The FCC's human exposure limits have not been updated since 1996 when people were using flip phones and many people like me didn't even have a cell phone yet. Cell phones today are like giant computers packed into a tiny powerful handheld devices and we have 5G cell towers, Smart meters, Smart appliances, watches and wearables, Ipods, etc This situation alone should be enough for HHS to dig into the decades of research on biological harm going all the way back to the 1970s from our own US military. We have never had an agency with any type of health expertise regulating this industry,
Here is my story:
In 2017, I was acutely injured by a Smart meter that was attached to my home without my knowledge or consent. One day I was a perfectly normal healthy person, and the next day I had all these strange and serious symptoms like headaches, dizziness, heart palpitations, inability to sleep, constant fatigue, increased gut and joint pain, terrible tinnitus, and overwhelming anxiety for no reason at all. I felt like I was being physically and mentally tortured whenever I was in my own house. The acute symptoms subsided when I was able to opt-out and get the Smart meter removed from my home, but the chronic symptoms persist to this day and I deal with most of these (tinnitus, dizziness, terrible fatigue, poor sleep, daily gut and joint pain, and high blood sugar readings despite daily exercise and my low carb, low sugar Paleo diet) every day and they increased even more when the highspeed fiberoptics were laid under the streets and the 5G cell towers erected above ground in my neighborhood during Covid. I have 185 cell towers and antennas within a 3 mile radius of my home and surrounded on all sides in my neighborhood by close range 4G/5G cell towers 1/3 mile away from my house. Even though I had my Smart meter removed when I was injured in 2017, the Smart meters on all my neighbor's homes on the 1/4 acre lots surrounding me are all emitting pulsing radiation 24/7. Even though I am hardwired through my cable lines and connections and the ethernet cords and adaptors throughout my house, I am still exposed to all the wireless radiation coming from my neighbor's Wi-Fi routers. Even though I had an electrician install three switches connected to my electric box so I could turn off all the electricity to my bedroom at night, I am still being adversely affected by the EMFs coming from the high voltage power lines going right through the center of my village two blocks from my house. You see because of the ubiquitous nature of wireless radiation today, I am being forced to live in a toxic soup of microwave radiation 24/7 that is causing oxidative stress to every cell of my body and causing all kinds of harmful health effects that destroy my quality of life, increase my risk of cancer, and reduce my life expectancy. These are all involuntary exposures with NO informed consent for me or my family members who are also being adversely affected even though they don't feel the harm like I do. In addition, every time I go into public places like my schools, my church, retail stores, restaurants, movie theaters, my local coffee shop, and especially airports when I have to fly, I am being blasted by both public WiFi and cell phone radiation coming from all the people scrolling and searching on their cell phones all around me (not to mention all the cell towers surrounding the buildings).. It's very hard for me to even stand in line at the store these days with people on either side of me and how powerful the new cell phones are.
I am urging you to please consider the ubiquitous nature of all of these sources of wireless radiation (cell towers, Smart meters, cell phones, WiFi routers, Smart TVs and appliances, watches and wearables, Air pods and Smart devices, electric vehicles and charging stations, solar panels, and now monstrous AI Data Centers) and how they are exposing us to a toxic soup of microwave radiation 24/7 that we can't escape from anywhere anymore. Please use my personal experience and the thousands more you will receive along with the 10,000 pages of scientific studies of evidence of biological harm to humans and the environment to update the FCC's RF radiation exposure limits. This is the biggest environmental toxin we are facing in America right now and contributes to all of the chronic diseases that are destroying our children and bankrupting our nation (diabetes and obesity, infertility, dementia and Alzheimers, Autoimmune disease, Autism Allergies and ADD, Cancer). This is also national security threat and must be halted until new, real safety controls and updated human and environmental exposure limits are enacted and put in place. Thank you for urgent attention and action on this long overdue threat to American health, happiness, and liberty. I'm grateful RFK Jr is in charge of Health for all Americans and all our children because I know he cares and things are finally going to change!!

I am an individual consumer who started experiencing debilitating symptoms after the installation of a phone tower at about 250 meters from my home in 2021.
Early symptoms (2021) were brain fog, tinnitus, thyroid inflammation, extremely low blood pressure, instability, (2022) episodes of severe vertigo, sleep disturbances, visual disturbances, fatigue, memory loss, mental exhaustion.
(3) With time and observation I have been able to pair tinnitus, head buzz, visual disturbances and imbalance to the phone tower proximity.
