Describes successful analog-meter advocacy and concern about opt-out fees, reports accounts of symptoms w…

ORIGINAL COMMENT · UNEDITED TEXT
To Whom It May Concern: I submit this comment as a concerned citizen and well-being advocate who spent more than two years helping a community member seek the right to retain an analog utility meter rather than being required to accept a wireless smart meter. At the start of this journey, I knew very little about electromagnetic fields (EMF), radiofrequency radiation (RF), smart meters, or electromagnetic sensitivity. However, through extensive research, conversations with physicians, researchers, engineers, and affected individuals across the country, I became convinced that these issues deserve far greater public health attention. Over the course of my advocacy, I reviewed scientific literature, books, articles, utility documents, and health reports. I also met many individuals who reported symptoms they associated with EMF and RF exposure, including sleep disturbances, anxiety, headaches, cognitive difficulties, fatigue, neurological symptoms, and cardiovascular concerns. I leaned upon well-respected organizations in the U.S. who are helping to advocate on these issues. While correlation does not prove causation, the consistency of these reports should not be dismissed and warrants serious, independent investigation. One area that particularly concerns me is the potential overlap between EMF-related symptoms and conditions commonly classified as mental health disorders. Although I am not a physician, I believe researchers should examine whether environmental electromagnetic exposures may cause, contribute, or exacerbate symptoms associated with anxiety, depression, attention disorders, and other neurological/behavioral conditions. Millions of Americans suffer from these disorders. We should ask whether some portion of these cases may have physiological contributors that remain insufficiently explored. I also believe additional research is needed regarding "dirty electricity," voltage transients, and the cumulative effects of chronic exposure to artificial electromagnetic environments. As technology becomes more embedded in daily life, public health research should keep pace. My advocacy effort resulted in a successful outcome, allowing the resident to keep an analog meter. More importantly, it highlighted a broader issue that could impact nearly 40,000 people in the community. Consumers should have the right to make informed choices about technologies placed on or near their homes, regardless of whether they qualify under disability laws. I am particularly troubled by utility policies that require customers to pay ongoing monthly fees to retain an analog meter. Such charges can create a financial penalty for exercising personal choice regarding health and safety concerns. These policies deserve regulatory review to ensure they are fair, transparent, and justified. In the course of this work, I encountered people who believed they experienced health challenges associated with long-term occupational or environmental EMF exposure. These experiences included cancer diagnoses, neurological symptoms, and cardiovascular concerns among individuals regularly exposed to radios, electrical equipment, wireless infrastructure, or other sources of electromagnetic radiation. These accounts are anecdotal and do not establish causation, but they reinforce the need for independent long-term research. I am also concerned about potential environmental impacts. Reports regarding pollinator health, including bee navigation and colony health, deserve thorough scientific examination. Given the importance of pollinators to agriculture and food security, even the possibility of adverse effects should be investigated. Likewise, the rapid expansion of wireless infrastructure, smart devices, connected vehicles, and large data centers raises important questions about cumulative environmental and human exposure. At a minimum, the public deserves transparency and informed consent. Consumers should receive clear information regarding the electromagnetic emissions associated with products and technologies they are asked to use. Public health agencies should support independent research, encourage open scientific inquiry, and ensure that innovation does not outpace safety evaluation. I respectfully urge HHS to prioritize research into the potential effects of EMF, RF radiation, and electrical pollution; support studies involving vulnerable populations; evaluate possible links to neurological and mental health symptoms; assess environmental impacts; and protect consumer choice regarding utility metering and other technologies. History has shown that responsible public health policy requires investigating emerging concerns before they become established crises. The concerns surrounding EMF exposure deserve that same level of attention today. Respectfully, Concerned Citizen and Well-Being Advocate

An animal behavior professional reports smart-meter measurements and personal Wi-Fi sensitivity, acknowle…

