I, Jacqueline Iacovino, would like the Department of Health and Human Services, Staff & Agency to KNOW, "I NEVER HAD ANY HEALTH PROBLEMS" nor did I NEED to go for ANY MEDICAL CARE until TECHNOLOGY started being INSTALLED, I am NOT a SMOKER, I do NOT DRINK ALCOHOL BEVERAGES, was ALWAYS HEALTHY & PHYSICALLY ACTIVE up until again TECHNOLOGY started being installed, such as "CELL PHONE TOWERS, SMART METER'S" etc., EVERYWHERE/ALL AROUND me. These NEGATIVE SYMPTOMS which have HARMED/AFFECTED me, my "OVER ALL HEALTH/WELL BEING, HAPPINESS, FREEDOM" to ENJOY LIFE/DO WHAT I ONCE ENJOYED/COULD DO, started GRADUALLY over TIME, with "HEADACHES, RINGING in my EARS, BURNING SENSATION'S, NAUSEATED, DIZZINESS, MEMORY LOSS, BRAIN FOG, FATIGUE, DIFFICULTY SLEEPING NIGHTLY/DAILY, etc., I FEEL could POSSIBLY/PROBABLY be CAUSED by "EMF EXPOSURE, RADIO FREQUENCIES (RF) RADIATION, WIRELESS RADIATION EXSPOSURE, etc., all which I FEEL are "HARMFUL TECHNOLOGIES" that have caused my/other's too HEALTH ISSUES. I have experienced very adverse health impacts from emfs, and wireless radiation, including from cell phones, routers, and smart meters. These effects have included sharp head pains (most common) and also, when the exposure was more intense, pounding heart and heart pains. Twice i have been forced to move out of my apartment or cottage due to unbearable levels of pain. As a result, it has made finding a safe to live extremely, extremely difficult. This inspired me to write numerous articles, which discussed the documented health impacts of emfs. It took me AVOIDING my office to figure it out. After spending nearly two years refusing Xcel Energy access to install a smart meter, Xcel and the Colorado Public Utilities Commission FORCED US TO INSTALL THE SMART METER, A RADIATION EMITTING DEVICE, or Xcel Energy would shut our electric power off. When Xcel threatened us I was desperate to learn how to protect our live bodies. Constant research about radiation frequencies, including dirty electricity that's inherent in our power grid from 42% wind and solar power delivered to our house... I purchased SaticShield and Aulterra products to shield, filter and "retune" the POWERFUL man-made smart meter radiation and technology frequencies constituting interference with our natural live electrical bodies; including the wifi router, cell phones, laptop, desktop and big screen tv. We applied individual products to the technology devices, a whole house filter to our electrical lines and each of our automobiles. We wear the protection on our bodies as well. Finally the buzzing in my head reduced some and sleep was improved some. We shielded the FORCED UPON US smart meter from pulsing extremely heavy loads of radiation into our kitchen where we stand to cook and walk past EVERY DAY. What do people do that can't afford to mitigate the harmful health effects? Or those that don't know a silent killer is frequenting them every day practically all day and all night? I can't imagine the terror moms and dads have over their young children being constantly bombarded by man made radiation frequencies that disturb the young and old alike and do damage to the DNA level to every live member of mankind, animal kind and plant kind! Yes, the radiation frequencies did not raise my body temperature but they certainly harmed my everyday life!!! The radiation and dirty electricity are sneaky. People are unaware of the huge dirty electricity readings caused by led lights, dimmers, florescent lights, and all those aforementioned technological devices. I'm absolutely appalled by a small town in Iowa where family lives... placing frequency devices DIRECTLY ON all the town's people's WATER TOWER!!! Are you kidding? The corporate officials that took money to do that ought to be ousted in the public square! Those frequencies directly on the water tower destroy the structure of water so desperately needed by every living thing. Stop this madness. Denial is the problem because there's too powerful much money to be made by continuing down this path! The truth is not hidden from the All Mighty. The number one job of "government" is to protect the people and their assets. DO IT.

