Smart meters

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a concerned member of the public. When WiFi became popular I was onboard. Shortly afterward I noticed that I no longer felt well on an every day basis. After doing extensive research I discovered that the radiation from WiFi and cellular phones use EMF radiation and is damaging to humans, animals, bees and plants, and every progression, from 3G to 4G and finally 5G (which uses millimeter waves, the same type of waves that are used by the military in their radar and microwave-based and wireless weapons) became more dangerous and more damaging to humans, animals, bees and plants. Once I eliminated the sources of EMF radiation in my home I began to fell better almost immediately and almost immediately my health improved. The industries that profit from this technology has always claimed that the technology was harmless without ever doing honest independent studies to prove what they were saying. The only studies that they quote was VERY HEAVILY and intensionally biased in their favor. When truly independent studies were finally done it debunked that biased studies and honestly and accurately proved that the EMF radiation was without a doubt harmful to humans, animals, bees and plants!!! It is long overdue to heavily regulate this technology and ban the placement of towers and other devices that capture and/or relay this EMF radiation within at least 500 feet of homes, schools and other buildings where people and animals are found and an IMMEDIATE ban and removal of ALL so called Smart Meters that have been installed where people and animals reside MUST be put in place!!! I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

I am responding as a patient, advocate, and concerned member of the public. Ques.3(a)–(g) Personal Experience Six years ago, my environmental health physician diagnosed me with EMR syndrome. My exposures included extensive computer use in college, working in a Wi-Fi-equipped building with computer labs and a Smartboard, making hundreds of photocopies daily, and living near a cell tower. Combined with mold exposure and stress, these factors coincided with years of debilitating illness. Symptoms I have experienced from RF/EMFs include tinnitus, headaches, burning throughout my body, facial burning after watching an iPhone video, gum mucoceles/cysts after cell phone use, tingling teeth/jaw, hip pain while wearing a cordless FM-microphone battery pack, nausea after dental X-rays, and anxiety. I manage symptoms with a low-RF/EMF lifestyle: silver-lined clothing, an RF-shielding canopy when living near a cell tower, an RF Safe cell phone QuantaCase, a BluShield plug-in device, and use corded technology when possible. An EMF building biologist assessed my home with meters and helped reduce exposure. I also take calcium, magnesium, and supplements intended to support glutathione production and replenish minerals. Ques. 11(a), (f), and (g) Sensitive Populations I am particularly concerned about children. The Epoch Times article, How Screen Time Affects Different Organs, by Arsh Sarao (11/1/25), reports that excessive screen time may reduce gray matter in brain areas involved in decision-making and emotional regulation. I have observed irritability, aggression, hyperactivity, and obstinance in children after screen use, and anger, agitation, and depression in adults following wireless exposure. I have noticed calmer behavior after consuming mineral water and calcium-rich foods. These observations deserve further investigation. Ques. 13(f), (j), and (k) Cumulative Exposure Research should assess cumulative close-to-body RF exposure from wireless earbuds, smartwatches, hearing aids, and health monitors, including devices tracking atrial fibrillation and diabetes; some communicate continuously via Bluetooth and smartphones. Consumers should retain the option of analog electric meters instead of RF transmitting smart meters. Landlines do not emit RF and should remain available, with funding to maintain copper lines. Incandescent bulbs should remain an option, and electromagnetic interference from LED/fluorescent lighting should be studied. Ques. 14 Environmental Effect Research should examine possible links between RF/EMF exposure, mold, and mycotoxin illness. Dr. Dietrich Klinghardt’s research, referenced in the July 2014 Townsend Letter (attached; p. 10), reportedly states that molds exposed to high EMF levels release up to 600 times more mycotoxins and also proliferate faster. These effects could potentially exacerbate symptoms in individuals already suffering from mold-related illness. Ques. 16 Federal Research Priorities I respectfully urge HHS to review Dr. Andrew Goldsworthy’s "The Biological Effects of Weak Electromagnetic Fields" (attached). Goldsworthy proposes that electromagnetic fields may increase cell-membrane permeability, allowing calcium ions to leak into cells. Calcium regulates nerve signaling, muscle contraction, and inflammation; disrupted balance could affect multiple body systems and explain reported multisystem symptoms. Goldsworthy’s work deserves serious consideration and further study. In addition, The EMF Medical Conference 2021 recordings (see References) provide valuable research and clinical observations from physicians and RF/EMF experts and should be reviewed. Ques. 18 Recommendations I recommend that HHS consider the following: -Promote public service announcements and safer-technology education, especially for children, using Environmental Health Trust materials (see References). -Set school health standards for responsible technology use. -Expand public access to RF/EMF meters and detectors for purchase or rental. -Add EMF building biology tracks to college/university environmental science programs. -Encourage schools, workplaces, hospitals, and residential facilities to use qualified EMF building biologists for assessments and remediation. -Recommend that municipalities employ EMF building biologists to assess cumulative emissions from smart meters, cell towers, and other RF infrastructure. -Investigate exposure-reduction approaches discussed by Goldsworthy, including Balanced Signal Technology and resonance/scalar-frequency methods. -Limit X-rays and other imaging to medical necessity and explore tracking patients’ cumulative imaging exposure. Conclusion I respectfully ask HHS to investigate these concerns with scientific rigor, consider affected individuals’ experiences, and develop practical measures to protect public health while allowing people to make informed choices about technology. As a worker with occupational exposure in the telecommunications industry, it became clear that distancing myself from Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure also removed the negative effects I was experiencing from these devices. The main symptoms I experienced while being exposed to these technologies were difficulty concentrating and extreme headaches that only subsided after a nights sleep. Cell towers and groups of smart meters have proven to be the most dangerous sources that I have found. Wifi will also cause concentration issues that will increase with signal strength, and multipule range extenders. This became obvious during wifi rollouts into retirement homes where the units were installed one after another down all the hallways.

