ORIGINAL COMMENT · UNEDITED TEXT
Hello. I developed an allergy/hypersensitivity to electromagnetic radiation after sleeping for 1.5 years with a wireless router on the wall, directly beneath the head of my bed. However, several other factors contributed—such as stress, an electrical fault in an old PC at work, and spending hours talking on a mobile phone held against my head. I have now become an "environmental refugee," having moved deep into the woods to an abandoned hamlet—a place where I assumed the installation of further mobile masts would never be an issue. It was fine here, with sufficient mobile coverage at a level of 0.1 microwatts per square meter; but now, a 5G mast has appeared on a neighbor’s forested property, effectively turning me into an "indoor cat." If I need to spend any significant time outdoors, or drive out to run errands, I must wear radiation-protective clothing and carry three "Lifetune Zone Max Pro" protective discs. I know that approximately 1 microwatt per square meter is sufficient for mobile coverage, and that is my personal threshold for long-term exposure. I believe that sensitive individuals—as well as animals, insects, birds, plants, and seeds—deserve to have large areas of the planet where they can live in peace, free from electromagnetic pollution (which, these days, involves unnecessarily high levels of radiation). For instance, I once measured pulses of 120,000 micro watts per square meter in a public square in Oslo. Thank you for allowing me to share my opinion and a bit of my story!

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a [patient, parent, family member, caregiver, healthcare professional, researcher, advocate, concerned member of the public, or other]. Wireless radiation has affected my family significantly. The continuous wireless exposure has affected our ability to sleep at night. The only way we can get any real rest if to turn off all wireless transmitters and all the electricity in the sleeping room. The source and duration of the exposure, health effects such as sleeplessness, anxiousness and depression are experienced unless the above actions are taken place. The nearby cell towers producing RF and EMF can only be minimized by distance, and we specifically selected our location to stay away from these towers. Why when a new high school was built in our area was a new cell tower immediately constructed almost on top of the school when science has already proven that these tower affect the human physiology dramatically. We fully support those organizations that represent the public in regards to these harms being put on every human being for the "benefit" of the cell tower providers making a profit. Finally we will have to move out of the local area to a space that has no or minimal cell towers in order to maintain our health. HHS MUST conduct a real investigation into the harms caused by these emitters of EMF and RF, and also examine the thousands of already produced scientific reports that have identified these threats to humans. They can't be ignored any longer. EMF and RF exposure is clearly harmful and there is not two ways about it. For the sake of humanity, do something!!! I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

Public discussion of RF/EMF still centers almost exclusively on thermal/heating effects and “no proven harm at current levels.” This ignores decades of official U.S. patents and military analyses that describe remote sensing, modulation, and alteration of human brain activity via electromagnetic means. These are not fringe claims—they are government-granted patents and open-source military work. Key examples: - **U.S. Patent 3,951,134** (filed 5 Aug 1974, issued 20 Apr 1976, Robert G. Malech / Dorne & Margolin): “Apparatus and method for remotely monitoring and altering brain waves.” It describes transmitting RF signals that interfere in the brain, producing a waveform modulated by the subject’s own brain activity. That signal is received, demodulated, analyzed, and a compensating signal can be sent back “to effect a desired change in electrical activity therein.” - **U.S. Patent 7,051,636 B1** (filed 21 Sep 2004, issued 30 May 2006, Snow et al. / U.S. Navy): “Electromagnetic weapon.” Semi-random antenna elements form an active phased array controlled by a central computer, capable of finding and exciting a resonant mode of a target with enough energy to disable it. - **U.S. Patent App. US 2013/0194092 A1** (filed 27 Jan 2012, published 1 Aug 2013, Moriarty et al. / Qualcomm): “Unlocking a Body Area Network.” Describes body-area networks with sensors for EEG, ECG, blood pressure, glucose, toxins, and implants, controlled wirelessly and able to transmit physiological data. - Naval Postgraduate School thesis **“Neurowar Is Here!”** (Gramm & Branagan, Dec 2021, public release): Argues neurowarfare—targeting and weaponizing the human brain—is already underway, linking Havana Syndrome-type incidents and the biotechnological focus on the nervous system. These documents establish that the technical capability has been formally recognized for decades. Current regulatory frameworks that treat RF solely through thermal SAR limits are incomplete if non-thermal modulation, resonant targeting, or closed-loop neural feedback capabilities exist in the patent and military literature. **Systemic level:** Independent research into long-term, low-level, pulsed, and information-bearing RF exposures is needed. Dual-use research transparency should be required. Impact assessments for dense wireless infrastructure (including 5G beamforming and body-area networks) must include neurological and cognitive endpoints, not only heating or cancer metrics. **Individual level:** People reporting unexplained neurological symptoms, sleep disruption, or cognitive changes currently lack accepted diagnostic pathways or protective options. Practical measures that should be studied include better personal exposure tools, accessible shielding, medical protocols that take non-thermal effects seriously, and informed-consent/opt-out mechanisms for dense infrastructure and implantable systems. The patents and the NPS thesis are public record. Pretending the technical possibility does not exist, or that only thermal effects matter, is no longer scientifically or ethically defensible. This RFI must address both the documented capabilities and the gap between those capabilities and current public-health frameworks—for populations and for affected individuals. Thank you for looking into this.

