To the U.S. Department of Health and Human Services:I submit these comments on the HHS Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure (HHS-OASH-2026-0397). I urge HHS to evaluate the substantial evidence of biological effects and potential adverse health outcomes from RF/EMF exposures, including levels below current federal limits, and to identify research gaps and protective recommendations, especially for children and vulnerable populations.Personal ExperienceMy bedroom is about 20 feet from a neighbor’s smart meter. Since its installation I have suffered severe debilitating headaches, muscle spasms, cramps, occasional heart palpitations, and other unusual sensations. These symptoms align with scientific literature on non-thermal biological effects of RF radiation and non-ionizing EMFs.Scientific Evidence (Resources Incorporated by Reference)Electrosensitivity: Functional MRI studies by Dr. Gunnar Heuser et al. (Reviews on Environmental Health, 2017) found abnormal scans in all 10 patients with electromagnetic hypersensitivity after long-term EMF exposure, showing consistent hyper-connectivity in the anterior default-mode network. Conventional MRI was largely normal. The authors proposed fMRI as a diagnostic aid. Prevalence studies in Australia, Canada, and the U.S. further document wireless sensitivity and co-morbidities.Industry acknowledgment of non-thermal effects: Swisscom patent WO2004075583A1 addresses electrosmog as a known health problem, cites non-thermal DNA damage and chromosomal instability in human blood cells linked to cancer risk, and proposes emission-reduction methods. The 2000 ECOLOG Institute review for T-Mobile (over 220 studies) found strong evidence of cancer-initiating/promoting effects, DNA breaks, chromosomal damage, fertility impacts, and teratogenic effects far below then-existing guidelines, and recommended much lower precautionary limits.Comprehensive reviews: The BioInitiative Report (2007/2012 and updates) documents DNA damage, neurological, cancer, reproductive, and immune effects at levels far below FCC/ICNIRP limits and calls for biologically based standards. Additional reviews cover neurological/cognitive effects, male fertility, impacts on children, parotid gland tumors, glioma associations, cell-tower epidemiology, and wildlife effects (bees, birds, etc.).DNA, cancer, and other effects: Studies show DNA damage, oxidative stress, and non-thermal mechanisms. U.S. National Toxicology Program research reported statistically significant tumor increases (including heart schwannomas) with RF exposure. Literature also addresses effects on implanted medical devices.Emerging technologies: Patents and programs on wireless body-area networks, nano-sensors/devices, brain-computer interfaces (including DARPA non-surgical neurotech), and bio-nano systems raise unanswered questions on cumulative health effects, safety data, and informed consent. Havana Syndrome cases among federal employees further highlight the need to evaluate directed-energy and pulsed RF exposures.Regulatory history: Older industry manuals, EPA correspondence, GAO reports, NIOSH materials, and prior FCC documents show longstanding awareness of potential non-thermal effects. Current U.S. limits, largely unchanged since 1996 and based on thermal thresholds, do not adequately address today’s continuous, multi-source, pulsed exposures from phones, Wi-Fi, 5G/6G, IoT devices, and wearables.Key Responses to the RFI Science and effects below limits: Peer-reviewed evidence, industry patents, and reviews show genotoxic, neurological, reproductive, and immune effects at non-thermal levels. Thermal-only standards are insufficient. Cumulative exposures: Real-world simultaneous multi-source exposures are not adequately reflected in current testing or limits. Vulnerable groups: Children, people with electrosensitivity, and those with implanted devices require special attention. Research gaps: Independent studies are needed on electrosensitivity (with objective markers such as fMRI), long-term low-level and cumulative exposures, nano/bio-interfaces, environmental impacts, and device interactions—free of industry conflicts of interest. Recommendations: Support biologically based limits with safety margins, real-world testing protocols, transparent public information, wired alternatives where feasible, accommodations for sensitive individuals, and coordinated federal research. The precautionary principle is appropriate given widespread exposure and available risk-reduction options. I urge HHS to treat this evidence seriously, close research gaps, and develop health-protective recommendations for policymakers, families, schools, and communities. All Exhibits are incorporated by reference in their entirety. Thank you for the opportunity to comment. Respectfully submitted,

I have been electrohypersensitive for 6 years. I feel pain in the head, jaws, teeth and ears constantly, increasing when radio frequencies increase (from mobile phones, Wi-Fi, phone masts etc.). I also feel pain from the increase in electric and magnetic fields. Since this started 6 years ago, I also have experienced constant pulsatile tinnitus and tinnitus and occasional light-headedness. My own double blind tests show the correlation between increased pain and increased radio frequencies.