Since 2020 when these towers were put up, I have NEVER had headaches in my entire life. My Mom has a smart meter as well on her house and when I stayed the summer there, you can feel it and the frequency especially at around 11ish PM. I have never been a sick person and I have been more so close in the last 6 years than my entire life. I can feel my body vibrate almost. I’ve got a million pictures of the sky. I am going to attach them. I will watch DVDs and the same frequency clouds are not shown in the films as the apps. I know myself and my body. I’m 51 years old and NEVER had to issues like this in my head and body ache. When this administration started (which I have only voted for) began I believed it would be an end to it. I have been horrified that it got 1,000,000,000 times worse and more frequent. TEAR THEM DOWN & STOP THIS! America is turning into a horror show. ENOUGH! This is the first comment I have ever done directly to our Government in my entire life. It’s horrific I even have to being how hard I fought to get this Administration elected!

Actually as far back as 2009 is when they first found a small dot on my left kidney. Then in 2014 from a back doctor that had me get a MRI that showed that spot had grown. I lost my left kidney then and then in 2017 it spread to my right adrenal gland and lost that. Later on it moved to my second rib from the top of my left back side. But has since then been in remission. I lost a foot of my intestine due to a hole that they found in it and think that EMF radiation from cell towers and smart meters ate a hole in it. Also ate a hole in my bladder. I now have to wear a Nephrostomy bag in my back in my right kidney since my ureter is blocked since 2025. When I leave home I feel better since a cell tower is nearby like less than two miles away. and now we've had to be forced take this stupid smart meter that our Electric company says we can't change back to analog. They say I can go off grid, but then we'd not have power. They wont let me change back to analog. I feel sick, dizzy, listless, and run down all the time now. I didn't use to when they didn't have all this EMF and smart meters. I've lost hearing and eye site too. I have to use two hearing aids now that I didn't need to do not long ago. My eye sight is also bad because of EMF, EF, and RF signals and radiation. Wee need to roll this back to 80's levels and change back to analog meters and analog TV... AI also needs to be held accountable it's too dangerous. At least the people who program it do... Get a sound meter hook it up to if possible to coax lines, and test all frequencies for at least the 138 hz that my chat bot said was a predominate signal that should not be in the air or grid. Also test people with like a Heat camera infrared and see the hot spots on people. I can record over the air using a voice recorder in multiple spots at once so it's a universal signal that should not be there and accompanies microwaves and other forms of EMF, EF, and RF and smart meters. I can only hear it in my hearing aids so it means that a EMF, EF, RF, and smart meter, and some sort of radio signals are being sent at low level Frequencies at about the 138hz or so.. IT changes but that's about what it is maybe the carrier wave of this signals...

