This is my experience with radiofrequency (RF) radiation. It has greatly impacted the quality of my life. I'm old enough to remember a time when there were no cell phones, laptops, wi-fi routers or TVs, Smart meters, etc. It was a more calm and peaceful existence. Since this technology has grown, so have my health issues. I have sleep issues, fatigue, anxiety, brain fog, tinnitus all which lift when I remove myself from the reach of these technologies. I sleep and feel better if I turn off our wifi router and opt-out of smart meters. It is a form of torture for me. It is a stressor. It is to the point where there is no escaping the reach of this technology. There is no where to find refuge from this advancing technology. I grew up in rural Nebraska. My husband and I were at one time planning on retiring there in the home that his parents built. About 5-10 years ago, a cell phone tower was built about 100 yards from the house. To be there is pure chaotic torture for me. I can't live there. I spent over $1000 to buy "harmonizers" from emf Solutions, a company that specializes in calming electromagnetic frequencies. This "remedy" only helped a little. Is this fair? Please refer to the Bioinitiative Report (2012, with Subsequent Research Updates). There is electromagnetic sensitivity on the neurological system. Please do something about this. There seems to be an abundance of studies that prove that EMF's are now a serious epidemic which causes a significant percentage of disease we now face. Thank you for the opportunity to comment on this burgeoning issue. Please go to non-biased organizations like: www.Bioinitiative.org/conclusions or www.emfscientist.org.

ORIGINAL COMMENT · UNEDITED TEXT
I am one of the growing number of people who has had my life disrupted from wireless devices, even though these common devices meet the current FCC guidelines. I became ill in 2012 when a smart meter was installed on my home with no notification of dangers to my health. I became ill with a condition known as Electromagnetic Sensitivity, which sounds mild enough, but has been a devastating life change. I have been misled by the US government, the FCC, and the wireless industry who state that the radiation that made me ill is safe. It is unusual to recover from this condition once one has become seriously ill as I have. When I am exposed to radiation from wireless sources such as cell phones, Wi-Fi, cell towers, wireless smart meters, and other wireless devices, I experience adverse health effects including headache, nausea, dizziness, exhaustion just from brief exposures. Brief exposures take three days or more to recover from. If the exposure is longer, even at very low levels of radio frequency radiation, recovery can take three to six months during which I am too ill to risk leaving my house. Longer exposures cause a headache which does not resolve for months, prolonged dizziness and profound exhaustion along with skin rashes, insomnia, systemic edema, metal confusion and difficulty concentrating, stomach and joint pain, and irritability among other symptoms. Recovery is slow and partial, it does not return me to health, just a more functional level of existence. Before the effects on my life from developing wireless radiation sickness I enjoyed an active social and creative life. I painted and exhibited my work in galleries. I enjoyed social dancing and was taking five dance classes a week learning tango and salsa that I drove an hour away from home for. These activities are no long possible. Once the smart meter was installed I became so seriously ill that I could barely care for myself and repeatedly requested that the utility company remove the meter. I was diagnosed with Electromagnetic Hypersensitivity, but my doctor's letter was ignored by Edison. Finally, nine months later an analogue meter was installed and I assumed I would get well. That did not happen. It was necessary to totally change my life. I had to get rid of my mobile phone, cordless phones, microwave oven, and now have to sit over two feet away in order to use my wired computer and have to be three feet away from electric appliances in order to use them. I can not travel anywhere in a car without reacting to cell towers. I can not go into stores because of wi-fi. I can not go anywhere in public, church, concerts, art galleries, etc. because almost everyone carries a cell phone. At this point I am confined to my house. Friends shop for food and deliver it for me. I only leave my home a few times a year for dental and eye appointments. I have consultations with my physician by phone to limit exposures. I am very isolated from direct human contact. The FCC adopted its human exposure guidelines in 1996 based on science from the 1980's. This ignores the large and growing body of science showing biological harm even at non-thermal levels. Please read and respond to the link to one of these studies below. Becoming Electro-Hypersensitive: A Replication Study. Dieudonne, M. Bioelectromagnetic 40:188-200. (2019).