Now, if I leave the house for a few days or more the head buzz, vertigo and instability go away, and the other symptoms ameliorate as well. As soon as I come back symptoms worsen.
GPS technology from the water smart meter was causing me vertigo and dizziness when I was close to it. After it was removed I didn't have any more episodes of that kind.
Bluetooth signal inside a car affects me the same way: extreme vertigo, dizziness, and also nervousness and irritability. Once the signal is deactivated the symptoms go away.
Near light bulbs or other sources of strong EMI I experience severe dizziness; I can’t tolerate noise or lights—not even the vibration created by my own voice—and I have to lie down in a dark silent room for at least an hour for the symptoms to subside partially.
Near electrical sources I experience more severe tinnitus and sudden momentary hearing loss, and instability.
Near Wi-Fi and cordless phones (less than 10 meters): tightness in the head and pain in the forehead, agitation and inability to concentrate, tightness in the eyes and neck.
Smart watches in the proximity cause me extreme low blood pressure, vision disturbances, agitation, headache, I have to lie down to avoid fainting.
Around electricity higher than 100 V/m or wifi: shakiness, tremors, uncontrollable nervousness, anxiety.
For more than a year I was not able to use or even look at my smart phone. If I was on a phone call I would feel a strong buzz in my head. Looking at the screen would make me dizzy.
If there’s a phone tower at less then 300 meters, Wi-Fi or electricity exceeding 10 V/m, I cannot fall asleep.
Before I understood that my problem was an EMF injury, I was always tired, always sleepy; I struggled to open my eyes in the morning and keep them open throughout the day. My brain felt like it was on fire; it could never “shut down.”
When using a laptop or smart phone I had trouble reading screens, at the beginning I even had trouble reading paper, I had difficulty seeing in general. My vision was blurry, and I had trouble understanding what was written.
I experienced weight loss as I was too tired to eat. I was often bed ridden.
I saw improvements after I started avoiding phones and computers and used a dirty electricity filter.
It took me more than a year to start using my phone again for a few seconds at a time. Phone radiation would make me dizzy and make tinnitus louder.
Now, almost 3 years after the onset of the symptoms, I always keep my phone on airplane mode with all the antennas turned off. I can only use it for a few minutes at a time, or I get dizzy and experience stronger tinnitus and momentary hearing loss. The proximity of the phone and radio towers still affect me greatly with constant tinnitus, hearing disturbances, fatigue, cognitive issues, sleep disturbances, blood pressure, occasional vertigo and disequilibrium and thyroid issues.
At the beginning I experienced severe cognitive decline and memory loss, to the point of being unable to even think about cooking or do any complex activity that involved thinking. Now it is better, but I am not like myself anymore.
I experienced and still experience fatigue and weakness and tinnitus as I live close to two phone towers that were installed in the last 4 years, and radio antennas.
Medical evaluations were always inconclusive. No doctor had the ability or knowledge or tools to assess my condition, although neurologists reported that my symptoms are increasingly common.
(5) Building Biology exposure limits guidelines and people adverse experiences should be taken into consideration when evaluating safety standards.
(9) Exposure related information should always and clearly be exposed to consumers, residents, workers, schools, Healthcare Providers and local governments regarding any type of radiation that people might be exposed to through products, devices, technology, infrastructures etc. This should be done consistently through mass media, and education.
(11) Any and all population should be informed and protected against exposure risks and everybody should have a right to be healthy and avoid radiation especially if sensitive.
Citizens should have the ability to easily and effectively oppose the installation of smart meters, and phone and radio towers in the proximity of their homes, work places, schools and hospitals.

I am extremely sensitive to Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and wireless radiation. I can't do Facetime on an my I-Phone, because it feels like my face is burning. I can't talk to someone on the I-Phone for very long, because I can feel the radiation. It is very uncomfortable, even when the phone is 3 feet away. I don't even have one of the newer, bigger I-Phones, because I fear it might be stronger. My husband is not sensitive to these energies, but is very understanding, and let's me pull out the router before bed every night so that we are not bathing in WiFi. We were not able to get solar for our house, because of the EMFs/energy they emit. A couple of years ago, our town of Great Barrington, MA was threatened by the telecom companies. They wanted to put 5G small cell towers into our town (every 500 ft or something like that), even in front of schools where children are the most vulnerable. Please help us (all of us) prevent anything like that ever happening. Thank you for listening! Lori Deutsch

My name is Carrie Perez. My children and I are adversely affected by wireless radiation. In the presence of wireless radiation, we often experience pressure in our eyes/heads, a buzzing feeling in our bodies, heart pain or palpitations, a feeling of being stressed/anxious, ringing in the ears, trouble sleeping, restlessness, difficulty focusing, dizziness, digestive upset, and even headaches, body aches and flu-like symptoms. The variety of the frequency, strength and pulse of the signal can affect the severity of the symptoms.