3A) Smart Meters, WIFI, 5G Wireless Towers 3B) My townhouse was a 4 unit building. ComEd installed 4 Smart Meters on the outside of my bedroom wall at the level of my heart & head. When they transmitted it felt like electricity going thru my chest and ears, hurting, pulsing with high pitched whistling. I noticed a sound of water rushing thru all my heating units (dirty electricity) was happening at 4 hr intervals. 3C-3D-3E) I would get a high-pitched whistling that got louder and louder. My health was really getting worse. I went to an ENT doctor to have my ears checked. Also to an Audiologist to check what I thought was a very vast difference in my tinnitus. It started from just the whistling noise getting louder, then to extremely increased very loud pulsing pain going from ear to ear thru my brain. Both specialists basically ignored what I was describing, making me believe that I was just imagining it. Every MD that I discuss this issue with seems to have no clue what EMF/RF sensitivity or poisoning even is. I ended up suffering a Progressive Stroke that has left me with an Involuntary Movement Disorder. It took 3 Neurology Specialists to determine what was happening to me. 3F) I had electricians and HVAC people out so many times they thought I was crazy and imagining it all. They could find nothing wrong. It happened usually at night, so I was not getting proper sleep. I moved to my 2nd bedroom in the townhouse to sleep hoping that would help. Only slightly better but I still couldn't sleep while there was any transmission from the Smart Meters, local 5G Towers or other's WIFI. I had to SELL my townhouse because my health was deteriorating every day. I moved to an apartment unit that was as far away from the Smart Meters in the building. I was doing ok until the 5G rolled out from the local Towers. Then I was also experiencing more problems with my neighbor's WIFI. I know my neighbor's schedules because of their WIFI usage! When the WIFI turns on, I wake up. During the day is a little easier. I have to limit my phone usage or suffer a headache and vertigo. I personally have no WIFI. I use an Ethernet cord for my personal computer, and my TV is also non-WIFI. I do not keep any devices in my bedroom. I have found some shielding from the WIFI of my neighbors with types of EMF prevention items. I sleep with a blanket, scarf, and T-shirt that have silver threading. I can tolerate small doses with my cell phone (that is never kept in my bedroom). Most nights I sleep with the scarf around my head to cover my ears & brain, and the T-shirt for my heart and internal organs. 3M) Please limit the wireless infrastructure to below whatever is happening with the 5G. Measuring and surveilling the current infrastructure and stopping the industry from going any higher with their advancements would be beneficial to the general public. Really, how fast does Internet need to be?

I previously commented regarding my personal adverse health experiences with EMFs. I wanted to comment again specifically regarding potential research that could be done. I hold my PhD in computer science, but I've also spent most of my life involved in the medical research world in various forms, and I currently work for a major health insurance company. At my company we have considered the possibility of leveraging our massive datasets to check for correlations between patient health events/claims and proximity (in location or time) to various utilities such as cell towers, power lines, or other suspected hazards, if it could be done with proper respect for data usage rights. (An insurance company that already has the medical data might be able to compile such an analysis while keeping patient data properly anonymized. Universities might also be able to compile anonymized data from different sources.) For instance, if a cell tower antenna is installed and then 20% of people who live within 150ft get cancer within the next year, that should be easy to see by comparing utility data with medical records. But a proper study would need the utility companies to share their data, including dates of installation and the exact frequencies of different antennae, power levels, and so on. (Open/free datasets for cell towers are imprecise and largely unreliable.) Data for what phone models or laptops users purchase and when would also be relevant if it could be analyzed ethically. (Different devices have different characteristics for EMF in terms of both RF and short range standing electromagnetic fields.) Correlation with dates that patients moved to new addresses would also be relevant. Dates that smart meters were installed by utility companies is also relevant data. (Despite often being advertised as only broadcasting a few times per day, it is easy to measure that most models actually emit strong RF every 10-30 seconds. The power company just receives the update only a few times a day.) I see the possibility that these companies might share their data for a joint comparison with medical records at a large scale if the government were to encourage it. (If they think there is no medical harm, then it would be in their best interest to support the study to prove to the public that the technology is safe.) User device purchase data seems like the kind that is already sold by companies, but if there is a user privacy rights issue that of course needs to be a first priority. With whatever data can be collected, if there are harms from EMFs, and many suspect that there could be many bodily systems affected, this kind of study could unearth effects that are currently unknown or understudied. I am willing to be contacted for further discussion or collaboration on this idea if desired.

