My name is Frédérique Laffont. I am a French woman, born in 1967, and I have been living with what is commonly referred to as electromagnetic hypersensitivity, or electrosensitivity, for many years. I am submitting this testimony because I believe that the experiences of people affected by this condition deserve to be heard, taken seriously, and investigated through independent scientific research. In 1993, France Télécom provided my partner and me with a Nokia mobile phone at no cost. At the time, we lived in Paris and worked in photography, film, and communications. My understanding was that this was part of an effort to assess how the public would respond to this new technology. As my partner worked from home, I was the person who used the phone most frequently, both at work and in the car. I had access to it until 1999, after which I also used a mobile phone through a paid subscription for professional purposes. Around 2002, I installed Wi-Fi in my home. In 2006, I began experiencing a range of health problems: tinnitus, circulatory problems, headaches, dizziness, digestive difficulties, sleep disturbances, unusually dry skin on my face, and unexplained itching. At the time, I did not understand what might be causing these symptoms. One day, a friend complained about the cables she needed for her internet connection. I suggested that she use Wi-Fi instead. She refused, explaining that she did not want to expose her three-year-old daughter, Jasmine, to it. Her response made me curious. I began searching the internet for information about the possible dangers of Wi-Fi. I came across descriptions of symptoms similar to mine. I decided to remove Wi-Fi from my own home and return to a wired internet connection. The improvement was almost immediate. After nights spent unable to sleep, I was finally able to sleep again. The unexplained itching I had been experiencing also disappeared. Approximately three weeks after I had switched off my own Wi-Fi, my neighbour, who lived directly above me, installed his own internet router. Until then, I had been sharing my internet connection with him, so he had not needed to pay for his own subscription. His new router was located directly above my bedroom, and he left the Wi-Fi switched on. Within three days, my sleep problems returned. Once again, I was unable to sleep. I used my computer to search for nearby Wi-Fi networks and identified my neighbour's network. I contacted his partner and explained what was happening. They subsequently switched off their Wi-Fi. I then regained normal sleep. For me, the sequence was striking: I had experienced an almost immediate improvement after switching off my own Wi-Fi; my sleep problems returned shortly after a new Wi-Fi source was activated directly above my bedroom; and I regained normal sleep after my neighbours switched theirs off. I understand that my personal experience cannot, by itself, establish scientific causation. Nevertheless, these events were clear and deeply significant to me. They have shaped my understanding of my condition and my need to avoid certain electromagnetic exposures. I have also experienced episodes of severe dizziness. I remember one occasion particularly clearly. I was speaking to my friend Laurence on a cordless DECT telephone when she told me that she was pregnant. I suddenly became so dizzy that I nearly fell. I have also repeatedly noticed changes in my tinnitus in relation to my surroundings. When I am near certain mobile-phone base stations, I perceive very high-pitched sounds. These sounds cease when I move away. My condition has profoundly restricted my life. I avoid public events, concerts, cinemas, and restaurants whenever possible. Social activities can be difficult, and I have increasingly withdrawn from social contact in order to avoid suffering. I have also had to stop flying because air travel makes me suffer to much. I have noticed a striking difference between two cars. My own car is a petrol-powered Mercedes coupé from 2002. My husband's car is a Mercedes B-Class from 2008, with more electronic equipment, including an automatic start-stop system that switches off the engine when the car stops at a traffic light. On longer journeys in his car, I suffer from severe pain in my knees and chest. I do not experience the same thing in my own car. These differences are part of what I have learned to pay attention to in my daily life. I now spend very little time in Paris. When I visit, I can generally manage for about two weeks, but no longer. This limitation affects my freedom of movement and my ability to maintain an ordinary social life. Thank you for your attention. Let us hope that protecting the population, and above all children, will become a priority. Frédérique Laffont France

The commenter reports longstanding wireless-related symptoms worsening after a smart-meter installation, …