ORIGINAL COMMENT · UNEDITED TEXT
My name is Mana Washio, and I currently live inSpringfield, MA. I became EHS in 2013, when my husband and I lived in Watertown, MA. While we were on vacation, NSTAR came and installed a bank of infamous Smart Meters. Our bedroom was surrounded by them, and there were also two circuit breaker panels underneath our bedroom (because we lived on the 1st floor). We also had a WiFi router in our bedroom, without knowing its harm. Immediately after the Smart Meter installation, I started having piercing headaches, as if someone was inserting an ice pick into my brain. It was SO bad, I could not sleep at all. I also developed all sorts of GI issues, heart palpitation, chest pain, concentration difficulties, and so on. My symptoms subsided when I went away from my home, and it became worse when I came home. I also felt VERY strong pain standing right in front of the Smart Meters outside, so I knew what was causing the problem. EHS diagnosis was extremely difficult to attain, because there are VERY few doctors who could diagnose. I was only able to get one in 2022, after moving to RI. I was a performing musician for many years, but large concert venues where people gather with their cell phones became the hardest place to work. I was forced to completely switch my career, and now I work from home as a Health Coach & a Reiki practitioner. Although I love my current job, I had to start all over and had completely different training before I was able to start making decent salary. In July 2023, I took the National Board Exam for Health and Wellness Coaching. 3 years ago in 2020, I actually took the same exam but miserably failed, due to the severe short-term memory and vision issues I developed due to the high EMF exposure at the test site. Even though I had requested, I was not given any accommodations I needed. So I forced myself to go into the test center. In 2023, I submitted the accommodation request again, along with the formal EHS diagnosis from MD and two supporting letters. I also explained what happened to me 3 years ago. But they did not give me the necessary accommodations right away. My accommodation request was only granted after I wrote the 3rd letter to them, quoting directly from the Department of Justice website, under the “Exams and Courses” section for people with disability. After the approval, I was finally able to bring in a few EMF shielding materials. Thankfully, my short-term memory and vision were intact this time, and I passed the exam. It is VERY clear that the EMF safety standards set by FCC is grossly outdated and inadequate. I strongly urge FCC to immediately review the current safety standards, and truly reflect the harms of these manmade radiation. They are THOUSANDS of published, peer-reviewed scientific studies from independent scientists (who have NO monetary ties with the industry) that clearly show EMF's biological harm, and you simply cannot continue to ignore the significant impact it has already made to people, animals and environment.

ORIGINAL COMMENT · UNEDITED TEXT
I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. The Court directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. Specifically, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices. The FCC should fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment. Here is just one study I believe the FCC should review when addressing the concerns about wireless radiation: BioInitiative Report (2012, with Subsequent Research Updates): Updated Research Summaries https://bioinitiative.org/updated-research-summaries/ – Collection of scientific research concerning neurological effects, oxidative stress, DNA damage, genetic effects, and electromagnetic sensitivity. Individual summaries have different update dates, including 2022. The 1996 limits rest on outdated thermal assumptions and ignore more than 500 studies showing non-thermal biological effects—oxidative stress, DNA damage, neurological harm, reproductive impacts, and effects on children and wildlife—at levels far below those limits. No adequate safety testing exists for modern pulsed, cumulative, or 5G exposures. Children, long-term residents, pets, and the environment remain unprotected. The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public. I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court. This issue matters to me personally because: I have experienced headaches, insomnia, tinnitus, heart rhythm changes, and various other effects from nearby cell towers, or when near cell towers and wireless sources. These symptoms are not isolated; they are consistent with non-thermal biological effects documented in the scientific literature and affect my daily health and well-being. As a certified wildlife rehabilitator, I have also seen and witnessed animals and birds of various types negatively harmed by proximity to these facilities. As a health counselor, I have seen and tried to help people with heart rhythm problems and irregularity, anxiety, stress, insomnia, tinnitus, head and body pain, headaches, migraines, and other common effects associated with these exposures. I do not consent to, and expressly withhold my consent for, any RF radiation, electromagnetic emissions, or wireless frequencies from cell towers, Wi-Fi routers, cell phones, or other wireless telecommunications facilities being directed at or towards me, my person, my family, my home, or my state and country. I urge the FCC to give meaningful consideration to the experiences and evidence before it and to fully address each of the issues identified by the court.

