To Who It May Concern:
The widespread use of incresaingly powerful wireless technology continues unabated without any scrutiny of its’ effeects on humans, chikdren and animals. It is e ssntial that this information be uodated in the current saturated environment.
Thank you for your actions on behalf of humans.
HHS should treat low-frequency magnetic emissions from television and monitor displays as an exposure in this docket, with children's programming first. Current radiofrequency limits are built on heating, specific absorption rate, and power density. They do not describe image-driven magnetic pulses in the band that overlaps the electroencephalogram. Laboratory work by W. Ross Adey and colleagues found frequency-specific changes in calcium binding in brain tissue at field levels that do not heat tissue. U.S. patents to Hendricus G. Loos claim that pulsed images on monitors and television tubes can excite sensory resonances near 1/2 Hz and 2.4 Hz. An observational analysis of the soundtrack of *Meet the Teletubbies* found intermittent energy below 20 Hz, strongest near minutes 51–54. That analysis does not establish a neurological effect or an intent. It does establish a concrete children's-media case. Speaker limits on airborne infrasound do not answer the magnetic-field question. I ask HHS, with FDA and in coordination with the FCC, to require measurement and disclosure of these emissions, to test them under realistic viewing, and to review whether subliminal-content policy covers the physical display.
The source is the television or monitor and its associated electronics, driven by ordinary program material. The population I ask HHS to put first is children watching commercial programming, including *Meet the Teletubbies*.
The quantity of concern is the extremely-low-frequency magnetic field produced by the display process: image-intensity changes, power circuitry, and, on older tubes, deflection systems. A common objection is that television speakers cannot produce meaningful airborne sound below 20 Hz. That objection answers a different question. Magnetic fields pass through tissue, induce electric fields in the body, and do not depend on the speaker's acoustic cutoff.
An observational study of the full program *Meet the Teletubbies* (running time 1:01:43) built an ELF spectrogram of the soundtrack from 0 to 100 Hz and aligned it with the picture. Magnitude below 50 Hz and below 20 Hz was intermittent and at times dense. The strongest sustained cluster below 20 Hz fell near minutes 51–54, during insert and outdoor segments. The study states that these findings do not by themselves establish intent or a neurological effect. They document a children's-program case that should be followed with controlled measurement of the magnetic field at the set, not only of the audio file. Exposure of this kind is repeated, often daily, during a period of high neural plasticity. A child cannot detect a magnetic pulse and cannot opt out of it. Parents are not given a measurement.

Subject: Unequal Protection from RF Radiation in Longmont, CO
Dear FCC and HHS Secretary Robert F. Kennedy Jr.,
Thank you for addressing this important manner to protect humanities health.
Why do other countries protect the health of their citizens more than our great country?
I am a resident of The Village on Main, a federally subsidized low-income housing complex in Longmont, Colorado. Our building is located directly across from a cell tower and experiences continuous radio frequency (RF) exposure, measured indoors at approximately 20.7 µW/cm², 24 hours a day, 7 days a week.
Through my research, I have discovered that government and civic buildings in the same area have been shielded from RF exposure (shown in green on the attached map), while residential and low-income housing buildings remain unshielded (shown in red), despite being much closer to the towers.
This raises serious health and environmental justice concerns:
Low-income, elderly, and disabled residents are left disproportionately exposed while protections are provided to government employees.
The exposure in my building exceeds Russia’s national safety limit of 10 µW/cm² and is significantly above precautionary limits in other countries.
The 2021 D.C. Circuit Court ruling (EHT v. FCC) found that the FCC failed to adequately review health impacts of chronic, low-level RF exposure, underscoring the need for state-level action.
I respectfully request:
The US adopts the precautionary principle including non-thermal effects standards like China, Italy, Poland, Russia and Eastern Europe of safety limit of 10 µW/cm² max.
Also:
An investigation into this unequal application of shielding protections.
Equitable RF protections for residents of federally subsidized housing.
Development of state-level RF exposure guidance that prioritizes vulnerable populations.
Shielding technology already exists and has been applied — it must be applied equitably. Residents should not be treated as second-class citizens when it comes to health protections.
After moving in here I woke up everyday for 6 months feeling every cell in my body aching.
I shielded my apartment and that feeling when away immediately.
I live next to many elderly in their 80’s and 90’s. They don’t have the resources or time and energy to shield their units.
This is a crime on humanity.
Thank you for your urgent attention to this matter.