ORIGINAL COMMENT · UNEDITED TEXT
To whom it may concern, My name is Ida, I am approximately 60 years of age, and I reside in Northern Italy. Some ten years ago, I discovered that I suffer from electromagnetic hypersensitivity (EHS) and Multiple Chemical Sensitivity (MCS). Needless to say, my life has been altered beyond recognition ever since. I have been compelled to turn my entire existence upside down, relinquishing both my employment and my former home, and relocating to an exceedingly secluded setting — quite literally, my home lies in the middle of the woods. And yet, notwithstanding these considerable sacrifices, since the onset of the first COVID-19 lockdown, my symptoms have gradually, but markedly, deteriorated, seemingly in response to successive increases in the permitted maximum levels of electromagnetic field (EMF) exposure. Inflammation, chronic fatigue, depression, physical debility, insomnia, headaches, severe joint pain and skin eruptions, to name but a few, have either become considerably worse or emerged despite my never having suffered from them previously. I therefore appeal to your compassion and sense of responsibility: let us put a stop to this state of affairs. Let us ensure that countless individuals like myself, including those who are considerably younger, are spared further suffering as a result of what I can only regard as a deeply troubling state of affairs. I would also respectfully urge you to bear in mind that concerns surrounding EMF exposure extend beyond those who identify as electromagnetically hypersensitive. The absence of perceived symptoms should not, in itself, be taken as grounds for complacency, nor should anyone assume that they are somehow immune to potential adverse effects simply because they have yet to experience any discernible consequences. My own experience stands as a deeply personal testament to the profound impact that these circumstances have had upon my life. Please, let us take meaningful action whilst there is still time, rather than risk reaching a point at which the damage may prove irreversible. I am sincerely grateful to you for affording me the opportunity to share my testimony and to bring my personal experience to your attention. Yours faithfully,Ida

Of course, RF/EMF is damaging to humans. Otherwise why have radio stations learned to sheild their employees from the invisible energy waves emitting ftom their towers?? Pretending EMF isn't dangerous is no diffetent that believing in Santa Claus or the Tooth Fairy. Hoping it's not damaging people isn't a method for protecting people, but at this point, I no longer believe your agency works in the best interests of the American Citizen. In fact, I don't believe any Federal agency works in the best interest of the American Citizen, otherwise, the country would not be sinking deeper and deeper into a distopic nightmare.

