Dr Lauraine M.H.Vivian This has been written by me, as a sufferer of EHS and former medical researcher in the field of harm from EMR I wish to testify that I and my family have suffered with EHS since 2011. We were first affected whilst living in Newlands, Cape Town, South Africa because a large main frame and mast were erected near our home, in Great Westerford Buildings. Our exposure to EMR or Non-Ionising Radiation from the infrastructure has debilitated our lives because we suffer with tinnitus, itchy and red rashes and my one son with lymphoma. We reported the 'noise' to the council and it was they who informed us that it was caused by NIR/EMR and they put us in touch with a support group run by Tracey Lee Dorny. Tracey Lee has since died of cancer, which she felt was related to the stresses of EHS and exposure to nearby mobile phone masts. Great Westerford Building experienced fires that led to huge tunnels being built underground to cool the mainframes. At this time I was working as a medical scientist at the University of Cape Town and together with Prof Olle Johannson and some commmunity members we established research to monitor peoples' responses to the roll out of mobile and Wi-fi technology across Cape Town and especially the township regions. I began to collect testimonies in videos and written accounts from sufferers and was able with their consent to pass these on to organisations working on harm from EMR. Prof Olle Johansson assisted our team to revise the Manitoba/Canadian EHS questionnaire and we put the research protocol to the ethics committee. They rejected it because they said the questionnaire was not relevant in South Africa and I could not carry out the project because I suffered with EHS. Following this I have continued to support scientists working in the field as I knew that funding was not forthcoming and that it was vital to collect evidence. In Copenhagen, Denmark, together with scientists we analysed data on EHS in people who live close to mobile phone masts. I have supported the initiatives of Prof Olle Johannson, Arthur Firstenberg and today, Andrew Michrowski. I have two scientific publications on harm from EMR. During this time I have given assistance/advice to many people suffering with EHS and as a medical researcher have tracked how: - 1. Children attach to mobile phone pulsations and not their parents' physicality. 2. Addiction to the algorithims in digital technology happens when lasting damage is done to the way algorithims rework neural pathways. 3. The early deaths of Arthur Firstenberg, Tracey Lee Dorny, and others. 4. The relationship between EHS - stress and cancer. 5. How cyber technology and mobile phones have been used to traffic people, drugs, and enable grooming gangs to engage child prostitution. 6. Most recently, I have worked with Andrew Michrowski to try to establish how this now global techology in Wi-fi and mobile phone signalling is adding to global warming. PACE can provide you with the scientific evidence for this but suffice to add that ICNIRP and WHO were tasked with monitoring the thermal effect of EMR have failed to do so. Instead they encouraged its dissemination across the globe and into space for grossly inequitable, monetary reward. Their failing extended to the fact that they did not evaluate the non-thermal effect of EMR which was left for unfunded scientists working in the bio-initiative such as Professor Frank Barns to investigate. The reason harm is now so pervasive and so many suffer (unheard) from EHS is that no proper and extensive testing was done on the roll out of what is 'ionising' radiation. In this respect, I believe that we are experiencing a Hiroshima Effect from EMR and this is shown in increasing temperatures and disaster situations. My reference to this being IR and not NIR comes from a South African physcist who sat on, but disagreed with the committee that downgraded NIR to not-harmful.

Actually as far back as 2009 is when they first found a small dot on my left kidney. Then in 2014 from a back doctor that had me get a MRI that showed that spot had grown. I lost my left kidney then and then in 2017 it spread to my right adrenal gland and lost that. Later on it moved to my second rib from the top of my left back side. But has since then been in remission. I lost a foot of my intestine due to a hole that they found in it and think that EMF radiation from cell towers and smart meters ate a hole in it. Also ate a hole in my bladder. I now have to wear a Nephrostomy bag in my back in my right kidney since my ureter is blocked since 2025. When I leave home I feel better since a cell tower is nearby like less than two miles away. and now we've had to be forced take this stupid smart meter that our Electric company says we can't change back to analog. They say I can go off grid, but then we'd not have power. They wont let me change back to analog. I feel sick, dizzy, listless, and run down all the time now. I didn't use to when they didn't have all this EMF and smart meters. I've lost hearing and eye site too. I have to use two hearing aids now that I didn't need to do not long ago. My eye sight is also bad because of EMF, EF, and RF signals and radiation. Wee need to roll this back to 80's levels and change back to analog meters and analog TV... AI also needs to be held accountable it's too dangerous. At least the people who program it do... Get a sound meter hook it up to if possible to coax lines, and test all frequencies for at least the 138 hz that my chat bot said was a predominate signal that should not be in the air or grid. Also test people with like a Heat camera infrared and see the hot spots on people. I can record over the air using a voice recorder in multiple spots at once so it's a universal signal that should not be there and accompanies microwaves and other forms of EMF, EF, and RF and smart meters. I can only hear it in my hearing aids so it means that a EMF, EF, RF, and smart meter, and some sort of radio signals are being sent at low level Frequencies at about the 138hz or so.. IT changes but that's about what it is maybe the carrier wave of this signals...