Hello RFK Jr.,
I am writing concerning the use of 5-15g towers. In my experience the damage done to my cells thus far are noticeable. I have had the worst issues with what appears to be microwave and radiation sickness symptoms. I have been getting tested for the last 4 years including MRI, Ulta Sound, Blood and stool. Even camera down throat, all test either once a year and Blood tested several times. Always come back nothing wrong with my physical being. The amount of barfing and the other end daily is rough, having manufactured brain fog, memory issues, not being able to absorb new information, and pain in my body has debilitated me. I ask that you put a stop to the use of these frequencies that have already been proved to cause cancer in children. I have been detoxing and taking meds and supplements for years to combat the frequencies.
Thank-you Cynthia Mercado

I am responding from the perspective of a patient.
I have been affected by wireless radiation such as wifi routers, cellphones, and celltowers since 2019 starting at 14 years old. My symptoms include headaches, fatigue, joint pain, heartbeat irregularities, shaking, balance problems, severe brain-fog to the point of losing the ability to speak and understand language, and widespread pain. These symptoms increased in severity the longer and more often I was in proximity to wireless radiation such as cellphones or buildings with active wifi routers or hotspots. Additionally, the longer I was exposed to wireless radiation the longer it took my body to recover enough to handle being exposed again.
I was already homeschooled, which allowed me to control the environment I was in most of the day, but I had to drop out of any extra-curricular programs that were held inside a building as well as limit my time in public places due to wifi and cellphone exposure.
In 2020, 5G towers started to be put up in my neighborhood in Chicago and I discovered that these towers hurt me to the extent that walking past one would keep me housebound and incapable of doing much besides laying still for the next 24 hours. My family was forced to move away from the city as more and more 5G towers were put up, limiting the places I could go.
Currently, I live with my parents in a completely wired house, keep my phone on airplane mode whenever it is on my person, and continue to be severely limited in activities and outings due to symptoms from wireless radiation. I am unable to have an in-person job in any building with wifi and neither can I do any service such as jury duty. I am nearly housebound; Going to the grocery store, to church, to friend’s houses, or virtually any indoor public space has to be carefully planned and my exposure time limited to an hour maximum in order for me to be able to heal within 36 hours.
I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.
I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.
Thank you for providing individuals and families with an opportunity to be heard.
Please follow the many studies, including those by the NIH, about the harm and DNA damage that wireless radiation, RF radiation from Smart Meters, and EMFs can cause especially to children, when making decisions about how these are implemented and often forced on citizens. In my state of Massachusetts our utility companies are able to charge us unrestricted fees if we choose to not have a dangerous Smart Meter installed. This is wrong. We should not be charged several hundred dollars per year to opt out of dangerous radiation. Thank-you.

I have personally been affected by the increase of cell towers and wireless technology negatively. A lot of the time I feel like my breaths are shallow and difficult and many times I feel my concentration is poor after exposure. It affects my sleep negatively as well. I usually take extra precautions such as unplugging the internet at night and taking supplements to calm my nervous system so I can fall asleep more easily. Whenever I use my phone to access the internet, I am more irritable afterwards. I notice when my children are using wireless technology they also become more irritable and not as focused. There are studies that show wireless technology negatively affects the developing brain. It is also known to cause cancer. If we want thriving children in our future then we need to address this issue. I believe more education to the public can provide awareness so parents can make an informed decision. Knowledge on how to mitigate or avoid negative side effects would also be helpful.

I am 74 yrs old and live in a retirement community. It's pretty sad when the government agencies that are supposed to protect us grant permission for towers to be built next to homes, schools and businesses without doing their research as to whether they will negatively affect us. I personally have experienced headaches, my neighbors have also had health issues, but because we're senior citizens we are ignored because they feel we get sick anyway, so why worry about wireless radiation, they're going to die anyway. The people running for office don't talk about the towers, probably because they can't do anything about it, I sincerely hope HHS can do something, that they will not look the other way, but actually do something. There are towers everywhere, this must be stopped. I don't know the dates the towers near us were put there, first one, then another, and before you know it, hundreds are everywhere.

I am responding from the perspective of a parent and health care professional (occupational therapist). I personally experience increased pain in my ear if I hold my cell phone to my ear when speaking on it. While this is not a severe reaction, and one I can mitigate by not holding the phone to my head when speaking on it, I believe my experience is shared by many and that it is a symptom of some degree of immediate harm being caused by exposure to this type of wireless electro-magnetic radiation. I am very concerned about the effect of modern man-made EMF's on children's brains, which are less protected by their immature skulls.