ORIGINAL COMMENT · UNEDITED TEXT
I am writing as a mother and caregiver in response to this Request for Information. My son is seven months old, and like many parents I make dozens of small decisions every day about the environment he grows up in — including his exposure to wireless radiation. In our home we have taken simple precautionary steps: we keep phones off and away from our bodies, we use air-tube headphones instead of holding a transmitting phone to the head, our e-reader stays in airplane mode, and wireless devices stay out of the rooms where our baby sleeps. I have also looked into EMF-shielding textiles for his sleeping area. I am not a scientist, and I don't claim certainty about specific harms. But the existing exposure standards were designed around adults, and I have not seen clear, modern guidance that accounts for infants and small children — smaller bodies, developing brains, and decades more lifetime exposure ahead of them. That gap is exactly why I am writing. I ask HHS to: (1) develop child-specific, precautionary guidance for families; (2) fund independent research on RF exposure in infants and children; and (3) make the evidence behind any updated standards public and understandable to non-specialists. Thank you for inviting the voices of families and caregivers into this process.

Studying the health effects of wireless (RF) radiation when so many people have complained that they experience health problems after a smart meter was installed at their home or a wireless antenna went up near their place (let alone against their will) should just be common sense. I as a concerned citizen find it scary that wireless technologies are proliferating rapidly yet the health effects of them are not being addressed by appropriate authorities. My family members all insist on using their cell phones and WiFi devices in close proximity to me, every group home where they house people with disabilities (some of which RF radiation may have caused their disabilities) I have been in has WiFi and does not offer cable/ethernet internet access in the residents’ bedrooms. One group home I looked into even keeps the WiFi router for the entire house in a resident’s bedroom! And yet, our agencies that regulate the radiofrequency spectrum have not addressed the health effects of wireless radiation. Please step up to the plate and study the health effects of RF radiation. I hope that this does not turn into a campaign to take electronic devices away from young people. The appropriate response to young people being exposed to RF radiation is the same as what you would do and recommend for adults: Educate young people about the risks of using wireless devices and how they can reduce these risks (e. g., by holding wireless devices as far away from one’s body as possible), and provide them hardwired connections to reduce their dependence on wireless devices for communication to begin with. And adopting “best practices” rules for the placement of infrastructure that produces RF radiation to balance the need for the public to have access to communications and communication devices with the need to keep our exposure to RF radiation to the minimum levels necessary and to protect people with EMR syndrome. Thank you for your time and attention to this issue.

Bansal and Mahajan, 2018 found in a study of 450 Indian children under 15 years of age in the pediatric department at the teaching for tertiary care that more than one third of them ( 35.7%) were suffering from eye symptoms including eye strain and eye watering (8). In another recent study, which included 177 Saudi students studying at a middle school in the city of Riyadh, their ages ranged 12 to 116 years old, found that using the smartphone for more than 28 hours a week causes visual disturbance [9]. Ear problem Increase the temperature in the ear lobes by approximately 10 degrees Celsius may cause auditory disturbances when using the mobile for a period of 20 minutes continuously and for longer periods because the radiation emitted from the mobile may cause damage to the sensitive parts of the inner ear, as well as people who use phones including children for 2-3 hours a day and for a period of 3-5 years may be exposed to the occurrence of partial deafness and even may eventually exposed to ear tumor or permanent hearing [8]. Neurological effects Neurologically, the microwave radiation emitted from mobile phones through the Wi-Fi device is mostly affects the head region [10]. In a study carried out by Cerutti R, et al (2016) they revealed that exposure the adolescents to some harmful effects like headache attacks and other somatic problems as result to excessive use of mobile devices [11]. And exposure to headache was significantly associated with mobile phone use among Twainish children in another study published in 2015 [6]. Recently, Jo Fowler and Jan Noyes, found that the children aged 11- 14 years in south west of England at risk of muscular skeletal problems due to mobile use [4]. Some studies indicate that there is a correlation between the use of mobile phones and stress, some of which negate this as it is difficult to interpret and summarize the relationship between them [14]. Some researchers have proven that mobile use causes increased stress and others have proven the opposite [14]. In a study conducted on a group of high school respondents, their mean age was 11.97 years [15]. The reason for this may be that Children may experience various biological and psychological changes during their lifetime for a daily period [15]. As for the correlation between exposure to anxiety and the use of mobile phones, two recent studies proved to have been set forth investigating by Elhai, et al and another by Nassehi, et al [14]. They proved that there is an important correlation between the occurrence of anxiety and the use of mobile phones." Sleep problems and brain tumor info was also mentioned in the article.
