Requests a precautionary federal task force and protective exposure limits, citing oxidative stress, repr…

ORIGINAL COMMENT · UNEDITED TEXT
Response to Request for Information (RFI) on Electromagnetic Fields (EMF) and Health Due Date: October 21, 2026 Today’s Date: October 20, 2026 Dear Secretary and Review Committee, Thank you for opening this Request for Information. As someone who cares deeply about preventative health and public safety, I am relieved to see HHS stepping up to investigate the true human toll of electromagnetic fields (EMF) and wireless radiation. For too long, federal agencies have looked the other way while chronic illnesses, neurological complaints, and reproductive issues have risen alongside the massive rollout of wireless infrastructure. As an individual managing the health of my household, I notice that many people in my community suffer from unexplained headaches, chronic fatigue, and sleep disruptions that improve noticeably when they distance themselves from high-EMF environments. I am asking HHS to lead with the precautionary principle and look closely at the peer-reviewed evidence regarding these specific priority areas: 1. Oxidative Stress and Chronic Disease: A staggering 91% of peer-reviewed radiofrequency radiation studies summarized by the BioInitiative Working Group found that low-intensity RF radiation induces severe oxidative damage. Oxidative stress is a well-known precursor to systemic inflammation, immune system deregulation, and chronic illness. 2. Reproductive Harm and Genotoxicity: Studies mapping out EMF exposure on human health have repeatedly demonstrated adverse effects on fertility, including altered parameters of sperm function, genotoxic damage, and increased risks of miscarriage. 3. The Threat of Cumulative Neighborhood Exposure: With the unmitigated density of 5G small cells and smart meters placed directly outside bedroom windows, the public is subjected to inescapable, continuous exposure. The concordance between the National Toxicology Program's finding of malignant tumors in rodents and the epidemiological data of human brain tumors cannot be ignored. HHS has a binding duty to protect human health over corporate interests. Please use your agency's authority to establish a transparent, multi-disciplinary task force to create real, health-protective federal exposure limits. Sincerely, Marcia Keizer Yelm, Washington

Reports headaches and dizziness beginning with school Wi-Fi exposure, describes a mother’s severe EHS and…

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this response as an individual consumer. Question 3 In 2005, when I was about 11 years old, Wi-Fi was installed in my school in every classroom. Laptop computers with Wi-Fi became a frequent used part of the lessons. This became my first experience of illness symptoms from RF/EMF. Today, more than 20 years later, I can still experience same type of symptoms near RF/EMF sources like Wi-Fi routeres, cell towers and mobile phones downloading/uploading data. My primary symptom is a peculiar type of headache. It feels as though a small balloon is slowly being inflated inside my head. It is very different from a headache caused by a fever. It may be accompanied by sudden, intense but brief pain at a random, small spot inside my head. This feels like a small, sharp nail is being hammered into my skull. My other symptoms are slight dizziness and a feeling of exhaustion in the brain - different from when I am naturally sleepy in the evening. Symptoms can appear less than 10 minutes after exposure has begun. After exposure has end, some of the symptoms subside within as little as 2-3 minutes. They generally disappear completely within an hour. However, this may vary depending on the intensity and duration of exposure, etc. My doctor cannot help me with treatment for the condition. I do not suffer from any other medical conditions that could cause these symptoms. In addition, I generally have a very low stress level. My mother consider herself to be suffering from electro hyper sensitivity (EHS) in severe degree. During exposure from RF/EMF she experiences symptoms like mine, and, in addition, other symptoms. I believe she is affected about 5 times more severely than I am. Last year, an acquaintance of mine sent me a copy of a scientific article - “Elektrohypersensitivity as a Newly Identified and Characterized Neurologic Pathological Disorder: How to Diagnose, Treat and Prevent It” – by Dominique Belpomme and Philippe Irigaray, Published in International Journal of Molecular Sciences, 11 March 2020. The PDF file is 16,4 MB in size and cannot be attached here, but it can be read at [https://www.mdpi.com/1422-0067/21/6/1915]. The content of the article might explain my characteristic symptoms during exposure from RF/EMF. In section 5 – “Radiological identification of cerebral neurovascular abnormalities” – reduced blood flow in parts of the brain, observed in self-reporting EHS-patients, is described. Here are a few excerpts from it: “(…) In fact, as indicated in Table 7, by using transcranial Doppler ultrasound (TDU) in patients with EHS, we showed a decrease in the mean pulsatility index in one or both middle cerebral arteries, i.e., for one artery in 25% and 31% of the cases respectively for the right and left artery, and for both arteries in 50%. (...)” [page 8 of 20] “(…) Moreover, by using ultrasonic cerebral tomosphygmography (UCTS) applied to the temporal lobes [12], we showed there is a significant decrease in mean pulsometric index in the middle cerebral artery-dependent tissue areas of these lobes, especially in the capsulo-thalamic area, which corresponds to the limbic system and the thalamus [12]. (...)” [page 9 of 20] My hypothesis, as a layperson, could be that RF/EMF exposure leads to a further reduction in blood flow to parts of the brain at EHS-patients, and this causes the symptoms described above. Proposes controlled factorial research distinguishing RF, acoustic and combined exposures, with neurovasc…

