Describes close residential tower exposure and a neighbor's pacemaker, and proposes updated standards, de…

ORIGINAL COMMENT · UNEDITED TEXT
Regarding: Request for Information on EMF, RF, and Wireless Radiation Exposure Comment by Dan Feidt, Philadelphia resident. [Question 2 & 3] I am an individual consumer and former resident who experienced chronic, close-range exposure (<25 feet) to cell tower mast hardware on a residential building. This exposure was continuous (24/7), highlighting severe gaps in public safety frameworks. Crucially, another resident in my immediate living environment required a cardiac pacemaker during their residency near this specific transmitter array. This observation necessitates formal tracking to investigate if chronic, close-range residential exposure acts as an environmental stressor or accelerant for cardiac electrical dysfunction, even at levels deemed compliant with outdated standards. [Question 5 & 6: Outdated Exposure Standards] I urge federal health agencies to critically re-evaluate the FCC’s General Population/Uncontrolled Exposure framework (47 CFR § 1.1310). The current Max Permissible Exposure (MPE) limits are structurally deficient: 1. Outdated 1996 Baseline: The framework relies on guidelines adopted in 1996, failing to reflect modern 5G/6G densification, multi-frequency arrays, and multi-family rooftop placements. 2. Thermal Precedent Flaw: The 1996 framework protects only against acute thermal tissue heating over short intervals. It entirely ignores the biological realities of chronic, long-term, non-thermal cumulative exposure. 3. Preemption Gaps: The Telecommunications Act of 1996 blocks local municipalities from restricting placements based on environmental health concerns if they meet FCC limits, leaving residents completely vulnerable with no legal recourse or mandatory safety buffers near living spaces. [Question 7, 8 & 9] - 3D Volumetric Spatial Auditing: Compliance frameworks must evolve past single, static center-of-the-room data points. Testing should require a standardized protocol using an extended pole assembly with a calibrated tri-axial probe to systematically plot electromagnetic energy within every individual cubic meter of residential space to map "exposure hot spots" caused by reflections off internal building materials. - Standardized Inflow Auditing: The government must establish standardized protocols using calibrated, tri-axial isotropic antennas to measure the exact RF energy density and electric field strength entering a private residential unit, cross-referencing this against independent, non-thermal biomedical models. [Question 8 & 9 (Cont.): The "Energy Star" Model & Power Logs] - Transparent Disclosure Labels: Federal health agencies should establish a standardized, consumer-facing labeling framework analogous to the Energy Star metrics for device efficiency. Every residential rooftop mast must feature an accessible public registry placard (and QR link) disclosing maximum transmission intensity, active frequency bands, and licensed directional beamforming pathways. - Weather-Variant Disclosures: Regulators must mandate explicit disclosure of how wireless infrastructure alters its transmission intensity under varying conditions. Providers must declare operational ceilings for Automatic Transmit Power Control (ATPC), as dynamic surges used to compensate for "rain fade" (atmospheric attenuation from rain, snow, or fog) significantly escalate localized exposure compared to baseline clear-weather compliance models. - Mandatory 2-Year Historical Logs: Telecom operators must maintain and provide an accessible, rolling 2-year log detailing the exact power variations, intensity fluctuations, and active frequency bands used by any given mast. This allows residents, epidemiologists, and doctors to retroactively audit and map health changes or cardiac anomalies against real, long-term emission trends. [Question 11 & 12] - Medical Device Interoperability: Current risk evaluation frameworks neglect the spatial density of 5G antennas on residential roofs. The government must modernize safety buffer zones around multi-family residential structures to specifically protect individuals with implanted medical devices (such as pacemakers and defibrillators), ensuring localized fields do not cause unmonitored electromagnetic interference (EMI) over prolonged periods. [Question 17] - Inter-Agency Environmental and Cardiac Cross-Referencing: I urge the HHS to establish a collaborative research pipeline between the FDA, CDC, and FCC to cross-reference localized, time-stamped weather data and documented ATPC transmission surges with localized, anonymous emergency department admissions or remote pacemaker telemetry logs. This targeted research is necessary to determine if sudden, weather-induced spikes in localized RF transmission intensity correlate with acute cardiovascular events or electrical anomalies in implanted cardiac devices among residents living in close proximity to rooftop masts. More details attached in txt file. Thanks for consideration.

