Studying the health effects of wireless (RF) radiation when so many people have complained that they experience health problems after a smart meter was installed at their home or a wireless antenna went up near their place (let alone against their will) should just be common sense. I as a concerned citizen find it scary that wireless technologies are proliferating rapidly yet the health effects of them are not being addressed by appropriate authorities. My family members all insist on using their cell phones and WiFi devices in close proximity to me, every group home where they house people with disabilities (some of which RF radiation may have caused their disabilities) I have been in has WiFi and does not offer cable/ethernet internet access in the residents’ bedrooms. One group home I looked into even keeps the WiFi router for the entire house in a resident’s bedroom! And yet, our agencies that regulate the radiofrequency spectrum have not addressed the health effects of wireless radiation. Please step up to the plate and study the health effects of RF radiation. I hope that this does not turn into a campaign to take electronic devices away from young people. The appropriate response to young people being exposed to RF radiation is the same as what you would do and recommend for adults: Educate young people about the risks of using wireless devices and how they can reduce these risks (e. g., by holding wireless devices as far away from one’s body as possible), and provide them hardwired connections to reduce their dependence on wireless devices for communication to begin with. And adopting “best practices” rules for the placement of infrastructure that produces RF radiation to balance the need for the public to have access to communications and communication devices with the need to keep our exposure to RF radiation to the minimum levels necessary and to protect people with EMR syndrome. Thank you for your time and attention to this issue.

Bansal and Mahajan, 2018 found in a study of 450 Indian children under 15 years of age in the pediatric department at the teaching for tertiary care that more than one third of them ( 35.7%) were suffering from eye symptoms including eye strain and eye watering (8). Ear problem Increase the temperature in the ear lobes by approximately 10 degrees Celsius may cause auditory disturbances when using the mobile for a period of 20 minutes continuously and for longer periods because the radiation emitted from the mobile may cause damage to the sensitive parts of the inner ear, as well as people who use phones including children for 2-3 hours a day and for a period of 3-5 years may be exposed to the occurrence of partial deafness and even may eventually exposed to ear tumor or permanent hearing [8]. Some studies indicate that there is a correlation between the use of mobile phones and stress, some of which negate this as it is difficult to interpret and summarize the relationship between them [14]. Some researchers have proven that mobile use causes increased stress and others have proven the opposite [14]. In a study conducted on a group of high school respondents, their mean age was 11.97 years [15]. The reason for this may be that Children may experience various biological and psychological changes during their lifetime for a daily period [15]. As for the correlation between exposure to anxiety and the use of mobile phones, two recent studies proved to have been set forth investigating by Elhai, et al and another by Nassehi, et al [14]. They proved that there is an important correlation between the occurrence of anxiety and the use of mobile phones." Sleep problems and brain tumor info was also mentioned in the article. But they take up more space than I have here.

The Safer Buildings Coalition emphasizes indoor wireless coverage for emergency communication, warns that…

ORIGINAL COMMENT · UNEDITED TEXT
COMMENTS OF THE SAFER BUILDINGS COALITION EXECUTIVE SUMMARY The Safer Buildings Coalition (“SBC”) is a cross-sector membership organization of public safety agencies, industry organizations, and the owners and operators of buildings where in-building coverage is required. SBC does not offer scientific conclusions on the biological effects of radiofrequency (“RF”) energy and defers on those questions to the expert agencies and standards bodies responsible for them. SBC’s comments address the public safety benefits and costs that any complete assessment of RF exposure policy must weigh. In-building wireless coverage is a cornerstone of emergency communications. Americans spend about 90 percent of their time indoors, and about 80 percent of 911 calls are placed from wireless devices. Cellular coverage allows building occupants to reach 911, and public safety radio coverage allows first responders to communicate once they are inside. The International Fire Code (“IFC”) and the National Fire Protection Association’s (“NFPA”) NFPA 1225 require building owners to provide and maintain minimum levels of public safety radio coverage. That coverage depends on wireless infrastructure engineered to existing federal standards. Distributed antenna systems (“DAS”), Emergency Responder Communications Enhancement Systems (“ERCES”), indoor small cells, signal boosters, and Wi-Fi are required to comply with Federal Communications Commission (“FCC”) rules, including the FCC’s RF exposure requirements. More than 830,000 indoor small cell and DAS nodes are in service nationwide, and in-building systems typically cost $1 to $5 or more per square foot. Changes to RF exposure limits could force costly redesign and reduce coverage. Lower permissible antenna power, minimum distances between antennas and occupants, or setbacks from homes, schools, and healthcare facilities would require disproportionately more antennas, could render existing systems incompatible with new limits, and could place building owners in conflict with fire-code signal requirements. Redesign or replacement of only 10 percent of existing indoor nodes would cost an estimated $820 million, before counting Wi-Fi networks, public safety ERCES, equipment removal, and recertification. Policy focus should be directed at eliminating in-building dead zones. Federal law already requires the FCC to measure and map broadband availability, but no comparable data exists for coverage inside buildings. Publishing in-building coverage data would inform policymakers, allow building owners to make informed investment decisions, and let market forces drive private investment to close the in-building coverage gap. SBC recommends that the Department of Health and Human Services (“Department” or “HHS”) base any conclusions on robust, peer-reviewed scientific evidence; evaluate the consequences for public safety communications before recommending any change to exposure limits, siting restrictions, or setbacks; preserve regulatory certainty and coordinate with the FCC in its parallel proceeding; and support the collection and publication of in-building wireless coverage data.