ORIGINAL COMMENT · UNEDITED TEXT
1. & 2. I am responding as: an individual 3a. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…)Wi-Fi, cellphones, 'Smart' meters, roadside antennas 3b. Nature, duration, frequency, and approximate timing (e.g., years):I have been having noticeable and increasing adverse reactions to wireless radiation for about 15 years 3c. Adverse health effect(s) experienced:I get heart palpitations, severe headaches, dizziness, nausea, and neurological impairments when exposed to wireless technology, as well as physical pain on direct contact. 3d. Time from first exposure to first appearance of adverse health effects; and did a change in exposure coincide with the onset of adverse effects:Had been feeling some physical discomfort off and on around exposure to cellphones for several years, mostly headaches and pain running up my arm when touching a cellphone. When a bank of 'Smart' meters was installed on the side of the apartment building where I lived, within less than 30 feet from where I slept, my reactions worsened and became disabling. 3e. Was medical evaluation or treatment sought? (Optionally:) Was there a diagnosis? My primary doctor suggested some years prior that he thought I might be electromagnetically sensitized, but I didn't take him seriously. By the time I recognized that I was injured, he had retired, and I no longer had a doctor familiar with the effects. I briefly had a doctor who recognized the problem and helped alleviate some of the effects with craniosacral therapy. 3f. Were steps taken to reduce or eliminate exposure, and were there subsequent changes in the effects?I began sleeping under a shielding canopy and started wearing a hat with non-conductive shielding fabric in it, which reduced the exposure to some extent. I eventually became homeless, and for a while I was able to stay in a 'quiet zone' in a rural area, where there was no wireless connectivity, and I felt a lot better, though heart and neurological effects never fully went away. I was unable to stay in that area and ended up back in an urban area, where I again am forced to spend most of my time under a shielding canopy, and my health has gotten worse again. 3g. Any supporting documentation? This includes Scientific Reports, exposure measurements, or other relevant information:I have since seen a number of scientific abstracts on RF radiation effects that match my experience. When I was in the rural area I rarely measured RF above 0.0005 mW/m2, maybe up to 0.0012 when an airplane or helicopter flew over, but in the urban area where I'm staying currently those measurements are many thousands of times higher. Inside the house where others use Wi-Fi and cellphones, and there are several 'Smart' appliances, I measure at best 0.9 mW/m2 when I keep some distance, but usually it's at least 1 to 3 mW/m2. In front of the washer and dryer, even when they're not running, and even though they are not connected to any devices, I measure up to 55 mW/m2 standing in front of them, and as much as 138 mW/m2 when I touch the machine. Additional Details you would like to share about your experiences of adverse health effects you believe to be associated with exposure to wireless radiation or EMF's:Since being injured by the exposure to the bank of 'Smart' meters I've become increasingly housebound. With ever more antennas being installed throughout the city, I could no longer move freely around my neighborhood without getting sick. I stopped being able to ride any public transportation, not even paratransit for people with disabilities, because the radiation from cellphones, walkie-talkies, and other wireless tech used by drivers and other passengers increases as it bounces around inside the metal vehicles that act like Faraday cages. I've become trapped under my canopy, and have not been able to find safe, accessible housing because of other people's use of wireless technology, be that housemates or neighbors, or even businesses whose Wi-Fi penetrates the walls to where I've been able to find temporary shelter. B1a. Sources you experience as causing you Adverse Effects:All wireless technology, but especially Wi-Fi hubs and routers, cellphones, roadside antenna arrays, especially small cell antennas that are closer to the ground. B1b. Sources you can sense, but don't seem to harm you:There are no wireless sources whatsoever that I can be near without being harmed. I can be around LF from my wired laptop and air purifier, but have to keep some distance, and after a while get a headache regardless. B1c. Sources you can use without sensing or being harmed:I can not use any wireless sources without being harmed. I don't notice wired tech if it's at a distance and I limit my exposure time. B1d. Sources that seem to provide benefit (i.e., electrotherapy):There are no wireless or other EMF sources that I experience as beneficial or therapeutic.