I am submitting this comment as a patient with Electromagnetic Hypersensitivity (EHS) for docket HHS-OASH-2026-0397. RF radiation is known to cause DNA strand breaks. We are all different in vulnerability. Some develop one disorder, others many: biochemical imbalances, leukemia, stroke, immune suppression, inflammation. This reflects individual differences in oxidative stress response and DNA repair capacity. All electric systems conduct and re-radiate wireless signals: modems, computers, TVs, power wiring, smart electricity and gas meters (169 MHz for gas). Conductive building materials increase indoor exposure: drywall is mounted on metal studs acting as antennas, and reinforced concrete with steel rebar reflects and traps RF inside homes, preventing recovery. Compare US FCC thermal-only limits (1996) with precautionary EU limits and evaluate non-thermal effects, DNA damage, oxidative stress 2. Fund independent research on biomarkers and imaging for EHS 3. Recognize right to white zones in every region, housing in non-conductive materials (stone, solid wood), wired infrastructure, and right to remove or deactivate smart meters and to have manual reading for health reasons 4. Issue moratorium on new antennas and 5G densification near homes and schools, including high-power TV transmitters >20km and radar, until limits are revised 5. Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure pose health harms to humans. Although we had our own smart meter in SoCal removed prior to moving into our home, upon move-in I suddenly developed heart abnormalities and skin redness and burning. We had our property thoroughly tested by an EMF/EMR specialist, and it was determined that the source was not our residence, but our next door neighbor's, whose meter was about 50 feet away from our bedrooms. Although we offered to pay, that individual refused to have her meter replaced, despite my pleas based on medical reasons. She did agreed to have a specialized meter cover installed (at our expense), and that helped reduce symptoms, but ultimately I was forced to move to another state to avoid being exposed to the high levels of radiation.

Declaration of Toby Stover Toby Stover declares under penalty of perjury the following: 1. I live in Ulster County, New York. 2. I never gave consent, nor do I consent today, to continuous, involuntary exposure of pulsed modulated, biologically active electrical and radio frequency / microwave (RF/MW) radiation emitted into my home or on my property. 3. I was perfectly healthy, living in my home for many years with an analog electric utility meter but was made ill by the electrical and pulsed modulated RF/MW radiation coming from a “smart” digital electric utility meter which was installed on my property without my consent. 4. After having a grid-tied solar system installed on my home, Central Hudson Electric Company switched my mechanical analog meter to a “smart” electric utility meter without my knowledge. A number of weeks later, I became extremely ill and discovered that the company had switched out my meter. I contacted the electric company demanding that they remove the “smart” meter and return an analog meter. I was told by Central Hudson that the solar array would not work without a “smart” utility meter. After researching this, I discovered that solar arrays work perfectly well with analog meters but Central Hudson still refused to remove the “smart” meter. Since I was unable to live with the continuous pulsation of the smart meter I was left with the decision to either have to leave my home of 35 years or cut the electric line to the smart meter. I chose to cut the wire rather than be sickened in my home as I had no means to move. As a single woman in her 60’s, I was living without electricity for 9 months through the winter, using a wood cook stove and candles. I had to store food in a cooler and buy ice to keep it fresh. Finally I hired an electrician to disconnect my wiring to the “smart” meter & re-connect my home wiring to an analog meter which was on my barn. I was then able to use electricity in my home again. 5. However, having been injured by weeks of exposure to RF/MW pulsed radiation, many years later, I am still unable to go into buildings that are using smart meters or wifi. I cannot tolerate the radiation for more than a few minutes without becoming ill and must leave the area as I now have Eletromagnetic Radiation Syndrome, known as EMR Syndrome. This has made it difficult for me to travel as I cannot stay in hotels, motels or shop at stores where there is microwave radiation. As a professional musician, I am often hired to go into public buildings or play music for school shows. It is a frequent occurrence that today I can no longer spend much time in these buildings without my symptoms returning. I consider this a grave personal injury that has made my life much more difficult. 6. When I am exposed to RF/MW radiation, I experience severe pain and pressure in my head, especially in the forehead. I also feel tingling sensations on my skin as well as tightness in the chest, dizziness, nausea, difficulty concentrating and insomnia. I simply must leave the area as I feel sick around the microwave radiation. 