ORIGINAL COMMENT · UNEDITED TEXT
My family and I were all injured by a 5G frequency cell tower installed in Fall 2021, we had multiple debilitating health conditions until we discovered the root of the problem. We removed ourselves from the situation, and we're all left with EMR-S, (electromagnetic radiation sensitivity syndrome), which has changed our lives. We can no longer work, socialize, do fun things we used to, eat out, be near lots of people, family members shun us and don't believe us, people don't take us seriously and much more. There should be in place accommodations for our disability, so we don't have to fight continuous uphill battles with systems just so we can live our lives in safety and comfort like we used to, because we're surrounded by cell towers, 5G minis, routers, phones, smart meters, etc. I should be able to opt out of my smart electric and gas meters, but the utility companies are ready to fight and ridicule, not help or assist with this disability they dismiss. My life is not the same. It should be the government's job to protect us, and give us injured sensitives rights so we can live normal lives again, especially when it's both government and private entities making money off the cell service, however at peoples' health costs. Me, my wife, and both my kids and mother in law, will never be the same because we can't do the same things we used to in life. We would like to be heard. We want protection and support. Stop putting up cell towers everywhere, and start accommodating to those who have been injured.

Our association (AEPOH) offers EHS people a rest in a white zone sanctuary for some weeks to recover from their exposure. This way we meet lots of EHS people. I can assess that • there are really many people suffering from EMF, experiencing more or less severe symptoms when they arrive • some of them have even got homeless because they can no longer live in their highly exposed homes, and have to sleep in their cars in low exposed places • after a while depending on the person (at least a few days, sometimes a few weeks) they are feeling better and their symptoms (headaches, tinnitus, neuromuscular trouble, cognitive trouble, ...) have eased or even disappeared but are sadly coming back when they are re-exposed. As I am neither a scientists nor a health practitioner, I will not give any medical explanations but stick on my testimony. I hope this will convince your department of the reality of EHS and the urgent need to give these people the right to live, especially by reducing exposure levels and creating white zones all around. Sincerely yours, François, chairman of the association.

ORIGINAL COMMENT · UNEDITED TEXT
1996 limits are absolutely inadequate and those of us whose lives have been destroyed by the smart grid roll out and the towers and forced led light conversion are the evidence .there are hundreds of thousands of us that cant live anywhere since someone decided the IOT's digital ecosystems would replace our living ecosystems. Restore independent federal research programs and coordinated interagency review of the issue. All activities and funding should be publicly reported. Direct federal agencies to commission the National Academies of Sciences, Engineering, and Medicine to review the health and environmental effects of non-ionizing electromagnetic fields, including RF and ELF exposures, and issue actionable policy recommendations, research priorities, monitoring, and protection of children, workers, and ecosystems. Direct the National Institute of Environmental Health Sciences (NIEHS) to conduct a comprehensive, transparent review of human, animal, and mechanistic evidence on the health effects of RF, ELF and other non-ionizing exposures, including chronic exposure and vulnerable populations. Prioritize evaluations of RF radiation and ELF magnetic fields for inclusion in the National Toxicology Program’s Report on Carcinogens. Research should encompass all artificial non-ionizing frequencies, including power lines, charging systems, wireless power transfer, LED systems, satellite systems, and mmWave–THz bands associated with emerging technologies. Risk Assessment and Exposure Limits The FCC has no public health, environmental, or biological expertise and cannot perform scientific analysis. Direct relevant federal agencies with public health expertise to establish legally enforceable, science-based exposure limits for RF radiation and other non-ionizing electric and magnetic fields, addressing long-term, cumulative exposures and non-thermal effects, with protections for children, pregnant people, workers, and medically vulnerable populations, and clear monitoring and enforcement requirements. RF and EMF radiation exposure limits should be based on a comprehensive review and risk analysis of scientific research. The approach should be a public health approach of risk mitigation. Science-based safety limits for health protection need to be developed for all artificial non-ionizing frequencies, including those from electricity and electrical charging systems, wireless power transfer, LEDs and artificial light, satellite systems, and the higher THz bands associated with emerging technologies. Develop wildlife-specific exposure limits and immediate policies to mitigate wildlife exposure and environmental exposures in ecologically sensitive areas. Require regular, publicly scheduled reviews of exposure limits and regulations based on current scientific evidence, with public participation, independent scientific review, and timely revisions to address new findings, technologies, and exposure patterns. Safety Testing and Enforcement Require premarket safety testing for health