I previously commented regarding my personal adverse health experiences with EMFs. I wanted to comment again specifically regarding potential research that could be done. I hold my PhD in computer science, but I've also spent most of my life involved in the medical research world in various forms, and I currently work for a major health insurance company. At my company we have considered the possibility of leveraging our massive datasets to check for correlations between patient health events/claims and proximity (in location or time) to various utilities such as cell towers, power lines, or other suspected hazards, if it could be done with proper respect for data usage rights. (An insurance company that already has the medical data might be able to compile such an analysis while keeping patient data properly anonymized. Universities might also be able to compile anonymized data from different sources.) For instance, if a cell tower antenna is installed and then 20% of people who live within 150ft get cancer within the next year, that should be easy to see by comparing utility data with medical records. But a proper study would need the utility companies to share their data, including dates of installation and the exact frequencies of different antennae, power levels, and so on. (Open/free datasets for cell towers are imprecise and largely unreliable.) Data for what phone models or laptops users purchase and when would also be relevant if it could be analyzed ethically. (Different devices have different characteristics for EMF in terms of both RF and short range standing electromagnetic fields.) Correlation with dates that patients moved to new addresses would also be relevant. Dates that smart meters were installed by utility companies is also relevant data. (Despite often being advertised as only broadcasting a few times per day, it is easy to measure that most models actually emit strong RF every 10-30 seconds. The power company just receives the update only a few times a day.) I see the possibility that these companies might share their data for a joint comparison with medical records at a large scale if the government were to encourage it. (If they think there is no medical harm, then it would be in their best interest to support the study to prove to the public that the technology is safe.) User device purchase data seems like the kind that is already sold by companies, but if there is a user privacy rights issue that of course needs to be a first priority. With whatever data can be collected, if there are harms from EMFs, and many suspect that there could be many bodily systems affected, this kind of study could unearth effects that are currently unknown or understudied. I am willing to be contacted for further discussion or collaboration on this idea if desired.

Dear Department of Health and human services, The UK government has found conclusive evidence that vulnerable populations (children, sick, and elderly) are the most susceptible to having negative effects of being within 600 m of cell phone towers and power lines. Leukemia, and other developmental impairments are linked to the substantial increase of 24/7 EMF and RF exposure. In most urban areas, cell towers are within 600 m of each other- compounding the EMF pollution. The UK has regulations on cell phone and power companies on the proximity and amount of towers that emit EMF and RF for the safe guard of their most vulnerable populations. The research that is relied upon by cellphone and power companies often benefit their profit margins as well as commuting their responsibilities and risks of their operations to other entities or pollution centers. The classic, “nothing to see here” and “look a that a way” tactic of purely self preserving opportunists. Yet, research that has shown that EMF and or RF pollution have negligible impacts on people’s health, growth, development, and resilience; firstly, do not take into account Quality of Life and secondly, are taken from research samples of healthy, 18-35 year old, military strong men. The research in favor of confident unregulated EMF and RF fail to include women, children, infirm, autoimmune, mentally ill, elderly, and other less predictable populations in our country. Reminding the Department of Health and Human Services of their role to protect the health of all humans in our great nation, not simply the strong and resilient, would be patronizing. Instead, I have faith that by the simple request for feedback on this matter is an absolute testament to the DHHS’s commitment to the “least among us”. Personally, my mom (a disabled veteran) suffers from severe sensitivity to EMF and RF pollution. It is such that she cannot think clearly with any device or tower near by. She lives in a constant state of vague distress. She’s Hispanic and she may literally be the first one on our family to be exposed to EMF and RF pollution. My husband and I have experienced terrible reactions to living within 100m of a new 5G tower, including hallucinations and mood disturbances. Pollinators and birds lose their ability to navigate. Children retain their primitive reflexes and our already vulnerable elderly have reduced neuroplasticity. It would be important to take care of these people versus protecting Cell phone and power companies bottom line. Thank you for your time and consideration.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. As a very concerned mother and now grand-mother and Holistic Health Care Advocate for family, friends and many healing groups I learned already as a young person about all good and harmful Earth Earth radiations. A topic well known to professionals and families in Germany for decades but sadly ignored and even villified and fought over here! Family members and I have always been very sensitive to these radiations, even leading to cancer which had been diagnosed and confirmed by their doctors. I would have a constant headache 24/7 right away and even receive electric shocks by just holding a cell phone--already before the more intense 4G and 5G Smart phones and in addition to those smart Meters and huge cell towers were built!! My search was therefore focused on finding protection from these harmful rays, spending ( investing) initially over $4,000 to protect my home, and so I was always led to more and more inventors who offered devices which could protect us personally from these rays. But people are being kept so ignorant over here and many get so sick and have to suffer needlessly because all their specialists cannot find the cause. Friends of mine here in Co. and in Santa Fe were on their death bed and were given up when they read the book by Arthur Firstenberg which helped them improve but not to full recovery. So, please, do not just follow the money because technology can be created for a higher expense! So I urge you to establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