7. Since I have been injured by “smart” meter radiation, I have become a member on the board of New York Safe Utility Meter Association, (NYSUMA). This organization has been working for years in the effort to legislate a safe utility meter choice to anyone who chooses to have returned, or to retain an analog utility meter. Analog utility meters have been used safely and successfully for many years. All utility companies should be required by law to provide analog meters to all consumers who choose to have them. Analog meters work perfectly well and are safe. No one should be forced to accept a device on their property that is a known health hazard. 8. I respectfully submit my attached public comment in response to the Department of Health and Human Services Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. My submission includes firsthand RF field measurements and observations from Connecticut, photographic exhibits, historical scientific references, and recommendations concerning cumulative RF exposure assessments before new wireless infrastructure is approved. I particularly request that HHS investigate cumulative exposures near residences, wireless utility meter banks, electromagnetic exposures inside automobiles, and potential interactions with other environmental stressors. My primary recommendation is for transparent, independently verified cumulative RF exposure assessments before additional transmitting equipment is authorized, followed by post-installation verification and clearly assigned monitoring responsibility. Posting for a Friend that wishes to remain anonymous. We'll call the person Jade. Here is Jade's Story: I was comfortable and healthy. In 2010, when my area switched from analog to radio utility meters (aka "SMART" meters), and T.V.s were switched form analog to digital, I went from feeling comfortable in my bedroom and in the world, to very uncomfortable. It took a while to figure out what was going on. I met others that were suffering and felt great dis-ease with this technology. Also more towers and antennas were added to the hill outside my bedroom window. I learned that by turning off or unplugging electronics, I felt well again. Also re moving myself to a healthy location, I immediately felt well again. This horror/toxic trespass has changed my life. Can you imagine how difficult it can be to find a safe and healthy place to live and to work? I did a count of 100 people in my everyday life. It turns out 20% of them felt ill around this technology, ie. man-made, toxic non-ionizing radiation. I figured that probably about 2x as many (40%) are not feeling well around it. They were just not aware of the symptoms of radio poisoning. Not connecting the dots. I later read that scientists that had studied the matter came up with the same results (40% of the population suffering in an obvious way)! We have over 50,000 published peer-reviewed studies showing harm from these non-native emfs, including pollinator collapse, childhood leukemia, and cancerous tumors, ill health of insects and animals and plants, problems affecting the brain, the heart, the blood, the DNA, due to this technology. It is the fiduciary responsibility of the government to protect the health, welfare and safety of the people. A Swedish oncologist, in the early 1900's, wisely said that Anything that is harmful to one living cell is harmful to all living cells. I think this is true. Never put tracking devices on insects or animals! These days my symptoms around too much radio/microwave frequency include: stress, fatigue, pain in the ears and head, feeling frazzled, heart palpitations and general discomfort. How many are feeling ill and not connecting the dots? How many doctors are not connecting the dots? We must take an honest look at this non-native and harmful technology now. We must protect life on Planet earth for all to thrive.Landlines, ethernet, cable and wired technology are much safer than wireless. Let's use and encourage wired tech as much as possible. This is my second attempt to submit comments. I tried multiple times to submit to no avail. I live in Anchorage, Alaska. My physical and mental health have been significantly impacted by the installation of the smart grid technology in Anchorage. The first "jolt," that plummeted me into electro-hyper-sensitivity was in 2018 when the smart meters were installed on the homes in our neighborhood. I was able to keep the electric company at bay but I was finally forced to have a meter installed on our home-- the consequence was disconnection from centralized electricity at the beginning of the Alaska winter. I have had a variety of symptoms for the last 8 years-- a constant feeling of being electrocuted/microwaved being the thing that never changes. Other symptoms are: high blood pressure, interrupted sleep, an "on-edge" nervous system, tingling in hands and feet, breast swelling, ringing in the ears. The quality of my life has become worse. I am 79 years old and am in otherwise good health. All of my symptoms relate to the constant bombardment of emf's coming from the smart meters (and through the home wiring creating dirty electricity) and the towers. I have found that I feel like my old self with none of these symptoms, when I get out of Anchorage and our of range of cell towers.

Readings on my Acoustimeter increased to .06-.35. I can now hear cell antenna transmissions sounds on my RF meter. The Graham Stetzer Line Meter readings are now 50-100 GSU. 2018: A water utility smart meter installation caused immediate, severe brain fog, heart palpitations, and anxiety. The meter was successfully removed, but the threat of forced re-installation remains a constant source of stress. August 2024: A severe regional storm knocked out utility power and local cell antennas for six days.