effects from chronic exposure for all new wireless technologies, and for proposed electrical grid infrastructure (such as high voltage 765 kv power lines) emissions, just as is required for drugs. Modernize cell phone and wireless device compliance tests to reflect real-world use of people of all ages, including direct body contact and simultaneous exposure from multiple devices. Establish routine robust post-market RF radiation compliance testing for all cell phones, RF emitting devices, cell towers, base stations etc., with all results publicly posted and meaningful enforcement. Exposure Monitoring and Health Surveillance Implement a nationwide RF and EMF exposure measuring and monitoring program prioritizing schools, workplaces, residential areas, and sensitive wildlife habitats with 24/7 monitoring. All measurements should be publicly posted on an easy to access website with the ability to see measurements over time. Analyze data with regular updates for the public. Create a national health and environmental surveillance system to document and investigate suspected adverse effects. Consumer Information and Public Education Require clear RF radiation exposure labeling on all cell phones, Wi-Fi, Bluetooth and wireless devices, packaging, and at the point of sale, including applicable separation distances for the test system (if the FCC continues to refuse to update the tests) and practical instructions to reduce exposure. Require clear EMF exposure labeling for charging cords, power adapters, appliances, and other electronics, including information on electric and magnetic field emissions and practical instructions to reduce exposure. Launch a multimedia public health education campaign for the American public on wireless and cell phone radiation, covering cell phones, Bluetooth devices, laptops, tablets, Wi-Fi routers, and other RF-emitting devices, with clear, practical guidance on reducing exposure and using wired alternatives.Ensure clear straightforward guidance and the importance of using wired alternatives. Expand public education to address electric and magnetic field exposures from charging cords, power adapters, appliances, and other electronics, with clear guidance on reducing exposure through distance, placement, and equipment use. Risk Mitigation and Exposure Reduction Mitigate RF and EMF exposures in schools and childcare settings, prioritize wired connections, and establish protective siting policies to ensure schools are not near RF or EMF emitting infrastructure. Prohibit cell towers and high-voltage power lines on or near schools. Incentivise technologies and research that eliminate and/or reduce exposure, including readily available Ethernet connections and other wired options. Require manufacturers to provide readily usable wired connection options, including plug-and-play Ethernet and cable connections instead of wireless.Require manufacturers and network developers to demonstrate that they have researched and integrated EMF reduction strategies into devices and network deployment.Consider a federal certification program for no/low EMF technologies and spaces.Issue guidance to local governments and institutions on reducing exposures through infrastructure siting, land use planning, building networks, and device selection. Accessible Public Spaces and Medical Facilities Ensure public libraries and other public accommodations provide designated areas free of intentional wireless RF emissions, with wired internet access and measures to minimize other non-ionizing EMF exposures. Ensure hospitals, medical offices, and other healthcare facilities provide designated areas and reasonable accommodations for people needing no/low EMF areas while maintaining access to necessary medical equipment and care. Establish safeguards and exposure-reduction protocols in patient rooms, waiting areas, maternity units, neonatal units, and other settings serving medically vulnerable populations. Education and Training for Medical Professionals Incorporate education on RF and other non-ionizing EMF exposures into medical, nursing, and allied health curricula. Develop independent continuing education on the scientific evidence, research gaps, exposure assessment, and practical exposure-reduction measures. Train healthcare professionals to take environmental and occupational exposure histories, including exposures from wireless devices, cell towers, power lines, and workplace equipment. Develop clinical guidance for evaluating and supporting patients reporting symptoms associated with EMF exposure, including assessment of other possible causes and appropriate referrals. Train healthcare professionals on exposure-reduction counseling for children, pregnant patients, workers, and medically vulnerable populations. Provide training on reasonable accommodations and reducing exposures in healthcare settings. Establish training on documenting and reporting suspected adverse effects to the national health surveillance system. Develop medical education materials and training programs. Consumer Information and Public Education Require all relevant federal agencies to provide clear, publicly accessible information on RF and other non-ionizing EMF exposures, acknowledging that scientific evidence exists reporting associations with adverse health effects, with links to the research and explanations of findings and uncertainties. Require the CDC, FDA, and other relevant federal health and environmental agencies to educate the public on practical ways to reduce RF and EMF exposures, including the use of wired alternatives. This should extend beyond cell phones. Require the FDA to establish and enforce clear RF and EMF radiation exposure