Hi, i'm a male aged 65 from England, UK. I believe I have a sensitivity to Electro Magnetic sources of radiation that has been an issue for much of my life although I have probably only really been aware of this link for the past 20-25 years mainly through becoming aware of information and reports via the internet which answered questions regarding some health issues I was experiencing and caused me to consider RFR as a possible cause or antagonist. Below are a selection of comments made in response to a relevant survey i've just completed. I am responding as a concerned individual and hope that my brief responses will add to the debate and your further investigation into this harmful technology. I would like to state that grateful as I am for the opportunity to be able to offer my experiences on this matter, it is long overdue and really warrants more space than 5000 characters allows. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…)WiFi, Wireless tablet, Mobile phone, also smart meters...possibly to a lesser extent...also surprisingly (at least to me) is exposure to mains electricity fields especially in the bedroom. Nature, duration, frequency, and approximate timing (e.g., years):Have noticed adverse health effects I believe are caused by these devices for over 20 years. Effects are daily. . Adverse health effect(s) experienced:Mobile phone...after just 3-4 minutes using against my head I start to feel heat and an uncomfortable throbbing where the phone touches the side of my head...I never stay on the phone once I detect this. Wifi at home from router and partners laptop can cause my nasal passages to swell affecting my breathing initially. Over an extended period of exposure during the day I feel my blood pressure increasing, my face becomes flushed and I generally get very twitchy and feel uncomfortable. Can't concentrate very well or feel able to tackle anything requiring critical analysis I have found several ways to mitigate the effects on myself: 1) have used a silver material cover over my wifi router to reduce signal strength considerably plus I turn off my router overnight. 2) Have got rid of all DECT phones in the house and especially from bedroom...helped a lot. 3) I take a cocktail of vitamins and minerals daily the most important of which are Mg supplements 2 or 3 times a day...increases my ability to tolerate adverse effects from RFR. 4) I only own a 15 year old 2G phone and only use in emergency or if travelling outside local area to advise partner of ETA etc. I also turn off the mains electricity to my bedroom overnight to create as calm and relaxing sleeping environment as possible...this helps enormously and on the occasional time I forget to do this i usually suffer from blocked, stuffy nose, watery eyes, and slight brain fog/confusion for about 30 seconds or so. Occasionally I might lose my balance as I stand up from a sleeping position and have to grab the wall nearby to stop myself from falling over. I hardly drink alcohol nor do i use recreational drugs or smoke and this rarely ever happens when the power has been switched off. Eliminating DECT phones from the house and especially the bedroom was one of the most effective things I have done to mitigate the effects of RFR. Another possible side effect i've noticed is the need to urinate frequently when exposed to RFR. I distribute flyers twice a yea...between 2500-3000 each time over a period of about a month...usually about 100-150 in any one go...I can't do more than this as i often have to return home to use the toilet. This despite me having gone just before I set off. Sometimes I have to return within about 30-40 mins as the need to urinate comes on suddenly often without any or little warning. Only happens when I approach front doors...I believe when i get close enough to be affected by peoples DECT phones on windowsills or in the hall or when approaching smart meters at the front of the house. My other main health issue is blood presssure. I have had an issue with this for decades but feel it is made worse (and could even have been caused historically) by exposure to both RFR and LF mains electricity. Family events with multiple phones present affect my BP within 15-20 mins. (No more space...) Other strategies have involved the use of a cover over my wifi router to reduce its signal strength...I turn this off completely at night as well. I only own a 15-16 year old 2G phone which I only ever use in emergencies or to advise my family of ETA when out of area. I can't use it for more than 2-3 minutes before I start to feel uneasy, irritated and I feel my face becoming flushed and my blood pressure rising. Another minute or so and I start to feel the side of my head next to the phone heating up. I don't spend more than £10 a year on a PAYG basis using my phone and were phone boxes still available around the country like they once were I wouldn't use a mobile at all.

