Hello thank you for work there on this and other subjects. Cell and radar and satellites affect health and earth ground weights. The electro media can add to matter weight thru saturation. Cell towers have been over placed in numbers per counties for reduction criteria to be legislated.. I have written to officials that some are right next to residential and buildings. This can along with antennae on the roofs stimulate the grid and structures and wiring and lighting to shed cell media even spraying thru bulbs.. making items last a shorter time. I can feel my brain stiffen near cell towers. During the campaigns too much cellular media is drying my lungs. I’ve campaigned against Junk mail please stop Junk Mail.. on air quality..someday 50 junk mail everyone’s upset online.. I stopped a few meltdowns in Westlake Hills Tx with a Radio President near the Dell’s residence. ..and Dripping Springs Tx near a famous engineering Co I got them to move. There are 3 on 290 right behind handsome homes. I found out the police did not have an emergency list of who to to call about them. I’ve seen elite homes with cell towers next door literally in Heritage Oaks and Vintage Oaks. I called ATT and they and/or Westin Dean a custom home builder..got all cell towers turned way down in settings. There were some I couldn’t even drive by. In Beverley Hills near a hotel there were 15 cell towers near a hotel as well. Some install them for extra money even near poor cows… I write animal activists no improve this. Many could be mandated to be smaller in impact modules. Sometimes it’s their lighting that can ground load and age too bad sockets and timers. I’ve written a public Land trust to start buying land with the public. This to stop those needing money moronically plastering the country with cell towers. Psychologically another blow for humans along with ABombs.. Causing stress and more.. Too much techno media may effect the sun and moon radio waves. Especially during sun storms. Our atmosphere may reflect back to the sun heating it up a tad more with techno media density.... But a sun storm can effect the grid the size of.New York a TV show proclaimed. There are too many playful radio hours allowed and stations at 15,000… I’ve written to have them go to half days at least.. non essential radio. Whisper radar is needed including for weather. It’s heavier than cell media.. We are millivolt systems. And we are getting saturated with techno media. Techno rings can hold weather systems below the planet equator and add to flooding that has caused some evacuations so wrote NOAA. Only a percent of wireless bill pay should be allowed. Techno media can cause heart rates and supposedly cancer to increase. Possibly brain changes as well even at work inside wireless buildings. I can feel some gravity weight increase around some buildings that are all wireless too. The pad sites have a tad more zing and gravity. Stewardship is ascue and needs moderation. Please help the Earth and human standards of conduct to be guided more elitely.. Thank you again for this project your doing. All my best hopes.. to everyone… I want my adult sons and grandkids to believe in this world more. How about youalls families? Resa Bartlett and family.

The commenter recounts concerns about school tower siting, regulatory processes and workplace repercussio…

ORIGINAL COMMENT · UNEDITED TEXT
About 12 years ago I attended a city council meeting in San Marino, CA, where parents were hoping to get a cell phone tower removed from the playground at their children’s school. I was appalled to learn that the parents could be sued if they expressed any concern that the tower might in some way impair their children’s health. So all they could do was talk about their fear that it could burn, or fall over, or that it looked unsightly, etc. Of course, the tower stayed. This is all you really need to know to realize that those who make and enforce our government's regulations have turned a blind eye to the real probability that our health and the health of plants and animals is likely harmed by some of these increasingly ubiquitous RF/EMF fields. One cannot even ask the question! After learning that I could be sued by the powerful communications industry for expressing concern that cell towers could cause health effects, I tried calling the FCC to ask how they came to the conclusion that RF and microwaves radiating at people were safe. I couldn’t reach a single human being to speak with until I finally selected the choice in the FCC phone menu for those who wanted to buy spectrum. After making this selection, I immediately got an engineer on the line. I explained why I was calling, that I was not buying spectrum but was a concerned citizen, and asked about what research the FCC used to establish safety standards. He told me he felt badly, that likely we needed to study the problem more but it was out of his hands. He told me that there was a group from whom the FCC got their reports on RF and microwave safety. I looked at the website he had mentioned. It described a small firm of 5 women whose mandate was to produce reports which interpreted complex data in their clients’ strategic interests. Wow. We were being sold a bill of goods. I tried to interest people at Caltech, where I was working, in this problem. I was told by my PI in no uncertain terms that if I took any measurements with an RF meter or EMF meter I would not be able to work in the HIV research lab anymore. I was told people would be upset and I must not bring “that device” (a simple cheap Trifield meter) to work ever again. I was later fired for specious reasons, and banned from talking to anyone in the lab. This felt really creepy. It was quite an education. I became more interested in the problem. The more I learned the more appalled I became. I appreciate the opportunity to comment. It is not my job to teach you, dear FCC, what you already know: there is something potentially harmful in these energies, else why can we not ask the question at city hall about whether these cell towers on the playground could be harming our kids? You at the FCC already know that you have been encouraging the rapid spread of this powerful addictive technology at the cost of our health and possibly even our climate. You know that in spite of efforts made by you and others to thwart studying this problem, data exists which casts doubt on microwave safety. Why are there articles entitled "The effect of trees on 5G" instead of articles entitled “The effect of 5G on trees"? At Caltech, before the Covid lockdown, I sat in on a bunch of lectures being given by the sustainability people. No one had incorporated the rapid increase in microwaves in our world in their models of our rapidly warming world. I see evidence around me that cell towers harm and kill trees, and likely, dry the soil, start fires, who knows what. The plethora of satellites that measure the ice depth at the poles shine microwaves in and measure what comes back. The difference apparently tells how thick the ice is. But is this a good thing to do? Could the small amount of microwave energy absorbed by the ice be softening the ice’s surface, changing its albedo, causing more of the sun's energy to be absorbed rather than reflected, leading to further ice melt? Are we in a way opening the oven to make sure the cake hasn't fallen yet when we make these measurements? We need to do better. We need a consortium of biologists, physicists, climate scientists, and engineers who are not influenced by profit or lucrative data collection schemes to work together to understand the impact of these energies (with which we did not co-evolve) on our health and on the health of our living world. Thank you for your time.