labeling requirements for cell phones and other RF-emitting consumer devices, including information on packaging and at the point of sale, applicable testing separation distances, and practical instructions to reduce exposure. Workplace Safeguards Establish a comprehensive occupational health program for EMF safety Characterize and monitor exposure levels in a broad range of exposed occupations, from telecom, plastic industry, utilities, healthcare, military, to retail and education. Establish standardized medical surveillance with mandatory recordkeeping and reporting to track worker health and exposure incidents, including overexposures. Initiate R&D and innovation programs that prioritize low-EMF design and emission reduction in industrial and workplace technologies, focusing on minimizing unnecessary EMF exposures through improved engineering and manufacturing practices. Require machinery and equipment to incorporate engineered EMF controls, shielding, and design features that minimize worker exposure, with verified performance and routine maintenance checks. Issue comprehensive, site-specific guidance to minimize EMF exposure and mitigate risk, with special provisions for accommodating pregnant workers, medically vulnerable individuals, and persons with implants. Ensure employer/worker training and education. Restore state and local authority to consider health and environmental effects when regulating the siting of wireless infrastructure. Recommendations for Schools Recommendations for Schools to Protect Children, Teachers, and Staff from the Position Statement By The International Commission On The Biological Effects Of Electromagnetic Fields Replace all Wi-Fi networks with hardwired, shielded Ethernet internet connections. Purchase laptops and tablets with Ethernet capability, and with easy steps to disable wireless antennas so that computers connect to the internet with Ethernet only. Require that all cell phones be powered off for the entire school day and stored in a Faraday box or other shielded storage to reduce unnecessary RF exposure and minimize classroom distractions. Require that all devices and technology equipment used in schools have wireless transmitters (intentional radiators) disabled, ensuring that no wireless radiation sources operate within school buildings. Provide wired telephones for personnel in all classrooms. Educate students, staff, and families on the risks of wireless and EMF exposure and how to reduce exposure. Minimize ELF exposures by ensuring adequate grounding, use of shielded cabling, twisted wiring, and devices with low ELF emissions. Ensure students are at a distance from electrical equipment and charging stations. Prohibit cell towers/base stations and other wireless emitting antennas on or near school property as is already the policy in some countries and U.S. school districts.[i] Prohibit high-voltage power lines and electrical substations on or near school property. School boards should maintain a team that can routinely conduct transparent, independent real-time EMF measurements (including body-worn dosimeters) in classrooms, playgrounds, and sports fields to ensure the lowest possible levels are maintained. Continuously mitigate as required to ensure the above principles are adhered to Recommendations for Wildlife and the Environment from “Flora and fauna—How nonhuman species interact with natural and man-made EMF at ecosystem levels and public policy recommendations” published in Frontiers in Public Health. Here are some of the key recommendations. Download the paper here. Recognize non-ionizing EMF as a biologically active pollutant in air, ground, and water, and designate airspace as habitat. Establish an EPA research program on RF biological and ecological impacts, including long-term exposure, cumulative risks, and interactions with other environmental stressors. Determine which ICRP protections for flora and fauna can apply to non-ionizing radiation. Ensure independent science guides federal safety standards protecting public health and the environment. Fund research to close wildlife data gaps and inform updated regulations. Establish wildlife exposure standards addressing chronic, low-level EMF exposure and avoiding or minimizing take of protected species. Model species-specific, whole-body and organ-specific resonance, with laboratory and field validation. Create a species- and frequency-specific exposure database. Create an environmental surveillance/reporting program to track wildlife behavior, reproduction, population trends, and effects on plants and trees in exposed areas. Amend migratory bird “take” protections to address known or suspected EMF impacts. Include wireless radiation effects in tower permitting and migratory bird rulemaking. Implement nationwide EMF monitoring, prioritizing parks, forests, refuges, wetlands, coastal ecosystems, migratory corridors, and wilderness areas. Establish NEPA-compliant procedures assessing cumulative RF and non-ionizing EMF impacts on wildlife, insects, and flora. Include emissions estimates and exposure-reduction design alternatives in environmental impact statements Document categorically excluded facilities and publish environmental assessments and RF compliance reports. Make wildlife protection and reducing EMF exposure a priority in technology and communications network design. Require independent RF spot checks before and after construction. Subject existing and proposed satellite systems to NEPA review. Fund at least one wildlife biologist position at FCC. Require premarket testing, including cost–benefit and cumulative effects analyses. Conduct robust environmental reviews that include EMF exposure before