In response to HHS's request for information on EMF's, RF, and Wireless Radiation exposure I'll share a bit of my personal experience. As many fellow sufferers likely also feel, I am grateful to have this opportunity. Concerning the physical harm that these man-generated frequencies can cause, as happens so often when an issue is not well known or understood and the lives of the majority aren't substantially impacted (yet), the minority who are affected are dismissed, ridiculed, or patronized. When there are financial incentives for the issue to be minimized, as there definitely are here, then the institutional gaslighting get fierce. An honest, brave and thorough investigation into this topic would be a breath of fresh air and I do hope that is truly underway in this process. This is not a topic that is of natural interest to me, and I am by no means an expert, but the physical distress I experience through EMF exposure has compelled me to do a fair amount of research in my quest to regain some semblance of a normal life. A few points I've learned may be helpful in clearing up misconceptions for those who don't notice ill effects themselves - Generally speaking, there is a tipping point when after a slow build of repeated exposure (often combined with other physical stresses) a person's body becomes sensitized. After that point depending upon the severity of the hypersensitivity some people may experience symptoms immediately when exposed to certain frequencies and intensities, while others may not feel affected until the duration of that exposure lasts a while. (A bit like allergies.) Another important point is that the hypersensitive individual may be perfectly healthy when they are in a low EMF environment. My experience (short version - for quicker access to the salient points I won't detail the process of elimination which I used to draw the conclusions that my symptoms were caused by EMF's, but I will say that the evidence took me there.) Spring 2021 - Every morning awakening with a physical feeling of dread. It wasn't an emotional feeling. My bedroom has 2 cell towers in easy view from the windows, one on the south one on the west (and then there's another cell tower nearby but around the bend). It turns out that all these towers had added antenna at that time. I believe this was my triggering event. I was bombarded nightly. After that I became increasingly agitated in a way quite unlike me and hard to describe. I developed a kind of headache that I never had before. I experienced numbness, heart palpitations, tinnitus, sometimes a restlessness of mind as well as body. There were only two places on my property that I felt ok. One was on the front porch, the other was the laundry room. I started sleeping on the floor of the laundry room for some relief. My life was subsumed by these physical affects, which were not limited to my home but happened anywhere there was wireless radiation. I was overjoyed to learn that there was such a thing as building biologists that specialize in detecting and mitigating against harmful levels of EMF's. That was the beginning of a long, difficult and very, very, very expensive journey to better health and a livable life. I was frustrated with the pace that it took to make the changes because I didn't feel I could last another minute. When I made that clear to the building biologist I had hired (who I came to regard as my hero) he told me that some people found relief by grounding with their feet in a river. The first time I sat there for an hour and then finally felt a switch...I felt good for the first time in months. After that I went to the river many times a week. (For others who may want to try it, the location has to be low EMF.) BTW - the BB discovered that the levels where my son usually spent much of his time measured horrifically high. After the mitigation not only did he become much more pleasant but he started having dreams again, something he hadn't had for quite a while. My house is now shielded with special paint, my windows have a special film (as do the windows of my car), we no longer use a microwave, we keep the WiFi off whenever I'm around, we've hardwired everything that can be, when I'm in high RF environments I wear shielded hats, I don't have a cell phone, oh and probably most importantly I have a shielding canopy over my bed...after years now my life is, from the outside, looking almost normal. Now I can be out in public and participate somewhat. However there are significant limitations: travel is very hard, being in an enclosed space with lots of cell phones still makes me sick and can take me a few days to recover from. Though perhaps a small percentage of the population is affected I know four others as severely affected as I and others with milder but troublesome symptoms. If the tipping point theory is right, the increasing proliferation of this kind of technology may have huge negative consequences soon.

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting my experience with EMFS. I have become sensitive to EMF, RF and wireless radiation after my then husband bought an electric car. The more and more I was in this car the worse headaches I got. I also began to struggle to find the words when speaking and felt heart palpitations. However I soon also began to experience headache when on my mobile phone. I couldn't speak to anyone for more than 5 mins or the side of my face and head felt burning and the headache was intense. I also now also get tingling feeling in my fingers if I use a touchscreen on wifi. I have had to change my home to ethernet connection as I can no longer tolerate the symptoms. I have to avoid busy places both inside and outside due to the amount of mobile phones around me. I cannot go and enjoy life, see friends etc. This has really hampered my ability to live and normal life. I cannot go into an electric vechical. My local authority has replaced the public buses with EV buses which I cannot access. This is a disability and should be seen as such. There are thousands of studies showing non-thermal effects of radiation. You need to stop putting the money and lobbying from telecoms before the actual evidence.