We have found that creating a ZERO RF HOME has removed the majority of these symptoms. We avoid high frequency environments as much as possible such as proximity to cell towers, places with strong Wi-Fi, and groups of people with active cell phones. Additionally, SMART METERS are a huge problem for us as they emit day & night and then do a "data dump" at 3 or 4am in the morning - waking us up as well as the majority of Americans. We purposefully choose to live where where the utility company allows us to "opt-out" of the smart opt-out and not be close to a neighbor with a communicating utility meter. Currently, we pay extra fees to "opt-out" of the smart meter. Additionally, the "opt-out" digital meter is still a horrible invasion of my privacy and creates dirty electricity (of which I have measured, before/after smart meter opt-out). To be clear, we are being FORCED to put technology on our homes that we do not want.
Injuries from radio frequency exposure is nothing new. But greed and convenience have usurped common sense. I urge HHS to refute the self-serving safety claims from the communication industry and prioritize our health. The human brain operates from 2Hz up to 30/40Hz. Frequencies far outside this natural range cause world-wide negative health consequences. This is basic science that anyone can understand.
I pray that humas who care will evaluate the scientific evidence, identify gaps in current research and make meaningful changes.

This document (website wouldn’t allow the upload) has the EPRI / NIEHS summary to affirm that 1 micro-amp of contact current exposure to a child is likely the cause of childhood Leukemia and numerous other cancerous conditions. This lays the groundwork for establishing a residential medical health standard for contact voltages at 2 mV, electric field exposures at 0.3 V/m, magnetic fields at 0.2 mG and radio frequencies at 1 uW per meter squared. The medical evidence has been confirmed by EPRI and associated with environmental electrical sources like the power grid, cell towers and home electrical wiring code violations.
As a licensed electrician, read my story and the testimonials of many who have been cured and relieved of numerous hardships after removing the electromagnetic fields around them.

Submission to Docket HHS-OASH-2026-0397: Request for Information on Electromagnetic Fields, Radiofrequency Radiation, and Wireless Radiation Exposure
Submitted by: Dr Nicole Bijlsma, PhD, Environmental-Health Educator and Researcher, Melbourne, Australia
I am writing as a researcher, educator and practitioner who has spent the past 25 years assessing homes for environmental-health hazards. I have also been personally affected by EMF exposure.
I developed persistent sleep problems within 2 weeks of moving into our first home. I eventually realised (after 7 years and ten miscarriages - no explanation was provided by the medical industry and we didnt qualify for IVF), we were sleeping adjacent to the meter panel. I purchased a triple axis digital gauss meter and found elevated AC magnetic fields on the bed during the early hours of the morning (when the hot water system was in use). We consequently relocated to another bedroom - sleep improved and I successfully carried a twin pregnancy to term. The fix was simple and cost nothing. I subsequently established the Australian College of Environmental Studies in 1999, and have spent the past 25 years teaching students how to undertake home assessments for mould, electromagnetic fields, allergens and toxicants. Poor sleep is one of the most common complaints I see where EMF exposure is a factor. The two sources I find most often are: radiofrequency radiation from Wi-Fi routers and wireless-enabled devices kept in or near bedrooms, often running all night; and AC magnetic fields from meter panels, switchboards and wiring, including where smart meters are installed on the other side of a bedroom wall. Reducing exposure in the bedroom is frequently followed by reports of better sleep. Typical steps are moving the bed, switching off Wi-Fi at night and using wired connections.
I subsequently undertook a PhD in environmental medicine (RMIT) examining the impact of environmental exposures to toxicants and manmade electromagnetic fields, gaps in current exposure standards, and the associated health effects. My dissertation, which asks whether radiofrequency radiation affects sleep, is attached in support of this submission. This involved the first real-world study (double blind, randomised, placebo controlled pilot study) on the impact of a Wi-Fi enabled device on sleep in healthy adults using a baby monitor which was statistically significant (within 7 days).
