Submission to the Department of Health and Human Services (HHS) Regarding: Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure I am submitting this comment to urge the Department of Health and Human Services to expand its review of safety thresholds regarding ambient electromagnetic fields (EMF) and radiofrequency (RF) radiation exposure. As wireless networks expand, the public is increasingly exposed to cumulative radiation from consumer devices, cell towers, and commercial infrastructure. My primary concern centers on the need for thorough federal evaluation of how ambient radiation interacts with the human nervous system. Publicly available intellectual property, such as registered patents detailing nervous system manipulation via electromagnetic fields, alongside established military research into directed energy and neuro-technologies, demonstrates that the biological mechanisms for external influence on human physiology exist conceptually and technically. There is a critical need for transparent, civilian public health standards to investigate whether ambient commercial frequencies intersect with these neurological pathways, particularly regarding unintended cognitive or behavioral stress. In my own experience, I have noticed profound physical and behavioral disruptions that correlate with wireless environments. Keeping an active mobile device in close proximity to my body results in localized skin irritation, burning sensations, and rashes. Additionally, I experience persistent headaches and severe sleep disruptions. Ambient electromagnetic signals and visual emissions from household Wi-Fi routers and LED lighting indicators consistently degrade my rest; I experience a noticeable improvement in my sleep depth and cognitive clarity only when these devices are fully powered down or physically covered. Given the complexity of these interactions, I ask that HHS transcend standard thermal tissue heating models. The department should fund independent, transparent research into the neurological and psychological impacts of non-thermal RF exposure, investigate localized exposure risks, and establish clearer public guidelines. Thank you for your attention to these critical public health and regulatory concerns.

I am an electrical engineer specializing in electromagnetics and worked for many years for the Navy including researching the biological effects of electromagnetic fields on sailors due to equipment that emits high electromagnetic fields. I have also seen the results of high electromagnetic fields in my own environment at home measuring extremely high fields from my electric smart meter, Wi-Fi router and nearby cell towers With my meters. I have read through some of the 1000 studies or so that have been done on the biological effects of electromagnetic fields and have determined that they are not , for the most part, frequencies and power levels, that are compatible with human biology, and the field strengths are getting higher and higher. Ever since my analog electric meter on my home was replaced with a higher power Wi-Fi meter I experienced tinnitus ever since. And when I am close to a transmitter I always know because my ears ring louder. I have even gone to the point of using shielding paint to at least Shield my bedroom so that while my body is in a rest and digest and repair mode at night it is not being impacted by these electromagnetic fields affecting our electromagnetic bodies as our heart and brain and cells all run based on frequency and voltage that's why there are EKGs and EEG's to measure the electrical activity of our organs. Also every cell has a voltage gated calcium channel and Martin Pall and others have shown the delirious effects on these from electromagnetic fields at various Wi-Fi, 3G, 4G and 5G frequencies. Please fund real research that isn't biased or funded by the telecommunication companies and en act much stricter limits. We are definitely headed in the wrong direction with Ever increasing power levels. We do not use any wireless devices in our home and have our home hardwired and fiber optics could certainly be used more in place of wireless transmitters.

One of the main issues concerning EMF Radiation is the Milligauss factor. 2.5 mG is the highest level a biological organism can endure without damage beginning to take place in DNA. Milligauss is the flux density of an electromagnet field. The density matters, and matters big time. Cell phones are almost always WAY over 2.5 mG and so are computers, laptops, ipads, tablets, and many vehicles, especially electric vehicles. Additionally, 2.4 gH is the frequency where water molecules begin to ocsilate. Microwaves operate at 2.5 gH, so all of our wifi technology is only slightly lower than a high powered microwave. The Milligauss levels are insane, and the damage is far beyond what any trillion dollar industry will ever reveal.

Cell phones, wifi, 5g, 6g towers, starlink and smart meters are destroying humans and animal's health. Mold grows 600x faster when exposed to wifi and moldy homes are very common now. I have a lung tumor because of cell phone 5g radiation. It responds to cell phone use as I hold my phone on that same side of the torso, right where the tumor is. All these devices need better regulation and come with mitigating hardware. All of them. And educating the public is a must.

I have black mold infection and 5G causes mold mycotoxins to increase 600 times over making people infected chronically ill with no chance of getting better if this continues. Any home can have black mold growing under floors, behind walls, etc. and mycotoxins are invisible and people have no idea what is causing their health problems because it is not recognized by mainstream medicine at all and neither is the 5G causing black mold mycotoxins to multiply 600 times over. Black mold causes a multitude of different symptoms of which 5G multiplies the severity of symptoms. For the sake and health of mankind, please do not allow 5G and definitely not 6G either, that will be the end of billions of lives. Please stop 5G

It’s imperative for us to test and measure the effects of EMFs on our health. I suffer from an immune system threat and want very much to know why. Knowing the why makes all the difference. I’ve seen studies on how EMF waves breed discordance and that parasitic infection feeds off EMF. Knowing specifics will make all the difference for me, autoimmune conditions.