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this comment in response to the HHS request for information on electromagnetic fields (EMF), radiofrequency (RF) radiation, and exposure to wireless radiation. I am responding from the perspective of a patient and a concerned member of the public. I am a 37-year-old man who is athletic and leads a healthy lifestyle. I have been suffering from electromagnetic hypersensitivity for nearly 5 years and had no specific medical issues prior to that. I had to do my own research and go through a two-year medical odyssey before realizing that this condition was linked to artificial electromagnetic waves. It all began in November 2021. I had previously been suffering from tinnitus, ringing in the ears, sleep disturbances, and dizziness amid a state of generalized anxiety, which led to cognitive problems, short-term memory issues, difficulty concentrating, and intermittent headaches. At first, I started by taking a step back and slowing down my pace of life. Despite this, I suffered an episode in October 2025 that left me unable to engage in any public activities. From anxiety attacks to chronic inflammation, along with breathing difficulties and poor blood circulation, I felt a general weakness and imbalance affecting my muscles, nerves, joints, and so on. In addition, I was prescribed medications such as neuroleptics (hypnotic antihistamines) and benzodiazepines. Since I’m not a fan of synthetic chemicals, after three months I began a detox and an intensive regeneration regimen to break out of this downward spiral. The list of health issues associated with that period could go on and on… Today, after nearly nine months, I’ve almost returned to normal thanks to this rigorous approach: targeted supplementation, an organic diet, chemical and electromagnetic detoxification (eliminating the most impactful sources), remineralization, and alternative, natural, and holistic medicine. Having escaped from that hell—which could have led to a much more serious, irreversible illness or even death—I wanted to share my story as an average French citizen whose life was suddenly turned upside down, but who, as a result, has become much more aware of environmental issues. This has helped foster and strengthen my resilience. I support the active involvement of the Department of Health and Human Services (HHS) in examining the potential effects of wireless radiation on health and the environment. Issues related to human health should be addressed by federal agencies with the appropriate expertise in medicine, biology, epidemiology, and public health, and the testimonies of individuals and families who report being affected should be given the same consideration as scientific data. I urge HHS to carefully evaluate these experiences and the scientific data, identify gaps in current research, pay particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for giving individuals and families the opportunity to be heard.

ORIGINAL COMMENT · UNEDITED TEXT
I live in a neighboring town to Ripon, California. In 2019, four students and three staff members at a local elementary school (Weston Elementary), were diagnosed with cancer. They battled with Sprint and eventually the cell tower was moved away from the school. We need to have safe zones for neighborhoods and schools where these towers are far away. Children are developing and we need to protect them from the harms of EMF's.

The Danish EHS Association describes members' reported symptoms across wireless and electrical sources an…

