You need to start your hypothesis with the fact that all biological bodies radiate a biomagnetic/bioelectromagnetic field the electromagnetic interference of which modulates the physiological capacity of the life emitting it and all lives exposed to such. The biomagnetic/bioelectromagnetic field extends outward infinitely from a body and saturates the planet's field such that any one life on the planet is permanently exposed to the biomagnetism/bioelectromagnetism of every other life on the planet. Furthermore you need to understand that Earth's/Gaia's lightning resonance field is responsible for the enforcement of oxidative stress originating from biomagnetic/bioelectromagnetic emissions that are phase-misaligned & destructively interfering with its field; to word this another way - all biomagnetic/bioelectromagnetic activity - and therefore any artificial magnetism/electromagnetism that is brought into existence by it is bound primarily by the biomagnetic/bioelectromagnetic activity that is driving its "production" - are governed by Earth's/Gaia's oxidative stress-stabilizing lightning resonance field. Key to understand regarding this is that the primary issue is with psychophysiologically-bound behavior, sentiment, tone, and attitude that is assocated with modes of thought that are destructively interfering & non-globally resonant in nature and therefore do not recruit the oxidative stress-stabilizing effects provided by Earth's/Gaia's lightning resonance field. What you must understand is that the effect you are "concerned about" - which may be known as biological oxidative stress or biological free radical emission - have only a second order dependence on the underlying electromagnetic interference of the biomagnetism/bioelectromagnetism involved which contain the first order effects. You must understand that it is the very thought to develop & brainwaves involved in developing artificial magnetism/electromagnetism that is phase-misaligned & destructively interfering with earth's/gaia's oxidative stress-stabilizing lightning resonance field and which therefore poses the most significant threat to bodily physiology. In sum: you will *not* be able to quantify the effect of an artificial magnetic/electromagnetic field without quantifying the lightning resonance phase-aligned or phase-misaligned biomagnetic/bioelectromagnetic interference that precedes & underlies its development.
Re: Docket HHS-OASH-2026-0397, Request for Information on EMF/RF Exposure
Question 2 (Perspective): I'm responding as an individual and family member. My husband and I are adults in our fifties who have dealt with RF exposure in our homes for many years. This response is based on our personal experience and our own measurements taken with a consumer RF meter.
Question 3 (Experiences):
a. Sources: wireless infrastructure (a small-cell node that was later replaced with a much larger unit), and rooftop solar systems on rental homes.
b. Exposure: Over several years, we reduced RF in our Los Angeles bedroom to about 1 to 5 µW/m². Then the small-cell node outside our apartment was replaced with a unit about the size of a refrigerator. Our meter then read about 10,000 µW/m² in our living room and 30,000 µW/m² on our front step. In later rentals with rooftop solar, we measured very high readings in the bedroom.
c/d. Health effects and timing: We both experienced increased inflammation, migraines and headaches, hormonal imbalance, trouble sleeping, fatigue, brain fog and difficulty concentrating, a persistent buzzing sensation and ringing in the ears, skin tingling or burning, heart palpitations, dizziness, irritability and anxiety, and joint and muscle aches. These began to ease once we reduced our bedroom exposure to 1 to 5 µW/m², and they returned after the larger node was installed. We now rent a home with rooftop solar panels, and all of these symptoms have come back.
f. Steps to reduce exposure: While our bedroom stayed at 1 to 5 µW/m², we saw our health start to improve. Since the larger node went in, finding low-exposure housing has been a constant struggle, especially in the DC area.
Question 5n (Regulatory changes): Exposure limits and siting rules should account for long-term, close-range residential exposure from infrastructure placed next to homes. That includes enforceable setbacks from bedrooms and living spaces.
Question 9 (Disclosure): Residents should get advance public notice when wireless equipment near their homes is installed or upgraded. That notice should include the frequency bands and expected power levels. Rental listings should disclose nearby antennas and rooftop solar inverters.