licensing and national deployment of new technologies. Establish accessible post-market reporting systems for ecological impacts. Establish formal interagency coordination, bioelectromagnetics expertise, and regular meetings. Establish species-specific habitat protections. Implement policies to reduce exposure. Direct antenna emissions away from foraging, nesting, and denning sites.Reduce ELF exposure through transmission corridor siting and wire configurations that reduce magnetic fields.Designate low- to no-EMF zones in critical habitats, wilderness areas, parks, forests, refuges, and other sensitive areas. Prohibit higher-frequency deployments that pose heightened risks to sensitive taxa in ecologically sensitive areas. Use barriers, antenna pattern modifications, and power line configurations to reduce wildlife exposure. Prioritize non-invasive non EMFemitting wildlife tracking and assess telemetry equipment for exposures and potential effects before use. Minimize telemetry emissions, transmission times, equipment burden, and the number of tagged animals.

ORIGINAL COMMENT · UNEDITED TEXT
As your agency is “promoting safety of life and property” I am submitting my comments regarding the safety of my life. I did not consent, nor do I consent today, to the continuous, involuntary exposure to biologically active RF radiation. My injury from radio frequency radiation began in the 2010s when millimeter scanners were used for airport security. When I had to go through one, I would be bedridden the entire next day because my body couldn’t function from the radiation exposure. In 2016 when a router at work was installed on the outer wall above my desk, I was disabled with heart palpitations, headaches, dizziness, nausea, the top of my head felt as it the sun was burning the top of my brain and my body was overwhelmed with feeling as if a weighted blanket had been thrown over me. The router had to be removed. When cell towers were built, they harmed me with stabbing pain through my head and neck, palpitations, headache and dizziness. I would have to alter my driving route to avoid them. Since the 2020s when their numbers were significantly increased, they are impossible to avoid. I have the same harmful symptoms when driving past them. On July 8, 2024 when smart meters were installed in my neighborhood, the harm from the pulse-modulated RF radiation (the worst kind) was great. I suffered debilitating harm. I immediately was impacted by the pulsed radiation with off kilter balance, body heaviness, whole body weakness, stabbing pain in temples, head squeezing sensation, weak thighs and hips with great pain so it was difficult to walk, palpitations, chest heaviness, headache and nausea, blood from sinuses, interrupted sleep, extreme tiredness, difficulty concentrating, tinnitus and worsening of tremor disease. https://www.americansforresponsibletech.org/_files/ugd/2cea04_bc6229ea88e040d98aa9bf2eced35134.pdf My home is no longer my safe sanctuary. I have no wireless devices in my home. Everything is hardwired. I have a cell phone which I only turn on and check once or twice a day. My home is invaded by the constant exposure to the radio frequency radiation and pulse-modulated RF radiation from smart meters, cell towers and neighbor’s routers. I used to walk through the neighborhood a lot for exercise. Now it is too harming to me with all of the smart meter radiation to do so. I have turned off all wireless controls in my vehicle. Travel is difficult due to cell towers everywhere. They cannot be avoided when driving. Hotels and vacation rentals have RF radiation devices in them and there are cell towers on or near the buildings. Airplanes are filled with radiation and seatmates use RF producing devices during flights. There are even shelves on airplane seatbacks for the RF devices to rest on behind the heads of the person sitting in front of it to expose them to device radiation. There is no escaping the harm and injury of radio frequency radiation and pulse-modulated RF radiation. My physicians have no remedy for me. My sister is also affected in the same ways. This submission represents her as well. Those of us with EMR syndrome are the canaries in the mine shaft. We become immediately injured from exposure to the radiation. That does not mean there is no harm to everyone else. All are exposed to unsafe levels of radiation from all wireless devices. Everyone’s health is injured by it. My quality of life and health have been tremendously harmed by the constant exposure to the radio frequency radiation and pulse-modulated RF radiation. There are untold numbers of us who live in constant disability and pain from the radio frequency radiation and pulse-modulated RF radiation. There needs to be ADA accommodations for those of us with EMR Syndrome. The exposure levels need to be dramatically reduced and there needs to be radio frequency radiation and pulse-modulated RF radiation free areas of the country for us to live in. EMR Syndrome is the easiest disability to reverse and heal. As you work to “promoting safety of life and property”, please reverse this disabling situation. Please support safe technology that allows us to communicate without harm to anyone. It has also been my observation that in the past several years with more cell towers erected in the area and smart meters installed, there are fewer and fewer birds and bees. https://www.bemri.org/publications/wildlife-and-plants/wildlife/1-birds-bees-and-mankind/file https://www.americansforresponsibletech.org/_files/ugd/2cea04_63cd657e2ebc493dbc3cf4a92044f2ba.pdf Thank you for your help. I declare under penalty of perjury that the foregoing is true and correct. October 15, 2026.