ORIGINAL COMMENT · UNEDITED TEXT
COMMENT My legs and lower back were pained to the point that walking could only happen with support – looking back after some time this could be linked to a new TETRA mast which had been installed in the village. Two wires crossing the gardens were changed to high-tension wires that would enable broadband to be carried. Two years later in 2010 a shocking event further changed my life after an electrical company arrived where I lived and proceeded to cut down trees in the area, under wires and to allow accessible connection to the mast. Electricity meters were also changed in all the houses. At 5.00 pm on that evening my body was assaulted on many levels with effects such as a feeling of alert/panic, palpitations, my burning skin felt as if it wanted to turn inside-out. These were combined with a high-pitched ‘noise’ and a second ‘noise’ that sounded like a diesel engine running. Over the next few nights my body was still on alert and my body was actually thrown out of the bed and in those few seconds I woke up balancing myself on my feet with my arms stretched out before me. The companies related to the mast and electricity were contacted and sound professionals but none were helpful. An inability to sleep as my body was being tormented led to personal attempts to find the source of the noise and wandering down streets and lanes in the dead of night became usual. No source was ever found. Why – because what was happening had already been well studied by Alan Frey in USA and it was called ‘microwave hearing’. The inability to sleep saw attempts made to seek sleep, rest and peace in the car, shed, tent in the garden etc but the ‘noise’ was everywhere. For safety in the dark hours I had to sleep on a mattress downstairs after removing electrical wiring in the fire alarms etc. That was the first physical indication that it was definitely electricity that was causing these effects. Occasionally it was necessary to ask friends if I could spend a night in their house as my home and village was, for me, dangerous. The ‘noise’ was not in other parts of the county and this was another clue leading to my discovery that I was suffering from electrohypersensitivity/microwave sickness. I experienced area after area in the county changing as technological infrastructure was installed. After a year of pain, vertigo, anxiety, concentration issues, palpitations and pain/seizures in legs and eventual wearing down of my body a stage was reached when I knew I had a choice of dying or moving house. What was of great interest was the inability of other people to experience the effects of the changes. Moving was achieved with the help of good friends and since then ‘smart’ meters have been installed leading immediately to an environmental deterioration. The exponential rise of technology has seen additional effects such as nose-bleeds, more variety of pain, memory issues, burning and tingling of skin (like ants running over me), inability to sleep, no peace and no rest, no silence, no possibility of reflection or indeed of staying in one place for long as my body absorbs the electromagnetic/low frequency pulsed microwave radiation from modern technology. My life is now about balancing out positive activities, especially in wooded areas and avoiding places where people congregate such as hospitals, travel, theatres, film houses, public transport, public services – places where people congregate and are drawing in signals with their mobile phones and tech devices Two years after moving CANCER was diagnosed Given the account of my experience of man-made artificial pulsed, modulated, directional signals from modern technology I believe that one reference book is sufficient to cover all effects with up-to-date proven and clear evidence from independent scientists who actually study the biological and health effects of Radio Frequency Microwave and Extremely Low Frequency Electromagnetic Fields as used in wireless communications and other technological applications. That book is entitled ‘Electromagnetic Fields of Wireless Communications: Biological and Health Effects and includes a number of studies by well-known scientists in the field. It is edited by Professor Dimitri Panagopoulos and published by CRC Press, Taylor and Francis Group 2023. It is also available as a PDF on Researchgate: https://www.researchgate.net/publication/366089127_Electromagnetic_Fields_of_Wireless_Communications_Biological_and_Health_Effects Re: Microwave Hearing – a study entitled Microwave Auditory Effect written by Dr. James C Lin, formerly a member of the ICNIRP is available at: https://www.researchgate.net/publication/363461470_The_Microwave_Auditory_Effect

The commenter describes cognitive and other symptoms identified as EMR syndrome, improvement in lower-exp…