Question 15 (Infrastructure): Please study how small-cell deployments and their upgrades affect actual exposure inside nearby homes. In our case, one equipment swap raised the reading in our living room by thousands of times.
Question 16 (Research priorities):
Which frequency bands, signal types, and exposure levels are linked to harm.
Practical, evidence-based ways for people to reduce their exposure at home.
How people recover after exposure is reduced, and clinical guidance for doctors seeing patients who report these symptoms.
Enforcement, meaning keeping bands found to be harmful out of residential areas.
Thank you for considering this comment.
I offer this scientific paper provided by Dr. Martin Pall, PhD in 2019 titled; "5G Risk: The Scientific Perspective". Other than the scientific degradation of the human organism, the addictive physiological effects of screen addiction would compel a review of prohibiting this technology being provided to minors, especially males under 25 years of age before their brains are fully developed.
In this exploratory study by Sally Fallon Morell (2015), ten human subjects were exposed to a cell phone radiation stressor. Their blood was examined under a dark-field microscope to look for changes, if any, from the cell phone microwave frequency. This study shows a consistent condition in ten test subjects of red blood cells going into rouleaux condition of clumping when exposed to 45 minutes of an energized phone carried in a back pack. When the test subjects were instructed to hold the phone in front of them for 45 minutes with two 5 minutes calls with the cell phone next to their ear, their red blood cells exhibited significant deterioration of the cell walls and nucleous. Clearly, this type of cellular deterioration is detrimental to a persons health. Many of us aware of this have requested warning notices to be affixed to all phones that advise the users of these possible neggative health effects
I bought a Rivian, an electric car in 2023. I drove it from Austin Texas to my home in Baytown, Texas. On the way home about an hour into the drive, I began to feel ill, like I was getting the flu. We had to stop to get charged about an hour from our home because the charge was not enough to go the entire distance even though on leaving it said it would be enough. As I sat in the car while it charged, I thought about how many people refused to live under power lines due to potential health problems and yet I was sitting directly in a vehicle with voltage flowing into it. In addition, there were 4 quad motors and a huge screen in the car. After making it home, I continued to feel ill. In addition to the flu like symptoms, my legs felt weak after getting out. After sleeping, the next morning, I felt better. I returned to my new car to show it off to be surprised by the sick feeling again. My daughter in law noticed that while driving and talking the pitch of our voices changed. I began feeling a subtle energy push against me while the car was moving. It wasn’t until I gave my dad who has a pacemaker defibrillator in, a ride I realized I had him in the biggest microwave ever. I ordered an EMF unit to determine the risk the car was posing to me and my fiance. Much to my dismay, the meter redlined out every measured frequency especially the EMF. It was redlined even when the car was off but in charge. I stopped driving the car and felt better for 5 days. On the 5th day, we drove the car to a dealership to trade it in. On the drive both myself and my Fiance felt the same symptoms and voiced them at the same time without previously discussing them in depth. We knew and could feel the negative effects it was having on our bodies. We traded the car in and took a $20,000.00 hit to get out of it. The cumulative effect of the EMF on our health was palpable and recorded. There should be warnings and longitudinal studies about cumulative effects of EMF for consumers.
I am submitting this comment as a consumer concerned about long-term exposure to wireless radiation from phones, Wi-Fi routers, cell towers, and other connected devices.
I urge HHS to conduct a thorough, independent review of whether current exposure limits adequately protect public health. This review needs to consider those most heavily exposed and should examine potential effects beyond tissue heating, including evidence concerning cancer, reproductive health, and children’s development.
Please prioritize research that reflects how people actually encounter wireless radiation: repeated exposure over many years, often from multiple sources and devices used close to the body. Assessments should consider signal strength, pulse patterns, duration, and combined exposure.
Please consider Melnick and Moskowitz’s 2026 analysis of animal data, which argues that existing exposure limits may inadequately protect against cancer and reproductive harm (https://doi.org/10.1186/s12940-026-01288-6). I also ask HHS to evaluate Lai and Levitt’s review of exposure intensity, duration, and signal modulation (https://doi.org/10.1080/15368378.2022.2065683), and Scarato’s review of US regulatory gaps and proposed reforms (https://doi.org/10.3389/fpubh.2025.1677583). These papers warrant careful consideration alongside the broader evidence, including studies that have not found adverse effects.
