am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of an individual concerned about my health and the health of others being threatened and impacted by EMF's. The constant bombardment of EMF's has severely impacted my health and the health of many, and I hope that you will take steps to initially restrict and ultimately eliminate them.

The FCC RF safety guidelines should be updated to protect the public's health and safety as well as prevent the real potential for privacy infringement and sabotage of our nation's electricity and communications' grid. The current safety guidelines are based on inappropriate (thermal) data prior to 1996, before the explosion of wireless technology. It is unfathomable to me that our government has let slide these inaccurate/outdated guidelines from 1996, including the edict that communities could not use environmental or health harm to fight placement in our neighborhods. To me this is proof that the telecommunications industry knew back then of the harm this technology could cause. This law has been used to ignore information of harm, forcing neighborhoods to accept anytime/anywhere placement of increasingly powerful/harmful cell towers. We were promised wired fiber optic and, instead, were baited & then switched to wireless. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health and environmental impact should be addressed by federal agencies with appropriate (non-industry, independent) expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. My comment is very general in nature. Decisions, policies and laws made or administered by all three arms of government usually affect people on more than one level. Therefore more than one agency should have input. EG. Communications, justice, defense, energy, housing etc all affect health and so health experts need to be consulted not sidelined. Let's hope this leads to something positive and real and is not mere placation of those concerned, as I have seen happen many times before.

I am responding from the perspective of a parent and citizen. As with everything, the US tends to put a stamp of approval on anything without thoroughly vetting the potential risks and side effects. We wait for people to be harmed and allow special interest to persuade us with money to stay the course versus researching to ensure we aren't harming our society. Vaccines, processed food, corn syrup, all fed to us as fine when in reality side effects are life changing. It is time to put our nations health first and research and stop harmful EMF, RF, and wireless radiation exposure.

I personally suffer from multiple health issues that have been traced to EMFs and wireless radiation exposure. I have spent hundreds of dollars trying to find out what is causing my health problems and it has affected my entire life. My symptoms are only relieved by avoiding exposure as much as possible and avoidance is getting so much harder as time goes by. My husband is also affected. We have had to leave our home and move farther away from towers and then more pop up. As a parent and grandparent, I am deeply concerned about how this is affecting the health of our children. With the proliferation of wireless technologies, smart devices, and wearables in modern educational settings, children are subject to continuous, cumulative exposure to radiofrequency (RF) radiation. I urge HHS to look closely at international safety standards, many of which adopt a much more precautionary approach toward RF/EMF exposure limits than current domestic regulations.I strongly support HHS taking an active role in compiling the latest science, identifying research gaps regarding non-ionizing radiation, and issuing clear, evidence-based guidelines.Thank you for opening this docket and prioritizing the environmental health of vulnerable populations.

I am a health practitioner, I'm a massage and bodywork therapist in practice for over 20 years, I am a Mother. I am also a Nationally Certifed Massage Therapy Educator. I am 52 yrs. old. I do not use a cellphone. Review RFs as well as the EMFs.WiFI needs to be contained, not floating around spikey waves hitting us & permeating through baby's bodies. Wifi causes pain and damage to the cells, when I am away from wifi, I feel better and have no pain, I notice a huge difference in optimal health. Treat us all like babys, we need nourishment, we need protection, we do not need to be bombarded by dangerous invisible wifi. GO back to ethernet cable, it was safer, faster. Minimize the excess towers & bring it back from 50 towers in our quaint town, minimize to one tower, place that one tower away from residential areas, away from schools so we don't have to be forced to homeschool. Less is more. Since the wifi radiation permeates, I need to use my measuring meters to make sure there are no RFs and EMFs from the neighbor's home permeating in to our new and existing home. I'm being forced to buy 16 or more acres in order to avoid wifi radiation and smartmeter radiation from a neighbor's home,& I also am being forced to turn down house buying arrangements because wifi radiation from a nearby neighbor right near the property line, is too close to the house I'm interested in buying & settling down it. So I am forced not to settle down I am forced to be an EHS-electrosensitive refugee. Solar power has TONS of DE dirty electricity, causes convulsions, pain, headaches, symptoms. Electric Cars have battery packs that have EMFS that exceed way off the charts where people are getting ELECTRICUTED just by sitting right next to the battery pack, it shows on my measuring meters. I bought an electric car thinking it was safe and then I got sick and sold it back 2 weeks later. Remember our bodies are electric. We can not have interference for our bodies to function properly. We don't want to be forced to buy wifi radiation in the vehicles, we always choose no wifi, remove the wifi, we had to remove the wifi out of our SUVs by taking out the radio hub, this is only allowed in Basic Vehicles, do not make this obsolete, keep this as an option. We don't want keyfobs, we do not want wifi controls, locks. We do not want wifi cities or wifi homes, make an option for non-wifi. Please take away these dangerous toys.Please help us, change standards, make strict limitations, minimize. Get rid of the dangerous wifi toys. For every technology run by wifi radiation, we need an analog, non-wifi version with no radiation offered. Do not replace everything with wifi radiation and think that is "better". We always choose non-digital and dials over digital with radiation. We always choose analog over digital, We choose copper landline over digital phone, do not make this obsolete. We choose dsl over fiber internet because fiber has high amounts of DE-dirty electricity. I am not the only one. Most of us are trying to escape the EMFs and RFs and are forced to live in a mobile home and travel around to escape a celltower being built next to us. I am forced to live on 16 acres or more to avoid RFs and EMFs from neighbors. I prefer living next to people but I need to live faraway and seclude myself away from neighbors with wifi radiation. There needs to be wifi radiation quiet zones and neighborhoods, and parts of the town that has no wifi radiation at all. I am forced to work in my home. I can not work in a wifi radiation massage and bodywork office. Electrosensitive are forced to make communities that are safe from the wifi radiation, EMFs, and DE-dirty electricity, quiet zones are very hard to find and make. This is survival away from radiation causing pain and anxiety. I have measuring meters to measure the levels in the sleep room, in the home, and on the perimeters of the home. Safe levels are 1.5 on a Trifield EMF Meter, .1-.3 is safe on an RF meter. Because health is more important. ~sent from an ethernet cabled desktop computer, no wifi.