The European Commission has adopted a new standard requiring cellphones to be tested for radiation while touching the body — which is how people actually carry and use cellphones: in a pocket or against the skin. We should do the same. Additionally, the cell phones check for the closest cell tower every few seconds when the phone is on which radiates the body for hours a day. I see teenage girls carrying them in their back pocket resulting in colon cancer rates increasing in younger people. I am submitting this comment as a consumer concerned about long-term exposure to wireless radiation from phones, Wi-Fi routers, cell towers, and other connected devices. I urge HHS to conduct a thorough, independent review of whether current exposure limits adequately protect public health. This review needs to consider those most heavily exposed and should examine potential effects beyond tissue heating, including evidence concerning cancer, reproductive health, and children’s development. Please prioritize research that reflects how people actually encounter wireless radiation: repeated exposure over many years, often from multiple sources and devices used close to the body. Assessments should consider signal strength, pulse patterns, duration, and combined exposure. Please consider Melnick and Moskowitz’s 2026 analysis of animal data, which argues that existing exposure limits may inadequately protect against cancer and reproductive harm (https://doi.org/10.1186/s12940-026-01288-6). I also ask HHS to evaluate Lai and Levitt’s review of exposure intensity, duration, and signal modulation (https://doi.org/10.1080/15368378.2022.2065683), and Scarato’s review of US regulatory gaps and proposed reforms (https://doi.org/10.3389/fpubh.2025.1677583). These papers warrant careful consideration alongside the broader evidence, including studies that have not found adverse effects. I ask HHS to: •Assess whether additional protections are needed for children, pregnant women, and other potentially vulnerable groups. •Support long-term research with safeguards against industry conflicts of interest. •Provide clear information about exposure and practical ways to reduce it, including wired alternatives in homes and schools. •Recommend updated standards wherever the evidence shows that existing limits are insufficient. Consumers should not have to navigate these questions alone. Please use this inquiry to advance transparent science, meaningful oversight, and public health protection.

Towers have a debilitative effect on humans and in the end cause cancer and people die. A friend of ours was asked to put a tower on his property. He was a wealthy trust fund person, fit, healthy with trails throughout his land for mountain biking, hiking, cross country, snow mobiles, etc. He was youngish — mid life 40s and died of cancer. Exactly corresponds to the placing of the tower and a fairly long decline combined with killer therapies that hospitals call "protocols." If people only knew that chemo only works less than 3% of the time; puts the cancer and the entire immune system in a dormant state only to come back with vengeance after the first "therapy" is done, and the need to go back for another $100K of protocols, and another, until death and bankruptcy, but that's not the story of the towers. A girlfriend was renting an apartment and the utility box was on the outside of the building right above her bedroom. She died and left her 13 year old daughter behind. She knew but couldn't find another place to live that she could afford. Another killed by logistics and hospital "therapies." Those are just two stories of many. Group of architects in an interesting building but also had a utility tower next to them that had God only knows what attached to it, multiple cancers in that office. One of the partners investigated and used EMF and scan readers I don't recall the numbers but they were all too high. More stories . . . We all use wifi it's not good for us either. Keeping things wired is a better option. It would be nice for people to know. Long time use causes brain fog. Also to know the purpose of these hugely strong towers, there was nothing wrong with 3G it worked it wasn't as strong. Why do they need more power what is the purpose. People say it's AI / SI so OK, at what cost to our health? Live in a rural area was very disappointed when they stuck a tower on the top of one of our beautiful mountains. Would love to live in a place again without a cell signal. I hope you can do something about the health risks of this technology.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other]. I am all of the above. In October 2009 I started using a cell phone. It was low to moderate use. By the summer of 2010 I started to feel pain in my left temple where I would hold the phone. I would also get headaches, but only on the left side. This scared me so in general, I stopped holding it up to my head. I then started to learn about wireless radiation. I became pregnant by December of 2010 and then rarely used the phone. Then I completely stopped using a cell phone. It's 2026 and I still rarely use a cell phone with the exception of certain times while traveling, etc. I also still have intermittent pressure and pain in my left temporal area of my head. Now, when I hold the phone my hand gets warm and feels like it's burning still the next day, even with short term use. I'm pretty much scared to use a phone because of how it makes me feel. I also have educated myself all about wireless radiation and that's why I don't use wi-fi, a smart meter, or any wireless devices. It's horrible that we all have to live around it if we go out into public. The government needs to establish guidelines that will protect the public, instead of harming them, from wireless radiation. The only safe level is zero. Please stop putting money in front of people's health. Wireless radiation causes heart disease, diabetes, cancer, and neurological illness. It's one of the main factors in the dramatic increase in illness in our population. The answer lies in not searching for the truth, but facing the truth.
