In 1971 The Naval Research Institue published: https://zoryglaser.com/wp-content/uploads/2020/05/BIBLIOGRAPHY-OF-REPORTED-BIOLOGICAL-PHENOMENA-EFFECTS-AND-CLINICAL-MANIFESTATIONS-ATTRIBUTED-TO-MICROWAVE-AND-RADIO-FREQUENCY-RADIATION-NO-2.pdf By Dr. Zoey Glaser HIs website is here: https://zoryglaser.com/zory-archives-date/ and I ask that it be included as part of my comment. In 2022 this letter-plus was published by a retired Senior Foreign Service Officer who has a Ph.D in physics: https://nsarchive.gwu.edu/sites/default/files/2022-09/2022-03-00_regarding_moscow_signal_-_afsa.pdf and In 2022 this was posted by: https://nsarchive.gwu.edu/briefing-book/intelligence-russia-programs/2022-09-13/moscow-signals-declassified-microwave Comment on above: Microwave and radio-frequency fields can disrupt brain function, vision, and cognitive clarity, producing dizziness, ear pain, and a discombobulated state through documented effects and plausible mechanisms. The 1971–72 Glaser Navy bibliography compiled over 2,300 reports (including extensive Soviet literature) attributing cataracts, visual disturbances, EEG changes, structural brain alterations, neurasthenia, loss of concentration, dizziness, headaches, memory problems, and related sensory issues to microwave/RF exposure. Soviet research described a “microwave syndrome” of these symptoms at relatively low intensities, underpinning stricter exposure limits; the Frey effect shows pulsed microwaves can directly generate audible sensations and pressure inside the head via tiny thermoelastic waves. Real-world cases such as the Moscow Signal produced overlapping symptom reports among embassy staff—including Ambassador Walter Stoessel’s eye bleeding and later leukemia, though causation was never established—while the 2020 National Academy of Sciences assessment identified directed pulsed RF energy as the most plausible cause of the neurological, cognitive, and sensory symptoms of Havana Syndrome, including dizziness and head/ear pressure. Given these concerns, all electric smart meters on houses and buildings must be optional without a monthly opt-out fee. Together these elements indicate that certain pulsed or chronic RF exposures can leave people feeling discombobulated, even if Western regulatory views emphasize thermal effects and large epidemiological studies have often been mixed or negative.

To: Federal Communications Commission (FCC) Department of Health and Human Services (HHS) / Food and Drug Administration (FDA) Subject: Public Comment Regarding Outdated RF Radiation Exposure Limits, Multi-Device Realities, and Implementation of the EHT v. FCC Court Mandate To Whom It May Concern: I am submitting this comment to formally urge the Federal Communications Commission (FCC) and the Department of Health and Human Services (HHS) to update the United States exposure limits for radiofrequency (RF) electromagnetic fields. The current federal exposure limits were adopted in 1996 and remain rooted in an obsolete thermal model that presumes biological harm occurs only if tissue is acutely heated. In 1996, mobile phones were utilized sporadically and held away from continuous bodily contact. Today, wireless exposure is near-constant, multi-source, and delivered directly against human skin across an expansive ecosystem of personal and commercial devices: 1. Continuous Contact and Body-Worn Devices: The 1996 standards never envisioned hardware engineered to operate in direct, uninterrupted contact with the human body for 16 to 24 hours a day. Millions of Americans now continuously wear smartwatches, fitness trackers, and connected rings, alongside direct-in-ear transmitters like Bluetooth earbuds and wireless headsets. Testing standards based on short-duration, separated-distance models fail to reflect the cumulative biological load of these skin-contact technologies. 2. Dense Multi-Source Living and Work Environments: Current Specific Absorption Rate (SAR) evaluations assess a single isolated device. However, daily environments subject individuals to simultaneous, overlapping fields from: Mobile hardware: High-powered smartphones running simultaneous cellular (5G/4G LTE), Wi-Fi, and Bluetooth radios, frequently carried directly in pants or jacket pockets. Portable computing: Wi-Fi- and cellular-enabled tablets, laptops, and e-readers resting directly on laps or near vital organs during work and education. Household and municipal infrastructure: High-output Wi-Fi 6/7 mesh routers, smart electric and water utility meters, smart TVs, voice-assistant smart speakers, and automated home security hubs broadcasting continuous beacon signals. 3. Non-Thermal and Chronic Low-Level Biological Effects: The assumption that only thermal burns or acute heating warrant safety margins is contradicted by substantial independent, peer-reviewed scientific literature—including research from the National Toxicology Program (NTP). Studies demonstrate cellular oxidative stress, metabolic disruption, and potential neurological impacts from persistent low-level pulsed fields, even when temperatures remain unchanged. 4. Failure to Protect Developing Neurological Systems: Standardized plastic mannequins modeled after adult male dimensions do not account for children or adolescents. Thinner cranial bones, greater fluid conductivity, and smaller body mass mean modern wireless tablets, educational laptops, and phones deliver higher relative doses to children’s developing nervous systems. 5. Mandated Compliance with EHT v. FCC: In Environmental Health Trust, et al. v. FCC (11 F.4th 912, D.C. Cir. 2021), the U.S. Court of Appeals for the D.C. Circuit ruled that the FCC acted arbitrarily and capriciously by terminating its inquiry into its 1996 limits without providing a reasoned explanation regarding non-cancer harms, chronic exposures, and modern children's usage. The FCC, in coordination with HHS and the FDA, must fulfill this legal remand through a transparent, science-based review rather than maintaining reliance on a 30-year-old framework. The federal government must align its regulations with today's multi-device, body-worn reality by updating RF exposure limits to account for continuous, non-thermal, cumulative exposures. Respectfully submitted, Mark Kuether Oostburg WI 53070