Wireless devices and infrastructure must be regulated to ensure safety is the priority especially for the most vulnerable of our population including pregnant women and children. HHS is the regulatory body protecting humans from the greed of the wireless industry. The health and safety of our population is extremely fragile and we are trusting this agency to protect us, and all living creatures of this beautiful planet we call home, earth.

I am sending you a copy of my doctors note saying I need to avoid wifi. I do not use a cellphone. Review RFs as well as the EMFs. You already know this but we all have a WIFI DRONE ISSUE. All the neighbors are encroaching on our property, & military flying thermal radiation drones & pressing them in my windows each night playing war games and harrassing us on my 16 acres, encroaching my property, I moved 5 times, I sold my first home because of this and rented 4 homes which all had the same thing happening. You need to change the law so everything has identification, ids, we need identifications on drones no matter how small or big, and mandated laws and standards enforced. I am an EHS Refugee & moved out of 3 homes last year to escape a radiation smartmeter in CT that was forced in my home, and I had to move to a state where only opt out meters are enforced. I had to move back to North Carolina. Wifi radiation is inconvenient and encroaching on our personal space and property giving our bodies symptoms. I am trying to find a home to settle down in but I need to be miles away from celltowers and I am having a hard time avoiding the celltowers that are on the map close to each property and they should minimize celltowers. I should not be forced to use a cellphone, smartphone for using any social media or website, buying food, or work, or anything, freedom of choice. I took photos of my cat getting cancer from the RFs, the radiation from a smartmeter, she had a wound but when we moved away from the smartmeter radiation, her wound got smaller.Our lives have changed since wifi radiation over powered our lives. where we are EHS Refugees where we have to avoid wifi radiation. I have a husband and friends and massage clients who are okay with not bringing wifi in to my home, they have to keep their wifi away from me when near me. We avoid places with celltowers on the buildings or near the buildings. We avoid using LED lights at home, only use incandescent because we get headaches & symptoms. LED lights cause blindness in rats, & people, bring back quality incandescent lights, give us healthy options, not healthy for the environment, healthy for our system, our bodies first before environment. RFs, & EMFs cause symptoms of insomnia, rage, mass shootings, numbness, nerve issues, tremors, convulsions, reflex issues, inflammation, pain, brain fog, personality disorders, addiction, ADD, disruption of REM & sleep, most of all insomnia & sleep disorders which I believe are the source of all our problems. Tell them to do sleep studies.I am a sleep expert. You need to lower levels of radiation, you need to have standards like Europe and or think about people, plants & animal health. It messes up migration, the bees, it shortens lifespan. They need to have the battery removable so when the cellphone is off it is really off, not on 24-7. They need to make these adjustments to protect our health. They need to focus on "rest" & "sleep" & these basic needs for health & what that really means & how wifi, RF & EMF is interfering with our bodies, our bodies are electric, delicate, sensitive more than they know or care, & it is damaging our cells. It is causing inflammation. It is causing dehydration, & lowering vit. D levels dangerously. I do not use wifi, that is why. We should all have the choice not to use wifi & should not be forced to live next to a cellphone tower. Make an option for non-wifi. Dear Ms. Marshall: In reviewing the above-referenced Request for Information (RFI), I believe the issues raised are complicated and cross agency and Departmental regulatory boundaries. Addressing these topics will require coordination and collaboration not only within the federal government but also with state, local, Tribal, territorial, international, and private-sector stakeholders. One approach to addressing these issues would be to work with Congress to establish and fund the staff and activities of a federal advisory committee and interagency working group focused on the topics raised in the RFI, including health and safety impacts, data sources, risk assessment, research priorities, and regulatory approaches. My comments primarily respond to Question 17 of the RFI, which asks how federal agencies can “improve coordination of EMF and RF radiation research.” Please note that the views expressed below are my own as a public health professional and do