ORIGINAL COMMENT · UNEDITED TEXT
I submit this comment as an independent researcher to recommend a mechanism-resolved federal research program investigating potential biological effects of radiofrequency electromagnetic fields (RF/EMF), with particular attention to neurovascular function, mechanotransduction, and interactions between electromagnetic and acoustic exposures. The central methodological problem is the frequent conflation of exposure, biological response, and causal mechanism. Demonstrating an exposure does not establish injury. Demonstrating a physiological response does not, by itself, identify the mechanism responsible. I recommend that federal research prioritize experiments designed to distinguish competing explanations rather than merely accumulate observations that cannot be compared across laboratories. Specifically, I propose a controlled, factorial experimental framework incorporating sham exposure, acoustic exposure alone, RF exposure alone, and combined acoustic/RF exposure, together with appropriate thermal, mechanical, and equipment-artifact controls. The combined-exposure condition is especially important. A possible interaction between physical stimuli cannot be established by studying either stimulus independently. Investigators should explicitly test whether combined effects differ from predictions under a prespecified additive model. Candidate biological endpoints include endothelial permeability, calcium signaling, barrier-associated protein localization, inflammatory signaling, and measures of neurovascular function. Mechanosensitive ion channels and integrin-associated signaling are among the pathways warranting investigation. These pathways are proposed research targets, not established explanations of RF-associated neurological injury. I further recommend standardized exposure reporting that preserves waveform characteristics, modulation, pulse timing, field strength, exposure geometry, temperature, acoustic conditions, and measurement uncertainty. Where relevant, temporal structure should be preserved rather than reduced to average intensity alone. Federal agencies should coordinate reproducible protocols, preregistered endpoints, blinded assessment, independent replication, and public reporting of negative findings. A shared reference dataset linking precisely characterized physical exposures to experimentally measured biological outcomes would improve scientific comparability and enable independent evaluation of competing mechanisms. The objective should not be to validate a predetermined conclusion about RF/EMF exposure. It should be to establish which effects are reproducible, under what conditions they occur, and which mechanisms survive rigorous experimental controls. My attached memorandum provides the proposed experimental framework, measurement priorities, research coordination recommendations, and falsifiability criteria in greater detail.

Recommends The Body Electric, proposes heavy-metal and static-charge explanations for sensitivity, and ad…

