There is a great deal written about EMF, 5G, cellphone towers, smart meters, transformers, satellites, etc. as sources of constant, never ending ambient humming and buzzing noise. This noise is one of the results of unregulated technology, and is largely dismissed as tinnitus. The noise permeates neighborhoods and communities yet even with sophisticated ultrasound equipment, because of so much radioactive frequency interfering with and disturbing our peace, it is often impossible to determine the source of the noise, which may be exacerbated by the chemical nanoparticles SAI, SRM, and wear warfare and modification programs. This is a serious, insidious source of noise pollution causing health concerns, including sleep disturbances. Faraday cages were invented to escape this radiation. This appears to be interacting with the earth’s electromagnetic field, affecting wildlife, songbirds, pollinators, insects. There are bound to be repercussions from the sea of radioactivity in which we must now live. There is considerable information is on the web and dot gov sites on this subject.

Federal Health Agencies must evaluate potential adverse health effects of electromagnetic fields. High voltage transmission lines have no safety standards. American Transmission Company constructed a new double-circuit 138kV transmission line in the Towns of Lyndon and Mitchell, Sheboygan County, Wisconsin, Docket 137-CE-205. Although the Public Service Commison of Wisconsin was concerned because the transmission lines are so close to so many homes, as the PSC stated during the hearing on January 31, 2025, they approved a Certificate of Public Convenience and Necessity. The FINAL DECISION was issued moments after stating that they were concerned. Therefore, homes on both sides of the County Roads are now very close to the high voltage transmission lines which exposes these families, many have children, to potential adverse health effects. Three dairy farms also have the transmission line easement in there pastures. The proximity to homes and livestock should be considered. The lack of regulations for power lines in the United States has resulted in many landowners suffering the loss of their business, the health of their livestock and their own health. Laws need to be put in place to prevent utility companies from destroying the lives of some for what is claimed as the common convenience of others. The limits have not been updated since 1996. Technology has changed. Exposure has increased. Transmission lines, substations, data centers, cell phones, Wi-Fi, Bluetooth, Smart meters, Smart homes, Smart cities, Flock cameras, and other wireless devices are exposing humans 24/7. The public is not protected with rules that were set in 1996 that only protect for short term exposure. Consumers have the right to know the dangers of this involuntary daily exposure. There needs to be a full transparent scientific review by health and environmental experts. Our FCC is not qualified as they are not health experts. Our county allows our utility companies to violate our National Electrical Laws by using the Earth as a wire. This ground current must seek its own path back to the substation from the distribution and transmission lines. This is not allowed in any other country. Solar and wind installations also do not comply with the IEEE519. Our Town Board hired Electrical Engineer, Dave Stetzer, to do a presentation on Solar Farms on October 9, 2024. Well let’s start with the lithium batteries in cell phones.. next I would like to make a statement about the old nuclear waste plant in West Valley, NY. NO ONE in the surrounding towns or villages will drink the tap water because of this plant. I’m not sure of OSHA testing that may have been done. EMFs have increased fungal growth both in my home and internally. I moved in 2021 from a house I'd lived in at 11370 SW Cindy Street, Beaverton, Oregon, since 1994 which had no ventilation degradation, yet had just started to mold needing remediation, both in the attic and the large half crawlspace. There were 10 sources of EMFS from new schools on a web look up I'd found at the time including the library, brand new grade school2 blocks away, several existing schools, and other government sources reported within 3 miles. I looked as I had a bird beating itself against my window every morning for 2 weeks. Upon moving, the 12/2021 purchased/inspected Kentucky home had first time mold growth upon a 2022 inspection during a vent duct clean (it was fiber board vents, so I knew it was new/uncleanable). I replaced the main duct and added UV light within for fear of the continued health hazzard. I've had eczema/psoriasis throughout my life,, persisting every winter since 2019. Tree molds ate assumed to have become persistent issue. In response I have changed to sulfate(MSM based) shampoo and body wash., and have alkalyzed my diet. Now nebulizing HP & saline with every lung centered health event. I use a lime sulfur veteranary medication topically as there is no responsible human medication, as cortisone causes a resurgence in Candida and Malassesia fungi, instead of eradication. YES, I studied it myself. The AMA is not useful for eradication or cures, and require unsafe, wide open preauthorizations here.