not represent those of any agency, organization, or other individual(s). I was sensitized to electromagnetic radiation after having an occupational exposure at an MRI center in 2002-2003. Since then I have contacted innumerable government representatives and agencies regarding this issue, the FCC's constant failure to protect us and their increasingly aggressive pursuit of higher and higher levels of RF radiation while in violation of a 2021 federal appellate court ruling to consider approx.11,000 pages of scientific research demonstrating biological NONTHERMAL effects of RF at very low levels, update its pathetic 30-year old THERMAL ONLY "safety guideline" for an adult male exposed to a single emission source for a short time - not the 24/7 bombardment from all directions (including space) that we are currently being exposed to and to perform required NEPA studies (never done) for small cells. I have NO protection under the ADA even though my neurologist of over 30 years has specified in writing that I have become sensitized to RF/EMR, there are medical ICD-10 codes for health effects of EMR, and the Social Security Administration at least recognizes EMR syndrome as an occupational disability (i.e., electrical engineer/technician, etc.). I have spent untold thousands of dollars trying to mitigate EMR in my home (which is now the only relative safe place I can occupy) and consulting medical practitioners about my conditions and options. I no longer have any faith in ANY US government agency. The US has among the worst RF standards in the world. The EPA was going to study the issue and establish a BIOLOGICAL (not thermal-only) standard for RF radiation but was defunded before being able to complete the appropriate research. The fix was in! The FCC became the designated responsible agency. The FCC is now almost if not completely a "subsidiary" of the telecom industry (in the revolving-door placement of industry-to-government personnel) and does NOT represent the best interests of the American people in terms of their health or the health of the environment. The FCC would have my neighbors being paid to put a 5G antenna on their roof with UTTER DISREGARD for the consequences to my health and well being or that of children, the elderly, immune compromised, pregnant, already sick and/or disabled and the environment. The FCC MUST comply with the appellate court order (the court has given them 30 days now after being brought back to court for their previous utter failure lasting since 2021) and perform UNCONFLICTED environmental impact studies outlined in the original court decision. I think we already know why they have stalled and disobeyed the court - they know the studies prove there are harmful health effects of RF radiation at levels so much lower than current exposure levels and the previous single-source thermal emission standard set for an adult male only - and that there are harmful environmental effects (seen all over the world now) - otherwise, why not review (with independent, unconflicted scientists) the scientific studies submitted and perform the required NEPA studies and put the matter to rest? They can't because the studies/reviews will prove the opposite (if performed by unconflicted scientists). The burden of proof should not be put on the sick and already injured! The FCC is derelict in its duty to protect the American people and continues to flagrantly ignore its obligations and responsibilities. However, the FCC should NEVER have been given SOLE authority over this matter - I BLAME CONGRESS FOR THAT as well as the EPA and the FDA for ignoring the NTP 10-year, $25 million study demonstrating CLEAR EVIDENCE OF HEART CANCER-the highest standard, evidence of gliomas (brain cancer), adrenal and other tumors, etc. from NONTHERMAL RF radiation (performed underground to rule out ambient radiation and under strict thermal controls). I am exhausted from this fight and the exponentially (seemingly without limits) increasing exposure to RF radiation. It was determined that I become a total insomniac due to RF exposure from an AT&T modem (in the home office next to my bedroom years ago) in which the wireless antenna (which was set to "off" by AT&T) accidentally reset to "WiFi enable" unbeknownst to me, apparently due to a power surge. My bedroom is now a room with metal roof, metal shutters, mostly silver fabric curtains and a silver fabric canopy so I can sleep, all of which cost me a small fortune (not tax deductible by the way). I exist only on faith in a higher power, as I have lost all faith in the corrupt system in which I find myself including "foxes in all of the hen houses" of the US government. What a pathetic, sorry state of affairs it is. Children are now being exposed to unprecedented levels of RF radiation from before birth! Will anyone protect them?
