cause for concern as the human race has not had time to mutate or adjust somehow to this influx of unhealthy EMF. People here have correlated proximity of cell towers to cancer outbreaks in that area of town, but the City Council professed not to be able to stop the spread of cell towers due to the FCC regulations and fines that would ensue if in opposition to cell tower erections. This is Unconstitutional and against each individual's right to life. I thank you so much for giving those afflicted a platform to espresso their concerns. If my immense suffering can save others from such an experience, I will feel I have not suffered in vain. Please help us all!

Al jarenlang ben ik stralingsgevoelig en wordt dus ziek van elektromagnetische straling. Thuis heb ik geen wifi, maar heb mijn laptop aan de kabel. Ik gebruik geen mobiele telefoon, maar get een stralingsarme vaste telefoon. Bankbetalingen doe ik altijd met een identifier en nu ze daarmee willen stoppen krijg ik grote problemen. Ook betalingen in winkels doe ik met mijn bankpas en niet met een mobiel. Wereldwijd zijn er tienduizenden onderzoeken die de schadelijke effecten op het menselijk lichaam hebben aangetoond. Dus waarom doet onze regering net of die onderzoeken niet bestaan? Bijna 15 jaar geleden had Zembla hier al reportages over gemaakt. Veel mensen hebben gezondheidsklachten, maar weten niet dat dat komt door hun mobiel of wifi. Waarom wordt dat geheim gehouden? De meeste mensen denken daarom dat EMS veilig is. Op Malta werden waarschuwingsfilmpjes op de nationale tv uitgezonden. Waarom niet hier? Is de telecomindustrie en geld belangrijker dan de gezondheid van de bevolking? Dus ik doe een beroep op het moreel besef van de mensen die hierover beslissen.

There are many non profits and individuals who have been studying this stuff for years. Please look them up, skywatchcollective, geoengineering.org, Arianna masters, Sayer Jai… I have sensitivities to EMFs. As does my daughter and son. In combination with mold and heavy metals especially. Headaches, chronic cough, anxiety and a bussing through out my body. My husband experienced tinnitus since they installed a smart meter by his head around 10 years ago, it still hasn’t gone away. The small cells everywhere. I believe it contributes to heart attacks and has something to do with mold, heavy metals (chemtrails spewing aluminum, barium and strontium all visible in the after spray sunsets). I feel like we are being attacked physically.

Sayer Ji, geoengineering.org Arianna Masters and the geo fight have A LOT of scientific evidence that EMFs, radio frequencies .. are harming us. In many ways. Please include the mold piece when studying. I am very sensitive to it as was my son. EMFs can and do cause heart attacks. The small cells now everywhere have done nothing to help the internet.. they cause fires, they are an absolute eyesore and they are doing nothing but keeping us going to the doctor. Please investigate for our health. Stop the fcc from putting this crap up everywhere. Stop chemical spraying from planes, stop weather control haarp and trying to control what God already has control of. Please.

Sayer Jai, Arianna Masters, the geofight, geoengineeringwatch.org, skywatch, clear sky initiative all have A LOT of evidence and I hope you work with them all. The small cells are an eyesore and they do nothing but keep us going to the doctors. I would check into the amount of heart attacks that occur due to dirty electricity and EMFs. I have sensitivity to them, I can feel them, especially in conjunction with mold. Please study the mold and EMFs, my son also had sensitivity and I believe heavy metals and EMFs and dirty electricity caused his death. It causes heart attacks, among other health issues of many people I know. I am not a Scientist, I am a human and that’s my evidence. Please look into and stop chemtrails, EMFs, haarp and small cells everywhere, or protect us from them. I do not consent to spraying anything in the air, they are not contrails, they are aluminum strontium barium and other awful small particles. They have caused a chronic cough in me. I am commenting both as a health care professional and as a former employee exposed in an occupational setting. 1) Patient experiences: I have had several patients who believed they were being ill effected by EMF exposure, but one comes to mind. This patient had been previously healthy before fracturing her shoulder, which was repaired with a permanent Titanium plate implant. Since that time she has experienced headaches and frequent colds, flus, and respiratory infections which are worse when in proximity to various microwave emitting devices including various screens and satellite dishes etc. She keeps her phone wrapped in a piece of silver cloth and has hired a professional to evaluate and mitigate her home and it has helped. 2) My occupational experience: I worked at the Museum of Science and Industry in 1993-94 where I demonstrated different forms of electric waves in a show called "Electric Theater" that had been resurrected from the 1950s as part of the Hundred Year Anniversary of the museum. When I was not doing this show,I was in the Communications exhibit demonstrating the conversion of analogue sound to light, as part of an early AOL exhibit and cathode ray televisions from other exhibits. Over the course of about 6 months I became sicker and sicker with headaches, fatigue and general malaise, including frequent colds and flu. Eventually a research scientist from PA, who was attending an R & D Banquet at the museum visited me in the Communications exhibit and as we conversed and I relayed that I didn't feel well, mentioned EMF toxicity. She walked me outside to a high tension wire strung overhead and asked me if I could feel the EMFs coming from the wire and I could. I would also mention that the museum has a copper roof. I left this job soon after, but found that I became ill when sitting in front of a computer for too long. This was remedied when liquid silver screens were introduced, but I am still very sensitive to phones and certain batteries, such as those in the early electric cars. Certain ones are better than others. The conclusion that I have come to, based on the patient discussed and other patients, is that people with metal implants in their bones and teeth are more prone than others to EMF harms, and that extreme exposure creates a sensitivity from which it can take many years to recover.