Just a few complications from these towers allowed everywhere. Tissue heating and burns Strong radiofrequency or microwave exposure can heat tissue enough to cause injury. Heating is the main established interaction of radiofrequency fields with the body. Nerve and muscle stimulation Strong low-frequency electric and magnetic fields can induce electrical currents in the body that stimulate nerves and muscles. Visual sensations, such as flickering lights Sufficiently strong low-frequency fields can produce these temporary sensory effects. Interference with implanted medical devices Some electromagnetic sources can interfere with pacemakers and other electronic implants. This is a device-interference risk, distinct from direct tissue injury. Childhood leukemia: Some studies associate long-term exposure to higher residential power-frequency magnetic fields—typically average levels above approximately 0.3–0.4 microtesla—with increased childhood leukemia risk. This is an association, not established causation; laboratory research has not provided a consistent explanation. Those numbers are study categories, not proven harm thresholds. Cancer from radiofrequency exposure: IARC classified radiofrequency EMFs as “possibly carcinogenic to humans” (Group 2B). That means a causal link could not be ruled out, but chance, bias, or confounding could not be excluded either. It does not mean phones or Wi-Fi are proven to cause cancer. Human studies have not shown a consistent increase in cancer from non-ionizing EMF exposure. Commonly claimed effects that are not established at everyday levels These include: Headaches, fatigue, dizziness, or difficulty concentrating. Insomnia and other sleep disturbances. Anxiety or depression. Infertility or reproductive harm. Hormonal or immune-system disruption.

This suggests that EMF effects can carry over from father to offspring. I think we ought to think of life forms as passing on to a degree their own changed state. https://pubmed.ncbi.nlm.nih.gov/41391574/ "Effects of paternal 5G RFR exposure on health of male offspring mice " "The results showed that paternal 5G RFR exposure induced anxiety-like behaviors and impaired sperm quality in F1 males, potentially associated with RFR-induced hypermethylation of paternal LRGUK gene and subsequent down regulation of its expression in offspring testes"