ORIGINAL COMMENT · UNEDITED TEXT
I am a canine energetic behaviorist specializing in rehabilitating highly sensitive reactive dogs. I am concerned about the potential effects of electromagnetic exposure on animals and the environments in which they live and learn. Unlike humans, animals cannot understand these technologies, voice informed concerns, or choose to leave their environments. Many pet owners and animal professionals may not be aware of these potential concerns. I am submitting my observations to advocate for greater transparency, independent research, and the protection of animals who depend on us for their welfare. And for my own sensitivities. El Paso Electric installed an Itron smart meter on my building in Las Cruces, New Mexico. Before its removal, I documented readings using a GQ EMF-390 radiation detector from GQ Electronics LLC in Seattle, Washington. In two separate videos, the displayed readings spike to 84mW/m² and 781, respectively, with the spikes occurring approximately every three seconds before dissipating. According to the 390 detector's manufacturer's guidelines suggested RF readings are: Less than 10mW/m² considered safe, Above 10mW/m² warrant regular checking, readings above 1000mW/m² are not recommended for prolonged stays, and readings above 10,000 mW/m² warrant avoiding prolonged stays. As seen in video the EMF, & (AC)EF readings are also shown. I cannot establish whether the meter affected the dog's behavior during the few classes that we had while the meter was installed. I believe dogs can be relatively compared to children. Reactivity has many potential contributing factors, including diet, environmental conditions, and the emotional state of their handlers. I have personally experienced sensitivity when my Wi-Fi router is operating, which is part of my concern about electromagnetic exposure. After repeatedly requesting three or four independent research studies demonstrating the safety of the installation from CEO Kelly Tomblin, I've received no response, I submitted a written addendum raising the possibility of legal action if the meter was not removed. The meter was subsequently removed. I am also concerned that public awareness of this request for comments has been inadequate, leaving many people unaware of the opportunity to participate. Personal experience has been everybody I have spoken to had no idea you were requesting input. I believe this issue deserved much wider public notice, including outreach through schools. I respectfully hope greater transparency, independent research, and meaningful public participation in evaluating potential health risks associated with electromagnetic exposures. I will submit the century link router reading video separately and provide the corresponding readings in a separate comment. Blessings to all who are helping to bring transparency & true safety to our American people, animals, & Earth. I hope it won't take another 5 years of continuing to use American people for guinea pigs to put adequate safety standards on electronic going out. The videos were too large so I posted them to YouTube and here are the links. No to all forms of harmful emf's! We are a wired rural family with a landline and only use wireless when absolutely necessary. There are all kinds of studies saying many forms of emfs are harmful to humans and wildlife. No to mega cell towers, data centers and flock cameras - please value human life over the material world.

Hi, I am writing to you as a very concerned individual with regards to the growing risks of EMF for me, my family and everyone around us. In the quest of making things more fast, automated and the wish to be able to access the internet literally everywhere we have forgotten to study the adverse effects its causing us humans. United States is one of the countries who can take lead in researching this. This comment section is full of real life examples of people who have first hand effects, cancers, tumors etc caused because of direct, prolonged exposure to devices / machines with high EMF. I am requesting department of HHS to please take this as a priority and look into this. We need to have strict guidelines and educate the masses on adverse effects of EMFs. We need to protect the human race, animals and nature. Please look into this.

ORIGINAL COMMENT · UNEDITED TEXT
In the beginning of 2021 I began waking up with nusea, slight headache and 'brain fog', felt like i had a 'hangover', except i diddent drink anything. For years before 2021 i had made it a habbit to always turn my wi-fi of at night, cause i would fall asleep much faster without the Wi-Fi on, and wake up feeling a lot better. By 2021, just turning of my Wi-Fi seemed to not be enough anymore, do i shielded my house from a nearby celltower, and quit all wireless stuff in my house.. bluetooth speakers, wireless thermostats etc. I also started using ethernet cables when at home, and installed dirty electricity filters in my house. It helped! I dont wake up with nusea anymore, my migraines are a lot less frequent, and my mood is better in general. Also.. my cat doesnt have flee allergy anymore, and have managed without medications since 2021. Adverse effects related RF-EMF seems to me to be obvious. Proving it should absolutely be possible. Thanx for taking this initiative to let people share their stories. Greetings from Europe.