If the mammalian nervous system responds to exposure to resonant field it is probable resonant field has environmental consequences. It is possible environmental exposure to near resonant RF radiation is a causal factor in demyelination disease, either through direct or responsive effect. In direct effect small sustained induced voltages would cause scaled electrolytic reduction of myelin; while a possible responsive effect is an induced neurochemical response to the presence of chemical species resulting from small scale electrolytic reduction of myelin. This response frequency may be near individually specific. If so, this would explain why only a small number of people within a large population group would be affected by identical exposure to specific frequencies. Quote "---the human body absorbs RF energy more effectively at a frequency where body length is about .4 the wave length and the body's long axis is aligned with the incoming electric-field polarization. This condition is known as "whole-body resonance." Further - "for an average male adult weighing about 70 kilograms and about 1.75 meters tall, the maximum RF energy uptake would be at about 60 MHz, close to TV channel 2, and not far removed from the 6- meter band." (2) End quote. The above gives the approximate values for "whole body" resonant frequencies, which could be interpreted to mean a cylindrical object with some conductive value. However, the nervous system (or components thereof) could be viewed as a much less massive subsystem of significantly different effective length and with a much higher Q value due to both structure and chemical composition. The "Q Value" being defined as the sharpness or reactivity of the system to field at or near specific resonant frequency. Although field density is most commonly sited as the measurement of environmental exposure, frequency has a much greater impact on resonant capable systems. Again, a long thin conductor will react like a high inductance RLC circuit when exposed to near resonant frequency. In computing values for a RLC circuit where the inductance is given as .1 Henry and solving for the capacitance to tune the circuit to an effective length of 68 inches; the tremendous effect frequency has on the induced power becomes clearly evident. First computing induced power at resonance and then changing the frequency (wave length as E/f) of the exposing field by a value corresponding to just .001 inch, the induced power changes by over 8 fold. At 173 MHz this corresponds to a difference of about 2500 HZ. This is a relatively small difference in frequency, or length of the resonator, for such a significant change in induced power. It is this fundamental and universal effect, electrical resonance, that could explain why only a small number of people, out of a large population group, would be affected when exposed to the same electromagnetic environment. Direct VS In-direct Cause. This topic is best addressed through a series of questions. Is it possible to electrolyze myelin, if so would the resulting reaction species trigger an autoimmune response? How does the mammalian nervous system respond to exposure to near resonant field? Does the response include a “boost” in neural signal potential? How do the results of high field/short term exposure compare to low field/long term exposure? The spinal cord alone presents a thin continuously conductive material. An example of this begins at the Foramen Magnum (extending from the brain stem) and continues down through the Vertebral Canal to the tapering point of the Conus Medullaris. This component is further lengthened by the Brain Stem at one end and Cauda Equina at the other. It can be inferred that the physical structure of the signal path remains continuously connected and insulated to the smallest terminal points. I propose that certain components of the human nervous system, alone and/or in continuously connected combination, will respond to near resonant field, that the frequency of resonant response will be a function of the length of electrical continuity and that very possibly, for some components, singularly or in combination, will correspond to a bandwidth commonly found in the environment. I suggest the length and inductance of the human nervous system is possibly individual specific and can be used much like a fingerprint. Further, that the “Q Value" of the nervous system, combined with the slight resonant print differences between individuals, would explain the low occurrence of detrimental effect when large population groups are exposed to the same electromagnetic environment. 1. Memory retains itself in its non material informational substrate/space. Hence the chip reader will fail to collect data of a dead being. To study the impact of disturbances created by EMF's, RF's, Wireless fields and microwave radiation exposure on human biology is of significance as it diverges away from the nature intended interception of Non material informational substrate on its subjective on its intended platform. Of significance in discussion is unwanted financial impacts of field interference as such, seen due to smart devices, smart energy utility read meters and smart energy appliances. Energy costs are soaring and one aspect that is implicated is the smart reading meters which utilize RF to read energy usage, many a times inaccurately so due to interference. Because of a medically caused injury, I retain MRI contrast that is impacted by EMFs causing me additional pain and injury. Many other people are harmed, as well.

I am an individual who has suffered personal injury from a nearby cell tower that was upgraded in June of 2023. I spoke with the crew that did that upgrade. I also spoke with the crew that did the last upgrade. My symptoms are; unsteadiness on my feet, mental fog, tinnitus, sleep comas, dehydration. I believe the former symptoms are the result of the latter symptom. I have to constantly drink water to avoid these symptoms. This was not the case prior to the installation and upgrades to this tower. In July of 2023 (shortly after the first upgrade) I had to go the emergency room at our regional hospital due to severe vomiting. I was admitted to the ICU for treatment of salt deficiency I was in the ICU for 5 days. Turned out, all the water I had been drinking had depleted my salt reserves. Given that microwave radiation alters water molecules (that's how microwave ovens work) it would seem these microwave frequencies not only have a negative effect on the water molecules in our body, but also on the ability of water molecules to form into clouds. As a small farmer, I'm suffering from a double whammy from cell towers. Although we are told that the "scientific consensus" is that microwave towers do not affect local climates, after asking several versions of AI to show me scientific studies that prove cell towers have no affect on local climates, they were unable to present a single study.