ORIGINAL COMMENT · UNEDITED TEXT
I previously send in two comments on behalf of boardmembers of The Danish EHS Association (mv7-po47-pre3 and mv7-pbqa-zi50). Neither one of the two comments have yet been made publicly available on your website. I have now deleted personally identifiable information in the edited comment below, if that was the reason for it not being posted. If possible, you are welcome to post the comment below: Comment from Danish EHS Association: The information in the comment below is based on personal experiences of boardmembers and boardmembers contact with members of the Association. The Danish EHS Association represents people who experience adverse health effects from a wide variety of EMF and RF-EMF emitting sources. The association currently have around 500 members. Adverse health effects (insomnia, heart palpitations, headache, migraine, restlessness in the body, fatigue, cognitive issues (brain fog, memory issues, etc.), burning skin, nausea, dizziness, joint pain, pain in organs, tinnitus, stress and more) are often reported by members to be related to: - Cell towers - Wi-Fi routers and devices - Bluetooth devices - Cellphones and smartphones - Wireless speakers - Smart meters - High-voltage cables in the ground - PV solar inverters - Robotic lawnmowers with active boundary wires - Induction and microwave cooking - EV charging stations and EV´s - Dirty electricity - Stray currents - "Regular" 50 Hz electrical fields or EMF from wires, household appliances, and electronics such as TVs, stereos, computers, etc. (some members turn everything off at night, or do not have electricity in their homes at all) Members also experience specific settings as being particularly often related to adverse health effects, such as: - Being in crowds in general: cinemas, concerts, family gatherings and more (many people = many cellphones = high exposure) - Using public transport such as buses, trains and boats (a closed metal box + many cellphones = high exposure) - Being in hospitals (WiFi, Bluetooth, DECT phone systems, Wireless medical equipment and many people) - Being in airports (many people with cellphones, wearables, etc. + radar) - Flying - Beaches and harbours with radar nearby Recommendations: - Inform general practitioners that they should register and notify the HHS (e.g. via an online form) when a patient reports adverse health effects related to EMF or RF-EMF exposure. To our knowledge, nothing is being systematically reported or registered when patients discuss these issues with their practitioner. We are sometimes contacted by affected individuals because nurses at clinics recommend contacting us. - Initiate a survey among general practitioners to provide an estimate of how often patients report having EMF or RF-EMF-related issues. - Set up an online form in which people who personally experience adverse health effects related to EMF or RF-EMF exposure can state which symptoms (headache, insomnia, dizziness, etc.) they experience and in which settings (scrolling on a smartphone, staying somewhere close to a cell tower, traveling by bus/train, going to a concert, etc.). - Make general information about how to lower exposure when using a cellphone widely available to the public. On the organisation website (ehsf.dk) the attached brochure with precautionary recommendations when using a cellphone is made publicly available. Thank you for providing individuals, families, health care providers, researchers and scientists an opportunity to be heard on this critical public health issue. The commenter reports severe EMR syndrome and mobility impairment, describes worsening disability around …

ORIGINAL COMMENT · UNEDITED TEXT
I have a long history, medically documented of severe EMR Syndrome, (www.emrsyndrome.org). It is difficult for me to go out. I have trouble walking due to a mobility impairment. The neighbor’s WiFi, wireless security systems, especially the newer ones, exacerbate my disability. The smart meters are especially difficult for me because our houses are so close to each other. I cannot tolerate using a computer and have asked Pennsylvanians for Safe Technology to submit my comment. Please work for a safer FCC guideline, for analog meters and to allow me to keep my landline, it is my lifeline. I am isolated. At a time when everyone has a communication device strapped to their fingertips, I am not able to do that, and they are planning to take away my only way to communicate with those outside my house, my landline. With my disability it is so unthinkable to not have a way to communicate, to make a simple phone call, even in an emergency. Here are a few medical references to support my case: • a 2025 review: Panagopoulos DJ, Yakymenko I, De Iuliis GN and Chrousos GP (2025) A comprehensive mechanism of biological and health effects of anthropogenic extremely low frequency and wireless communication electromagnetic fields. The commenter requests independent long-term research and transparent standards review, contrasts animal …

ORIGINAL COMMENT · UNEDITED TEXT
I urge HHS to prioritize independent research into the potential long-term health effects of radiofrequency radiation and to transparently evaluate whether current exposure limits adequately protect public health. My concerns include possible cancer risks, exposure beginning in childhood and continuing throughout life, and whether research adequately reflects today’s devices and exposure patterns. There are scientific findings that warrant follow-up. The National Toxicology Program’s studies found clear evidence of malignant heart schwannomas and some evidence of malignant brain gliomas in male rats exposed to radiofrequency radiation. These were high-exposure animal studies using signals associated with 2G and 3G technology; they do not establish that everyday wireless exposure or 5G causes cancer in humans. Nevertheless, they deserve careful investigation. Human research also needs to be represented accurately. The large COSMOS cohort study did not find increased brain-tumor risk among people with the greatest cumulative mobile-phone call time. Reassuring findings should inform policy alongside animal findings and remaining uncertainties. I ask HHS to: • Fund independent, long-term research, including studies of children, contemporary wireless technologies, and well-characterized exposure levels. • Evaluate cancer, reproductive and developmental outcomes, sleep, and neurological symptoms, clearly distinguishing established effects from preliminary findings. • Review exposure standards transparently and explain how they address long-term exposure and potentially vulnerable populations. • Require disclosure of research funding and conflicts of interest. • Offer practical, proportionate guidance for people who wish to reduce exposure, including increasing distance from phones during calls. People reporting symptoms they associate with electromagnetic exposure deserve respectful clinical attention and rigorous investigation without assuming the cause in advance. The public deserves clear information about what is known, what remains uncertain, and what evidence would justify stronger protections.

