I am reaching out to offer my experience in the Maine State Legislature. I dealt with this issue in the 2000s, by introducing a bill asking for warning labels on cell phones, especially for children, due to radiation from it entering our brains. The bill past in both houses, but "leadership" brought in lobbyists to finally change enough votes to kill it: I was a Maine State Legislator and did a great amount of work, with wonderful expert supporters. Data Centers send out big radiation today. Ed Friedman, still working that issue, enlightened me on that; it's not just water and electric power. But who is being allowed to know?

When our city went 5G and I got my first 5G cell phone from T-Mobile, I couldn't hold it in my bare hand without it burning my palm. It felt hot, like a pan straight off the stove to my fingers, my palm, or even laying it on my leg. I had to wear a hot mitt like I use taking a pan out of the oven to hold it. In addition to it being hot, it also felt like a zinging or tingling type feeling in my hands while touching it. I researched how to go in my phone and turn it to 4G only and the burning and tingling stopped as soon as I did that. Also when the power goes out here in town, I can feel my body relax and the silence is so peaceful and I can sleep instantly. Even with my phone on 4G, if I leave it in the kitchen which is the other end of the house from my bedroom, I sleep more restful and deeper than having my phone in my bedroom at night. When I finally got a T-Mobile Hotspot box so I could have Internet at home, I barely could stand it after I turned it on as it ran 5G. It was painful being in the room with it until I got it switched to the lowest setting 2.5G I think it is, just to run my Wyze security cameras. When I leave the city and go to the country, I notice a tremendous difference, how my body relaxes and I feel so much better. I sleep so deeply in the country away from street lights and cell towers.

ORIGINAL COMMENT · UNEDITED TEXT
My experience with EHS: A life changed in 2025 In 2025, I became severely ill with what I identify as electromagnetic hypersensitivity (EHS), following exposure to high levels of volatile organic compounds (VOCs) and new electronic equipment. Before this, I already had asthma, mast cell activation syndrome (MCAS), and multiple chemical sensitivity (MCS). When EHS developed, I realised that my life might never be the same again. In Finland, patients have reported developing EHS after MCS. Professor Ville Valtonen, who has treated many patients with CIRS, has reportedly observed this progression in some of his patients. Having lived with MCS for many years, I had assumed that I would not develop EHS. I think my pre-existing conditions, including MCAS and CIRS, contributed to my vulnerability. Blood tests through a functional medicine doctor showed elevated arsenic levels. I initially developed nausea following heavy VOC exposure outside my home, but my symptoms also improved immediately after moving to a home with better indoor air quality. My deterioration was devastating. I became so nauseated that I could barely eat. I had to switch off the Wi-Fi, stop using electrical heating, and avoid electronic devices. For approximately a year, I could not tolerate even electric lighting. In fall 2025, I couldn’t look at a video without becoming nauseated, and phone use was limited to flight mode for one hour a day. Even my neighbours’ lights were disturbing, and at one point I could feel when they switched their lights on without looking. In spring 2026, I also began experiencing allergic reactions to candlelight. The prospect of spending the winter in darkness made me realise how urgently I needed to get better. Fortunately, there are ways to get better from EHS, and I can now use electric lighting. I was unable to work for a year, and obtaining financial support was extremely difficult. Despite being a highly qualified engineer who had paid substantial taxes throughout my career, I struggled to have my inability to work recognised. The lack of an accepted diagnosis, together with the way EHS is often perceived, made it difficult to explain my condition within the healthcare and social security systems. I feared that mentioning EHS would undermine my credibility because it is often regarded as a functional disorder rather than a disabling condition requiring appropriate assessment and support. Throughout this illness, I have continued to be a mother to two children. Yet the contrast with my previous life is enormous. Before becoming ill, I was a high-achieving engineer with ambitious career goals, an active social life, and numerous hobbies. The social consequences of EHS are also profound. It is difficult to navigate a society in which the condition is frequently ridiculed or dismissed. Beyond the physical limitations, patients face disbelief, inadequate support, and the risk of losing their careers and independence. These consequences deserve serious attention, regardless of the ongoing debate about the mechanisms underlying the condition. I urge HHS to take seriously the reported suffering and functional impairment of people who identify as having EHS. My experience raises several questions that deserve further investigation: Pre-existing conditions: Are people with MCS, MCAS, or a history of significant mould exposure more likely to report symptoms associated with electromagnetic fields or radiofrequency exposure? If so, what factors might explain this? Multiple environmental exposures: Could chemical exposures, indoor air quality, or other environmental stressors contribute to the onset or severity of symptoms that patients associate with EMF or RF exposure? How can these potential interactions be investigated? Individual differences: Why do some people report severe symptoms associated with wireless devices, electrical equipment, or lighting while others do not? What biological, environmental, or other factors might contribute to these differences?