Current exposure standards are designed to prevent short-term heating and nerve stimulation which do not reflect real-world exposure. They do not adequately address chronic, low-level, night-time exposure in the home, which is when the body should be resting and repairing. Nor do they account for vulnerable groups such as children, or those impacted by mould who frequently become sensitive to manmade electromagnetic fields and toxicants.
Recommendations
Remarkably, the most effective measures are simple and cheap:
Design-stage solutions. Building codes and planning guidance should require meter panels, switchboards and smart meters to be located away from bedrooms and living areas. They should also encourage hard-wired data connections in new homes. These measures cost almost nothing when planned in at the design stage, but are expensive to retrofit.
Mass consumer education. The public needs clear, independent and practical guidance on reducing exposure, particularly while sleeping. This includes turning off Wi-Fi at night, keeping devices out of bedrooms and checking what is behind the bedhead.
A precautionary approach. Exposures should be kept as low as reasonably achievable (ALARA), and research and surveillance on sleep and other non-thermal effects should be funded.
These recommendations are consistent with the Australian Senate Inquiry into Electromagnetic Radiation (2001) (attached). The Chair's report called for a rigorous precautionary approach to wireless technology, for emissions to be kept as low as reasonably achievable, and for clear, independent public information so people can make informed choices. Twenty-five years on, those recommendations are more relevant than ever.
Thank you for the opportunity to contribute.

ORIGINAL COMMENT · UNEDITED TEXT
Electric vehicles (EVs) are replacing conventional cars worldwide, exposing a growing number of occupants daily to complex electromagnetic fields generated by high voltage batteries, cables, and motors. Some magnetic field levels measured inside EVs, particularly near the floor, footwell, and rear seats, overlap with exposure levels associated with adverse health outcomes in residential, occupational, and laboratory studies.
Health protection efforts may need to focus on certain groups, including children, who often sit in the rear seats where field levels can be highest, and professional drivers and regular commuters, who are exposed repeatedly over time. Existing exposure guidelines (ICNIRP, IEEE) primarily address established short term effects (e.g., nerve stimulation) and offer limited guidance for interpreting the complex, variable exposure conditions unique to EVs or their potential long-term impacts, highlighting the need for refinement as EV-specific research accumulates. Federal guidance would benefit from adopting standardized, occupant-specific exposure assessments (e.g., following IEC 62764-1), studying frequent EV occupants, and giving closer attention to vulnerable groups such as children to support ongoing evaluations of safety standards.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure.
I am a licensed Naturopathic Medical Doctor, Medical Director and Owner of Regenerate Health Medical Center in Santa Barbara, California. Environmental medicine is an important part of my clinical work, and I have worked with patients who report symptoms affected or exacerbated by EMF and wireless radiation exposure.
This issue is also deeply personal to me.
I am very sensitive to EMF and RF exposure. My concern developed through my own experience, my clinical work with patients, and years of continuing education and investigation into environmental exposures and their effects on human health.
My reactions can be immediate. When I am around high levels of RF exposure (measured in microwatts per square meter), including from cell towers, Wi-Fi, or prolonged cell phone use, I develop headaches. With longer exposure, I can experience dizziness and nausea.
These experiences have substantially changed how I live. I rarely leave my cell phone connected during the day. I turn it on when I need to check messages or use it for a specific purpose, then return it to airplane mode.
My family and I have also gone to considerable lengths to reduce exposure in our home. We use hardwired Ethernet rather than Wi-Fi and avoid Bluetooth and wireless devices. We use dirty electricity filters and an EMF kill switch so we do not sleep in an electrical field. Our solar panels were intentionally placed only over non-sleeping areas. We also use graphite-based shielding paint and EMF-blocking window film.
These choices require time, expense and planning. We make them because I can personally tell the difference.
That experience also affects how I practice medicine.
At Regenerate Health Medical Center, we take environmental exposures seriously when evaluating persistent or unexplained symptoms. We consider the environment in which a patient lives, sleeps, works and attempts to heal. I have encountered patients who report symptoms associated with EMF exposure or worsening of existing symptoms in higher-exposure environments. Their experiences deserve serious investigation rather than automatic dismissal.
My perspective is therefore both personal and clinical. I know what it is like to experience these symptoms myself, and I also know what it is like to sit across from patients describing similar concerns. When patients repeatedly report changes in symptoms associated with their environment, physicians should be encouraged to investigate those patterns, not taught to disregard them simply because our understanding of the exposure is incomplete.