This issue matters to me personally because: I am a 34 year old woman whose life has been profoundly affected by a chronic, debilitating health condition, and who has spent nearly two decades searching for answers. My chronic migraines began when I was 15 years old. Around that time, a cell tower was constructed approximately 0.2 miles directly behind my family’s home. I cannot claim that this tower caused my illness, but the timing of these events has remained significant to me throughout my health journey. My symptoms quickly became so severe that I had to reduce my high school schedule. I woke up nearly every morning with debilitating migraines and vertigo, often unable to function. At one point, I missed more than 30 consecutive days of school. My family and I went from doctor to doctor, desperately searching for the underlying cause. I was prescribed countless medications in an effort to manage my symptoms, many of which came with adverse effects. My education suffered, my grades declined, and what should have been a formative, exciting period of my life became a daily struggle to get through the day. Rather than improving with age, my condition became progressively more severe. By age 26, I was experiencing symptoms that I associated with exposure to wireless devices and infrastructure. My arms would go numb while using my phone. I experienced stabbing pains in my head and stomach when people with cell phones came near me or when I was in areas near cell towers. As newer wireless technologies were introduced, I became increasingly concerned about the relationship between these exposures and my symptoms. My family went to extraordinary lengths to try to help me. We invested significant money in completely hardwiring our home and removing all wireless devices in an effort to reduce my potential exposure and find some measure of relief. This was not a casual lifestyle choice; it was a response to the debilitating reality of my daily life and our desperation to find answers. My family has had to make significant adjustments to our home and way of living because of the severity of my condition. The fact that my health concerns have required these kinds of sacrifices speaks to just how profoundly this has affected not only my life, but the lives of the people who love and support me. Also, when 5G technology was introduced in stadiums, attending sporting events became extraordinarily difficult for me because of the debilitating migraines I experienced. Travel became another challenge. Wi-Fi on airplanes, Bluetooth connections, and the wireless devices used by people around me became sources of concern as I struggled to manage my symptoms. Activities that most people take for granted; attending a game, boarding a plane, going into public spaces, or simply being around other people, became obstacles I had to weigh against the possibility of becoming severely ill. The consequences have extended far beyond physical pain. This condition has isolated me from experiences, relationships, opportunities, and the independence that most adults work toward building. I have struggled to maintain the health necessary to work consistently and support myself. Today, at 34 years old, I remain financially and physically dependent on my parents in ways I never imagined would define my adult life. I would give anything to have the freedom to attend a sporting event without fearing the consequences, travel without anticipating debilitating pain, work toward financial independence, and participate in everyday life without having to calculate the potential cost to my health. No one should have to spend nearly two decades fighting to reclaim a life they feel they have lost, while wondering whether an environmental exposure could be contributing to their suffering. People deserve answers. They deserve rigorous science, transparency, and a regulatory process willing to examine difficult questions. I urge the FCC to give meaningful consideration to the experiences and evidence before it and to fully address each of the issues identified by the court.