ORIGINAL COMMENT · UNEDITED TEXT
Hello. I developed an allergy/hypersensitivity to electromagnetic radiation after sleeping for 1.5 years with a wireless router on the wall, directly beneath the head of my bed. However, several other factors contributed—such as stress, an electrical fault in an old PC at work, and spending hours talking on a mobile phone held against my head. I have now become an "environmental refugee," having moved deep into the woods to an abandoned hamlet—a place where I assumed the installation of further mobile masts would never be an issue. It was fine here, with sufficient mobile coverage at a level of 0.1 microwatts per square meter; but now, a 5G mast has appeared on a neighbor’s forested property, effectively turning me into an "indoor cat." If I need to spend any significant time outdoors, or drive out to run errands, I must wear radiation-protective clothing and carry three "Lifetune Zone Max Pro" protective discs. I know that approximately 1 microwatt per square meter is sufficient for mobile coverage, and that is my personal threshold for long-term exposure. I believe that sensitive individuals—as well as animals, insects, birds, plants, and seeds—deserve to have large areas of the planet where they can live in peace, free from electromagnetic pollution (which, these days, involves unnecessarily high levels of radiation). For instance, I once measured pulses of 120,000 micro watts per square meter in a public square in Oslo. Thank you for allowing me to share my opinion and a bit of my story!

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other]. Wireless radiation has affected my family significantly. The continuous wireless exposure has affected our ability to sleep at night. The only way we can get any real rest if to turn off all wireless transmitters and all the electricity in the sleeping room. The source and duration of the exposure, health effects such as sleeplessness, anxiousness and depression are experienced unless the above actions are taken place. The nearby cell towers producing RF and EMF can only be minimized by distance, and we specifically selected our location to stay away from these towers. Why when a new high school was built in our area was a new cell tower immediately constructed almost on top of the school when science has already proven that these tower affect the human physiology dramatically. We fully support those organizations that represent the public in regards to these harms being put on every human being for the "benefit" of the cell tower providers making a profit. Finally we will have to move out of the local area to a space that has no or minimal cell towers in order to maintain our health. HHS MUST conduct a real investigation into the harms caused by these emitters of EMF and RF, and also examine the thousands of already produced scientific reports that have identified these threats to humans. They can't be ignored any longer. EMF and RF exposure is clearly harmful and there is not two ways about it. For the sake of humanity, do something!!! I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

The Safer Buildings Coalition emphasizes indoor wireless coverage for emergency communication, warns that…