I am a 72 year old female who have noticed over the pass 6 years that inside my home I am being mentally and physically attacked by the electrical outlets and radiation from 5g wifi. In my kitchen, I become light headed and off balanced the entire time I am in the kitchen. I get electric shocks on the top and bottom of my feet and toes, when standing in front of the dishwasher, stove and refrigerator. I also get pain in my ankles. When passing by or standing in front of a electrical outlet I am shocked by dirty electricity. Any equipment I have that hooks to wifi and/or blue tooth, I get shocked just passing by. Passing by my tv, wifi router I get pain in my entire body head to toe. When using my cellphone I feel the effects of the EMF and the radiation in my fingers and hands also when I am using my laptop computer my finger tips are getting radiated and shocked and I feel numbness from the radiation and pain all the way to the bones. I am constantly lightheaded with a headache and I can feel the effects EMF, Wifi, microwave and radiation inside my home and outside of my house as well. Thank you, F Odum

Thank you for requesting public comments about RF wireless radiation, as well as other forms of non-ionizing electromagnetic fields (EMF), including extremely low-frequency electric and magnetic fields from power lines, electrical grid equipment, appliances, and other sources. The U.S. government’s safety limits have not kept up with Americans' use and exposure to technology. The Federal Communications Commission’s (FCC) RF wireless radiation exposure guidelines have not been updated since 1996 and in 2019, the agency declined to change them. https://www.fcc.gov/general/radio-frequency-safety-0 Meanwhile EMF emissions are increasing as new 765 kV high-voltage transmission lines have been proposed for AI data centers and wireless infrastructure continues to be deployed. I am the Ohio Point Person for Children’s Health Defense (CHD) EMR + Wireless Coalition and a board member of SWORT (Southwest Ohio for Responsible Technology). SWORT is a non-partisan grassroots group with members throughout Ohio. We receive no funding. We hear from Ohioans who have been injured from EMF exposure and/or they have loved ones who have been injured. There is only so much we can do to help them. We advise that they eliminate all wireless sources in their homes but this is not always possible as not all utility providers allow consumers to “opt out” of their wireless “smart” meters. Having a wireless-free home isn’t always enough either, for example in situations when wireless emitting infrastructure (cell towers, etc.) has been installed near their homes. Not everyone can afford to shield their homes or move to a safer location. We also regularly refer Ohioans to national organizations for advice on how to address these issues. There is only so much these organizations can do to help them as well. Currently there are Americans of all ages whose health is being compromised by EMF exposure. Some are truly suffering and they have no way to protect themselves from it. This will only get worse if U.S. government agencies do not immediately take action to resolve this. So I ask that HHS do everything in its power to immediately address all of this now. See below for a list of links for review. Thank you for your consideration. In 1971 The Naval Research Institue published: https://zoryglaser.com/wp-content/uploads/2020/05/BIBLIOGRAPHY-OF-REPORTED-BIOLOGICAL-PHENOMENA-EFFECTS-AND-CLINICAL-MANIFESTATIONS-ATTRIBUTED-TO-MICROWAVE-AND-RADIO-FREQUENCY-RADIATION-NO-2.pdf By Dr. Zoey Glaser HIs website is here: https://zoryglaser.com/zory-archives-date/ and I ask that it be included as part of my comment. In 2022 this letter-plus was published by a retired Senior Foreign Service Officer who has a Ph.D in physics: https://nsarchive.gwu.edu/sites/default/files/2022-09/2022-03-00_regarding_moscow_signal_-_afsa.pdf and In 2022 this was posted by: https://nsarchive.gwu.edu/briefing-book/intelligence-russia-programs/2022-09-13/moscow-signals-declassified-microwave Comment on above: Microwave and radio-frequency fields can disrupt brain function, vision, and cognitive clarity, producing dizziness, ear pain, and a discombobulated state through documented effects and plausible mechanisms. The 1971–72 Glaser Navy bibliography compiled over 2,300 reports (including extensive Soviet literature) attributing cataracts, visual disturbances, EEG changes, structural brain alterations, neurasthenia, loss of concentration, dizziness, headaches, memory problems, and related sensory issues to microwave/RF exposure. Soviet research described a “microwave syndrome” of these symptoms at relatively low intensities, underpinning stricter exposure limits; the Frey effect shows pulsed microwaves can directly generate audible sensations and pressure inside the head via tiny thermoelastic waves. Real-world cases such as the Moscow Signal produced overlapping symptom reports among embassy staff—including Ambassador Walter Stoessel’s eye bleeding and later leukemia, though causation was never established—while the 2020 National Academy of Sciences assessment identified directed pulsed RF energy as the most plausible cause of the neurological, cognitive, and sensory symptoms of Havana Syndrome, including dizziness and head/ear pressure. Given these concerns, all electric smart meters on houses and buildings must be optional without a monthly opt-out fee. Together these elements indicate that certain pulsed or chronic RF exposures can leave people feeling discombobulated, even if Western regulatory views emphasize thermal effects and large epidemiological studies have often been mixed or negative.