ORIGINAL COMMENT · UNEDITED TEXT
i was a manager and adviser to the industry, including communication companies. I was very successful and had very good life. i was also sure the regulation protects our health and didn’t know about hazards from EMR to our health or environment. i was part of the business decision and strategy to start mass marketing of cellular devices to the public in the 80's and continued to participate in developing better phones and services. and i loved my work and my mobile and all technology and my wireless new helpers. I was really excited by all this new developments. during my 40's i began developing MCI - mile cognitive impairment which wasn't mild at all - i was quite demented - forgetting important stuff, confusing data, missing words and I ruin research and processes at work and in my personal life. i was told it's the beginning of Alzheimer’s and that there is “nothing to do about it”. i heard about trials of treating people in my condition with hyperbaric chambers. i paid a lot for joining that, starting with CT, PET SCAN and fMRI checks. The day after i became very weak and strangely sensitive/ allergic to many synthetic chemicals. i couldn't function, my smell sense became extremely sensitive and I discovered many everyday products felt like poison. exposure to any industrialized substances made me very sick. I was healthy and looked very young and fit before and suddenly every exposure started severe headaches which i never had before, palpitations, tinnitus, I lost a lot of weight/ body mass (mainly muscle because i was very thin before) and i couldn't sleep. my body collapsed and my brain couldn't find words, i struggled to speak, couldn't understand simple things (tasks and phrases or simple calculations), couldn't reason or plan things. i was lost, my identity and intelligence was completely lost (and I was really brilliant). i began looking for a clean place to live in and heal (with the environment agencies and maps and measures) but i realized that i suffer severe symptoms in many places that are not polluted (I monitored it carefully with specialists) but not in other places/ I discovered I have symptoms when i approach landlines and wireless infrastructure/ antennas/ routers/ streamers and mobile devices. i thought i was hallucinating because i never heard about such phenomena and my MD's didn't know what it could be. My life changed when i met some persons that suffered the same symptoms - not all the time, only after exposure to EMR and/ or artificial chemicals (and mold) - exactly like me. i had to study what radiation does to our body and found research that the U.S Navy and army made or collected and that Swedish and east European researchers made. i bought EMR measuring devices and discovered that when i have pain and symptoms - the sensors measure RF radiation and usually it is much lower than the regulatory standards. when i felt good with no pain - no radiation was measured at all. BINGO I contacted MD’s and researchers that know what EMR syndrome is and started learning how to handle this nightmare. finding a place to live and heal was very difficult – the environmental radiation is high and raising all the time. But when I found and gave my body the right conditions my health and my ability to function improved dramatically. The MCI / Alzheimer’s condition disappeared and I began activism in this field and helped many suffering confused people. But .. my brain and body function only when I’m in safe low- radiation low-pollution environment. I use a lot of counter technology to protect my living and health. When I go out to shops or visit my old parents (with a lot of Antioxidant and special protection hat with metal mesh) the exposure to regular EMR radiation in the environment cfter several hours makes me suffer and ruin my ability to function, the symptoms return gradually and my brain begin to act poorly. During the 14 years of this ordeal I had to move a lot and spend a fortune to heal and function. I can’t work or study and volunteer as I used to. I live in solitude and I lost all my human rights. People in this condition don’t get any recognition or proper help. life is extremely difficult and many can’t find housing and work/ education and can’t make a living. Many suffer a lot and can’t have meaningful life. Too many kill themselves and considered “depressed” or PTSD without noticing the real environmental reason.

ORIGINAL COMMENT · UNEDITED TEXT
I have been hyper electrosensitive since 2018, though symptoms started in 2014 with severe and frequent respiratory infections and finally ending with severe tinnitus and fatigue. Initially I thought it was stress related, but looking back I see that symptoms started when wi-fi was introduced at my work, as well as at home. I changed to a less demanding job, worked out, ate healthily (as I always have tried to), but still my immune system was playing up. When the smart-meter was installed on my bedroom wall, I started waking up with nausea, headaches and rashes, symptoms that tended to subside somewhat some hours later. These acute symptoms made me understand the connection to the RF exposure. I moved my bedroom a floor up, cabled my PC and thought I was safe. However, a few months later I got severe tinnitus, robbing me of my sleep and making it hard to concentrate. I took sick leave from my office job as an IT consultant and bought myself an RF-measuring tool so I could measure the RF exposure at work: I found that it was 100 times worse at work than at home. In the end I had to leave my job and profession. However I started educating myself as a naturopath in 2018, and have since been 'taking my own natural medicine', and have gotten better. My family reacted in disbelief, telling me it was 'nocebo'; my fear of RF signals that was the cause. They still think so. My employer doubted my symptoms and fought with lawyers to give me notice in a legal way. Today I live partially on benefits, and have a small income as a (heavily taxated) naturopath. I am a board member of "Folkets Strålevern" in Norway ("The People's Radiation Protection"), and we work to inform politicians and the community about the negative effects of RF exposure, backing it with the overwhelming amount of studies showing these. To us it is evident that the authorities are hiding behind the international group ICNIRP; their official limits and the cherry-picked studies they use to assure the people that there is no harm: Studies measuring heating injuries are approved but no studies showing other biological effects, such as those on the nervous system, blood and circulation, our cells and oxidative stress etc. We hope that this US initiative will also help people all over the world to protect our children and all citizens.

ORIGINAL COMMENT · UNEDITED TEXT
My family and I need our copper landlines in New York State, and Verizon is threatening to cut us off from our lifeline: our copper landlines. My elderly loved ones need their copper landlines because it is their only contact with the outside world since they are not able to use other technology. I suffer from electromagnetic sensitivity, so I have a landline to reduce my exposure to wireless radiation. We all need the copper landlines for safety during power outages. Preserve the copper landlines and place people's needs above Verizon's profits.