ORIGINAL COMMENT · UNEDITED TEXT
COMMENTS OF THE SAFER BUILDINGS COALITION EXECUTIVE SUMMARY The Safer Buildings Coalition (“SBC”) is a cross-sector membership organization of public safety agencies, industry organizations, and the owners and operators of buildings where in-building coverage is required. SBC does not offer scientific conclusions on the biological effects of radiofrequency (“RF”) energy and defers on those questions to the expert agencies and standards bodies responsible for them. SBC’s comments address the public safety benefits and costs that any complete assessment of RF exposure policy must weigh. In-building wireless coverage is a cornerstone of emergency communications. Americans spend about 90 percent of their time indoors, and about 80 percent of 911 calls are placed from wireless devices. Cellular coverage allows building occupants to reach 911, and public safety radio coverage allows first responders to communicate once they are inside. The International Fire Code (“IFC”) and the National Fire Protection Association’s (“NFPA”) NFPA 1225 require building owners to provide and maintain minimum levels of public safety radio coverage. That coverage depends on wireless infrastructure engineered to existing federal standards. Distributed antenna systems (“DAS”), Emergency Responder Communications Enhancement Systems (“ERCES”), indoor small cells, signal boosters, and Wi-Fi are required to comply with Federal Communications Commission (“FCC”) rules, including the FCC’s RF exposure requirements. More than 830,000 indoor small cell and DAS nodes are in service nationwide, and in-building systems typically cost $1 to $5 or more per square foot. Changes to RF exposure limits could force costly redesign and reduce coverage. Lower permissible antenna power, minimum distances between antennas and occupants, or setbacks from homes, schools, and healthcare facilities would require disproportionately more antennas, could render existing systems incompatible with new limits, and could place building owners in conflict with fire-code signal requirements. Redesign or replacement of only 10 percent of existing indoor nodes would cost an estimated $820 million, before counting Wi-Fi networks, public safety ERCES, equipment removal, and recertification. Policy focus should be directed at eliminating in-building dead zones. Federal law already requires the FCC to measure and map broadband availability, but no comparable data exists for coverage inside buildings. Publishing in-building coverage data would inform policymakers, allow building owners to make informed investment decisions, and let market forces drive private investment to close the in-building coverage gap. SBC recommends that the Department of Health and Human Services (“Department” or “HHS”) base any conclusions on robust, peer-reviewed scientific evidence; evaluate the consequences for public safety communications before recommending any change to exposure limits, siting restrictions, or setbacks; preserve regulatory certainty and coordinate with the FCC in its parallel proceeding; and support the collection and publication of in-building wireless coverage data.

ORIGINAL COMMENT · UNEDITED TEXT
1. & 2. I am responding as: individual 3a. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…)close cell phone tower 3b. Nature, duration, frequency, and approximate timing (e.g., years):I did not pay attention at the time the cell phone tower was installed. I never paid attention to them much. In April of 2019, I started feeling, not myself at work, and then an avalanche of symptoms occurred over a year. This tower is located very near my office. Work hours 8:00 am to 7:00 pm, Monday through Friday, Saturdays 8:00-12:00. 3c. Adverse health effects experienced: overheating=felt like being cooked, excessive sweating. Then I experienced headaches, increasing in frequency and severity, tinnitus, inability to sleep, body pain, memory issues, GI problems, fatigue, hair loss. Then heart palpitations, swollen ankles, bleeding gums, excessive bruising & dizziness. It feels like being poked all over my body & with pressure around man made emf. 3d. Time from first exposure to first appearance of adverse health effects; and did a change in exposure coincide with the onset of adverse effects. We did not know for sure what was causing the symptoms until after a staycation at home. This was before they upgraded the tower by my home. My symptoms had improved, and after the 4th night I could sleep. It had to be the newer cell tower by work. I tried to shield, wired up, and had a no wireless devices policy at work & home. Over time you keep getting exposures from people around you who forget to shut off their devices, the cell tower, smart meters that forget to shut off their devices. The reduction in exposure was not enough at work, too much EMF everywhere. I progressively got worse to where I was forced to give up my work and live in my basement, I could not even tolerate going up to my main floor in my house. I could not tolerate anything. 3e. Was medical evaluation or treatment sought? No, I live in my basement where I could eventually function and was able to sleep and heal. The world outside, doctor's offices, hospitals are full of wireless devices and have cell towers by them and on them. 3f. Were steps taken to reduce or eliminate exposure, and were there subsequent changes in the effects? Yes as stated above. Work= shielding, stopped using the front half of my office building closer to tower. Shielded walls closest to the tower. Wore shielded clothing, had patients not bring wireless devices. We stopped using wireless devices. We purchased an emf detector to scout out all emitting devices ( TV, Modem, printer, remotes, etc.) We paid for a building biologist to evaluate our home for safety. Removed smart meter off home,& painted the cell tower facing wall of our home with shielding paint. This gave me safer areas to be but the EMF was not low enough & my symptoms got worse to where I had to give up work & move into my basement at home where I still live today. 3g. Any supporting documentation? This includes Scientific Reports, exposure measurements: We do from our building biologist who is an electrical engineer too. His equipment was hard for us to understand, but we do have copies of his scans of our home. He did say that our home was one of the worst residences he had ever tested at this point and recommended us to move. I was not able to work at this point so we did not have him test the clinic. Additional Details you would like to share about your experiences of adverse health effects you believe to be associated with exposure to wireless radiation or EMF's: B1a. Sources you experience as causing you Adverse Effects: cell towers, cell phones, smart devices, WIFI, smart meter, B1b. Sources you can sense, but don't seem to harm you: none B1c. ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a family member. My family lived in a metropolis in the area that was a 5G test city. We did not know this at the time. My son, daughter and my wife all got sick at the same time they had headaches, pressure in the head, felt like they had the flu, aches and pains, heaviness in the body, difficulty thinking/brain fog, difficulty functioning and even getting out of bed. Previously all were active and normal. My wife particularly is someone who goes nonstop. This stopped her in her tracks. we went to visit a friend and she felt much better and could walk well there and that's when we started to investigate our environment and discovered that not only was 5G in our area, but they had put a tower three blocks from us. We could no longer live there. We had to move to get away from all of the 5G cell towers. Now they put one where we live again less than 2 miles from us and we have to move again because my wife and daughter are so sick. Our son passed away in 2021. We did not know the Cell tower was so close to us now either because we cannot see it from our home. someone mentioned to my wife she might be sick from the tower. They put up nearby and she asked where it was and when it had gotten put up. It was exactly when my wife and daughter got sick again. We did not use Wi-Fi in our home or Bluetooth or have any devices that produce EMF plugged in on a regular basis. it is completely changed our lives and ruined them on several occasions because of having to move and leave jobs and family behind. It has been a horrendous ordeal. It is heartbreaking to watch it destroy my family's health. It is simply WRONG that this should be forced upon us without proper attention to the studies that show the harm! It needs to be reverted to 4G and even that needs to be looked into for distance and safety purposes. Please stop killing my family!