I am particularly concerned by how difficult these exposures are to control. People can filter their water, remediate mold or stop using a particular chemical. Wireless radiation can come from neighboring Wi-Fi, cellular infrastructure, smart meters, schools, workplaces and public spaces. Even inside your own home, substantially reducing exposure requires actively working against how modern technology is designed.
HHS should take a serious and independent look at this issue.
People reporting sensitivity to wireless radiation should be documented and studied. Clinicians observing patterns among environmentally sensitive patients should be heard. Research should examine potential biological effects beyond tissue heating and investigate chronic, cumulative, real-world exposure from multiple sources.
I also urge HHS to investigate potentially susceptible populations, including children and people reporting electromagnetic hypersensitivity, and study whether reducing exposure is associated with measurable changes in symptoms, sleep, autonomic function and relevant biological markers.
As a physician, I want better answers for my patients. As someone who personally experiences symptoms with higher EMF exposure, I want those experiences taken seriously and investigated. And as someone whose family has gone to considerable lengths to create a lower-EMF home, I want Americans to retain the ability to make meaningful choices about their exposure.
HHS has an opportunity to examine this question through the lens where it belongs: human health.
Please listen to patients, families, clinicians and researchers raising these concerns. Fund rigorous research reflecting modern exposure conditions, investigate those who report particular sensitivity, and give Americans better information and greater ability to make informed decisions about their exposure.
Thank you for giving those of us who have experienced this issue personally and clinically an opportunity to be heard.
Describes severe symptoms and self-reported electromagnetic sensitivity, improvement after reducing home …

I am submitting this comment in response to ET Docket No. 13‑84. I am writing to share my personal history with electromagnetic sensitivity and the profound impact radiofrequency (RF) exposure has had on my health, daily functioning, and ability to participate in normal life.
I have always loved technology. For many years, my office was equipped with multiple wireless devices: DECT cordless phones, a wireless headset, a Wi‑Fi router on my desk, a cell phone with an ear device, and other equipment that produced continuous radiofrequency emissions. Prior to that, I worked for several years on the 18th floor of a building while employed by the District Attorney’s Office, where microwave dishes were mounted directly above my workspace. I cannot say whether that contributed to the onset of my condition, but it was part of my long-term exposure history.
Over time, I became increasingly ill and did not understand why. I developed severe fatigue, pain, and debilitating symptoms that left me bedridden for nearly two years. Physicians told me it was fibromyalgia or chronic fatigue syndrome, but none of the treatments helped, and no one could explain the cause. I also developed persistent tinnitus, which I still live with today.
Eventually, after extensive searching and consultation, I learned about electromagnetic sensitivity. A building biologist evaluated my home and found significant wireless radiation from my router, DECT phones, and high levels of dirty electricity surrounding my workspace and bedroom. Once these sources were removed or mitigated, my symptoms improved enough for me to function again.
Today, my home is fully hardwired. I use Ethernet instead of Wi‑Fi, I have installed a kill switch to turn off electricity around my bedroom at night, and I am extremely careful with my cell phone use. Even with these precautions, I remain highly sensitive to radiofrequency exposure in public places. The ubiquity of wireless devices, cell towers, and Wi‑Fi networks makes it difficult for me to leave my home. I am effectively homebound because of the widespread RF emissions in the community around me.
This is not just a personal challenge — it is a public health issue. Wireless infrastructure is proliferating at a pace that far exceeds any precautionary approach. Small cells, 5G and 6G systems, dense Wi‑Fi networks, and satellite‑based RF sources are being deployed without meaningful consideration of long-term, cumulative exposure or the needs of people who are already electrically sensitive. For individuals like me, there is increasingly no place left to go. Public spaces, medical facilities, transportation systems, workplaces, and even residential neighborhoods are saturated with continuous RF emissions. The lack of low‑EMF environments or accommodations effectively excludes people with electromagnetic sensitivity from participating in society.
HHS asked specifically for input from individuals experiencing health effects related to RF exposure. My experience demonstrates that electromagnetic sensitivity can be disabling, life‑altering, and functionally limiting. It affects access to healthcare, mobility, employment, and basic daily activities. It also raises serious questions about health equity: people with this condition have no safe public spaces, no recognized accommodations, and no meaningful protection from environmental exposures that are now unavoidable.
I respectfully urge HHS to recognize electromagnetic sensitivity as a legitimate health concern, to evaluate the public health implications of chronic RF exposure, and to consider precautionary measures that protect vulnerable populations. People like me deserve acknowledgment, protection, and the ability to participate in society without being harmed by unavoidable RF exposure.
Thank you for considering my experience.