I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. The Court directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. Specifically, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices. The FCC should fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment. Here is just one study I believe the FCC should review when addressing the concerns about wireless radiation: * Panagopoulos et al. (2021):Human-made electromagnetic fields: Ion forced-oscillation and voltage-gated ion channel dysfunction, oxidative stress and DNA damage – Reviewed evidence and proposed mechanisms linking human-made electromagnetic fields to oxidative stress, DNA damage, and cellular dysfunction. https://www.spandidos-publications.com/10.3892/ijo.2021.5272 The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public. I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court. This issue matters to me personally because: I have been aware of negative effects of electromagnetic fields and wireless radiation for over a decade. As an engineer in the automotive industry, I worked in an office where within an hour of my arrival, I developed headaches, brain fog, sinus congestion, dizziness and nausea. People who came into my office for meetings would also develop similar symptoms. I quickly realized that something environmental was having an impact so I called Plant Engineering and asked them to come and measure the electromagnetic fields and radiation in the office. While the engineer determined that the readings were within OSHA guidelines, he explained they were high and due to a power closet next door a bank of backup batteries under the floor and an abundance of wireless routers in the area. I went to my Director, presented the information and asked to move to another office where the Plant Engineer verified the measurements were near zero. Once I moved offices, my symptoms disappeared. Since then, I am as careful as I can be about exposing myself to these invisible and invasive pollutants. I had to purchase a phone case with radiation protection to mitigate cell phone radiation that caused my hand to numb and tingle. Also, I had a substantial decline in my health since the rollout of 5G. I experienced a rapid increase in the frequency of migraines, respiratory illness, brain fog, and insomnia. I have seen a rapid increase in mold on food and outdoor plants and in my home. My research has indicated these are all side effects of cell tower and other radiation. I have done things in my home and with my health care regimen to offset this at great expense. I am very concerned about the unfettered rollout and long term consequences to not only human health but health of the planet. I urge the FCC to give meaningful consideration to the experiences and evidence before it and to fully address each of the issues identified by the court.

As federal agencies evaluate modern wireless infrastructure, it is critical that public health guidelines shift from evaluating purely thermal, acute effects to addressing the mounting body of evidence surrounding non-thermal, chronic biological impacts. The systemic integration of high-density wireless technologies—including macro cell towers, small cell deployments, and widespread commercial wireless infrastructure—has fundamentally altered the ambient radiation environment. A rigorous, independent review of the current science reveals several critical areas of concern that the Department should formally address: • Non-Thermal Biological Effects: A significant body of independent, peer-reviewed literature demonstrates that chronic exposure to low-intensity, non-thermal RF radiation can induce biological stress. These documented effects include oxidative stress, cellular DNA damage, metabolic disruption, and changes to blood-brain barrier permeability, occurring at levels far below current federal safety thresholds. • Vulnerability of Developing Children: Regulatory safety margins must be updated to account for distinct physiological differences in vulnerable populations. Research indicates that children absorb higher relative doses of RF radiation into deeper brain tissue due to thinner skulls, higher tissue conductivity, and smaller physical stature. Chronic exposure near schools and residential zones represents an unquantified multi-decadal health risk. • Flaws in Aggregate Exposure Models: Current safety guidelines generally evaluate isolated exposure from a single device or antenna. They fail to model the cumulative, multi-frequency environment where individuals are simultaneously exposed to macro-towers, localized small cells, smart utility meters, and indoor Wi-Fi networks 24 hours a day. • Environmental and Wildlife Disruption: Beyond human health, the expansion of high-frequency wireless infrastructure introduces unique ecological pressures. Peer-reviewed studies suggest that ambient RF fields can disrupt the navigation, behavior, and reproductive health of critical insect populations, migratory birds, and bees. Recommendations for the Department: 1. Adopt the Precautionary Principle: Implement exposure guidelines that err on the side of public safety, rather than waiting for absolute definitive proof of widespread clinical harm. 2. Fund Independent Long-Term Studies: Commission comprehensive, epidemiological studies completely isolated from telecommunications industry funding or influence. 3. Establish Environmentally Safe Zones: Protect residential neighborhoods, medical facilities, and educational institutions by recommending strict structural setbacks from high-output wireless transmitters. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am a concerned citizen and I do not consent to the continued deployment of said technologies everywhere. Personal story of how wireless radiation has affected me. I recently lost my closest friend of over 40 years, her untimely death in part due to high EMFs that she could not escape. Can I prove this? No. But it is most certain. For years, she could not go out in public because of the high EMFs – RFs, cell towers, cars emitting painful frequencies, mobile devices, etc. As much as she tried to avoid the high EMFs, this non-native force took a toll on her body that finally did her in. I too know being around wireless technology zaps my mental energy and ability to think well. So, I whole heatedly support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research nd establish appropriate federal research priorities regarding wireless radiation and public health. Pay particular attention to children and other potentially vulnerable populations who do not have a voice but are deeply affected by this technology. And also consider our pets, wildlife, and plant life, all of which don’t have a voice but are being negatively impacted.