ORIGINAL COMMENT · UNEDITED TEXT
This may be a copy of my first submission. I could not search and find my original comment using keywords or the document ID. So here it is again just in case any funny business is going on. I'll be checking again despite the confirmation email: I presume this book has already been recommended, "The Body Electric" However I would like to add a couple personal ideas: In the past, the stereotype of "Tin Foil Hat" has been associated with conspiracy theory. I have wondered, what would make these particular people sensitive to EMF enough to wear tin foil? My thought is that they could have higher heavy metal content in the body that might act like an antenna. This could be from vaccines or from environmental exposures. If mercury ultimately ends up in the brain stem, it would make the tin foil hat even more applicable in blocking signal to the otherwise minimal heavy metals in the body. Even braces have been joked as being able to pick up radio waves. Another idea, I think for this and many other reasons, in home saunas should be subsidized for every American to build with HSA funds. This would also strongly help combat plastics in the body thanks to the personal studies by Bryan Johnson. Another idea, I think every school should be made into a complete Faraday cage, potentially with lead paint under siding to prevent exposure, so that students and teachers are made to be present in class, as well as cut exposure to EMFs in school. I believe it can be argued that it does not serve our children to have in their pockets the most distracting thing of all time during class. I believe in the event of emergencies, old fashioned wired telephones should work just fine. A small addition to that is standardize the books please, there's no reason college education requires buying new editions on old information. Standardize academics and remove extra curriculars, make those into community classes without pay. The classic books need to be in schools again. Wiring in walls could be made into a grid to power the building as well as cage external EMFs with enough grounding, I say this as an aerospace electrician, however every building would need special engineering, and doing so would cost a ton more copper, but could be measured inside of each room with a sensitive RF meter or even an oscilloscope for measuring the wavelengths exposed to, as in The Body Electric, specific frequencies and pulsing matters as well. I may even just recommend the final chapter of the book. Maybe we can control for Russian standards in home/school/work areas. I think home standards could include the use of piling earth alongside sturdy walls as a form of EMF shielding, similar to living underground. This could provide safe EMF exposure at home without the high demand for conductive metal for a faraday cage or lead paint for a complete blockage of EMF fields. I think studies should be done in the wearing of polyester, which generates static electric charge stored on the body. If my instinct is correct, this is bad for the body, as it makes me feel bad until I am grounded by ESD shock. If this is true, we should move towards natural materials. I think trade for more agriculture could improve, I know Ireland has had to throw away excess wool or use it to nourish farm soil rather than sell it. My final suggestion is if we upgrade the grid to provide nuclear power is that we bury the power lines. Europe does this, and I think especially in tornado alley this is not only safer but the EMF exposure is automatically grounded by being under the earth, plus it should be easier to work on. Thank you for reading. I suspect I negatively impacted my health working in electrical testing, operating DITMCO machines for nearly a decade. I wonder if these electric cars will have high EMF production. I also wonder if we should incorporate jewelry that acts as a capacitor so that we never store an ESD charge in our bodies. The book The Body Electric is required reading on this subject. Please, read it.

A filmmaker promotes a documentary and pulsed electromagnetic-field therapy, claiming beneficial low-freq…

ORIGINAL COMMENT · UNEDITED TEXT
I am a film producer that made a 90 minute feature documentary film about how to treat over exposures to chronic electromagnetic microwave fields from wireless technology....It's called Tesla's Medicine: The Universal Fluid. It's available to watch on Amazon and Tubi. There are beneficial low frequency electromagnetic fields that emulate the earth's resonate frequencies (about 10Hz) that can remove the harmful effects of wireless technology from your body. We have lost contact to the earth's natural magnetic field.... Doctor OZ made a television show about these devices....it's called PEMF - Pulsed Electro Magnetic Field therapy.....One solution is to have DR OZ talk about this technology to the general public like he did on the Dr OZ show. The general public should buy these devices, bring them into their home, and use them to remove the electrosmog that can contribute to chronic illness...It's amazing technology. Very safe and it's actually invented by Nikola Tesla....It's time to reintroduce electromagnetic field therapy to the general population....

ORIGINAL COMMENT · UNEDITED TEXT
Further research may be needed on the effects of domestic and commercial electromagnetic fields/pulses/sources on medicines while in the bloodstream or in the target organ/s. If various ionic configurations respond to specific frequencies/wavelengths, these may alter the energetic transformations and the behaviour of the compound via thermal or kinetic responses. regards

A parent requests rigorous research on possible RF/EMF contributions to autism and gene-environment inter…

