Date: October 15, 2026 As a citizen and stakeholder deeply concerned with digital infrastructure, public safety, and individual liberties, I am submitting these formal comments regarding the rapid advancement and deployment framework of next-generation sixth-generation (6G) telecommunications technologies. While industry and international stakeholders frame 6G development around unprecedented data speeds, multi-band spectrum allocations, and space-air-ground network integration, the technical architecture proposed for these systems introduces profound policy and civil liberties challenges that demand rigorous legislative oversight. #### Key Areas of Concern for Public Officials: 1. **Pervasive Sensing and Integrated Surveillance:** Unlike previous cellular generations focused primarily on communication data throughput, 6G frameworks explicitly merge communication with real-time ambient sensing, radar-like environmental tracking, and artificial intelligence-native network nodes. This shift transforms telecommunications infrastructure from a utility into a continuous monitoring apparatus capable of tracking spatial positioning, physical movement, and localized activity without adequate statutory boundaries. 2. **Erosion of Private Property and Personal Sovereignty:** The convergence of high-capacity mid-band spectrums, automated edge-computing nodes, and continuous biometric/environmental data collection threatens the physical, mental, and digital sovereignty of citizens. As infrastructure projects expand—including high-voltage transmission corridors and dense base-station deployments required to support these networks—private landowners and local communities face growing intrusions that outpace existing regulatory protections. 3. **Data Governance and Strategic Control:** With global competitors accelerating field trials and integrating AI agents directly into network routing and base stations, domestic policy must prioritize transparency, data minimization, and strict security guardrails. Citizens must be assured that next-generation connectivity does not compromise local autonomy, personal privacy, or secure data governance. #### Recommendations for Action: * **Mandatory Transparency and Public Hearings:** Require transparent reporting and public impact assessments before the deployment of advanced sensing and ambient tracking infrastructure within municipal and rural jurisdictions. * **Strict Protections for Personal Privacy:** Establish clear statutory limitations preventing the collection, aggregation, or monetization of ambient sensing data gathered via public telecommunications grids. * **Preservation of Local and Individual Sovereignty:** Ensure that state and federal policies protect private property rights and local governance structures against unmitigated, high-impact infrastructure expansion. Thank you for your attention to these critical long-term implications for our security, privacy, and sovereignty. Respectfully submitted, Sheila Hemphill

I am submitting this comment as a consumer concerned about long-term exposure to wireless radiation from phones, Wi-Fi routers, cell towers, and other connected devices. I urge HHS to conduct a thorough, independent review of whether current exposure limits adequately protect public health. This review needs to consider those most heavily exposed and should examine potential effects beyond tissue heating, including evidence concerning cancer, reproductive health, and children’s development. Please prioritize research that reflects how people actually encounter wireless radiation: repeated exposure over many years, often from multiple sources and devices used close to the body. Assessments should consider signal strength, pulse patterns, duration, and combined exposure. Please consider Melnick and Moskowitz’s 2026 analysis of animal data, which argues that existing exposure limits may inadequately protect against cancer and reproductive harm (https://doi.org/10.1186/s12940-026-01288-6). I also ask HHS to evaluate Lai and Levitt’s review of exposure intensity, duration, and signal modulation (https://doi.org/10.1080/15368378.2022.2065683), and Scarato’s review of US regulatory gaps and proposed reforms (https://doi.org/10.3389/fpubh.2025.1677583). These papers warrant careful consideration alongside the broader evidence, including studies that have not found adverse effects. I ask HHS to: •Assess whether additional protections are needed for children, pregnant women, and other potentially vulnerable groups. •Support long-term research with safeguards against industry conflicts of interest. •Provide clear information about exposure and practical ways to reduce it, including wired alternatives in homes and schools. •Recommend updated standards wherever the evidence shows that existing limits are insufficient. Consumers should not have to navigate these questions alone. Please use this inquiry to advance transparent science, meaningful oversight, and public health protection.

We the people dont agree with 5g towers, it is more like attempting murdering the citizens with those high radiation from the towers. Meaning we need to cut those towers down immediately.

ORIGINAL COMMENT · UNEDITED TEXT
Dear Officials, I am writing to submit my personal testimony regarding the adverse health effects I have experienced, which I believe are closely associated with prolonged radiofrequency (RF) radiation exposure and urban electromagnetic field (EMF) environments. Part 1: Occupational Exposure and Neurological Symptoms For approximately 5 years, I worked in a medical office where my duties required me to hold a cordless phone to my ear for 3 to 6 hours a day, 5 days a week. Due to strict patient privacy regulations, I could not use the speakerphone function. During this period, I began suffering from severe, debilitating migraines, occurring 1 to 2 times per month. The pain consistently originated from the area just above my right ear and irradiated across the trigeminal, orbital, temporomandibular, and cervical regions. The pain felt as though it emanated from either the area above the ear or from the top-central part of my head. It was strictly unilateral (affecting only the right side). These episodes were accompanied by intense "electric shock" sensations that spread across my entire cervical fascia, lasting for about 4 days. During these crises, the pain caused severe gastric distress, making it impossible to eat or move. Relief was only achieved by lying in a completely dark and silent room, pressing the affected eye against a warm pillow. Mild massages or heat applied to the top of my head provided slight, a temporary light comfort. In terms of medical management, paracetamol offered minor relief only after 5 to 6 hours, without resolving the electric shock sensations. Conversely, a non-steroidal anti-inflammatory drug (NSAID), specifically nimesulide, consistently alleviated the pain and the electric shocks within 20 to 30 minutes. Part 2: Cessation of Exposure and Symptom Resolution After approximately 7 years, I left that employment, which completely terminated my daily, prolonged use of the telephone. While I maintain a mobile phone, I strictly avoid placing it near my head. I rarely make calls, and when necessary, I use a tubeless airtube headset or utilize the speakerphone function, keeping the device at a distance of at least 50 to 60 centimeters. Within 12 months of terminating that occupation and changing my wireless habits, the severe migraines began to subside significantly. I do not take other medications, I do not smoke, and I maintain a very balanced, healthy diet and a calm lifestyle. Through careful observation, I have ruled out other potential lifestyle or medical variables. Part 3: Environmental Sensitivity and Urban Re-exposure Over the past 15 years, I have observed a consistent, repeating pattern regarding my environment. Every August, I reside in a secluded coastal and mountainous area characterized by a very low density of routers, low vehicular traffic, GPS tracker, and low population density. In this environment, my physical health completely regenerates, and I experience high levels of physical energy. However, upon returning to the large city where I currently reside, I experience an immediate and severe physical decline from the very first day. The sensation is described as a persistent, distressing "burning" feeling in the brain, accompanied by a constant state of neurological tension, alert, and over-stimulation that prevents any real rest. This systemic stress causes gastric burning and profound fatigue, rendering me unable to perform simple daily tasks. Upon my return to the city this year, I suffered a continuous 9-day migraine crisis. My systematic observations over fifteen years confirm that a isolated, low-EMF environment restores my health, whereas the high-density urban environment consistently causes exhaustion and severe pain. I urge federal health and communications agencies to thoroughly investigate the biological mechanisms underlying these exposure patterns, to acknowledge the reality of environmental sensitivities, and to implement protective standards, particularly regarding long-term occupational exposure and CEM/radiation density. Sincerely.