ORIGINAL COMMENT · UNEDITED TEXT
I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a family member. My family lived in a metropolis in the area that was a 5G test city. We did not know this at the time. My son, daughter and my wife all got sick at the same time they had headaches, pressure in the head, felt like they had the flu, aches and pains, heaviness in the body, difficulty thinking/brain fog, difficulty functioning and even getting out of bed. Previously all were active and normal. My wife particularly is someone who goes nonstop. This stopped her in her tracks. we went to visit a friend and she felt much better and could walk well there and that's when we started to investigate our environment and discovered that not only was 5G in our area, but they had put a tower three blocks from us. We could no longer live there. We had to move to get away from all of the 5G cell towers. Now they put one where we live again less than 2 miles from us and we have to move again because my wife and daughter are so sick. Our son passed away in 2021. We did not know the Cell tower was so close to us now either because we cannot see it from our home. someone mentioned to my wife she might be sick from the tower. They put up nearby and she asked where it was and when it had gotten put up. It was exactly when my wife and daughter got sick again. We did not use Wi-Fi in our home or Bluetooth or have any devices that produce EMF plugged in on a regular basis. it is completely changed our lives and ruined them on several occasions because of having to move and leave jobs and family behind. It has been a horrendous ordeal. It is heartbreaking to watch it destroy my family's health. It is simply WRONG that this should be forced upon us without proper attention to the studies that show the harm! It needs to be reverted to 4G and even that needs to be looked into for distance and safety purposes. Please stop killing my family! I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

The commenter reports symptoms near a smart meter, discusses research on electromagnetic hypersensitivity…

ORIGINAL COMMENT · UNEDITED TEXT
To the U.S. Department of Health and Human Services:I submit these comments on the HHS Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure (HHS-OASH-2026-0397). I urge HHS to evaluate the substantial evidence of biological effects and potential adverse health outcomes from RF/EMF exposures, including levels below current federal limits, and to identify research gaps and protective recommendations, especially for children and vulnerable populations.Personal ExperienceMy bedroom is about 20 feet from a neighbor’s smart meter. Since its installation I have suffered severe debilitating headaches, muscle spasms, cramps, occasional heart palpitations, and other unusual sensations. These symptoms align with scientific literature on non-thermal biological effects of RF radiation and non-ionizing EMFs.Scientific Evidence (Resources Incorporated by Reference)Electrosensitivity: Functional MRI studies by Dr. Gunnar Heuser et al. (Reviews on Environmental Health, 2017) found abnormal scans in all 10 patients with electromagnetic hypersensitivity after long-term EMF exposure, showing consistent hyper-connectivity in the anterior default-mode network. Conventional MRI was largely normal. The authors proposed fMRI as a diagnostic aid. Prevalence studies in Australia, Canada, and the U.S. further document wireless sensitivity and co-morbidities.Industry acknowledgment of non-thermal effects: Swisscom patent WO2004075583A1 addresses electrosmog as a known health problem, cites non-thermal DNA damage and chromosomal instability in human blood cells linked to cancer risk, and proposes emission-reduction methods. The 2000 ECOLOG Institute review for T-Mobile (over 220 studies) found strong evidence of cancer-initiating/promoting effects, DNA breaks, chromosomal damage, fertility impacts, and teratogenic effects far below then-existing guidelines, and recommended much lower precautionary limits.Comprehensive reviews: The BioInitiative Report (2007/2012 and updates) documents DNA damage, neurological, cancer, reproductive, and immune effects at levels far below FCC/ICNIRP limits and calls for biologically based standards. Additional reviews cover neurological/cognitive effects, male fertility, impacts on children, parotid gland tumors, glioma associations, cell-tower epidemiology, and wildlife effects (bees, birds, etc.).DNA, cancer, and other effects: Studies show DNA damage, oxidative stress, and non-thermal mechanisms. U.S. National Toxicology Program research reported statistically significant tumor increases (including heart schwannomas) with RF exposure. Literature also addresses effects on implanted medical devices.Emerging technologies: Patents and programs on wireless body-area networks, nano-sensors/devices, brain-computer interfaces (including DARPA non-surgical neurotech), and bio-nano systems raise unanswered questions on cumulative health effects, safety data, and informed consent. Havana Syndrome cases among federal employees further highlight the need to evaluate directed-energy and pulsed RF exposures.Regulatory history: Older industry manuals, EPA correspondence, GAO reports, NIOSH materials, and prior FCC documents show longstanding awareness of potential non-thermal effects. Current U.S. limits, largely unchanged since 1996 and based on thermal thresholds, do not adequately address today’s continuous, multi-source, pulsed exposures from phones, Wi-Fi, 5G/6G, IoT devices, and wearables.Key Responses to the RFI Science and effects below limits: Peer-reviewed evidence, industry patents, and reviews show genotoxic, neurological, reproductive, and immune effects at non-thermal levels. Thermal-only standards are insufficient. Cumulative exposures: Real-world simultaneous multi-source exposures are not adequately reflected in current testing or limits. Vulnerable groups: Children, people with electrosensitivity, and those with implanted devices require special attention. Research gaps: Independent studies are needed on electrosensitivity (with objective markers such as fMRI), long-term low-level and cumulative exposures, nano/bio-interfaces, environmental impacts, and device interactions—free of industry conflicts of interest. Recommendations: Support biologically based limits with safety margins, real-world testing protocols, transparent public information, wired alternatives where feasible, accommodations for sensitive individuals, and coordinated federal research. The precautionary principle is appropriate given widespread exposure and available risk-reduction options. I urge HHS to treat this evidence seriously, close research gaps, and develop health-protective recommendations for policymakers, families, schools, and communities. All Exhibits are incorporated by reference in their entirety. Thank you for the opportunity to comment. Respectfully submitted,