https://pubmed.ncbi.nlm.nih.gov/26708410/ "Morphological and antioxidant impairments in the spinal cord of male offspring rats following exposure to a continuous 900MHz electromagnetic field during early and mid-adolescence" "Abstract The effects of devices emitting electromagnetic field (EMF) on human health have become the subject of intense research among scientists due to the rapid increase in their use. Children and adolescents are particularly attracted to the use of devices emitting EMF, such as mobile phones. The aim of this study was therefore to investigate changes in the spinal cords of male rat pups exposed to the effect of 900MHz EMF. The study began with 24 Sprague-Dawley male rats aged 3 weeks. Three groups containing equal numbers of rats were established-control group (CG), sham group (SG) and EMF group (EMFG). EMFG rats were placed inside an EMF cage every day between postnatal days (PD) 21 and 46 and exposed to the effect of 900MHz EMF for 1h. SG rats were kept in the EMF cage for 1h without being exposed to the effect of EMF. At the end of the study, the spinal cords in the upper thoracic region of all rats were removed. Tissues were collected for biochemistry, light microscopy (LM) and transmission electron microscopic (TEM) examination. Biochemistry results revealed significantly increased malondialdehyde and glutathione levels in EMFG compared to CG and SG, while SG and EMFG catalase and superoxide dismutase levels were significantly higher than those in CG. In EMFG, LM revealed atrophy in the spinal cord, vacuolization, myelin thickening and irregularities in the perikarya. TEM revealed marked loss of myelin sheath integrity and invagination into the axon and broad vacuoles in axoplasm. The study results show that biochemical alterations and pathological changes may occur in the spinal cords of male rats following exposure to 900MHz EMF for 1h a day on PD 21-46."

https://pubmed.ncbi.nlm.nih.gov/24604340/ "Abstract Some studies have shown that exposure to electromagnetic field (EMF) may result in structural damage to neurons. In this study, we have elucidated the alteration in the hippocampal function of offspring Wistar rats (n = 8 rats in each group) that were chronically exposed to mobile phones during their gestational period by applying behavioral, histological, and electrophysiological tests. Rats in the EMF group were exposed to 900 MHz pulsed-EMF irradiation for 6 h/day. Whole cell recordings in hippocampal pyramidal cells in the mobile phone groups did show a decrease in neuronal excitability. Mobile phone exposure was mostly associated with a decrease in the number of action potentials fired in spontaneous activity and in response to current injection in both male and female groups. There was an increase in the amplitude of the afterhyperpolarization (AHP) in mobile phone rats compared with the control. The results of the passive avoidance and Morris water maze assessment of learning and memory performance showed that phone exposure significantly altered learning acquisition and memory retention in male and female rats compared with the control rats. Light microscopy study of brain sections of the control and mobile phone-exposed rats showed normal morphology. Our results suggest that exposure to mobile phones adversely affects the cognitive performance of both female and male offspring rats using behavioral and electrophysiological techniques"

https://pmc.ncbi.nlm.nih.gov/articles/PMC7246068/ "Testing of behavioral and cognitive development in rats after prenatal exposure to 1800 and 2400 MHz radiofrequency fields" "Abstract The objective of the study was to explore the effects of behavioral and cognitive development in rats after prenatal exposure to 1800 and 2400 MHz radiofrequency fields. Pregnant female rats were exposed to radiofrequency fields beginning on the 21st day of pregnancy. The indicators of physiological and behavioral development were observed and measured in the offspring rats: Y maze measured at 3-weeks postnatal, open field at 7-weeks postnatal, and the expression of N-methyl-D-aspartate receptors (NMDARs) measured by reverse transcription-PCR in the hippocampus at 9-weeks postnatal. The body weight of the 1800 MHz group and the 1800 MHz + WiFi group showed a downward trend. The eye opening time of newborn rats was much earlier in the WiFi group than in the control group. Compared to the control group, the overall path length of the 1800 MHz + WiFi group was shortened and the stationary time was delayed. The path length of the WiFi group was shortened and the average velocity was increased in the error arm. The 1800 MHz + WiFi group displayed an increased trend in path length, duration, entry times and stationary time in the central area. In both the 1800 MHz + WiFi and WiFi groups, NR2A and NR2B expression was down-regulated, while NR2D, NR3A and NR3B were up-regulated. Moreover, NR1 and NR2C in the WiFi group were also up-regulated. Prenatal exposure to 1800 MHz and WiFi radiofrequency may affect the behavioral and cognitive development of offspring rats, which may be associated with altered mRNA expression of NMDARs in the hippocampus."