Environmental Health Trust calls for science-based federal policy updates, stronger exposure limits and r…

ORIGINAL COMMENT · UNEDITED TEXT
Since its founding in 2007, Environmental Health Trust and numerous experts and expert groups have repeatedly advised governments, through docket filings and briefings of Federal Communications Commission (FCC), Food and Drug Administration (FDA), and other officials, that science-based policy updates are urgently needed to reduce microwave-radiation exposure, especially for young children and the environment. According to Common Sense Media, forty percent of U.S. two-year-olds own some form of two-way microwave-radiating tablet. Outdated 20th century approaches such as those relied on by ICNIRP cannot provide valid means for evaluating fast-moving 21st century technologies. At the same time, the recent issuance of separate requests for information by both HHS and the FCC highlights the lack of a coherent federal policy framework. It also reflects the ongoing tension between the Department of Commerce's technology leadership, which is tasked with accelerating wireless deployment, and HHS and FDA officials, who are responsible for evaluating the evidence, supporting research on potential health risks, and advising the FCC on appropriate regulatory policies. Microwave-radiating devices can provide social, safety, and economic benefits, but their risks have not been adequately considered in standards governing manufacture, testing, use, surveillance, and disposal. Consequently, billions experience repeated, avoidable RF radiation through lifetime use of simultaneously operating phones, tablets, personal monitors, and other two-way microwave-radiating devices, increasing risks of chronic illnesses documented over five decades, much of the research conducted outside the U.S. We therefore welcome the Department of Health and Human Services (HHS) and FCC Request for Information (RFI) on health and environmental impacts. This compendium of selected recent studies (2020-26) on the impact of microwave radiation on human health and the environment completed since the U.S. Circuit Court for the District of Columbia ruled in Environmental Health Trust et al. v. FCC, 2021, in response to queries within the RFI from HHS. In response to question 5, we note that current standards for cell phones and other two-way microwave-emitting devices are based largely on studies conducted to avoid heating a small number of rats and mice more than 30 years ago. These outdated standards primarily seek to prevent thermal (heating) effects in the body of a tall adult male and do not reflect exposure patterns experienced by billions of children and smaller-bodied individuals worldwide. They also do not account for the substantial body of research showing adverse effects of microwave radiation on plants, insects, birds, migratory species, mammals, and the ecosystems on which life depends. Phonegate Alert contends that current phone radiation tests, like diesel-engine tests, are fraudulent. We concur. As a result of these efforts, the European Union recently changed its test protocol to 0mm distance from the body. We advise that more stringent exposure limits in high tech nations is evidence per se of the need to update 3-decade old U.S. standards. Public Comment on EMF, RF Radiation, and Wireless Technology
Docket No. HHS-OASH-2026-0397 I am concerned about the rapid expansion of wireless technology and its potential effects on our health, homes, and natural environment. Cell towers, Wi-Fi, smart meters, and wireless devices have become widespread, yet I believe the public needs more independent research, transparency, and meaningful input into decisions affecting our communities. I have personally experienced headaches, nausea, feeling unwell, neck and chest tightness, and ringing in my ears in situations where I believe electromagnetic fields or wireless technology may be relevant. I have noticed discomfort near high-voltage power lines and when using my computer over Wi-Fi. At home, I have noticed a significant difference when using Ethernet with Wi-Fi turned off. I have also noticed significant differences when my phone's Wi-Fi, Bluetooth, and hotspot are enabled versus disabled or when it is in airplane mode. My hand can feel hot and tingly when I hold my phone for an extended period. I recognize these observations do not prove that electromagnetic exposure causes my symptoms. Other factors may contribute. However, I believe these experiences deserve consideration and that independent research should investigate the questions they raise. Electromagnetic fields and radio frequency emissions can be measured. I would like greater public access to reliable exposure measurements and clear explanations of safety standards, the evidence behind them, and remaining uncertainties. Research should distinguish between low-frequency fields associated with electrical infrastructure and radio frequency emissions from wireless communications. I am also concerned about how quickly wireless infrastructure has expanded. Cell towers and antennas are appearing on schools, atop small apartment buildings, and on large towers next to homes. These structures change our neighborhoods and natural landscapes. Smart meters and other wireless technologies have also become increasingly common. I do not recall being meaningfully consulted about this expansion or given a clear opportunity to understand the trade-offs. We should ask who is driving this expansion and who benefits financially. What interests and incentives influence the companies and institutions promoting these technologies? Why is there such strong pressure to expand them, often with little public discussion of alternatives or long-term consequences? Are public health and environmental protection receiving the same attention as commercial interests and economic growth? The public deserves transparent, evidence-based answers. I believe we should protect the natural world and carefully consider the visual, environmental, and potential ecological effects of infrastructure. Technology should not automatically be considered beneficial simply because it is newer or more convenient. Wired alternatives deserve consideration, too. Ethernet provides internet access without Wi-Fi transmissions from a local network. Where practical, wired options should be considered. The public should also receive clear information about smart meters, their communication methods, applicable standards, and available alternatives. I respectfully ask HHS to: 1. Support independent research into potential health effects and symptoms reported by people concerned about EMF and RF exposure. 2. Improve access to exposure measurements and clear explanations of safety standards and scientific uncertainties. 3. Examine real-world exposure conditions in homes, schools, workplaces, and communities. 4. Provide information about reducing unnecessary wireless transmissions and using wired alternatives where practical. 5. Investigate potential ecological effects and consider environmental protection when evaluating technology. 6. Promote public participation and transparency about infrastructure decisions and the financial interests involved. 7. Review guidance as credible new scientific evidence becomes available. I am not claiming that my experiences prove a causal relationship between wireless exposure and my symptoms. I am asking that these concerns be investigated fairly. The public deserves reliable information and a meaningful voice in decisions affecting our surroundings. We should be able to evaluate technology critically while protecting health, personal choice, and the natural world. Thank you for considering my comments.