I ask HHS to:
•Assess whether additional protections are needed for children, pregnant women, and other potentially vulnerable groups.
•Support long-term research with safeguards against industry conflicts of interest.
•Provide clear information about exposure and practical ways to reduce it, including wired alternatives in homes and schools.
•Recommend updated standards wherever the evidence shows that existing limits are insufficient.
Consumers should not have to navigate these questions alone. Please use this inquiry to advance transparent science, meaningful oversight, and public health protection.
Check the thousands of reports and documents that already exist against EMF radiation. They’re out there. Tumors, cancer, headaches. We all know how bad it is. Let’s get on board. Other countries are way ahead of us in this area. We voted for you to fix this. Thank you!
To Whom It May Concern,
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.
I am responding from the perspective of a patient.
I suffer (greatly) from all the wireless communication (EMFs) exposure. I suffer with terrible head pain, ringing in my ears (tinnitus), with a severe vibrational/tingling sensation in my mouth and face. Along with extreme fatigue and brain fog. So much so that I've been medically disabled with this condition (EHS). To the point that not only am I unable to find a "safe" work environment. But I am unable to find a "safe" living situation. Meaning, I've been living out of my vehicle for years constantly moving from one spot (which I can only tolerate for so long) to another spot. Non-stop 24 hours a day. It has now gotten to the point, thanks to all the newer, stronger and more harmful technologies that are being deployed, that I will have to leave the city (greater Seattle area) I've been living in for the past 40 years to some place out in the boonies. Essentially becoming a hermit and living "off the grid". Which in and of itself is a very unhealthy lifestyle.
I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence.
I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health.
Thank you for providing individuals and families with an opportunity to be heard.

From 2019 to 2023, I lived in a 3rd story apartment where I was unkowingly exposed to high chronic levels of emf.
My husband and I moved there in 2019. Later that year, I started having inexplicable exhaustion, inflammation and body aches which have been worsening progressively while living there, despite me getting various therapies and lifestyle and dietary improvements. We also had unexplained infertility.
In 2022, I decided to get an EMF meter. My husband and I were surprised to measure very high levels of radiation in specific zones that resembled 'beams' cutting through our apartment, even when our wifi was powered off. Certain locations in our living room where we worked from home, and the kitchen where we spend a lot of time cooking, were registering levels of radiation that were far above the normal threshold.
In 2023, my husband was walking home and noticed a discreetly hidden cell tower in the parking lot a couple blocks from our apartment. He noticed that the positioning of the tower correlated uncannily to the angle of the beams in our apartment, entering from the side where we have a large glass patio balcony door. We think we have finally found the culprit for the ridiculous levels of emf we had been chronically exposed to, along with many other residents who may be suffering unknowingly because of it.
At that time, I reached out to the city to ask who authorized the tower location and height, but received a response that they have very little regulatory control over it.
I am so glad we are finally looking into this at a federal level. Can we better regulate the companies to require actual research proving the required clearances to avoid health effects? Can we also require ongoing monitoring since this is a new technology and start getting some longer term studies?
Though we had lived in that area for many years and enjoyed its quiet and safe community, this issue has been so harmful to our health and quality of life that we decided to move out because of it. In 2024, I received laproscopic diagnosis for stage 4 endometriosis and adenomyosis. Looking back, I wish I didn't live in that apartment, or knew earlier so I could have moved out.
Now I am living in a new place with a lot less EMF exposure. I do not get the chronic headaches or fatigue that I used to feel in that apartment. I am on the journey to recovering and feeling better.
For the health and wellbeing of all US residents and citizens, please scrutinize the health impacts of these cell towers on the surrounding community. The proper location and height of these towers is so critical to the health of so many that could be impacted.