Reports sleep disturbance associated with a neighbor's Wi-Fi, recounts friends' vision loss and cancer at…

ORIGINAL COMMENT · UNEDITED TEXT
Many thanks to you for taking public comments on the damaging consequences to health from the electromagnetic radiation (EMR) emitted by all high-tech devices. Until about 15 or 20 years ago, I never had any trouble sleeping in my entire life. Then, suddenly, from one day to the next, I had tremendous trouble sleeping. I could not get to sleep for hours, I could not stay asleep, or get back to sleep when I woke up throughout the night. I was mystified, because NOTHING had changed in my health or my life. After several months of this, I happened to hear an alternative health show on the radio. The topic was dangers to health and life from EMR. Often, the show's expert host said, the first consequence people notice is trouble sleeping. I realized a new neighbor had moved in when the trouble started. She confirmed she had installed WiFi in her apartment. The day the WiFi was installed, my sleep problems began. There has been irrefutable confirmation in the subsequent years. When I have traveled to countries where no one has cell phones or WiFi, I slept like a baby again. When I have traveled to heavily wired places, I could only manage to sleep 4 hours a night, and I need 8. Close friends have suffered more severely. One friend has spent 20 or 30 years using Bluetooth in his car to make phone calls. He spends 3 or 4 hours a day using Bluetooth, as he drives from job to job for the business he owns. The Bluetooth is in his left ear. He is now almost entirely blind in his left eye. The radiation has beamed straight into his optic nerve. A parade of ophthalmologists can find no other cause. Another friend lived a completely wired life. She had a cell phone, and a Tesla that charged in her garage, on the other side of her bedroom wall. She also had a cordless phone, which means she essentially had a cell tower in her living room spewing radiation. She had powerful WiFi throughout her home. She used a laptop computer, which she literally sat on her lap, its screen aimed at her midriff. The lymphoma that killed her started in her midriff. I live in the San Francisco Bay Area, where the computer revolution began. Since we were the "early adopters" of this technology, we've been using it the longest. It takes years of exposure to EMR for the most serious conditions to manifest, and here at Ground Zero everyone knows people who have experienced the consequences. Glioblastoma brain tumors, for instances, show up in the general population at rates unheard-of in past years, and at younger and younger ages. Brittany Maynard, the poster child of the right-to-die movement in California, was 28 years old when she died of a glioblastoma brain tumor. She had to move from California to Oregon to obtain doctors' help in cutting short the suffering leading to her inevitable death. To provide some scientific support for the “anecdotal” claims made in my comment, please see the following articles (pdfs of these articles are also attached to the comment): • Electromagnetic hypersensitivity (EHS, microwave syndrome) – Review of mechanisms (2020) https://maisonsaine.ca/uploads/cem-electrosmog/ehs-mechanisms-ys-iu.pdf • Interpretation of epidemiological studies on the relationship between mobile phone use and cancer (2025) https://www.emfdata.org/en/studies/detail?id=942) • Effects of radiofrequency electromagnetic field exposure on cancer in laboratory animal studies, a systematic review” (2025) (https://www.emfdata.org/en/studies/detail?id=942, • Assessment of electromagnetic fields, vibration and sound exposure effects from multiple transceiver mobile phones on oxidative stress levels in serum, brain and heart tissue (2020) https://www.sciencedirect.com/science/article/pii/S2468227620300090. • EUROPAEM EMF Guideline 2016 for the prevention, diagnosis and treatment of EMF-related health problems and illnesses https://www.degruyterbrill.com/document/doi/10.1515/reveh-2016-0011/html