ORIGINAL COMMENT · UNEDITED TEXT
1. & 2. I am responding as: an individual 3a. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…) Mobile phones 3b. Nature, duration, frequency, and approximate timing (e.g., years):When people use their mobile phones to access cellular data, the initial signal is very strong while the phone is connecting to a tower. It is about 20 seconds long and gives me symptoms. This has been happening to me for six years. 3c. Adverse health effect(s) experienced:Wakes me up from sleep, heart palpitations, and headaches. 3d. Time from first exposure to first appearance of adverse health effects; and did a change in exposure coincide with the onset of adverse effects: 4 years. A change of exposure (to additional EMF) greatly increased the symptoms. 3e. Was medical evaluation or treatment sought? (Optionally:) Was there a diagnosis? Medical treatment was sought, but unsuccessfully. 3f. Were steps taken to reduce or eliminate exposure, and were there subsequent changes in the effects? Yes. This involved removing all wireless devices from the home and moving to a different house away from neighbors. Additionally, because of the proximity of neighbors' wireless devices, it necessitated sleeping in the basement. 3g. Any supporting documentation? This includes Scientific Reports, exposure measurements, or other relevant information: Apple iphones, when "wifi assist" is turned on, default to the cell tower for internet access. When I first started waking up 5x a night with heart palpitations, my baby in the other room would wake up 10 seconds later, screaming. This happened on the hour and the half hour. It turned out that this was directly correlated with our neighbor using her cell phone between TV programs. (She stayed up later than we did.) When she turned off "wifi assist" so her cell phone accessed the internet through her own wifi router, the night waking ended immediately. Unfortunately, this was just the beginning of realizing I had become EMF sensitive and eventually I had to move. Additional Details you would like to share about your experiences of adverse health effects you believe to be associated with exposure to wireless radiation or EMF's:I was mildly sensitive to EMF, but it was not enough to notice, until I moved to a different house. This house, we later learned, was bordering on the right-of-way of a high voltage power line (69kV). Additionally, a smart meter was installed after we moved in. After a pregnancy, I had a situation that required a chest CT scan, which, of all medical imaging, has the highest amount of radiation. I think this overexposure created the perfect storm to make me very EMF sensitive.

Attributes family neurological, respiratory and cardiac symptoms to smart-meter exposure, describes parti…

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a family member and myself concerned. My family and I believe that our health has been negatively affected by the radiofrequency radiation emitted from smart meters. Throughout a period of several months, we developed new and worsening symptoms, including unexplainable severe headaches, dizziness, fatigue, and anxiety. I began experiencing unexplained anxiety and shortness of breath, which led to an asthma diagnosis. During the same period, I also developed unexplained dizziness and tinnitus. Since medical professionals were unable to identify the underlying cause, I received a diagnosis of Meniere's syndrome. Additionally, I noticed that my breathing problems and dizziness became worse when I lay down in my bedroom. I found myself feeling anxious about going to bed. Furthermore, my spouse has been experiencing cardiac palpitations and continues to require ongoing medical supervision. At that time, it was difficult to understand why these symptoms showed slight improvement during our stay at my friend's place. Following an unexpected decline in health, we discovered that a smart meter had been installed on our house's exterior wall, positioned adjacent to our bedroom without our awareness or authorization. We made the request to revert to an analog meter, the utility company declined to make the change due to their established policy and only offered us the option to opt out of the digital system. Opting out of a smart meter, covering the wall and window with some anti-radiation shields, and moving out of the bedroom provided some improvement in our symptoms. The intense dizziness, breathing complications, and anxiety feelings gradually diminished. Despite these considerations, the radiation from smart meters—which is similar to radiation from other wireless devices, wireless transmission systems, and other infrastructure we cannot control—still has a big impact on our daily lives. We believe that radiofrequency radiation weaknes immune system function, subsequently leading to physical decline, reduced overall health, and the potential development of chronic conditions. My spouse and I both still experience chronic headaches, sleep disruption, fatigue, continuous tinnitus, worsening allergic reactions including asthma and respiratory difficulties . Following maxillofacial surgery, I had a titanium mesh implanted many years ago. I had no issues before a smart meter was put on our house wall. We believe that following RF exposure, I developed maxillofacial sinus complications," Circumferential mucosal thickening of the right maxillary sinus with a central nodular thickening with a coarse calcification suggestive of a mycetoma" that necessitated surgical treatment. After that, since doctors haven't been able to find the cause of the pain, we believe that exposure to RF radiation may be contributing to the persistent pain I still experience in the side of my face where the titanium mesh is located, which occasionally becomes quite severe, radiating to the head.  Furthermore, as a person who is very sensitive, I have seen more problems with electrical sensitivity and unusual skin feelings. Even though I only wear clothes made from natural materials and have eliminated all plastic from my home environment, these issues continue to happen. We believe there are significantly more individuals like us who have experienced regular exposure to radiofrequency radiation in their daily lives and subsequently experienced health deterioration. We strongly believe that daily exposure to wireless radiation is contributing to the acceleration of health problems across all populations. We encourage you to explore the available evidence and research on this important matter. My family and I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. My family and I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