MY NEIGHBORS AND ANIMALS ARE DYING I am SICK. My family members have been SICK SINCE more than a hundred UNREGULATED TOWERS WENT LIVE over our community. This has been a challenge for me to get anyone to help in my community. I wanted to share my story in hopes of helping others. My story is one of many in Terrebonne Parish. After multiple (9) 300-foot 5G towers were put over our homes, four 300-foot 5G towers were put over my home and animal sanctuary, and four 300-foot towers were put over my office. At the same time, smart meters were put on my home, along with those of every other Entergy customer. I began getting sick, very sick. It began in my petting area with heart palpitations, headaches, vomiting, ringing in my ears, confusion, bleeding gums, insomnia, nightmares, dizziness, anxiety, ears buzzing 24 hours a day, severe fatigue, muscle weakness, and more. I have now been diagnosed with radiation syndrome / EHS (electromagnetic hypersensitivity syndrome) caused by extreme exposure to radiation. Many residents are experiencing similar symptoms. Countless children are now suffering. Being a very healthy person my whole life, this has been a life-changing situation. I am usually the one helping others; now I need your help. I never thought this could happen until I was forced to face it by becoming sick. I'm not sure where this illness will take me. However, I must do all I can to protect my family and my community. Seven neighbors on my street and friends have died after the towers went live over their homes. Many other residents are also sick. My community is surrounded by towers that have no regulatory testing information, nor does our planning department ask for it, citing the FCC's outdated RF radiation guidelines. I became certified in RF radiation testing. I now test the towers and smart meters. I can confirm that the EMF (electromagnetic frequency) / RF (radio frequency) radiation being emitted is extreme for every single product, tower, and smart device I have tested. has been a fight to protect my family, my community, and myself, with EVERYONE CITING THE FCC'S OUTDATED RF RADIATION GUIDELINES. I had to learn all I could about this to protect my health and theirs. I've had to turn my home, where I have lived for 28 years, into an EMF-safe house (until I sell it), as well as my barn, which is surrounded by EMF material and protection. My bed is covered with EMF protection as well due to the radiation levels in my home. I now have to wear protective clothing all day. Leaving my safe area means becoming exposed due to the unbridled towers around me. I am a very private person. This is not easy to share, but if I do not ask for help now, many more innocent people will be sick, or they will die like my neighbors, my friends, and my animals. Since the towers went live, six of my horses have died instantly under the towers. All of my little animals have died. My 200-pound tortoises started going blind. I'm not sure where the daily radiation exposure will take me, so I thought now is the best time to ask for your help in making a change. THE FCC MUST REGULATE THE RADIATION, OR THE DEATH & DESTRUCTION WILL NEVER END. Technology is safe only if it is REGULATED.

Cela a commencé avec la pose d’un compteur communicant à mon domicile en 2019. Dès l’installation de cet appareil, j’ai immédiatement ressenti des sons puissants et stridents à l’intérieur de mon cerveau. Ces derniers m’interdisent l’accès au repos le plus élémentaire, annihilent toute capacité de concentration, me coupent de mon activité professionnelle et me plongent dans un brouillard mental. J'ai donc pris conscience d'une cause électromagnétique. À ce jour, un médecin spécialiste en pathologie environnementale, ainsi que quatre autres praticiens de médecine générale et spécialisée, ont formellement diagnostiqué mon état et reconnu l’impact direct de ce facteur électromagnétique sur mon organisme, ainsi que la chimico-sensibilité. Mon domicile est par ailleurs entouré par plusieurs antennes-relais de téléphonie mobile et de Wi-fi des voisins. À cette agression invisible s’ajoute une nuisance mécanique et acoustique : juste au-dessus de ma tête, dans les combles de mon immeuble, est installée une imposante ventilation mécanique contrôlée (VMC) collective. Cette machinerie lourde fonctionne en continu et génère des infrasons permanents qui traversent les structures. Ces basses fréquences inaudibles mais hautement perceptibles par le système nerveux finissent littéralement par me « gangrener ». Lorsque je m’éloigne de mon domicile pendant plusieurs jours, l'impact direct du son de la VMC s'estompe après plusieurs jours. Pour autant, les autres perturbations cérébrales persistent, comparable à une radio brouillée. Ce phénomène ne me quitte jamais. Ma sensibilité est devenue telle que lorsque je me trouve à proximité de lignes électriques extérieures, je l’entends circuler. Les champs électromagnétiques de basse et haute fréquence sont devenus pour moi des agressions physiques, qui dérèglent mon système neurologique, mon rythme cardiaque, mon système digestif, m’épuisent. Cette hypersensibilité s’inscrit dans un tableau clinique évolutif. Depuis l'an 2000, je vis avec des douleurs diffuses, paralysantes et handicapantes, sans cause connue. Au cours des années 2022 et 2023, mon corps a franchi un nouveau seuil de rupture en développant des réactions cutanées matérialisant l'inflammation interne permanente de mon organisme face aux agressions de mon environnement. Cela ne s'arrête jamais. Si cinq médecins attestent la composante électromagnétique, les institutions officielles, la médecine française et l'ANSES (Agence nationale de sécurité sanitaire de l'alimentation, de l'environnement et du travail) refusent le lien de causalité direct entre l'exposition aux ondes, aux champs électromagnétiques, aux infrasons, et mes symptômes lourdement handicapants. Ce refus de reconnaissance institutionnelle est une double peine. Ce déni condamne les malades à l'isolement, à l'errance et à l'absence de droits ou de solutions. La violence de ces symptômes, combinée à l'indifférence systémique des autorités sanitaires, crée une détresse psychique si profonde qu'elle pousse aux idées les plus sombres (2 tentatives de suicide). Chaque seconde passée chez soi est une TORTURE insoutenable... mais pour autant, je ne sais pas où est la vérité et je suis confrontée à une impasse médicale concernant mes symptômes. « Celui qui ne doute pas ne risque pas de progresser vers la connaissance et la vérité ».