I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am responding from the perspective of a parent and protector of ordinary people. Wireless radiation has affected me and my family personally but also everyone else near a cell tower, 5g, and owners of wifi routers and electronic devices. I support HHS taking an active role in further examining the known health and environmental effects of wireless radiation. Questions about human health should be addressed by federal agencies with appropriate expertise in medicine, biology, epidemiology, and public health, and the experiences of individuals and families who report being affected should be considered alongside the scientific evidence. I urge HHS to carefully evaluate these experiences and the scientific evidence, identify gaps in current research, give particular attention to children and other potentially vulnerable populations, and establish appropriate federal research priorities regarding wireless radiation and public health. Thank you for providing individuals and families with an opportunity to be heard.

Hello, I am submitting this comment in response to HHS’s Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure. I am an Ivy Alumn, and a mother of two teenagers. The wireless radiation bombarding humanity, plants and animals is nothing Earth has ever experienced before. The damaging effects are both palpable in the present, and obvious threats to the future. My family is considered particularly sensitive - we are athletes, we not have allergies, fortunately, however, my children and I can feel the presence of WiFi radiation when we drive past a cell tower, or spend too much time in an airplane. There is a pressure, slight buzzing, change in the air which can create headaches. It is not hard to imagine the long term damage such air pollution can cause. Humans are electrical beings, delicates composed of high frequencies. When altered, our natural rhythms and biometrics are impacted, in this case, adversely. I support HHS taking an active role in examining the potential health and environmental effects of wireless radiation. Thank you for your consideration.

ORIGINAL COMMENT · UNEDITED TEXT
To: Federal Communications Commission (FCC) Department of Health and Human Services (HHS) / Food and Drug Administration (FDA) Subject: Public Comment Regarding Outdated RF Radiation Exposure Limits, Multi-Device Realities, and Implementation of the EHT v. FCC Court Mandate To Whom It May Concern: I am submitting this comment to formally urge the Federal Communications Commission (FCC) and the Department of Health and Human Services (HHS) to update the United States exposure limits for radiofrequency (RF) electromagnetic fields. The current federal exposure limits were adopted in 1996 and remain rooted in an obsolete thermal model that presumes biological harm occurs only if tissue is acutely heated. In 1996, mobile phones were utilized sporadically and held away from continuous bodily contact. Today, wireless exposure is near-constant, multi-source, and delivered directly against human skin across an expansive ecosystem of personal and commercial devices: 1. Continuous Contact and Body-Worn Devices: The 1996 standards never envisioned hardware engineered to operate in direct, uninterrupted contact with the human body for 16 to 24 hours a day. Millions of Americans now continuously wear smartwatches, fitness trackers, and connected rings, alongside direct-in-ear transmitters like Bluetooth earbuds and wireless headsets. Testing standards based on short-duration, separated-distance models fail to reflect the cumulative biological load of these skin-contact technologies. 2. Dense Multi-Source Living and Work Environments: Current Specific Absorption Rate (SAR) evaluations assess a single isolated device. However, daily environments subject individuals to simultaneous, overlapping fields from: Mobile hardware: High-powered smartphones running simultaneous cellular (5G/4G LTE), Wi-Fi, and Bluetooth radios, frequently carried directly in pants or jacket pockets. Portable computing: Wi-Fi- and cellular-enabled tablets, laptops, and e-readers resting directly on laps or near vital organs during work and education. Household and municipal infrastructure: High-output Wi-Fi 6/7 mesh routers, smart electric and water utility meters, smart TVs, voice-assistant smart speakers, and automated home security hubs broadcasting continuous beacon signals. 3. Non-Thermal and Chronic Low-Level Biological Effects: The assumption that only thermal burns or acute heating warrant safety margins is contradicted by substantial independent, peer-reviewed scientific literature—including research from the National Toxicology Program (NTP). Studies demonstrate cellular oxidative stress, metabolic disruption, and potential neurological impacts from persistent low-level pulsed fields, even when temperatures remain unchanged. 4. Failure to Protect Developing Neurological Systems: Standardized plastic mannequins modeled after adult male dimensions do not account for children or adolescents. Thinner cranial bones, greater fluid conductivity, and smaller body mass mean modern wireless tablets, educational laptops, and phones deliver higher relative doses to children’s developing nervous systems. 5. Mandated Compliance with EHT v. FCC: In Environmental Health Trust, et al. v. FCC (11 F.4th 912, D.C. Cir. 2021), the U.S. Court of Appeals for the D.C. Circuit ruled that the FCC acted arbitrarily and capriciously by terminating its inquiry into its 1996 limits without providing a reasoned explanation regarding non-cancer harms, chronic exposures, and modern children's usage. The FCC, in coordination with HHS and the FDA, must fulfill this legal remand through a transparent, science-based review rather than maintaining reliance on a 30-year-old framework. The federal government must align its regulations with today's multi-device, body-worn reality by updating RF exposure limits to account for continuous, non-thermal, cumulative exposures. Respectfully submitted, Mark Kuether Oostburg WI 53070