Reports neurological and cardiac symptoms attributed to pulsed RF, considers avoidance the only effective…

ORIGINAL COMMENT · UNEDITED TEXT
This court case is happening in America is because of the FCC abusing its power authority, denying people protection/forcing exposure. For me a multitude of neurological symptoms occur as a result of exposure to pulsed and modulated RFR. The symptoms described in the scientific and medical literature I suffer with include headaches, sleep problems, heart palpitations, ringing in the ears, dizziness, nausea, skin rashes, depression, memory, and cognitive problems, among others. In my experience, exposure avoidance is the only effective management.

Reports headaches, bodily vibrations and cardiac flutter associated with wireless sources, and describes …

ORIGINAL COMMENT · UNEDITED TEXT
I started noticing in early 2000 that I was experiencing unusual symptoms when I would go to the larger towns that were installing the 5G towers. My first experience my body began vibrating and other people actually could feel it if they hugged me. I then began experiencing a mild headache that proceeded to get worse as the day went on. By the time I got home I was feeling as if I was getting a cold, which never came to fruition, but I was aware something was different in the environment. I fortunately live in a very rural area and currently have no towers near my house. At that time I owned a cell phone for only a couple years and by 2024, I had to get rid of it as it was causing my heart to have fluttering and my left hand that I carried it in began to swell. I now have hard wired service at my home and must avoid all larger cities in my state that have high EMF/RF frequencies. It's a horrible feeling when I do need to go to those areas as it obviously makes me ill feeling with the stimulation to my mitochondria.