ORIGINAL COMMENT · UNEDITED TEXT
Re: Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure---Docket No. HHS-OASH-2026-0397 Submitted by: Tim Humlicek Missouri City, TX 77459 Perspective: Parent/family member of child with autism and member of the public Date: October 21, 2026 I appreciate HHS' request for information regarding EMS, radiofrequency radiation, wireless technologies, and human health. I am submitted these comments primarily concerned as a parent with a child of autism (ASD). I am not asking HHS to conclude that RF/EMF exposure causes ASD. I am asking that HHS recognize the substantial public-health importance of the question and support rigorous, independent investigation into whether RF/EMF exposure may contribute to neurodevelopmental disorders, including autism spectrum disorder, either independently or through interaction with genetic susceptibility and other environmental factors. This distinction is important. The current evidence does not establish a causal relationship between RF/EMF exposure and autism. However, neither does the available evidence justify treating the question as resolved. There are several reasons why this subject warrants a coordinated federal research effort. 1. ASD is a common and increasingly identified neurodevelopmental condition with a highly heterogenous genetic architecture, yet a common group of symptoms. Most syndrome with a genetic cause have relatively few genetic causes, not thousands, as have been associated with ASD. Individuals should question shether these genetic findings could also be bystander effects in addition to contributing to ASD and associated comorbidities. 2. Genetic findings explain only part of the biological complexity of ASD, and gene-environmental interactions are increasingly being recognized. 3. Multiple biological processes implicated in ASD--including oxidative stress, mitochondrial dysfunction, altered clacium signaling, immune dysregulation, cellular stress, and altered neuronal signaling--have also been investigated as potential effects of RF/EMF exposure 4. Experimental mammalian studies have reported neurodevelopmental, behavioral, oxidative, molecular, and cellular effects following controlled RF/EMF exposure. Although findings are inconsistent, exposure to RF/EMF in these models, generally produce detrimental effects. Controlling RF/EMF for humans is almost impossible in developed countries outside of radio quiet zones. 5. Children and developing fetuses represent biologically distinct populations for whom exposure assessment and risk evaluation may warrant particular attention. 6. Wireless RF exposure has become ubiquitous, while technologies, frequencies, modulation schemes, device densities, and cumulative exposure patterns continue to evolve. 7. Existing research frequently does not reproduce the complexity of real-world, chronic, developmental exposure The appropriate federal response to these uncertainties should therefore be a coordinated research program designed to determine whether an association exists, under what exposure conditions it might occur, and whether susceptible developmental windows or biological subgroups can be identified. While research can continue to elucidate associations between RF/EMF radiation and neurodevelopmental disorders, the department of HHS could bing awareness of the possible physiological effects of RF/EMF, and simply recommend those caring for vulnerable population take simple measures to measure and reduce overall exposure, such as limiting the use of wireless devices, turning off WiFi routers during periods of limited need, and working with other governmental agencies overseeing application for wireless towers built for public use, and allowing for ample time for public comment and assessment. Sincerely, Tim Humlicek, PharmD Missouri City, TX

Proposes magnetoreception as an explanation for electromagnetic sensitivity, requests research and medica…

ORIGINAL COMMENT · UNEDITED TEXT
There are indications that humans possess a magnetic sense. Since this is a fact that has not yet shifted the scientific paradigm, we must rely on current knowledge. Is it ethical to turn a deaf ear? Canaries were used to ensure the safety of mines. We have “canaries” who can speak and write, but our current worldview prevents us from listening to them. It’s ethical to consider this line of thinking. What if people had a magnetic sense? What would change then? What should be studied in that case? What should be taken into account? What should be done differently? What should be done when it is a known fact that all senses function in such a way that there are people in the population whose particular sense is more sensitive than the average? We are familiar with hyper-tasters, people with hypersensitivity to sound, people with sensitivity to light, etc. Is it ethically right, then, to design living environments in such a way that a sensitive person cannot find refuge from the very factor that causes their sensitivity and symptoms? Magnetic sensitivity could affect neurological symptoms, such as dizziness, headaches, or sleep disturbances, especially in technology-rich environments. Doctors might begin to assess magnetic sensitivity as part of a neurological examination, particularly in patients with unexplained symptoms. A new medical specialty might emerge—such as “magneto-neurology”—that focuses on the effects of magnetic fields on the human nervous system. Current safety limits (e.g., SAR values for MRI machines) are based on tissue heating and electromagnetic effects. If magnetic sensitivity were recognized, restrictions might also be imposed based on neurological effects. Henshaw, D. L., & Philips, A. (2024). A mechanistic understanding of human magnetoreception validates the phenomenon of electromagnetic hypersensitivity (EHS). International Journal of Radiation Biology , 1–19. https://doi.org/10.1080/09553002.2024.2435329   Open Access article. There must be a proper scientific explanation to my symptoms. I have other theories also than magnetoreception. Reseachers should find the truth and explanations. I have symptoms: pains that come and go, pain in everywhere : ears, fingers, legs, teeth, tongue. Skin burning. I can't hear properly when I am exposed to too much radiation. I can't sleep since my neighbour watches smart-TV at night and my body resonates with the wireless technology used. My blood sample shows that I have become allergic. Elevated allergy year through even though I am supposed to have symptoms only when trees blossom in spring. It feels all of a suddend that air is really cold eventhough I know it's completely normal. Wireless radiation feels like the air is polluted and dangerous. Please do something to wifi and base town radiation. No wireless sensors, no wireless meters for water consuption monitoring and so on. I deserve to live a normal life but I live inside nightmare.