ORIGINAL COMMENT · UNEDITED TEXT
I am not a robot:) I have observed the increased illness and irritation of family members exposed in their households due to EMF's, wirelss and rf radiation. The behaviors of these young children in these environments (and now their schools) is significantly irritable and "wired" in ways that they cannot get a restful sleep and their attention appears to be diluted. In contrast, outside and away from cell towers, wearables, etc. they return to being more curious, playful and easy going/hospitable. It is a worry that they are intentionally wired from the pleathora of exposures. Please make this a high priority. I fear it has long lasting impacts to health and our society overall. Not to mention the pets, plants and animals. Yes, I have observed different pets have different reactions to exposures... as well.

The commenter reports neurological, cardiac, and skin symptoms, says a doctor verbally identified Havana …

ORIGINAL COMMENT · UNEDITED TEXT
I am not an American citizen. I am submitting this in my individual capacity as a concerned and affected global resident. Tinnitus, sleepiness, dizziness, nausea, headache, loss of balance, idiopathic skin rashes, pulsations between ears, palpitations of the heart, pain in the ears, fatigue, red eyes. These are some of the symptoms I’ve experienced. That these symptoms are called Havana Syndrome was verbally confirmed by an esteemed doctor who also asked me if there was a cellphone tower around me and told me to stay away from it. Yes we have a cellphone tower near my home. Additionally, at a particularly intensified period of encountering elements with questionable ethics who stalked me, I heard a gibberish sound that tapered out, followed by sudden vibrations that cause heat in the body, nausea, dizziness, loss of balance and pain in escalating severity. At times this painful vibration was targeted at a particular location of my body, specifically one that already has been causing a dull ache. All of this has resulted in physical weakness leading to accidents that further deteriorate the quality of my life. My dog shows the same symptoms of loss of balance and skin rashes, even bleeding, sensitive ears. I’ve found him whimpering at nights. Furthermore my family has experienced health issues ranging from tinnitus, loss of brain function to cancer. Microwave, EMF, sound and electronic technology is weaponised against unsuspecting civilians by malicious threat actors as the world moves towards mass surveillance. We need governments to acknowledge and effect regulations, counter measures, safety protocols, anti-harm technology, medical care to solve to issues already created. Since the United States leads technological development of the globe, you must also take responsibility and effect ethical safeguards for mankind’s safe transition to a world that leverages it. Easily accessible counter technology and information about it should be widely available to civilians. Everyone cannot walk around in a faraday cage or make their home and environment one. Thank you for your time and attention, Regards,