The commenter reports family symptoms near antennas and improvement after relocation, criticizes health-r…

ORIGINAL COMMENT · UNEDITED TEXT
I first became aware of the health impacts of RF/EMF emissions when our County Council in Montgomery County, Maryland was preparing a zoning text amendment (ZTA) that would allow small cell antennas as close as 30 feet to single-family homes, and as close as 10 feet to mixed zoning apartment buildings, and as a growing movement opposing this ZTA was quickly forming. Thanks to the research I was made aware of, it did not take long to realize that my family and I had been experiencing significant health impacts from a cluster of 42 cell antennas mounted less than 500 feet away on a high rise in the valley below our home, including worsening auto-immune conditions, frequent and persistent headaches, heart palpitations, and insomnia. I was stunned when learning that the FCC was operating and regulating cell antenna placement using safety standards from 1996 that were based on the thermal effects of single exposure to humans, given that these technologies have not only become exponentially more powerful, but we are now surrounded by an enormous amount of them, 24/7. I was also stunned to learn that ample research showing a multitude of detrimental effects on human health existed, but had been heavily suppressed by industry. What shocked me the most, however, was that it was written into the Telecommunications Act of 1996 that state or local governments are prohibited from denying applications for cell antenna placement due to environmental effects, which has been interpreted by multiple U.S. Circuit Courts to include "health concerns." Two years later, when we moved into a home where we had used an RF/EMF meter to evaluate the emission levels as one of the many variables that were important to us, the change was fundamental. Within a few days, the persistent headaches had dissipated, the heart palpitations stopped, and we were able to sleep again. If I hadn't been convinced before, this cemented my conviction of how toxic these emissions are. Moreover, two of my auto-immune conditions improved significantly over the following months, and they have continued to improve - one of them measurably, as it is appearing that my Hashimoto's Hypothyroidism is reversing, and I have been able to continue to lower my doses of replacement thyroid hormone multiple times, after only increasing it for the ten years prior since my diagnosis. It is nearly impossible to avoid exposure to ever-increasing cumulative RF/EMF emissions, however, and under the current regulation - which includes the swift passing of the above mentioned ZTA by our County Council - a cell antenna can legally be mounted on the telephone pole right outside our home anytime. Updating the regulations regarding the placement of wireless facilities (cell antennas) is long overdue, and I urge you to take the science and detrimental effects on the environment and human health into consideration this time. Cell towers do not belong near homes, schools, eldercare facilities, or any other place where vulnerable humans spend a lot of time. In addition, rather than pushing more and more wireless technology on society, fund and encourage safe technologies, such as fiber-optic wired internet, whenever possible. Thank you for your attention on this matter.