ORIGINAL COMMENT · UNEDITED TEXT
1. & 2. I am responding as: individual 3a. Type of wireless or RF/EMF sources involved (e.g., mobile phones, Wi-Fi, smart meters…)Wi-Fi 3b. Nature, duration, frequency, and approximate timing (e.g., years):2 years, intermitant; I began experiencing numbness on my left side; at first interpreted as high blood pressure 3c. Adverse health effect(s) experienced:I began testing for high blood pressure every time my left arm or side went numb. Sometimes my blood pressure was higher than normal, other times it was not. It was very inconsistent so I suspected the numbness was not high blood pressure. 3d. Time from first exposure to first appearance of adverse health effects; and did a change in exposure coincide with the onset of adverse effects:I have been exposed to wi-fi for a long time but I began experiencing the numbness when I and the house next door to me got new internet connections with higher speed. 3e. Was medical evaluation or treatment sought? (Optionally:) Was there a diagnosis?I went to my doctor about the numbness and was told it was high blood pressure but when I monitored the numbness for myself, my blood pressure was higher than normal for less than half the time. 3f. Were steps taken to reduce or eliminate exposure, and were there subsequent changes in the effects?I noticed a big change in the frequency of my numbness in the summer when I was out working in the garden. My hands were bare, in the soil, planting and weeding. I was getting 'grounded'. It was actually then that I connected the numbness to the wi-fi. I have very little numbness when I work in the garden but in the winter, when it's not possible to dig in the soil, the frequency of numbness is much greater. 3g. Any supporting documentation? This includes Scientific Reports, exposure measurements, or other relevant information:no Additional Details you would like to share about your experiences of adverse health effects you believe to be associated with exposure to wireless radiation or EMF's:I sleep on the other side of the house from the two close internet connections. However this is not a cure as I cannot control the connection in the house next door on that side. B1a. Sources you experience as causing you Adverse Effects:2 internet connections about 20 feet apart, one in my house, one next door. I do not have a cell phone but 2 other people in my house have them. My computer uses wi-fi and I probably spend 3 hours per day on it. B1b. Sources you can sense, but don't seem to harm you:I think they all harm me, or the sum of them all harms me. B1c. Sources you can use without sensing or being harmed: B1d. Sources that seem to provide benefit (i.e., electrotherapy): B2a. Health conditions you think may contribute to your sensitivity to EMFs including wireless:I don't have other conditions but I think the long exposure has built up harm. ORIGINAL COMMENT · UNEDITED TEXT
• Who is the respondent? Individual consumer • Type of wireless technology? Smartphone. 5G. • What is the nature, duration, frequency and approx. timing of reported exposure? A close relative needs their phone in their job (not a desk-job), and needs to take and make quite a lot of job-calls throughout the workday. The person used to have the smartphone close at hand placed in the left-side breast-pocket. • What is the potential adverse health effects experienced? Strong and intense pain in the muscles around the heart and the esophagus/sphincter when swallowing liquids. The symptoms increased in intensity and were very strong and intense after one year of exposure. • When did the potential adverse health effects first appear in relative to when exposure began? After approximately 4-6 months. • Whether medical evaluation of treatment was sought? No. • Whether steps to reduce or eliminate exposure were taken & whether changes in adverse health effects were observed? Yes. The person moved the smartphone to a side-pocket in the pants instead and after a couple of months (approximately three months), the pain started to decrease and after one year, the pain was gone. • Any other info, doc, pics etc? Thank you for providing an opportunity for people in other countries also to comment about this. It is very much appreciated. Also, for more information in relation to the subject, I would like to refer to website: https://www.synkrografik.com/synkrografik_opportunity_chemtrails.html

The commenter seeks stricter RF standards and precautionary policies, citing research on biological effec…

ORIGINAL COMMENT · UNEDITED TEXT
To those individuals functioning at HHS: We need more stringent RF radiation exposure standards in the United States. There is a great deal of evidence of harmful biological effects spanning many decades that have been reported in peer reviewed, published, scientific journals. Some of these harmful biological effects are: sleep disruption, headaches, disruption of cell membrane channels, DNA damage, disruptions to heart functioning, leakage of the blood-brain barrier, increased risk of cancer, oxidative stress, anxiety, behavioral disruptions, memory loss, and decreased fertility. There are also anecdotal reports of fatigue, feelings of pressure in the head, nosebleeds, hair loss, ringing in the ears, nausea and ‘brain fog' after exposure to wireless radiation. The subject is complex and it requires a thoughtful and precautionary approach. It is very important to understand that radiation exposure guidelines have been declared inadequate by numerous scientists and medical doctors, especially because they were written with adults in mind and not for children. Our children are being exposed to unprecedented, unevaluated, unregulated levels of microwave radiation without complete study, without proper discussion, and without informed consent. I urge the individuals at HHS to rely on appropriate health and biological expertise and to create better policies focused on precaution and guidelines that adequately protect the public. The burden of proof lies with those who promote the technology. Rather than asking concerned citizens to prove that RF radiation is harmful, the ones who promote the technology, and those who benefit financially from the technology, need to prove RF radiation is safe. This issue matters to me personally because I get heart palpations and earaches. My husband also experiences ill health and disrupted sleep with exposure. I urge the HHS to give meaningful consideration to the experiences and evidence before it and to fully address each of the issues. I enclose for the record a report of evidence of biological harm from RF exposure. This report, written and compiled by Martin L. Pall, PhD, (Professor Emeritus of Biochemistry and Basic Medical Sciences, Washington State University) is: 5G Risk: The Scientific Perspective Compelling Evidence for Eight Distinct Types of Great Harm Caused by Electromagnetic Field (EMF) Exposures and the Mechanism that Causes Them Sincerely, Judith Story
