Good Morning! My names is George A Benavides, Veteran and owner of the National Library For Targeted Individuals a library created for the targeted individuals of this phenomenon we call today Havana Syndrome, Anomalous Health Incidents or Direct Energy Bio effects. I created the library after I was denied due process of the law by the United States Supreme Court in the federal court case Benavides v. Barr see federal court case. I’ve been a victim for over 32 years now in a battle with the United States Department of Veterans Affairs in an attempt to open an investigation as to why I was diagnosed with schizophrenia when they didn’t believe me that this phenomenon was going on. The FBI was also warned along time ago but they neglected to investigate until they began to target and tortured their special agent “Carrie” In Florida and California. I recommend that you review the library and review the evidence it’s beyond a reasonable doubt or the burden of proof that Americans are under attack and have been attacked for over 72 years. In 2001 United States Congressman Dennis Kucinich attempted to give the American people equal protection of the law but was blocked four times from passing the H.R 2977 Space preservation act. Now why would you deny a congressman four times to pass a crime bill when a crime bill generates income for the judicial process? Please review the complainant complaint and allow due process. I have suffered from EHS for the past 18 years and have attached a file containing my story and recommendations for how EMF should be measured in current and future research. The accumulation of radiation on this planet also makes it impossible to live anywhere safely away from it now and I believe if we continue the way we're going, we are causing a deliberate species extinction event of all life that now exists here. February 26, 2026, I was electrocuted 3x in a Ski Hill parking lot where they installed new 6G lamp posts 7 feet above and between every parking space in the lot. My EMF reader on my phone opened by itself and displayed over 3000microTesla in the red! I died on the way to the hospital, 1/4 heart dead. I suffered Massive 4th stage heart attack, and deemed a Miracle by the surgeon - no one has ever suffered that level of damage and survived. Subject: Response to RFI HHS-OASH-2026-0397. Early-life electromagnetic field exposure and neurodevelopment: a pathophysiological hypothesis and a prospective cohort protocol. Observations from research This submission does not report human exposure-effect data; it presents a pathophysiological hypothesis and a protocol to test it [1]. We hypothesize that chronic exposure to anthropogenic electromagnetic radiation during the first 24 months of life, particularly during sleep, may act as a modulating cofactor in the pathogenesis of autism spectrum disorder (ASD). The hypothesized mechanisms are altered Ca2+/calmodulin signaling, mitochondrial oxidative stress, microglial activation and desynchronization of the mirror neuron system, consistent with the theoretical framework of Resonant Convergence [2]. Within this framework, Ion Cyclotron Resonance and thermomagnetic resonance are candidate transduction hypotheses, not yet validated. We explicitly acknowledge the constraints imposed by thermal noise [3]. The epidemiological objective is independent of the validation of these mechanisms: 1. Primary endpoint: continuous composite score (ESCS, CDI/MSEL, EEG mu rhythm 8-13 Hz). 2. Secondary exploratory endpoint: ASD diagnosis at 24 months (ADOS-2, ADI-R, DSM-5). Analyses use mixed-effects models and Firth regression, adjusted for socioeconomic status, screen time and parental health anxiety. Recommendation: prospective birth cohorts with objective exposure measurement. Knowledge gaps and exposure classification Prospective data on nighttime exposure during the first two years of life are lacking. Beyond SAR and power density, classification should account for low-frequency modulation, the ELF magnetic component, cumulative duration, time of day (sleep) and age of the exposed individual. Exposure assessment We propose integrating environmental RF/ELF measurements, source-proximity analysis, device inventories and wearable dosimetry, with objective verification of adherence to nighttime shielding. Children A differentiated assessment is needed. The 6-18 month window is critical for the maturation of the mirror neuron system and grey matter. During this phase, plasticity depends on calcium-dependent mechanisms and on the temporal precision of neuronal activity. Evidence below current limits In human cortical organoids, chronic RF exposure (800-2400 MHz) altered radial glia differentiation and induced the expression of ASD-associated genes via BET pathways. The effect was reversed by BET inhibition [4]. These are in vitro data, not directly extrapolable to humans, but they support the biological plausibility of the hypothesis. A preliminary study also observed EEG modulation with ELF fields of 20-30 microT at 1-4 Hz [5]. Research priorities Prospective pilot studies with continuous neurodevelopmental endpoints, followed by adequately powered confirmatory trials. I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a concerned United States Citizen. The city of Royston put this tower up some months back and for the last three to four months I personally have been having issues with my blood pressure. More specifically the diastolic number. At times it will surpass 100 while the systolic number will remain in the 120-130 range. I've recently purchased and EMF protection and placed it in a central location of our house. It seems to help as my blood pressure now seems normal when I'm in my house. However when I go outside or down to help my husband in the shop behind the house I can feel the blood pressure quickly begin to elevate. My eyes get sore and I have trouble with vision and my head will begin to hurt. So I feel the frequency or the radiation from this tower is most likely the cause of my sudden issues with maintaining stable blood pressure. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

I've been investigating the health hazards of wireless radiation since 1988 as a former member of the Safety Committee of the Society for MRI and the Non-Ionizing Advisory Committee of the NC Radiation Protection Commission, as well as a retired Associate Professor of Radiology from Duke University Medical Center. The FCC is a captured agency that has granted the telecom industry unrestrained access to the rollout of 5G and other forms of wireless radiation while ignoring 30+ years of scientific evidence of harms. They have not implemented the mandate to reevaluate exposure standards that resulted from the 2021 lawsuit from CHD and EHT. The FDA has also failed in its job to protect the public from EMF radiation. Please make these issues a priority of HHS moving forward.

During the covid scamdemic at the hieght of the hoax, when in Australia they had lock downs. I undertook a personal task. While every day the govt was issuing the location of "covid exposure site" and was announcing that they could not figure out why these "exposure sites" were located where they were. I , knowing that many hundreds of 5G towers were erected during the lock downs, undertook to do some correlation work. This work showed a very clear and significant correlation between the govt listed "covid exposure sites" and their proximity to a 5G tower. And although correlation does not prove causation, we can use this evidence (along with the fact that the SARS-CoV-2 virus has been proven to not exist and has not been shown to be isolated via ANY valid scientific method) and hence this data is rather valid and useful to help show that the effect of 5G tower emissions most probably was the real reason why many people become sick during this period.