I have been electrohypersensitive for 6 years. I feel pain in the head, jaws, teeth and ears constantly, increasing when radio frequencies increase (from mobile phones, Wi-Fi, phone masts etc.). I also feel pain from the increase in electric and magnetic fields. Since this started 6 years ago, I also have experienced constant pulsatile tinnitus and tinnitus and occasional light-headedness. My own double blind tests show the correlation between increased pain and increased radio frequencies.

https://pubmed.ncbi.nlm.nih.gov/26474271/ "Memory performance, wireless communication and exposure to radiofrequency electromagnetic fields: A prospective cohort study in adolescents" "Abstract Background: The aim of this study is to investigate whether memory performance in adolescents is affected by radiofrequency electromagnetic fields (RF-EMF) from wireless device use or by the wireless device use itself due to non-radiation related factors in that context. Methods: We conducted a prospective cohort study with 439 adolescents. Verbal and figural memory tasks at baseline and after one year were completed using a standardized, computerized cognitive test battery. Use of wireless devices was inquired by questionnaire and operator recorded mobile phone use data was obtained for a subgroup of 234 adolescents. RF-EMF dose measures considering various factors affecting RF-EMF exposure were computed for the brain and the whole body. Data were analysed using a longitudinal approach, to investigate whether cumulative exposure over one year was related to changes in memory performance. All analyses were adjusted for relevant confounders. Results: The kappa coefficients between cumulative mobile phone call duration and RF-EMF brain and whole body dose were 0.62 and 0.67, respectively for the whole sample and 0.48 and 0.28, respectively for the sample with operator data. In linear exposure-response models an interquartile increase in cumulative operator recorded mobile phone call duration was associated with a decrease in figural memory performance score by -0.15 (95% CI: -0.33, 0.03) units. For cumulative RF-EMF brain and whole body dose corresponding decreases in figural memory scores were -0.26 (95% CI: -0.42, -0.10) and -0.40 (95% CI: -0.79, -0.01), respectively. No exposure-response associations were observed for sending text messages and duration of gaming, which produces tiny RF-EMF emissions. Conclusions: A change in memory performance over one year was negatively associated with cumulative duration of wireless phone use and more strongly with RF-EMF dose. This may indicate that RF-EMF exposure affects memory performance."

https://pmc.ncbi.nlm.nih.gov/articles/PMC4190308/ "Association between mobile phone use and inattention in 7102 Chinese adolescents: a population-based cross-sectional study" "Abstract Background The dramatic growth of mobile phone (MP) use among young people has increased interest in its possible health hazards in this age group. The aim of this cross-sectional study was to investigate the association between MP use and inattention in adolescents. Methods A total of 7720 middle school students were involved in this cross-sectional study. Inattention was assessed as defined for the Attention Deficit component of Attention deficit/Hyperactivity disorder (ADHD) by the Diagnostic and Statistical Manual of Mental Disorders (4th ed., text rev. [DSM-IV-TR]). The demographic characteristics and information on MP use were included in the questionnaire. Chi-square tests and logistic regression models were used to analyze the data. Results In total, 7102 (91.99%) valid questionnaires were obtained. After adjusted for confounders, inattention in adolescents was significantly associated with MP ownership, the time spent on entertainment on MP per day, the position of the MP during the day and the mode of the MP at night. The strongest association between inattention and the time spent on the MP was among students who spent more than 60 minutes per day playing on their MP. Conclusions Our study shows some associations between MP use and inattention in Chinese adolescents. Decreasing MP usage to less than 60 minutes per day may help adolescents to stay focused and centered."
